Sir Zelman Cowan, Governor General of Australia, made a visit to Bandiana to present the Sovereign's Banner to the Royal Australian Army Ordnance Corps (RAAOC). The 8/13 Victorian Mounted Rifles Light Horse Heritage Troop provided a mounted escort for Sir Zelman and Lady Cowan. The escort was under the command of Captain (later Major) Robert Morrison, a keen horseman, who had been the prime mover in raising the Heritage Troop. Hume Dam took 17 years to construct from the turning of the first sod on 28 November 1919 by Sir Ronald Munro-Ferguson, Governor-General of Australia. The first filling was in December 1934 and it was officially opened on 21 November 1936. Between 1950 and 1961 further modifications were made which enlarged its storage capacity. TOC H was founded as a Christian organisation during the First World War in Belgium in 1915. Talbot House was a venue for respite from the war for soldiers and civilians. During the 1920s TOC H spread around the world especially to Commonwealth countries. In 1923 the Governor General of Australia wrote to The Reverend "Tubby" Clayton indicating that he and Lady Forster wished to endow a TOC H lamp, the symbol of TOC H in memory of their two sons who were killed in the war. The lamp symbol is a replica of the lamp used to provide light to early Christians who sought refuge in the catacombs of Rome. The cross of Lorraine is an indicator of its origins in the Ypres salient.The lamp is a symbol of an ongoing commitment of TOC H to spread light wherever it may be required. These badges are maintained as mementos of the Warrnambool branch of TOC H which operated from a sandstone building in Koroit Street Warrnambool. This medal was produced in 1988 by the Australian Bicentennial Authority as a memento for distribution to all school students in Australia. It was one of many medals struck to commemorate 200 years of European settlement in Australia.This medal is of some interest as it is a memento of Australia’s Bicentennial celebrations and it is one that all school children in Warrnambool and district would have received at that time. This silver circular medal has five stars and a large group of men, women and children some of whom are holding hands and dancing on the reverse. On the obverse is a geometrical shaped logo and two sprays of leaves. The lectern was gifted by Mary Georgina Howard Northcote in December 1907 for the Siddeley Street mission (see Annual Report 1907: list of gifts for the new institute page 8). It was moved to the St Peter Chapel, Flinders Street, and has been in use ever since. Mary nee Reynell in Cheltenham, England, was the wife of Edward Northcote, ex master mariner and general manager of the Adelaide Steamship Company between 1899 and 1926, before his death on 4 November 1926. Edward Northcote was the cousin of Henry Stafford Northcote, Governor General of Australia (1904-1908). Lord Northcote laid the stone of the Siddeley Street Seamen's Institute on Tuesday 5 February 1907. Mary died in December 1932, in her will she made a donation of £25 to the Mission. As it was moved to the St Peter chapel when the Flinders Street Mission opened, it was added to the 1917 list of gifts.The Mission to Seafarers Victoria has been in operation for over 150 years in Victoria although experiencing many name and location changes. Support and patronage by Governors general and State governors was key to official recognition of the work of the Mission.The current site at 717 Flinders Street is the most enduring and many artefacts from previous locations have been relocated to this site. This lectern underscores the relationship between the Mission and notable Victorians.The head of the lectern is supported by three wooden cross sections each engraved with a criss-crossing leaf pattern. The legs of lectern have a similarly carved decorative panel forming an arched shape. Each corner of the panel has gum leafs and nuts carved into it. Photos of the launch of Legacy Week in 1991. The guest speaker was Sir Zelman Cowan, a former Governor General of Australia. The launch was in the Crest International Hotel in St Kilda on 3 September 1991. Sir Zelman spoke movingly on the work of Legacy and on the dramatic world events: the Gulf War; the reunification of Germany; the changes within the Soviet Union and his speech was warmly received by all who attended. The speaker and head table are under the Legacy Banner - which says "Legacy Caring for Australia's Biggest Family". The same banner is used at an event in Melbourne City Square - see 000491 (from the same roll of film). Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. University of Ballarat is a predecessor institution of Federation University Australia. Federation University VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree – on the basis of extensive work experience and knowledge. The first intake of students was in 1979. The first graduation ceremony to be held in Founder's Hall in 1981 was this intake of students. The piano (Beale-Vader patented model) was donated on Thursday 19 December 1907 by Lady Northcote (Alice, wife of the Governor General of Australia) for the Siddeley Street Institute. The article in The Age dating Friday 20 December 1907: "Shortly after noon yesterday the Rey. A. Gurney Goldsmith, chaplain to the Victorian Missions to Seamen, who has just taken up residence at his quarters in the new Seamen's' Institute on the Yarra-bank, which was recently opened by his Excellence the Governor-General, was surprised at the receipt of a case of large dimensions. On opening it he found a grand piano, accompanied by a card, "With Lady Northcote's compliments." The pianoforte is one of Beale's make, and its presentation is another illustration of the determination of the vice-regal representatives in Australia to encourage local manufactures. It will be remembered that on the occasion of the opening of the institute an appeal was made to the public for a pianoforte and a billiard table. Lady Northcote has responded with the former, and it will be most useful in connection with the concerts which are given once a week to the, sailors of vessels coming up tho river. The question now arises as to who will provide the billiard table for the use of "Jack ashore," as one of the inducements for him, to visit the institute instead of' spending his spare time in the public house. "Governor Northcote and his wife had laid the foundation Stones of the first Central Institute on Siddeley street. The piano was used it for entertainments and concerts including accompaniment of silent films in the 1920s. 21st century visiting seafarers whilst on shore at the Mission, still regularly play pieces such as popular tunes and classics. An article from the Bulletin including the text an address by Legatee Kem Kemsley at a Legacy event on 4 October 1977. He discusses the beginnings of Legacy. He starts with Legatee Savige's tip to Hobart and Sir John Gellibrand's Remembrance Club. Then a meeting of the 24th Battalion at Phair's Hotel in 1923 and the men there agreeing to start a similar club, he mentions Sandy Lowe as a member at the meeting in 1977 that was at the initial meeting in 1923. He also mentions other at that initial meeting were Savige, Frank Selleck, Ted Pittard, Bob Irving, and 'Babe' Norman. He relates the approach made to Sir John Monash to be the first president. It was when Savige was in Frank Meldrum's dentist chair that the plan was hatched for Meldrum, (who was playing tennis with Monash's son-in-law, Gershon Bennett), to approach Monash to be president. It shows the nature of relations between high ranking ex servicemen. Instead Monash suggested Colonel Harold Cohen. Initially Legacy was founded with 'one person from each profession or business who will represent that profession until such time as the Club has established itself on a wider basis.' For example there were 'two solicitors - Downing and Armstrong, Meldrum as dentist, George Worboys as plumber, Dr Gardener as the eye specialist, Doolan and Goodchild as Surveyors, Fred Wickham of the Premier's department who was regarded as very important, Baker from Myer's Emporium, Joynt from the printing world and Blackett the architect.' He also mentions a Police Strike and General Monash set up a special constabulary force. Cohen, Kemsley and many of the early legatees answered the call to help keep peace. By December 1923 there were 54 members of the new Legacy club. The name was under consideration as the Tasmanian club was called Remembrance Club. Pip Powell nominated the name of Legacy to be submitted for consideration, but it was Frank Selleck who moved the formal resolution. The speech mentions that Sir Gellibrand was appointed Patron of Legacy and later Monash and Sir Harry Chauvel were chosen. Frank Doolan posed the question 'what does Legacy really mean?' and focus changed toward widows and children. Citing some slightly different dates to those in a later speech about the start of Legacy (at 02029) he says it was July 1926 that they met with widows and a couple of weeks later 142 boys were to attend Anzac House for a Literary and Debating class. Ballarat and Geelong had formed clubs by 1925 and Legatee Hilmer Smith was transferred with his work to Sydney and started a Legacy Club there in 1926. The first Conference was held in November 1926. The first Government House Christmas party for children was held in 1926, when the Governor General of Australia was still residing there. His final words were about his war experiences and relates a speech made by Legatee Brian Armstrong on 28th February 1961 (02502) that also spoke of the area around the Pozieres Windmill that was part of the battle of the Somme in July/August 1916, where so many of the early legatees fought.. The article was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. It is recognized as the minute book and cash receipt book of the period 1922-1926 when the Memorial Park Committee, who it seems were part of the Shire of Eltham Soldier's Memorial League, was requested to raise funds for building the Shire of Eltham War Memorial Tower at Kangaroo Ground. History tells us that the tower, which is currently being refurbished, was officially opened by the Governor General