Applicants must be keenly interested in welfare of young people and were preferably an ex-serviceman and his wife. Holmbush was the first hostel for children that Legacy started and operated from April 1943. It was later renamed Blamey House after another hostel called Blamey House was closed. Melbourne Legacy ran three residences: Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950), to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. A detailed list of duties broken into 4 parts; dealing with the occupants, the maintenance of the interior of the property, the maintenance of the exterior of the property and the catering and ordering of supplies. Also shows the conditions of employment, the salary was £5 a week with board included. The annual leave was 2 weeks a year. It was anticipated that a couple would manage the property so it outlines the days off per week could be taken together if proper supervision was arranged. The first manager was Mr Bert Frank and his wife was appointed Matron. Holmbush was the first hostel for children that Legacy started and operated from April 1943. It was later renamed Blamey House after another hostel called Blamey House was closed. A 4 page job application from Thomas Mullins for the position of Hostel Manager. Lists his war service and loss of his left arm in France 1916. Also the family casualties suffered; mother in an air raid, father and brother through war service, brother living with the after effects of gas, plus his wife's father was a Kandahar veteran. It continues with his civilian experience and how his attributes would suit the position, then provides references. Holmbush was the first children's home established by Melbourne Legacy. It lists his experience as 16 years teaching and missionary work in India in charge of an orphanage. He was rejected from military service in WWI due to defective eyesight and points out he has a badge issued to him at the time stating he was rejected on medical grounds. The note in red ink shows the application was unsuitable. Legacy had a preference for providing positions to ex=servicemen when possible. Holmbush was the first children's residence operated by Melbourne Legacy it was renamed Blamey House when the first Blamey House was sold. Undated list of personally owned furnishings at Holmbush found in a file next to letters dated 1943. The piano, musical cabinet, card tables, fire fender and fire irons, wireless, and kerosene refrigerator give an indication of how homes were furnished at the time. Mr Bert Frank was appointed to the role of manager of the Legacy Club Hostel in March 1943 (see 00355.1) and details of his application for the role is also in the archive at 00351. As were the times the wife of the successful applicant was automatically assumed to be working as well but without the acknowledgement of a hired position. As it was a live-in position perhaps this list recorded their personal contents to avoid disputes later on. Legatee Carleton is mentioned as who supplied the fender and fire irons.Demonstrates the frugality with which the first Melbourne Legacy hostel was furnished. "In April 1969, the first major residential development in Melton began with the release of 148 homes for purchase. This was the first stage of a staggered release of a planned 30,000 homes for 100,000 people by 1990. The development, called Westmelton Satellite City, was described as ‘a preview of tomorrow’.101 It was the first estate built in a ‘modern’ style, with curved streets, and dozens of culs de sac. Westmelton was also the first major development in Victoria to build all the supply lines to the houses – including electricity and telephone lines – underground. The six different home designs in Westmelton were ‘specially designed for the future’, and with allotments ten feet wider than regulations required, there was plenty of ‘space for gracious living’ and for a family swimming pool. The developers of this new estate were active in promoting Westmelton as a new community within the Shire of Melton. By 1971, the Westmelton City News reported that Ian McIntosh, General Manager of Westmelton, had given away $100,000 on behalf of the company ‘to aid community projects’. This included a $72,000 donation towards building a community centre in Westmelton, and $25,000 for the shire’s Olympic-sized swimming pool. Ian McIntosh and his family moved to Melton and Ian said he was ‘very much aware of the needs of [the] Westmelton community’. By the end of 1971, Westmelton was home to 100 new families. The modern residences were obviously an appealing drawcard, but so was the country feel that characterised Melton. Mrs C. Allen, described as a ‘housewife’, said she and her husband chose to move to Westmelton because of ‘the quality homes ... and we both love the clean, fresh, natural environment that surrounds us’. Similarly, Mr W. Coxhead, insurance consultant, moved to Westmelton because of the ‘clean, fresh country air’. Accountant Mr B. Swanton echoed their sentiments, describing Westmelton as ‘far enough away from the industrial pollution carried over Melbourne suburbs by prevailing westerly winds’. The new development attracted an increasing number of young, professional couples and families, representing the beginning of a significant shift from the predominantly rural and farming community of the district’s past. The Westmelton development had four different ‘neighbourhoods’ designed to cater to a variety of different lifestyle needs. Westmelton was the first to be established, followed by Brookfield, which offered ‘superb land in a rustic setting’. Brookfield Acres offered ‘wide open spaces with lots of room for a pool and even a tennis court’ on huge one-acre blocks, while Westlake was an innovative development with ‘different sized homesites’ and ‘lakeside living’.Westmelton was the first of many residential developments that would come to play a huge role in shaping the shire in the decades to follow".A marketing brochure for the Westmelton Satellite City developmentlocal significant events, council -

