These 4 black and white photos are very clear and are of Bogong in the 1940s when the Kiewa Hydro electric Scheme was being constructed. Bogong was the first construction site. Bogong was a township and construction site for the Kiewa Hydro Electric Scheme built by the State Electricity Commission of Victoria. These photos in the early 1940s (during WW2) tell the story of fire, flood and living conditions with the inference of transport being horses in 1940 compared with its development in 1944.1. This VHS was produced by the State Electricity Commission of Victoria, to show the pristine state of the Kiewa River and Valley post the completion of the Kiewa Hydro Electricity Scheme (Circa 1950s), The late 1970s on wards was the beginning of deeper social scrutineering by pro environmental groups such as the Australian Wilderness Society (1976) and the Greens (political Party), before, during and after the construction phases of any man made structures in forest/bush areas which may or could damage or adversely affect the natural flora and fauna of sites. This promotional VHS, which was produced in the 1990s, was to project that unlike the Tasmanian State Electricity Commission (Franklin Dam issue), the Victorian State Electricity Commission acted in a way to protect the environment to the maximum level possible. With the passage of time since, and the issue of the global push to minimise carbon pollution, and as an alternative to coal fired power stations, the use of hydro electricity can now be seen as a highly efficient alternative to "coal powered" electricity. This VHS is a snap shot in time (1990) when the Kiewa Valley was still relatively under populated and holiday houses owned by city bound workers was still relatively insignificant. As more and more holiday makers retire to a small but friendly region(Kiewa Valley and Mount Beauty) the increase in visitor numbers will affect the local rural bush scene more and more. The changes that will occur (in time) can be measured against the scenes presented in this video. The additional resources provided by the State Electricity Commission of Victoria of "alpine bush" fire control and management, together with an ongoing educational scheme for school children in learning about what constitutes the Alpine country's unique environment, are a very important offshoot, benefitting to both the communities within the Kiewa Valley and regional Victoria.This VHS tape is stored within its own plastic cover which has a front side covered by a coloured photograph(both front and back cover) of the Kiewa River, just to the north east of the Mount Beauty township. The Kiewa Hydro Electric Scheme was constructed by the State Electricity Commission of Victoria. Draftsmen drew up the plan of the layout as per the instructions from the engineers. The plan was drawn up on a transparency sheet and paper prints run off on a 'dyeline' copier. The 'Chief draftsman' and 'Design engineer' and 'Civil engineers recommended it and approved it. Historic: This plan gives a time line for the work on the Kiewa Hydro Electric Scheme. This book provides in chronological order the development of the Kiewa Hydro-electricity scheme from the first concept (1911) to final construction work (1961). It covers the first attempt to utilise the power of the Victorian Alps water system. It started from a private syndicate and developed to the current State Electricity Commission of Victoria. The incentive for the Hydro scheme was to make money and not as an alternative to the carbon producing coal fired power plants. These coal fired power plants were increasing in numbers to service an ever increasing demand made by population expansion, especially in cities and large rural settlements. This demand spiraled up after World War II when there was a tremendous spike in immigration numbers due to refugees and displaced persons in Europe. The ability to utilise the untapped water provided by the winter snow fields, for a higher yield in electricity, was a powerful incentive to overcome the physical hardships in this remote Alpine region. Future power requirements may initiate the re-installation of the other two power stations(Pretty Valley and Big Hill) covered in original Scheme. This publication not only covers the development of the Kiewa Valley region with respect to population (within a socio-economical framework) but also the subtle but yet strong physical changes of a relatively pristine alpine region. The demands that an ever growing regional population places on the environment is clearly documented in print and black and white photographs. The working and living conditions of those who constructed and gave life to this hydro scheme is well documented in this book. It may be viewed as spartan now but was relevantly good at that moment in time, especially for those workers fleeing a devastated European environment. The successful planning and consideration to minimising any intrusion upon the natural alpine forests and high plains can viewed as an example (compared to the Tasmanian Hydro schemes) of how future hydro schemes (an inevitable requirement) will proceed. Most rural towns (in the early 1900s) were built by unencumbered rural based citizens, with the exception of Mount Beauty and Falls Creek. These two settlements were brought into life by a State (Victorian) Authority for a specific function and program. They were a gated community, that is, only open to construction workers involved with the hydro scheme. All facilities within these communities were provided by the State Electricity Commission of Victoria. The impact on the social, financial and individual independency of the community, by the transition from the S.E.C .environment to one of local government (Shire of Bright), had in some cases a severe impact.This hard covered book has a green cover with pictures on the front and back covers. The front cover has a coloured picture of a snow covered Mount Bogong taken from the opposite mountain range. The valley between both ranges has a whisk of mist over it. At the bottom of this picture are three black and white photographs covering the construction of the Kiewa Hydro - Electricity Scheme. Dartmouth Dam was built on the Mitta Mitta River in the 1970s. It is the highest dam in Australia (2022). It is the largest storage in Victoria (2022). It was built primarly for irrigation and urban use. The power station has the largest hydro-electric generator in Victoria (2022).

