Lord Kitchener visited Seymour as part of his review of Australia's military capabilities. Lord Kitchener was Commander-in-Chief of the British Army at the time of his visit. At the invitation of Prime Minister Alfred Deakin, Kitchener visited Australia in 1909 to inspect the existing state of defence preparedness of the Commonwealth, and advise on the best means of providing Australia with a land defence. Kitchener’s report, submitted in February 1910, recommended the introduction of compulsory military training which was immediately adopted, as was the establishment of the Military College, Duntroon: It has been definitely decided that Seymour will be the site of the Kitchener camp. The troops which will make the strongest muster at the camp will be the Light Horse. This being so, the suitability of the chosen area for cavalry operations has necessarily had to be considered in selecting the site, and an additional factor is that Seymour is practically in the centre of the Light Horse districts. The country round Seymour is also suitable for artillery manoeurves, and there is no available area in the vicinity of Melbourne where these could be so well carried out. As it is considered that Field-Marshal Lord Kitchener will desire to see the troops on the move, the reason for choosing such a district as Seymour is apparent. The eight days to be devoted to the camp will be mainly occupied in moving the troops over a considerable area, and in carrying out certain tactical operations. Many of the sites recommended have been inspected by officers of the head quarter staff, and all that now remains is that the exact situation for the main camp should be selected, Major Luscombe will visit Seymour on Saturday to inspect the surround country, and select the most suitable places. This is a set of nine photographs of Defence Force Service Medal presentations by the Chief of the General Staff (CGS) Lieutenant General Sir Donald Dunstan AC, KBE, CB; at the Army Survey Regiment, Fortuna, Bendigo on the 5th of June 1979. The photos were taken next to the flagpole in Fortuna Villa’s front garden. Upon retirement from the Army in 1982, Lieutenant General Sir Donald Dunstan AC, KBE, CB; was appointed to the position of Governor of South Australia from 1982 to 1991. On this occasion the CGS presented the Defence Force Service Medal to WO2 Alex Cairney, WO1 Bob Mason and WO2 Ken Slater for 15 years of efficient remunerated service in the Australian Army. It is likely the unidentified UK Exchange senior NCO was the recipient of the UK Army’s equivalent service medal. Other key staff appearing in these photos are LTCOL Bob Skitch was the CO of the Army Svy Rgt from 1976 to 1980 and WO1 Aub Harvey, who was RSM from 1976 to 1982. MAJ Don Swiney MBE was later promoted to LTCOL and was CO of the Army Svy Rgt from 1985 to 1987. He was subsequently promoted to Colonel and was Director of the Royal Australian Survey Corp from November 1988 to January 1991, and the honorary position as Colonel Commandant from January 1993 to January 1996. Falls Creek Post Office opened on 9 June 1958 (with telegraph and telephone facilities only until 1964) .Despite strong opposition from the head of the Kiewa scheme, who didn't want tourists clogging up his roads and destroying his "dry" construction camps by bringing in booze, Falls Creek boomed as much as Hotham, partly owing to its relatively good access road. Early lodges included Bogong (c.1946), Skyline (1947), Albury (1949), Myrtleford (1949) and Dawn (c.1950).The souvenir postcard photographed and produced by an enterprising local businessman Mr S K Pearce, was produced as a memento for skiers and other visitors to the Falls Creek and Mt Beauty area to send to family and friends as a reminder of their visit to the region, or to keep as a personal souvenir. It presented an excellent promotional opportunity for enterprising local businessmen to promote the area to skiers and tourists near and far. After World War II, the Kiewa Hydro-Electric Scheme was started in the Kiewa River Valley by the State Electricity Commission of Victoria. On land previously used only for summer cattle grazing in the natural alpine grasslands, the first ski lodge was built in 1948 by workers from the hydro scheme as skiing was a popular recreation. Many of the hydro employees were of European background and had grown up enjoying skiing and snow sports in their homelands and were keen to continue to pursue their winter sports interests. The first lift, a rope tow, was built in 1951 at Falls Creek and the first chairlift in Australia was constructed there in 1957. Two T-Bars were opened in 1961. In 1964, the Victorian Municipal Directory recorded that Falls Creek had 29 ski club lodges and 16 commercial lodges. The area became a popular tourist destination for both winter and summer sports.: Employees of the State Electricity Commission of Victoria in the Kiewa River Valley were the earliest skiers on the Bogong High Plains and built one of the first ski lodges at Falls Creek. They were amongst those pivotal in the development of the skiing and tourist industry at Falls Creek and on the Bogong High Plains. In the mid to late 1930’s survey outposts were established to plot the early stages of the Kiewa Hydro Electric System for the SECV in the Bogong High Plains. Before any roads were built, the old cattleman’s tracks were used with packhorses to deliver supplies, wages and mail and collect timesheets and correspondence from the workmen and dam builders living in canvas tents and at the outlying survey posts. The trip up the mountain was long and hard and dangerous for both horse and man Most of the men of the survey teams were not bush-men and were often ill equipped for the harsh weather and living conditions of bush camping, often arriving in their city clothes ready for work. The tent city at Bogong was destroyed by bush fires in 1939 after which an access road was built from Mt Beauty to transport building materials for more permanent dwellings for workmen. Pack horses continued to be used for transporting goods etc. to workers further up the mountain.Without the work of horsemen and their pack horses providing supplies and communications for outlying outposts, surveying and early planning for the Kiewa Valley Hydro Electric scheme could not have gone ahead and the dams and power stations which support the system could not have been constructed. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.Pictorial history of the early years of Bogong Village including one photo taken following the devastating fires of 1939. Junction Dam is a reinforced slab and buttress type construction and was commenced in February, 1940 by Lewis Construction Company. Stiff leg derricks were erected at appropriate locations at the site of the dam and used for the disposal of excavated material and the placing of concrete. A rock crushing and screening plant was established at a site a short distance upstream from the dam site and concrete was supplied from a central mixing plant placed close to the upstream toe of the structure. The SEC took over the construction in April 1942 and the dam wall was completed in March, 1944. Bogong township was commenced in early 1940 with the construction of a workmen's camp housing 96 men, (known as Junction camp). Construction of housing for families commenced shortly after. These photos of the Bogong High Plains were all taken by Ronald George Thorn who was a cadet engineer with the State Electricity Commission. He worked on the Kiewa scheme from 1948 to 1950 doing overhead line construction and maintenance plus electrical design and drawing work. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. These photos were taken in 1950 by Bill Peel who was appointed as a secondary teacher at the newly built Mt. Beauty School in January 1950. He was the entire secondary staff for an enrolment of 4 students in Form 3 (year 9), 9 in Form 2 and 25 in Form 1. There were also 4 primary teachers as the school combined both primary and secondary education. He was provided with accommodation at the staff hostel (Mt. Beauty Chalet). A autobiography is also enclosed describing his 12 months as a teacher in Mt. Beauty.These photographs give a clear picture of the stage of construction of housing in both Bogong Village and Mt. Beauty in 1950. Large workmen's camps are clearly visible at both sites. Construction at Rocky Valley Dam site has just begun. They are of historical significance.
