The current site of the Kew Recreation Centre in High Street Kew previously housed the Kew Depot on the corner of Disraeli Street. In nearby Derby Street, a number of original Victorian era buildings were gradually replaced due to development of the Baths precinct and commercial development.This work forms part of the collection assembled by the historian Dorothy Rogers (1905-1973), donated to the Kew Historical Society by her son in 2015. The manuscripts, photographs, maps, and documents were sourced by her from both family and local collections or produced as references for her print publications. Many were directly used by Rogers in writing ‘Lovely Old Homes of Kew’ (1961) and 'A History of Kew' (1973), or the numerous articles on local history that she produced for suburban newspapers. Most of the photographs in the collection include detailed annotations in her hand. Given that it is a large-sized studio photograph that had been framed and kept for decades, it is likely to be one of the founders of the Scout Troop, perhaps Captain Peowrie. Like many of the early Scout Troops, a man with a military background initially led 1st Kew. Having joined the Scout Troop in 1911 or early 1912, Captain Peowrie went on to serve in the Army during the First World War, rejoining the Scout Troop at war’s end. At this time the Scout in charge of a patrol was called a patrol leader (‘PL’) and his assistant a ‘second’ (‘Sec’). Each patrol of boys would chose a patrol name, often an Australian animal or bird. Other 1st Kew patrols called themselves the Kookaburra Patrol, the Kangaroo Patrol and so forth. The shield the Emu patrol is proudly displaying is possibly the trophy for being the ‘Champion Victorian Patrol’. At the time many locals swam in the river. 1924 was well before the construction of major water storage dams and urbanisation of the upper reaches of the Yarra River, which significantly reduced downstream flows and water quality. The City of Kew (1860-1994) was a municipality within the boundaries of suburban Melbourne, bordering on the inner suburbs. It was governed by a Council who employed council officers and workers. Services offered to ratepayers included garbage collection. Workers also carried our rubbish removal. From the evidence of photographs, garbage trucks has a semi-circular top with openings on the side of the top and at the rear. Rubbish carts were simple open top containers. Both garbage trucks and rubbish carts were drawn by horses and, in the interwar years and after, operated out of the Council Depot in High Street (formerly the 'horse tramway' sheds and later was to be replaced by the Kew Recreation Centre. In the chapter he recounts debate in Council from 1912 about the need for a swimming pool. The first concrete step toward achieving this occurred in 1914 when Council purchased the Tramways Sheds on the corner of High and Disraeli Streets in 1914. Further adjoining land in High Street was compulsorily acquired in 1923. The final plans were accepted in 1925 and following public tender, Messrs. Weavill and Keast were appointed to construct the pool at a cost of 5,418/9/-. The baths were formally opened on 18 November 1925 by George Ramsay, Mayor of Kew. (The Kew Swimming Club was founded in the same year.) Vaughan notes that "mixed bathing was not permitted at the Kew Baths until January, 1928, when it was allowed every evening (except Sundays) and Friday afternoons.
