Colin Jackson, Phil Harrison and Garry Snowden were in Parliament House, Canberra, on the evening of 20 August 1996, to hear the Budget Speech by the new Federal Treasurer, Peter Costello MP, who announced: “…the Government will provide $42 million over the next three years to establish the Green Corps. The Green Corps will be open to young Australians aged 17 to 20 to demonstrate their commitment to the environment by working on projects to preserve and restore Australia's natural environment and cultural heritage. The projects will also contribute to their career and employment prospects through training, skills development, work experience and personal development.” Soon after, the Commonwealth advertised a tender for a manger for the new program. Phil Harrison orchestrated a flurry of faxes between Brisbane and Ballarat, as Colin Jackson, Madeline Townsend, Garry Snowden and John Fenton fine-tuned the document. National reach and credible record won ATCV the job to administer and manage Green Corps for the whole of Australia for five years (1997-2002) was won in November and the contract was signed on the eve of Christmas, 1996. At the national launch of Green Corps – Youth for the Environment held in sweltering Adelaide on 12 January 1997, Colin Jackson assure the responsible Minister, Senator Amanda Vanstone, that thirty six projects were already in place and that recruiting was going well. Those who were there recall with awe the remarkable celebration that was the National Green Corps Conference on 21-24 February 1998 in Canberra. One hundred and one participants representing 71 past and current teams from around Australia, Treasurer Peter Costello, three other Commonwealth Ministers, and several “captains of industry” were on hand. Board member Sue Campbell remembers feeling “deeply moved” when Travis Schicchitano explained to the audience how much joining Green Corps had meant to him. This is a set of documents including three sheets of blueprint plans for the New Town Hall and Offices for Warrnambool, created in 1890 by the Architect Mr Arthur H. Cutler of Melbourne. The Contract was signed by the Town Mayor for Warrnambool, Mr William Simpson on May 7th 1890. Also, a Council copy of the Contract dated 26 June 1890, with the signatures and diagram where the two official stamps would be placed. The Foundation Stone was laid the following year by the next Mayor, John Hyland on February 24th 1891. The contractor for the building was granted to W. Kellas (William) of Warrnambool. The Town Hall and Offices were built on the corner of Liebig and Timor Streets in Warrnambool. On March 20th 1983 the new Performing Arts Centre was opened y the Mayor, Councillor R w Andreson, on the same site. The new building incorporates the 1890 Town Hall building. The plans, contracts, documents and various references to people on the documents are significant to the history of the City of Warrnambool and its community. The Warrnambool Town Hall building is also significant for the many community events held there over the decades after it was built. These are two administrative record books from the Warrnambool Town Council which took over from the Warrnambool Borough Council in 1883 and existed until 1918 when it became the Warrnambool City Council. .1 Warrnambool Town Council letter book dating from 1904 to 1918 containing copies of letters written by the Rate Collector, Thomas Beattie .2 Warrnambool Town Council Contract Book dating from 1902 to 1909. The contract details include the name of the supplier or tradesman and the costs. Some of the contracts deal with the Corporation Baths, the Botanic Gardens and town tree planting. This notebook appears to be the Warrnambool Water Trust Records of two contracts in 1892 . (The reference is written as 'W.W.Trust'.) The first contract, with the contractors, Coates and Reed, is for the excavation for settling tanks and clear water basin and a reservoir in Liebig Street and there are 60 pages giving details of these works - labour, masonry, concreting, fencing etc. The second contract with the contractor, William Kellas, is for the erection of a cottage and an engine shed and boiler room (7 pages). The Warrnambool Water Trust was set up in 1891 and the first project was the supply of water from the Merri River near Wollaston to a reservoir and tower in Liebig Street and this notebook concerns some details of this early water supply scheme. This notebook is of some interest as it supplies details of a late 19th century Warrnambool water supply scheme and so should be of value to local history researchers This is a notebook with a red leather cover and pages with printed headings and ruled red lines. These documents relate to the sale of land in Merri Street Warrnambool in 1959 by Swintons Pty Ltd of Warrnambool. The buyer of the land was George O’Grady, a Warrnambool baker. The land sold for £4000 and there was a shed on the land (called the ‘Office’) which George O’Grady indicated he wished to be included in the sale. William and Ann Swinton migrated to Australia in 1854 and for a decade William Swinton worked as a builder and carpenter in the Warrnambool area, erecting many buildings, including the Wangoom Presbyterian Church. In 1865 he opened a store in Timor Street Warrnambool, selling groceries, hardware, china and glassware. By 1888 the business was known as William Swinton and Sons. Branch stores were opened in Wangoom, Cudgee, Nullawarre, South Warrnambool and West Warrnambool. After William Swinton died his son Robert became the first managing director of Swintons Pty Ltd. In 1934 the business split with George Swinton and Sons selling clothing, furnishings and glassware and Swintons Pty Ltd selling seeds, produce and hardware. Today the Swinton family still operates a furniture and bedding shop in Timor St Warrnambool.These items are of some interest as being connected to the Warrnambool business of Swintons Pty Ltd. They will be of interest to researchers.
