The Committee of Management held monthly meetings and "the members were conscientious in their attendance". 1938/1939 were busy years for the Orbost Hospital as there was a serious outbreak of poliomyelitis and some cases had to be sent on to Sale. There was also pressure from Dr Nettleton to begin a garbage collection in the town to clean up the town As the polio epidemic abated, diptheria took over and Dr Nettleton urged the shire to fund a further free immunisation campaign. In February, 1939t here were major bush fires in the district and the fire came within 300 yards of the Orbost Hospital. Orbost is an isolated town and the importance of the medical service in the community is immense. Council decided to retain the overall title "The School of Mines and Industries, Ballarat" for the foreseeable future, but to separately name the three divisions as follows: 1. Diploma School - The Ballarat Institute of Advanced Education (A division of the School of Mines and Industries, Ballarat) 2. Trades School - The Ballarat School of Industries (A division of the School of Mines and Industries, Ballarat) 3. Secondary School - The Ballarat Technical School (A division of the School of Mines and Industries, Ballarat). The annual report also foreshadowed the Centenary of the School (and technical education in Australia) in 1970. Speaker at the trade Prize Night and Apprenticeship Week was W.J. Anderson, and Craftsmen Certificates were presented by the Ballarat City Council. A number of quarto pages with stapled inside a brown card cover. The report was for the year ended 30 June 1969, and was delivered by Ballarat School of Mines President M.B. John. Page 5 lists the Diplomas awarded. Page 6 lists the scholarships, prizes and awards, including the Josephine Brelaz Scholarship, Martha Pinkerton Scholarship, Frank Pinkerton Scholarship, Mica Smith/Serjeant/Ironworkers Scholarship, Ballaarat Has Comapny Scholarship, Ballaarat City Council Scholarship, R.W. Richards Medal. Page 8 covers buildings and accommodation. Conditions were cramped at Lydiard Street , with conditions hoped to be improved when the Stage I buildings at Mount Helen were completed in the following year. Mount Helen Master Plan was undertaken by Joint site planners G.J. Harrison, staff architect at the Flinders University of South Australia. and messrs L.H. Vernon and associates, of Ballarat. The following staff members retired: A.L.H. Aldersey; J.V. Crotty; M. Page; J.Ralston; P.J. Smith, P.B. Todd; Derek Wooley; Mr Goldfinch. TRADE DIVISION: F.D. Hamilton, J. Document - Framed Poster, Borough of Warrnambool, Victoria, Australia, after 30/06/1875
This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. Latitude, 30.24.50 South, Longitude 142.32 East The Principal Port in the Western District of the Colony and the Centre of its Choicest Agricultural Lands. Established a Municipality in 1855, and Created a Borough 1863. Population in 1875 4,500. Warrnambool is the nearest Port to Melbourne on the Western Seaboard, being about 160 miles distant. Coaches run to and from the Metropolis daily, in connexion [connection] with the Railway of Geelong and Steamers belonging to Local Companies sail between Melbourne, Warrnambool, Belfast [renamed Port Fairy], and Portland several times weekly. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The formation of a Breakwater has been decided upon by the Government, to extend 600 yards, at an estimated cost of £100,000. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. Wool, Tallow, hides &c are also largely exported, while the shipments of all descriptions of Farm Produce are annually increasing. Area of Borough, 3362 Acres. Net Annual Value £27,000. Annual Revenue £5,500. Number of Houses in Borough 800. Public Buildings and Institutions Churches. Church of England, Roman Catholic, Presbyterian, Wesleyan, Congregational and Baptist. Schools. Plan, Ballarat School of Mines Future Development: A Southern Terminal to Lydiard Street, 1947, 09/12/1947
In 1947 Percy Everett, Chief Architect for the Victorian Government, drew up plans to accomodate the growth in student numbers on the Ballarat School of Mines site. It was an era of government buildings surrounding the Ballarat School of Mines campus either being transfered to the school or foreshadowed for transfer. In 1947 two Red Cross huts were transferred from Victoria Park to the western side of the former Ballarat Supreme Court (later Courthouse Theatre) for use by Wool Classing and Motor Mechanics. In the same year additional facilities were provided for Pottery due to the increase in enrolments and a large brick classroom was built at the rear of the Ballarat Junior Technical School Building. In the annual report of 1947 the President said: "These transfers are, however, only temporary expedients and indicate the pressing need for more buildings of a permanent nature". By the end of the year the School Council decided to request the Education Department of Victoria to proceed with the implementation of the School's long-range plan whch had received approval earlier and to treat it as an urgent post-war requirement. After much communication a plan for a six-storied building, flanked by two three storied buildings was planned to be built on the site of the Ballarat Gaol was developed. The plan was sent to the Education Department for the Minister's Approval. It is not know if approval was granted, but the building did not proceed, possibly becausse the Ballarat Gaol was still very miuch in use. When a tertiary division of the Ballarat School of Mines was being developed in 1967 it corresponded with the closure of the Ballarat Gaol. It was determined that the Lydiard Street South site had no room for future growth so a new campus was sought. The new campus was purchased at Mt Helen, and was initially known as the Ballarat Insittute of Advanced Education. In 1976, when the Ballarat Teachers' College merged into the structure, the campus became known as the Ballarat College of Advanced Education and it was no longer a part of the Ballarat School of Mines. Plans for a proposed building to replace the Ballarat Gaol buildings. John Bainbridge's report indicate that he was in Form 4G1. The "G" indicates that he was doing general subjects. These included English, Social Studies, Mathematics 1, Science 1, as well as Graphics, metal fabrication, Auto Practices and Electical Practices. His reports indicate he had a good degree of understanding and ability. There were reports written at the end of each term. At this time there were only three terms each year. Churchill Island Heritage Farm

The Lady Nelson was the first decked ship to enter Western Port at the beginning of 1801, captained by Lt James Grant, who named Churchill Island after a man in Dawlish, Devon who gave him a quantity of a variety of seeds, including wheat, which he sowed on CI. Lady Nelson returned at the end of the year under the command of Murray, who reported that most of the seeds had grown. He harvested the wheat to feed to the swans they had on board for fresh meat. Friends of Churchill Island Society commissioned the building of the model ship from David Lumsden, who built it for FOCIS for the cost of materials.See historical information for the significance of the Lady Nelson to Churchill Island.1:24 scale model of the Lady Nelson (c.1801) made from cardboard, wood, cord, string, wool.