of Australia, Lord Stonehaven on 11.11.26. The ladies invited to the first meeting at the Shire Hall did so on 21st September 1922. The minutes book reads: Present: Mesdames Bell, Bourchier, McMahon, Gosling, Cockcroft, Wraight, E Coutie, R Rogers, A Jones, AH White, Davies, Everitt and the Misses Lacey, Harris, N Weller, Gosling, Bell and D and G J Bourchier. These people became the Kangaroo Ground Memorial Bazaar Committee along with others named at further meetings. They conditionally accepted the role of raising funds, their condition being that the Bazaar Committee be given representation on any committee empowered to deal with the memorial in proportion to the amount of money raised by the bazaar'. The original date for the laying of Foundation stone for the first Mission building at Australian Wharf in 1906 had to be changed to the 5th of February 1907 due to industrial action at the Wharves. See scrapbooks and clippings for details. Lord Northcote the Governor General officiated. The invitation marks the establishment for the first time at the Australian Wharf official recognition of the need to establish a Mission for seafarers in this location, some six years after presentation of the letter in 1897 from 22 Captains urging and requesting a respectable and convenient facility. Just ten years later the Mission would have to move to an adjacent site and raise funds for yet another Mission building in 1916. A heavy card with crimped edge with commercially printed invitation in cursive scripts from the Archbishop of Melbourne and the Members of the Committee of the Mission. A blue flying angel Missions to Seamen flag is printed in the top left corner. The invitee name is written in sepia ink as is an altered date. Ink inscriptions: the Rev A.G. This is a set of nine photographs of Defence Force Service Medal presentations by the Chief of the General Staff (CGS) Lieutenant General Sir Donald Dunstan AC, KBE, CB; at the Army Survey Regiment, Fortuna, Bendigo on the 5th of June 1979. The photos were taken next to the flagpole in Fortuna Villa’s front garden. Upon retirement from the Army in 1982, Lieutenant General Sir Donald Dunstan AC, KBE, CB; was appointed to the position of Governor of South Australia from 1982 to 1991. On this occasion the CGS presented the Defence Force Service Medal to WO2 Alex Cairney, WO1 Bob Mason and WO2 Ken Slater for 15 years of efficient remunerated service in the Australian Army. It is likely the unidentified UK Exchange senior NCO was the recipient of the UK Army’s equivalent service medal. Other key staff appearing in these photos are LTCOL Bob Skitch was the CO of the Army Svy Rgt from 1976 to 1980 and WO1 Aub Harvey, who was RSM from 1976 to 1982. MAJ Don Swiney MBE was later promoted to LTCOL and was CO of the Army Svy Rgt from 1985 to 1987. He was subsequently promoted to Colonel and was Director of the Royal Australian Survey Corp from November 1988 to January 1991, and the honorary position as Colonel Commandant from January 1993 to January 1996. This is a Federation certificate showing the signatures of the Shire of Warrnambool personnel who signed the addresses presented by the Municipalities of Victoria to the Duke of York and the Governor-General in 1901 on the occasion of the Federation of the six colonies in Australia. This was a highly significant event in Australia’s history and Warrnambool shared in this occasion by voting overwhelmingly in the Referendum in favour of Federation. This certificate shows the official local government acceptance of the inauguration of the Commonwealth of Australia and the regard for matters of Empire and the representatives of British Royalty. It also has the signatures of the Shire personnel, many of whom were prominent men in the Warrnambool district in the early 20th century, especially Gideon Nicol, James Lindsay, Alexander Rollo and John Glasgow. It was reported in the Warrnambool Standard at the time that this certificate had been designed and illuminated by Victor Henry, an art student from Warrnambool and the son of one of Warrnambool’s Councillors, This is a certificate indicating that the Shire of Warrnambool Councillors signed the Addresses presented by the Municipalities of Victoria to the Duke of York and the Governor- General in January 1901. The certificate is mounted on card with paper binding on the edges and contains the signatures of the President of the Shire of Warrnambool, nine Councillors and the Shire Secretary. It is highly ornamented with lithographs of the crests of the six States of Australia, an archway , an image of a woman representing the British Empire, a lion, a British flag and the crest of ‘United Australia’ and other symbols. In 1999 a referendum was held in Australia to determine whether a Republic would be established with the Queen of England and the Australian Governor- General being replaced by a President elected by two thirds of the members of the Australian Government. The Republican referendum failed with 54.8 % of voters being opposed to the Republican model offered. The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days.
