The Eltham Library was located at the southern end of the newly constructed southern wing of the Shire Offices at 895 Main Road. The first dedicated library in the shire was the Children's Library built by the Eltham War Memorial Trust (now the Eltham War Memorial Hall). Funds were raised by volunteers to purchase books, the land and construct the building. This library initially opened in the Eltham Public Hall on the corner of Main Road and Arthur Street around 1948. The Children’s Library building was opened in 1961 but the transfer to the Eltham Council of the War Memorial Trust land and buildings in 1965 saw the closure of the children's library, which held over 2,000 books that were then transferred to all the schools in the shire which had participated in the monthly book exchange of boxes of books by use of the railways, bus companies and private cars. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. The Brinkkotter house in Dudley Street became the first of the general library services in Eltham with shelving from the old Heidelberg City Library, staff borrowed form the Heidelberg Library and some use of the 1941 Shire Office in Main Road. By 1971 the 1964 Shire Office had the southern extension added and the Library was located on the lower level with Engineering and Planning on the level above. By 1986 this library was experiencing overcrowding from lack of space and equipment needs. With Federal Government assistance, Council was able to design and build a new library which was located in the Eltham Common and opened in May 1994.Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. Letter - Document, letter, Educational Scheme for 'Unaccepted' Cases (H13), 1935
These letters and notices from 1935 relate to Legacy establishing a Fund to help with Victorian children that are not eligible for the benefits of the Repatriation Department, the RSS. Children's Scholarship Fund and other established funds. The primary policy of the Trust is to provide 'educational assistance for the children of deceased soldiers by way of tuition fees, trailing expenses, cost of books, equipment and/or contributions towards the maintenance of the beneficiaries during the period of training.' Documents include a memo being sent to all Legatees explaining the fund and asking for ideas on how to raise the money and introductions to possible donors. Also a letter to the minister explaining the scheme. It seems if the death of the father was not ruled as 'due to war causes' the child was not eligible for Repatriation educational benefits. Whereas Legacy does not draw a distinction in relation to the cause or time of death of the father. Legacy had been working with the 'Carry On' Club and spent several hundreds of dollars for these children. The 'Carry On' Club was changing its focus to living war veterans. A memo dated 5th December 1935 says there was a delay in passing the 'Enabling Bill' through Parliament. Further outcome is not known. The notation H13 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. A record of Legacy pursuing means of providing funds for the education of the children on their books. Document, Intermediate Legacy Club - Historic Reunion, 1974
A reprint from a Legacy Newsletter on 26/2/1974 about a reunion of Intermediate Legacy Club. It was a mix of Melbourne ILC and Geelong ILC members. Some Legatees attended as well, including Frank Doolan who spoke, plus Kem Kemsley and Jim Gillespie. Intermediate Legatee Jim McGregor was one of Stan Savige's first Junior Legatee Contact, and was very close to L/ Savige. It was one of the last meetings of the ILC as it ceased operations in 1974. The residue of funds held by the club were transferred to the Sir Stanley Savige Memorial Trust No 2. Background: The ILC was formed in 1929. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. A copy of the minutes of a committee meeting that discussed The Presidents Fund and the Over 70 meetings. It mentions that the annual gatherings for member over 70 years of age, originally meant it was primarily for those who fought in World War 1. Now WWII members were nearing that age and criteria might need to be reassessed. The Over 70 meeting was a major contributor of funds for the Presidents Fund. Perhaps by 1986 the annual amount donated by the Berry Trust had ended (for many years $1000 a year was received from the fund set up by Legatee Walter Berry). The President's Fund was created in 1932 by a donation of £50 from Legatee Walter W Berry from his late father's estate "to help temporarily embarrassed Melbourne Legatees" towards the end of The Great Depression. The aim of the fund was the give the President a way to help needy cases with discretion and without having to gain approval from committees. In many cases the money was repaid by the recipient. This document was in a folder labelled