EDHS Newsletter No. 275 April 2024 The Shire of Eltham was established in 1871 and ceased to exist, due to a municipal restructure, when all councillors were sacked on 15 December 1994, which is 30 years ago this December. At this meeting, Jim Connor will provide a presentation about From Eltham to Nillumbik Shires - a personal perspective. Jim has been active in the local community for over 40 years and was the last councillor elected to the Shire of Eltham. Following the restructure he became a member of the Nillumbik Shire Council Planning Special Committee, which included three commissioners and three community members, and was also chair of the Nillumbik Disability Advisory Committee. In both roles he obtained insights into the early operation of the new council. Raised at Puckapunyal, Victoria in January 1942 from members of the 2nd Armoured Brigade Group for service in Malaysia, but with the fall of Singapore before they could embark, they were restructured as the 2/2nd Australian Armoured Brigade Reconnaissance Squadron in February 1942. October Meeting (Newsletter No. 242, Oct. 2018) At our Society meeting at 8.00pm on Wednesday 10th October 2018 we will explore ideas about what is considered to be the ‘Spirit of Eltham’. We will view a video produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the ‘Spirit of Eltham’. In 1958 the Ballarat Teachers' College moved from Dana Street Primary School to a custom built college in Gillies Street. Accommodation again became a problem in 1968 with the introduction of the three year Diploma of Teaching (Primary) course. On 19 December 1972 the State College of Victoria Act received Royal Assent. The Act restructured the teacher training policies of Victoria. Ballarat was one of the State Teachers' Colleges which until 30th June 1973, was under Education Department control. Ballarat Teachers' College was renames the State College of Victoria at Ballarat and had its own governing council. In 1975 State College of Victoria at Ballarat moved to the Ballarat Institute of Advanced Education campus at Mount Helen, and the name was changed to Ballarat College of Advanced Education. The Orbost Waterworks Trust was constituted under the Water Act 1915 and the Water Act 1916 and gazetted 10th Jan 1917. The Trust consisted of six members who were responsible for the provision of reticulated water to meet the needs of the town. The first reticulated supply to Orbost was installed about 1920. The Trust became part of the Orbost Water Board constituted under the Water and Sewerage Authorities (Restructuring Act) 1983. From 1995 the area has been served by the East Gippsland Region Water Authority. The East Gippsland Region Water Authority was constituted on January 1, 1995. The new Authority assumed responsibility for the services previously provided by the Mitchell Water Board, the Tambo Water Board, the Orbost Water Board and the Mallacoota Water Board. East Gippsland Water is the registered business name of the East Gippsland Region Water Authority. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. Some decades ago a card sorting set for the identification and description of Australian timbers was developed for timber species which were available commercially and were in common usage, by the Commonwealth of Australia (CSIRO, Division of Forest Products) To complement and inform this national timber set each State or Territory developed reference timber sets of representative species. The Commercial Timbers of Victoria set was Victoria’s most recent (circa 1984) expression of this Victorian timber samples were sourced from logs selected by Forest Commission of Victoria (FCV) District Foresters and milled locally. Kiln drying and machining was carried out at timber producers Row, Web and Anderson, in Port Melbourne. April Meeting (Newsletter No. 239, Apr. 2018) Our Annual General Meeting includes the presentation of annual reports and the election of office bearers for the coming year. At this meeting we are pleased to be able to show a film of the early activities of the Briar Hill Timber and Trading Company, in Sherbourne Road, Briar Hill. This film details the various operations involved in this business during the 1950s/60s, from sourcing trees from the forest, to machining the timber and then manufacturing various building materials and components. A copy of this film has been generously donated to our Society by Bob Manuell, who was an active part of this family owned business, established by his mother-in-law Mrs Hazel Squire. We are fortunate that Bob has agreed to attend our meeting to add his comments and insights about some of the scenes shown. Bob Manuell was a former Shire President and Councillor at the Shire of Eltham, from 1980 until 1994, when following municipal restructure the Shire ceased upon the establishment of the Shire of Nillumbik.
