The motto Peace and Prosperity was the first to be in English among the Arms of any Public Authority in Australia. In 1958 the Pink Heath was proclaimed as the floral emblem of Victoria. This led to a request to have it included somewhere in the Armorial Ensigns of the State. The solution was to have the plant shown growing from a grassy mound. On the 28 March 1973 Queen Elizabeth II signed a further Royal Warrant which added the mound. This shield is the official emblem of the State of Victoria. It can only be displayed in limited place such as Law Courts and Victorian Government offices with permission of the Victorian Government.2 Victorian Coat of Arms from the Victorian State Government offices in Wodonga. The kangaroo at the top holds a crown. The shield also features the Southern Cross. Two female figures represent Peace and Prosperity. The figure on the left wears a laurel wreath crown and carries a sprig of olive in her hand, representing Peace. The other figure wears a crown of golden cereal and holds the horn of cornucopia, representing abundance or Prosperity. The State Electricity Commission of Victoria was established in 1918 and the State Government appointed “Electricity Commissioners” responsible for generation and distribution of electricity throughout the State. The Electricity Supply Department was a part of the State Electricity Commission of Victoria. This invitation was for the opening of the new district offices and showroom of the Electricity Supply Department. It took place on February 19 1965 at 2.30 p.m. in Orbost and was opened by Cr C.T. Truscott ( Charlie) who was the president of Orbost Shire. This item reflects a significant event in Orbost's history.A shiny white rectangular card with red print. The funnel colours on the model indicate the ship it represents was one of the early ships of the Allan shipping Line designated as a Royal Mail Carrier. Funnel colours are used to identify a ship's owners while at sea from a distance by other vessels. The Allan Shipping Line was started in 1819, by Captain Alexander Allan of Saltcoats, Ayrshire, trading and transporting between Scotland and Montreal Canada, a route which quickly became synonymous with the Allan Line. By the 1830s the company had offices in Glasgow, Liverpool and Montreal, with all of Captain Allan's five sons actively involved with the business. But his second son, Sir Hugh Allan, spearheaded the second generation. In 1854, Hugh launched the Montreal Ocean Steamship Company as part of the Allan Line, and two years later ousted Samuel Cunard to take control of the Royal Mail contract between Britain and North America. By the 1880s, the Allan Line was the world's largest privately owned shipping concern. In 1891, the company took over the State Line, founded in 1872, and was often referred to as the Allan & State Line. In 1897, Andrew Allan amalgamated the various branches of the Allan shipping empire under one company, Allan Line Steamship Company Ltd., of Glasgow. The company by then had added offices in Boston and London. In 1917, under Sir Montagu Allan, who represented the third generation of the Allan family, the company was purchased by Canadian Pacific Steamships, and by the following year, the Allan name had disappeared from commercial shipping. The Allan Line fleet had evolved for decades, changing as new ships were added, lost at sea, sold, or scrapped. The model in Flagstaff Hill's collection could be the SS Canadian or Indian; both were early Allan steam packets that had helped the Allan company secure the Royal Mail Atlantic contract in 1856.The model is of a Royal Mail steamship, with the probability the original ship was owned by the Allan Shipping Line in the mid-19th century and primarily used for the Atlantic mail run between England and Canada. Given the funnel colours and ship design, the model could be the SS Canadian or the Indian; both were the first ships for the company. This is a photograph of some of the Orbost Shire councillors standing outside their council chambers. This photograph was taken before 1969 outside the previous council offices in Orbost. The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. Sir Henry E. Bolte, K.C.M.G., M.P. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. Document - Mary J Irwin Letters of Administration 1874
This document shows that Mary Irwin of Peterborough, Victoria, died in April 1892 without making a will and the Letters of Administration were granted to her husband, William Irwin. However he died in 1901 without having fully administered Mary Irwin’s estate. In turn the estate administration was passed over to Charles McGillivray of Peterborough and one of Mary Irwin’s sons, William Irwin, residing in New Zealand. This document was drawn up in 1907, fifteen years after Mary Irwin’s death. She left property to the value of £100. No other details on Mary Irwin are available. Tait collection: item 11 of 62This document is of interest because it was drawn up by a local Warrnambool solicitor, Ernest Chamber. He had a practice in Kepler Street, Warrnambool with the known dates, 1897 to 1910, with other offices in Koroit and Port Fairy during the same time. His manager in Warrnambool was Thomas Goodall who appears to have passed this document on to lawyers continuing on in the Kepler Street premises until it was found in the building once used by the legal business of Mackay Taylor.This is a piece of parchment paper folded in two and written on the back and front in brown-coloured ink (perhaps originally black). There is a seal of the Supreme Court of the Colony of Victoria attached with a green ribbon and three red stamps of the Master in Equity in the Supreme Court. Apart from some yellow staining the document is in good condition.‘In the Supreme Court of Victoria in the Probate Jurisdiction in the unadministered Estate of Mary Jane Irwin, late of Peterborough in the County of Heytesbury in the State of Victoria, married woman, deceased intestate, Letters of Administration, de bonis non. Tait collection: item 24 of 62 This is a 1904 document giving information on the Will and Probate of Robert Cuppage. He was a labourer who lived at Woodford and he and his wife, Jane received much sympathy following the deaths from diphtheria of five of their children in 1866. Charlotte (3) and Elizabeth (14) died on 26th August, Robert (6) died on 27th August, Hanne (8) died on 30th August and George (15) died on 14th September. Jane Cuppage died in 1889 and Robert died in December 1903. He left real estate to the value of £240 and personal estate to the value of £5 to his daughter, Margaret Trigg. Ernest Chambers had legal offices in Warrnambool, Port Fairy and Koroit at the end of the 19th century and the beginning of the 20th century. This document was in his possession and it was passed down to successive lawyers occupying the legal offices in Kepler Street and located in this building in 2014 and passed on the Warrnambool and District Historical Society. This is an interesting document