This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. It presents an opportunity for present generations to consider local aspects of the process of the Federation of our country.Framed Certificate. These boots belonged to Captain Charlie Rogers of the Australian Army who wore these and ceremonial regalia when he was part of the Guard of Honour during the visit of the Duke of Gloucester in 1934. The visit was part of Victoria’s centenary celebrations and the Duke officially opened the Melbourne Shrine of Remembrance. Rogers was a well-known Warrnambool identity in the 1930s, 40s and 50s as a horseman and an Army identity. He built a house in Birdwood Avenue, Warrnambool, in 1935 and was a long-serving Warrnambool Show official as a judge of equine events. Rogers died in 1961. These items are of great interest as examples of the boots worn by Army Lighthorse personnel in the 1930s. The mechanism for keeping the boots in good condition is of some technological interest. They are also of interest because they belonged to a well-known 20th century Warrnambool person. These are two knee-high brown leather boots with brown laces. The boots are slightly scuffed. Inside the boots are two pieces of red-striped canvas. The boots have wooden inserts to support the boots in storage. These wooden inserts, all varnished, are in four pieces - a solid foot shape to fit in the foot of the boots, two pieces shaped to fit the calf of the leg padded with green felt, one with slight indents at the top and the bottom and the other with a decided groove and the centre piece that has a hole cut out to fit the shape of the other two. This last piece has a wooden handle with a metal attachment. There is only one handle as it can be screwed out and fitted to either wooden insert. This stamp was used for official correspondence, minutes etc by the Warrnambool 150th Anniversary Committee in 1997. The occasion was the 150th anniversary year of the establishment of Warrnambool in 1847. The President of the Committee was Frank Jacobs and the Secretary was Gordon Reid. The donor of the stamp was a member of the Co-ordinating Committee.This stamp is part of the collection of items from Warrnambool’s 150th celebrations in 1997. It has no intrinsic value but the stamp may be used for future historical exhibitions.This is a modern self-inking stamp which stamps out ‘Warrnambool 150th Anniversary Co-ordinating Committee’. The book is of interest as it belonged to a well-known resident of Warrnambool in the 1930s, 40s and 50s. This is a hard cover book of 1068 pages. It has a red cover with black printing on the spine. The book has an Introduction, textual material on military law in three Sections and an Index. It also has several pages of advertisements printed on pink paper at the front of the book. The cover at the top part of the spine is torn away, there is evidence of silverfish damage in several places and the text has been annotated in many places, in handwriting in red ink. There is a signature of the owner in pencil on the one of the first pages and blue stamps of the Warrnambool & District Historical Society on the same page and on a back page. This is the program for the dinner celebrating Warrnambool’s 150th anniversary. Warrnambool was established in 1847 as a planned town in response to the need for a new port to be established to service the pastoralists who had occupied land nearby. Superintendent La Trobe authorized the establishment of the town and probably gave it its name. The surveyor of the 250 acre grid that today comprises most of the Central Business District was William Pickering. Charles Rogers was well-known as a Warrnambool resident in the 1930s, 40s and 50s and was often seen on horseback leading parade and celebrations in the city. He as a long-serving Warrnambool Agricultural Show official as a judge of equine events. He died in 1961. This book is of interest, firstly as an example of a military handbook for cavalry officers and secondly because it belonged to Captain Charles Rogers, an army officer (Lighthorse regiment) who was a well-known resident of Warrnambool in the early to mid 20th century. This is a hard cover book of 198 pages. It has a yellow cover with black printing on the spine. Most of the pages are white, with several pink pages at the beginning and the end. These items are of great interest as examples of the regalia worn by Australian military personnel in the 1930s. They are also good mementos of Charles Rogers, a notable personality in Warrnambool in the 1930s, 40s and 50s.1 This is a piece of ceremonial regalia worn over the shoulder and called an aigullette. It has a plaited silver-coloured cord ending in silver metal tagged points. The metal points or stakes are highly decorated. The cords also have an accompanying smaller silver-coloured cord and another attachment of cord with an end of interwoven material in the shape of an elongated pear or acorn. The item is a little tarnished. .2 These are epaulettes worn on the shoulder. One is attached to the aigullette and the other is detached. These labels or stickers were produced as part of the celebrations and promotional material to be used during the period 1979 to 1982 when Warrnambool was the official Premier Town in Victoria. The title was awarded by the Premier of Victoria with scores allocated for heritage and environment, community participation, industrial and commercial development, tourism, land use and public works and community facilities. Warrnambool won the inaugural award in 1958, in 1979-82 and in 1988-91.These labels are of minor interest as reminders of one of the times when Warrnambool was awarded the title of Victoria’s Premier Town.These are eight green labels on a perforated sheet. These riding pants belonged to Captain Charles Rogers of the Australian Army (Light Horse unit). Charles Rogers was well-known in Warrnambool in the 1930s, 40s and 50s as a horseman and Army member. He was often seen on horseback leading parades and celebrations in the city and was a long-serving Warrnambool Agricultural Show official as a judge of equine events. He died in 1961. The drapery and clothing store of Cramond and Dickson was founded in Warrnambool by John Cramond and James Dickson in 1855 and was a prominent business in Warrnambool until its closure in 1973. A branch of the store was opened in London in the late 1860s and was managed for some years by James Dickson. These riding pants are of interest because they belonged to Captain Charles Rogers, a Victorian Light Horse Regiment member and a well-known horseman in Warrnambool. The item is also important because it came from the well-known Warrnambool store, Cramond & DicksonThese are khaki riding pants. The knees are reinforced with extra stitching and the back of the waist has two buttons on a raised section and four buttons on the waist itself for the attachment of braces. The front opening has five buttons and the garment has two deep side pockets. The top of the garment is lined inside with brown material. Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. The bicentenary of Australia was celebrated in 1988. It marked 200 years since the arrival of the First Fleet of British convict ships at Sydney in 1788. Eureka is a significant event in Ballarat's History3 page handwritten document 3pm 3 December. Speak up, Mr Speaker ! Ballarat is calling! 100 years have gone by - Celebrations are at hand.. . but lo! there is no speaker 3 O'clock has past and gone, the official party to open the centenary celebrations of Eureka has not arrived. Of course the programme has been changed so often and so much that a little event like this wouldn't even matter. Only Peter Lalor might mind; he's been waiting since 18 to see this anniversary. He's not even cold but my, is he wet! Time 3.15 pm, still no sign of the elusive meeting and commemoration; only a few stalwarts are waiting now... What Rain! Plenty of it but just then a glimpse of brightness appeared under the western sky. Tho' warming up perhaps Peter's cold .... Its' Ballarat, we know , but are you referring to the weather or public spiritedness. Perhaps there have been too many partisan influences in the great Australian event at Ballarat and the tacit official attitude. Very hard for them to eat their cake and give it to us too! 3.30pm The appointed hour has dragged on... the possibility of paying a commemorative respect to a fine, hard thinking flesh and blood builder of Australia and particularily Victoria has lapsed.
