The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. The booklet comprises of a series of papers published in the Ballarat Star, with some revisions. The Administrative Council hoped the publication would increase interest in Technical Education, especially the Art of Mining. He would also hope the public would recognise the Ballarat School of Mines as an institution adapted to supply technical education. Section I outlines the establishment of the Ballarat School of Mines, the buildings and land used by the school, describes in detail the former Ballarat Circuit Court and describes the lecture rooms. Section II describes the Ballarat School of Mines Museum, including a description of exhibits. Section III describes the lecture hall, and the apartments on either side of the hall, including the office of the registrar W.H. Barnard, mathematical classroom, chemical laboratory, and metallurgical laboratory. Section IV outlines the subjects offered by the Ballarat School of Mines, including Mathematics taught by John Victor of Grenville College, who had been educated at Trinity College Dublin. Mining and Land Surveying was taught by C.W. Thomas. Mr Croll taught mechanical drawing, followed by Jonathan Robinson of the Union Foundry, and finally S. Keast. It then lists some text books used in the school. Section V mentions the School Council, lack of funds, future directions, mining laboratory. Vi- Describes the land and out buildings, and the proposed building for metal and wood turning, brass foundry, blacksmith, working engine, etc. This section describes some large donations to the school - 50 pounds from the Misses Meglin of Melbourne, 10 pounds 10 shillings to the 'Pyrites fund' by the Walhalla and Long Tunnel Companies in Gippsland. Section VII covers the teaching of chemistry by Joseph Flude. Section VIII outlines the metallurgy classes and the process of assaying. Section IX covers telegraphy taught by Mr Bechervaise Section X describes the examination process at the Ballarat School of Mines. Examiners in mathematics were G.J. Russell (Buninyong) and John Lynch (Smythesdale), mining and land surveying John Lynch and P.C. Fitzpatrick (Ballarat), Principles and Practice of Mining R.M. The former Ballarat Gaol was commenced in 1856 and completed in 1862, This view looks up Lydiard Street South, and was taken before the Ballarat Courthouse was built south of the gaol in 1868. The wall was built from quarried basalt with local bricks. A system of burning the lime mortar between the joints and the shape of the wall meant it had a high degree of stability. From 1870 on more buildings were constructed and these became the School of Mines and Industries Ballarat. The Gaol closed in 1965. This image shows the Ballarat Gaol c. 1861 giving us an understanding of what the site looked like before all the changes that have occurred over the years since the gaol closed and other organisations have had the site. The Ballarat School of Mines was Australia's first, and was established in 1870. The former Ballarat Circuit Court was the first site of the Ballarat School of Mines. The Circuit Court House buildings were located in Lydiard Street Ballarat. By 1862 the Ballarat Gaol was completed, including a tunnel connecting the Gaol to the Court House. The original initiative for the founding of the Ballarat School of Mines was taken at a meeting of the Ballarat Mining Board on 6 October 1869. The Provisional Ballarat School of Mines Council applied to the Government for the lease of the former Circuit Court House. It was approved for a 15 year period at one shilling per annum. The official opening of the Ballarat School of Mines by its first President, Sir Redmond Barry, was held 26 October 1870 in the former Circuit Court House, Lydiard Street Ballarat. Conversions were made to accommodate the new role it was to play. On 14 December 1912, demolition of the former Circuit Court House commenced. In 1881 Cyrus Bath Retallack purchased land now known as 1200 Mair Street Ballarat. Retallack was a successful Cornish miner and engineer. He built a two storey brick mansion between 1882 and 1883, naming the property ‘Carn Brae’ after the castle in Cornwall. Substantial grounds were established with with range of exotic trees planted, a tennis court was laid out and a stables building was erected. In 1918 the site become a campus of Queen’s GIrls’ Grammar School, then Aquinas College which was merged into the Australian Catholic University from 1973. When Ballarat Junior Technical School building was opened in 1921, there was little cleared space for the students to use for sporting activities. The area known as Battery Paddock was used for dodge-ball and football. Gradually the slope area was cleared and planted. In November 1922 a tennis court was opened in the Battery Paddock. It was designed and built by two former students of the Ballarat School of Mines. The old Mount Doran school house was moved to the area as a students' common room. A new tennis court was built in the same vicinity in 1934. This area was on the corner of Grant and Albert Streets. Area is where the Corbould Building and the Automotive Skills Centre of School of Mines Ballarat Grant Street Campus now stand. 1 October 2009 marks a defining moment in the constitutional history of the United Kingdom: transferring judicial authority away from the House of Lords, and creating a Supreme Court for the United Kingdom in the historic setting of the former Middlesex Guildhall on Parliament Square. In this location, The Supreme Court forms part of a pre-existing quadrangle made up of the Houses of Parliament, Westminster Abbey and Treasury. As civil administration developed, it tended to be conducted by the Justices of the Peace and its offices were often co-located with the first tier of the courts. This close association reached a peak in the latter half of the nineteenth century, since when the two activities have tended to separate. In April 2005, all Magistrates’ Court houses were transferred from the care of County Councils to the Department of Constitutional Affairs (DCA).