as it gives the Will and Probate details of a well-known Woodford resident in the 19th century. It contains details on the Will and Probate of William Charlesworth, 1904. Tait collection: item 31 of 62 This document contains details of the Will and Probate of Frederick John Jones, a farmer of Nirranda who died in October 1910. He left real estate to the value of £200 and personal estate to the value of £43. The beneficiaries were his daughter Harriet Jones, his son Frederick Augustus Jones and his grandson, Claude Eagle. No other information has been found on Frederick Jones, Senior. This document was in the possession of Ernest Chambers who had legal offices in Warrnambool, Port Fairy and Koroit at the end of the 19th century and the beginning of the 20th century. It was then passed down to successive lawyers occupying the legal premises in Kepler Street and located in 2014 in the same building, the former offices of Mackay Taylor. It was then passed on to the Warrnambool and District Historical Society. This is a cream-coloured piece of parchment folded in two containing handwritten material on the Probate of Frederick Jones of Nirranda, 1911. Two of the pages have ruled black lines. The seal of the Supreme Court of Victoria is attached with green ribbon and there are four red stamps of the Master in Equity of the Supreme Court. In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians. The Kiewa Hydro-Electric Scheme the State Electricity Commission played a pivotal part in the planning and initial funding of the Tawonga District General Hospital, with a view to providing medical support for its many workers on the Hydro scheme. Later, spouse and family members of workers were also able to access medical assistance The hospital was originally located in Tawonga away from the majority of the patients as the Hospital and Charities Board was not prepared to have it within the SEC controlled area. It was not until the gate at Tawonga South was taken down that the hospital was moved to the main centre of population at Mount Beauty. 1. Early nurses uniform; 2. Hospital Opening Ceremony; 3-7. In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. The old weatherboard building was demolished around the late 1900’s to early 2000’s and replaced with a new modern brick building. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians. The early forties saw rapid growth of Bogong Village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Bogong Primary School opened in 1941 to provide an education for the families of employees of the State Electricity Commission of Victoria. The school had up to date equipment and received glowing reports from school inspectors. It closed circa 1970.The Bogong State School was opened for the children of S.E.C.V. workers who lived in Bogong in a remote part of north east Victoria. Poor video quality (noise and interference), edited raw footage with music and some commentary by Merv Hanna. A video documenting the demolition of the Shire of Eltham offices at 895 Main Road Eltham under the direction of the Commissioners appointed for the new Shire of Nillumbik and some of the communities activities surrounding the event. The building was demolished exactly 25 years after the southern wing housing Engineering and Planning on the upper level and the Eltham Library on the ground level was opened in celebration of the Shire of Eltham's centenary. Video has lots of distortion and noise, and sections of clips dubbed over. Immediate initial footage of Jenni Mitchell talking about asbestos claims in the Shire Offices (Sigmund Jorgensen standing behind her) advising Council did a review of the building several years previously and had been cleared of health problems. Cuts to group of people standing outside front door of offices but possibly voice dub over not related ? Then the date 27 Jul 1996 on a scene flashes on screen immediately followed by an edited clip intro of title and credits with classical music track. It then opens with Jenni Mitchell driving to the Shire Offices on Saturday 27 July 1996 at 11.00am. Footage of Main Road past Pitt Street, Alistair Knox Park then entering Shire Office driveway which is fenced off and contractor signs hanging up. Scene (15 Sep 1996) meeting at Montsalvat in Great Hall addressed by Sigmund Jorgensen discussing a recently published list of the Commissioner’s to senior Council Officers of banned Nillumbik people, others encouraging people to view proposed plans for the site and lodge objections. Specific issues regarding asbestos claims are also addressed. Harry Gilham addresses the meeting on the subject of the Eltham War Memorial and Memorial Gardens and how Council believe a roundabout in the vicinity is of greater importance. Meeting addressed by Sigmund Jorgensen discussing an appeal against Council granting a permit to Dallas Howgate to develop the site and that the Minister has called the matter in to be decided by the governing council. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jack's restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Subsequent to this the Commissioner run Council held a special meeting on Wednesday, October 23, 1996 where Commissioners Kevin Abbott and Vin Heffernan thanked all three community members of the Planning Special Committee and advised that their powers had been revoked. The article includes a joint statement from all three sacked members in which they state they have been able to bring a community perspective to the planning applications placed befopre the committee which has resulted in modifications to planning decisions. The members stated that "unfortunately, despite our best efforts to express considered apolitical opinions, it appears the Commissioners believe that any dissenting comment is politically motivated, and should therefore be disregarded." The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Subsequent to this the Commissioner run Council held a special meeting on Wednesday, October 23, 1996 where Commissioners Kevin Abbott and Vin Heffernan thanked all three community members of the Planning Special Committee and advised that their powers had been revoked. Mary Shillinglaw born November 5, 1880 at Bundoora, Victoria was the sixth child of Phillip Shillinglaw and Sarah Ann (nee Kidd). She commenced school at Eltham State School No. 209 (Register No. 423) in 1885 at age 4 years. Mary did not marry and spent most of her life at Wattle Brae (Shillinglaw Cottage). In his Will, Phillip Shillinglaw provided that any of his unwed sisters would be able to live at Wattle Brae, rent free. When Eltham Shire Council aquired the property in 1963 to build new Shire Offices, both Mary and her sister Lizzie (also unmarried) were still living at the cottage. Council paid for the women to relocate. Mary moved to Elizabeth House, a nursing home in Ivanhoe but found it very hard to adapt to her new surroundings and living consdtions. She died there only a few months after departing Eltham on October 29, 1963 at age 83 years.