Villa Alba, a two-storeyed residence with rendered masonry walls and a slate roof, stands opposite Studley Park, overlooking the Yarra River. It is believed to have been first built before 1863, but substantially remodelled and enlarged in about 1882-83 for William Greenlaw, the Manager of the Colonial Bank of Australasia. Although the house and its tower must always have been a landmark in the area and the architecture is unusual, almost Norman in style, it is the interior which is the most remarkable feature of Villa Alba. 'Mungo Moon' by Don Barrett is the first sculpture erected on the Churchill Art and Culture Pathway. It was officially unveiled by Professor David Battersby on 15 April 2015 From Churchill & District News 16 October 2014 The Churchill Art and Culture Walking Pathway will have its official public opening on Saturday October 18, with a walk finishing at Federation University Australia’s Switchback Gallery at the Federation University Gippsland Campus. ... An important link on the newly developed pathway was recently completed with a path south of the FedUni Student West Residences. The path now allows walkers to turn off the Eel Hole Creek path before reaching Glendonald Estate and to follow a picturesque, tree lined walkway to join up with the footpath on the Eastern side of Northways Road. From there the footpath joins into Federation University’s network of walking paths that proceeds past the Switchback Art Gallery, down through the pine plantation and along Lake Kretlow and the Churchill Golf Course. Project Manager Mike Answerth, said the opening of the West Residences section of the path means there is now only one short link to complete. “We’re now very close to realising the project’s objective to join up all these walking paths to provide a continuous pathway that encompasses town, campus and parkland. The next stage of the project will be the completion of Latrobe City’s East West Link and the enhancement of the walking path with artistic and cultural features.” said Mr. Answerth. Head of Federation University Australia Gippsland Campus, Dr Harry Ballis, said the project had been made possible through the contributions of the five former Gippsland Education Precinct (GEP) partners. “The Art and Culture Pathway represents another important step in joining the Churchill township and the university campus as a physical and social entity,” Dr Ballis said. “This was an initiative of the GEP and it is pleasing to see it coming to fruition.” The path now reaches as far as the golf driving range but plans are already under way to connect with the Mathison Park board walk and pathway, which surrounds Lake Hyland in Churchill. When the loop is completed, residents and visitors will have an approximately 5km circular walking path which links up the Churchill town centre, Federation University Australia and Mathison Park. Edendale Farm is Nillumbik Shire Council's environment centre situated in Gastons Road, Eltham between the railway and the Diamond Creek. The homestead on the property was built in 1896 and is of historical significance, being the subject of a Heritage Overlay under the Nillumbik Planning Scheme. The Edendale property was originally part of an extensive land purchase in 1852 from the Crown by pioneer Eltham farmer Henry Stooke. He initially purchased 51 acres and later expanded his holdings by purchasing another three adjacent Crown allotments extending northerly from Josiah Holloway's Little Eltham subdivision. Despite clearing the land, Stooke did not build on this property, choosing to live on his property "Rosehill" at Lower Plenty. In 1896 Thomas Cool, Club Manager of the Victoria Coffee Palace in Melbourne purchased 7 acres of the original Stooke land and built the house now known as Edendale. Cool did not farm the land, instead using it as a gentleman’s residence, retiring to Eltham at weekends. In 1918 he purchased an additional 7 acres but in 1919 he sold the property. Subsequently, it was used as the Council pound. The Edendale Farm Pet Education and Retention Centre was established in the summer of 1988/1989 and was set up to replace the existing dog kennels with a high standard pet retention centre. The design style of the building was established to compliment the features of the existing house. It was equipped with 10 retention pens, a veterinary room and a pet education area where school children and other interested parties learnt about pet care procedures. It was later developed into a community farm and was run by an advisory committee and in 2000 it became an Environment Centre. In early 2006 an advisory committee was established for the development of a master plan for future development at Edendale Farm. The committee included Russell Yeoman, a former long-time shire planner and founding member of the Eltham District Historical Society. At the time of filming the Master Plan and future for Edendale was about continuing to develop Edendale as a centre of environment learning and looking at expanding displays and school program, running a lot more of life-long learning and workshops