The Mt Beauty Golf Course was a tourist attraction during the warmer months. The SECV Gate controlled entry to the KHES only allowing permitted workers.

This Favag Timer apparatus was a part of the first electronic control system -(1960's), in Victoria), which worked using telephone stepping selectors to convey a change in voltage providing a regulated pulse from the control centre(Mount Beauty) to the remote Power Stations opening and closing (stop/start) of various devices at the Power Station and a return signal confirmed the action taken. Testing of this unit was carried out using a "dummy" device at the remote Power Station so as not to disrupt the power plant's operation. This timer was one of many electrical apparatus connected to the large SEC Victoria Hydro Scheme's electrical power producing generators. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro Schemes was achieved from the early 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce,inclusion of skilled and unskilled, migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years.This Favag Timer was one of the crucial pieces of equipment that made it possible for the Mount Beauty Terminal Station to control the operations of these Power Stations; McKay, Clover, West Kiewa Power Stations and the Dederang Terminal Station.This aluminium and anodised "FAVAG" (pulse) timer is fastened to a base structure which comes with its own metal cover that is fastened by two metal hooks. From the top of these hooks runs a thick leather "carry" strap.The instrument, itself, a small "micro motor" at one end tape feeding spool on the other. Aluminium metal structures offer a preventative barrier against any electronic spikes from static electricity sources. There are two toggle switches to the bottom right hand side and twelve coloured "pin" connection points.There is a sliding access sleeve which exposes a circuit board.with various leads fastened on each side. In front of one of this slide are two "screw in" fuses, spare fuses are in a small envelope taped above. Circuit diagrams are etched white on black background on the top face of the main structure. At the base of the back section is a two pronged input terminal. There is a fine black rubber layer (cushioning) for the mian top cover.On the cover fastened with two rivets "FAVAG" underneath in small print "Fabrique d'appareils electriques S.A." underneathe "NEUCHATEL-SUISSE". on one end is a "STATE ELECTRICITY COMMISSION OF VICTORIA" metal label screwed on.The back label has manufacturers' type and model number.sec vic kiewa hydro scheme, alternate energy supplies, alpine population growth

This photograph is a "snap shot" in time circa 1950s detailing the rural environmental change and the progressive effects of the Kiewa Valley Hydro Scheme on the basic rural setting of the valley (note the sparsity of rural infrastructure). This photograph shows the beginning of the accommodation and administration buildings for use by the construction workers and auxiliary administration employees of the Victorian State Electricity Commission. It also provides a view of the landscape before extensive development of Pondage and other non rural buildings.This photograph details a dramatic period in time which saw an enormous change to the exclusively rural area of the Kiewa Valley region in the mid 1900s (see sparse rural buildings/houses). This change presented both physical and mental challenges to the existing quiet rural inhabitants of the valley. The State of Victoria had to make adjustments to the changing demands imposed by population and industrial expansions. The development of cleaner energy supplies to a growing population has its downside ,which ever way the intrusion into the "natural" landscape is made. This manual telephone exchange console is an important piece of equipment which provided the most efficient method of long distance communications in the 1950's to the 1980's. Communications were critical, not only for the regional Hospital, but also for large construction sites i.e. the Kiewa Hydro Scheme, especially if they are in dense rugged mountainous regions. The degree of Occupation Health and Welfare on industrial sites were at a bare minimum compared to the work scene after the 1980's.This telephone exchange console is highly significant to both the Kiewa Valley and Mount Beauty region because it was so important in the communications field relating to operational safety and work related controls. The success of any large undertaken relies heavily upon good communications. In the hospital this method of communications is still used i.e. patient to ward station. This flag system link a patient's room to the controlling nursing station. Identification of the patient needing help is crucial for swift action from the available medical staff. Similarly in large construction sites such as the Kiewa Hydro Scheme, successful instant communications was also essential. This switchboard required a 50 volt supply to successfully operate and was in use when both telecommunications and postal were under the one Federal Government carrier i.e. The Post Master General. A benefit with a line communication system (such as the one that fed this console was that interference from atmospheric conditions did not impede the connection.This console telephone switchboard (manual) unit has a shutter operation (precursor to the light indicator) to identify the caller to the telephone switchboard operator. This switchboard has a ten point indication shutter system allowing the operator to clearly identify where the caller is located. The console has a 44 connection point holes with their configurations in a triangular shape. The shutters are held closed by a small lever at the top which is opened by a small electrical charge from the incoming call. The operator uses a wind up handle to power a magneto connector(handle on the console's right side).
