Before her marriage to Ron Kirner, Joan Hood taught at the Ballarat Girls' Junior Technical School in the late 1950s. The Girls' school was a division of the Ballarat School of Mines. After entering politics Joan Kirner was Minister for Education (1988) and Premier of Victoria (1990 to 1992). In 1992 Premier of Victoria Joan Kirner visited her former workplace to officially open and name four new facilities, marking stage 2 of the school's State Works and Services Development Project. Honoured in the naming ceremony was the late Albert Steane, the late Kenneth Fleckoe and Mr Jack Barker, President of the Ballarat School of Mines. The fourth facility was the recently opened carpentry and joinery complex. Mrs Kirner said naming the building in honour of the three men would act as a continual reminder of their contribution to education in Australia and what they have passed on to future generations. She said the Government and the State Training Board saw the college as not only one that was most important to Victoria but also nationally and internationally. Frank Wright was a renown resident of Smeaton, where he was born in 1901. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. The Frank Wright Medal at the Royal South Street competition is awarded to an individual recognized as making an outstanding contribution to brass music in Australia.Black and white photograph postcard of a brass band marching and playing their instruments. This photograph depicts a Royal District Nursing Service (RDNS) Sister (Sr.) visiting Mrs. Hodginson and babe in their home. Sr. Wan is weighing baby Tamara as part of the Post-Natal care she is giving. A nurse who is doing her Hospital training is visiting with the Sister and observing. RDNS had a Domiciliary Infant and Maternal Care, (DIMC) service operating from most Centres which visited early discharged, often 24 hours after birth, maternity cases from hospitals to give Post-natal care to the mother and babe. Sr. Wan is wearing her RDNS summer uniform of a short sleeve white blouse under a royal blue V neck tunic style frock and a dark blue cardigan. In August 1893 Melbourne District Nursing Society (MDNS), commenced a Midwifery Service with Nurse Fowler, who was trained in a hospital in General nursing and Midwifery nursing, being the first Midwife employed. Mothers were assessed for suitability of a home birth or if they required delivery at the Women’s Hospital. The Midwife worked in conjunction with the Doctors at the Women’s Hospital and if a complication arose before or after birth the patient was transferred to their care. Following birth, the Midwife gave Post-Natal care to both the mother and babe commencing with visits twice a day. In 1898 the service ceased due to lack of funds but recommenced in 1906, and in the August 1925 Annual Report the number of MDNS home births was recorded at 478. MDNS built the After-Care Home and a pioneering Anti-Natal Clinic was opened in 1930. The last Ante-Natal clinic was held there in December 1951 and the MDNS Midwifery service ceased in February 1952. In 1964 MDNS commenced a Post-Natal service with General and Midwifery trained MDNS Sisters working from a room on the ground floor at the Footscray Hospital Nurses quarters, and visiting early discharged Footscray Hospital maternity cases at home. Later, as Royal District Nursing Service (RDNS), this service was extended and renamed as Domiciliary Infant and Maternal Care, (DIMC) service operating from most Centres and visiting early discharged, often 24 hours after birth, maternity cases from hospitals to give Post-natal care to the mother and babe. Many of the RDNS Sisters who worked in DIMC also had their Infant Welfare Certificate, though Midwifery trained nurses also visited. Rev. Dr Delaney advocated for the formation of the Ballarat CYMS. Curtin and Scullin being members and learning their debating skills there. The Diocese of Ballarat advocated the development of the Young Christian Workers', YCW, over the CYMS from the 1940's onward as there was a stronger spiritual development base. While there are earlier examples, this is one example of a parish based youth magazine from the organisation in the diocese of Ballarat. Prominent in this YCW group was former Victorian politician Frank Sheehan and local Shire President John Parkin. Bungaree parish had very active parish youth organisations with published journals dating back to the 1930s. Copies of these plans from the State Library of Victoria collection have been provided to the Society by Alan Sheehan. For our walk on 3rd May we intend to follow the railway from the Eltham Station to Ryans Road, which was the boundary of the adjoining Montmorency Farm. The return will be by way of nearby streets. Along the way we will discuss the details shown on the railway plans as well as more recent railway documents and photographs. At the conclusion and if time permits we can inspect the historical display at the Eltham Station. The walk is about 3 km in length and will take about 2.5 hours. Newsletter No. 216, May 2014 May Excursion – The 1901 Eltham Railway Walk The railway from Heidelberg to Eltham was opened in 1902. Over the previous year railway construction cut a curving swathe through Josiah Holloway’s 1851 Little Eltham subdivision. The survey plans for the railway show the owners and occupiers of land within Little Eltham affected by the railway alignment and for some distance each side. The plans show houses and other buildings but development at that time was rather sparse.