around sustainable living. Edendale Farm is Nillumbik Shire Council's environment centre situated in Gastons Road, Eltham between the railway and the Diamond Creek. The homestead on the property was built in 1896 and is of historical significance, being the subject of a Heritage Overlay under the Nillumbik Planning Scheme. The Edendale property was originally part of an extensive land purchase in 1852 from the Crown by pioneer Eltham farmer Henry Stooke. He initially purchased 51 acres and later expanded his holdings by purchasing another three adjacent Crown allotments extending northerly from Josiah Holloway's Little Eltham subdivision. Despite clearing the land, Stooke did not build on this property, choosing to live on his property "Rosehill" at Lower Plenty. In 1896 Thomas Cool, Club Manager of the Victoria Coffee Palace in Melbourne purchased 7 acres of the original Stooke land and built the house now known as Edendale. Cool did not farm the land, instead using it as a gentleman’s residence, retiring to Eltham at weekends. In 1918 he purchased an additional 7 acres but in 1919 he sold the property. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. Rodney SCHERER (24/02/1951 - ) BOrn Campbelltown, NSW Rodney Scherer studied at the National Art School, East Sydney Technical College (1968 -1972); the Canberra School of Art (1973-75) Dip, Art Gippsland Institute of Advanced Education (1978); and a Grad, Dip, Art (Painting) at Gippsland Institute of Advanced Educaton (1985). He curated a number of significant exhibitions for the Gippsland region of Victoria, including the first national travelling exhibition of regional artist "Contemporary Gippsland Artists 1990-92". Rodney Scherer is a painter, printmaker, sculptor, Curator, retired Public Gallery Director, and fine art consultant. He was the founding chair of the Art Resource Colelction, arcYinnar. He was an Artist in Residence at teh Gippsland TRades and Labour Council, Yallourn Power Startion in 1991, and site manager of the Fifth Sculpture Triennial at the 1992 Melbourne International Arts Festival. In 2021 he curated "The Happy Wanderer. MEYER COLLECTION - FALLS CREEK PHOTOS In 1947 a determined group of like-minded State Electricity Commission (SEC) staff including Ray Meyer, the chief surveyor of the Kiewa Hydro-Electric Scheme, had a common interest that revolved around the skiing potential of the snow-covered high plains which included what is now the resort of Falls Creek. The six SEC employees, Toni St Elmo, Ray Meyer, Jack Minogue, Lloyd Dunn, Adrian Ruffenacht and Dave Gibson (together with their families) banded together to secretly build a 'hut' that was the first ski lodge at Falls Creek. Using a road built in 1930s to gain access to Falls Creek, their hut project was carried out in secret as efforts by other skiers were blocked by H.H.C. Williams – the engineer in charge of the Hydro Scheme. In 1946 Ray Meyer made a trip to the Lands Office in Melbourne. He came away with a 99-year lease on three acres that was ideally suited for a hut designed by Lloyd Dunn. Adrian Ruffenacht (Design Engineer for the KHS) had suggested where the group should build because of easy access to a spring for water. Much of the building material required was scavenged from derelict huts on the high plains. Due to the need for secrecy, the determined group worked on the hut in the evenings and weekends to avoid detection. During the building period the group had met at Echidna Rock (now known as Eagle Rock) where Skippy St Elmo announced, "This is my favourite ‘Skyline’.” And so the first lodge in the area at Falls Creek Ski Resort came into existence. With the development of the International Poma in the 1970s, the Skyline Lodge, which was sited between the ski-lift’s pole one and pole two, was demolished. However, the legacy of Ray Meyer, Toni St Elmo, Jack Minogue, Lloyd Dunn, Adrian Ruffenacht and Dave Gibson and Skyline lives on in the vibrant atmosphere of Falls Creek Resort. The MEYER COLLECTION documents developments on the Kiewa Hydro Scheme and their life at Falls Creek from the mid 1930s to 1960s.These images are significant because they depict aspects of the life of a pioneering family of Falls Creek and the founders of "Skyline", the first lodge at Falls Creek.Two black and white images of John Meyer skiing near Wilkie and Basalt Hill, Bogong High Plains. Wilkinson’s Hut (Wilkie) was built for the SEC in the summer of 1932-3 to accommodate the snow research program manager. The cottage was sited next to a hydro-meteorological station, set on stilts above the snow. It was not a refuge hut but a permanent residence for all of the year. The work carried out there included operation of a meteorological station at the cottage, measuring the snow depth and density along two pole lines, and operating stream gauging stations in the area. The engineers stationed there included Adrian Rufenacht (1934-6), and Norwegian Martin Romuld (1936-42) Romuld was a champion skier, constructing a ski-jump and a grass tennis court near the hut during his residency. Adrian was one of the founders of 'Skyline". The hut was sold in 1948 to the Victorian Ski Club and renamed Wilkinson Lodge. Robert Wood Wilkinson, best known as 'Wilkie, was the 'Father figure' of Victorian skiing. Robert Wood Wilkinson died on May 22, 1939. The hut was resold some 12 years later to the Melbourne Bushwalkers club. In 1983, the National Parks Service described the building as an old SEC hut which had been purchased and, afterwards, maintained and occupied solely by the Melbourne Bushwalking Club.