President's Fund Correspondence with many other documents that included correspondence, receipts of donations and material about when money was given to help appropriate cases. The folder was marked with H40 which is part of an early archive project from the late 1960s and early 1970s.A record that there was an Advisory, Tradition and History Committee at Legacy. Wikipedia (https://en.wikipedia.org/wiki/Communist_Party_of_Australia) describes the Party as originating in 1920 although the beginning of these records precedes that date by five years. It is also noted that the party officially dissolved in 1992, although the record held ceases at 1954 when the funds were transferred to Building Trades Federation Trust Account. The records are contemporaneous with Robert Menzies' attempted ban of the Party in 1951. The records cease in 1954 which was a time of active paranoia in Australia about Communism. Document, Presidents' Fund Origin - Howard and Georgina Berry Trust, 1985
A collection of documents about the Presidents Fund that was collated in 1985. First page is a summary by Legatee Isherwood dated 14/12/1966. Also included a document dated February 1985 written by Legatee Kemsley about the President's Fund that was established in 1933 with funds donated from the estate of Walter Berry in the name of his Company. The Howard and Georgina Berry Fund was to be used by the President to assist a legatee in financial difficulties. Legatee Kemsley was almost 90 and was passing on his knowledge of the history of the fund and its uses. He had served with Walter Berry in France when he was a personal assistant to General Monash. Also a poor quality copy of the original letter dated 24th February 1933 by Legatee Kemsley to the Trustees. There are two pages of a bank statement in 1984 showing the balance as being approximately $1,000. Was in a binder of documents that is passed from an outgoing President to the incoming President. It is primarily from the 1930s to 1990s. Report on the second annual meeting of the Eltham War Memorial Trust History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Melbourne District Nursing Society (MDNS) moved into 452 St. Kilda Road, in 1953. Seven Ford Prefect cars were purchased by the Society in the early 1950s which became the beginning of a full MDNS, later called Royal District Nursing Service, fleet of cars which would be used by their District nurses to visit patients in the community over the next years.In 1875 J.B.Scott purchased Crown Land on the corner of St Kilda Road and Arthur Street. During the 1890’s an “unpretentious grey building” was built on the site. Known as ‘Airlie’, major additions were carried out during the 1920s and 30s to this historic mansion. From its founding in 1885 until 1891 the Trained nurse (Nurses) of the Melbourne District Nursing Society (MDNS) worked from their own homes which were located in the vicinity of their areas (districts). In November 1891 MDNS was able to rent a two story terraced house at 66 Cardigan Street, Carlton, at £65 a year, which contained accommodation for three Trained nurses (Nurses) and one pupil nurse as well as being used as their Headquarters. The Nurses left from there each morning and returned at the end of their shift to write up their book work before retiring for the day. Three years later they moved into a larger terraced house at 49 Drummond Street Carlton which was rented at ‘a very moderate rental’. There was a Board room, apartments for the Nurses and pupil nurses, a large dispensary which patients could attend each evening to have prescriptions signed and bottles refilled with ‘homely remedies’ and elixirs, which were administered for e.g. Consumptive cases. Doctor’s prescriptions were filled at the Pharmacy. Cupboards containing donated blankets and bedclothes for needy patients were kept in this room, and it was here where the Nurses kept their nursing bags which were refilled at the end of each shift ready for any emergency and for the next day. A list of Doctors the Nurses could call was kept by the telephone. The home also had a kitchen where nourishing soup was made and distributed twice a week to the needy. Milk was also distributed when needed. In 1902 they moved into rented premises at 188 Leicester Street, Carlton and two years later, in 1904, to premises at 5 Royal Terrace, Nicholson Street, Fitzroy. They remained there for ten years. In June 1914 at last the Society had sufficient funding to purchase their own terraced premises, ‘Floraston’ 39 Victoria Parade, Collingwood which was their Headquarters and Nurses Home. In 1926 the After-Care Home for recovering patients, (later called After-Care Hospital) was built by the Society next door to No. 39, running from 41-47 Victoria Parade (became No. 45); the District Trained nurses (Sisters) continued to live at No. 39. In 1953 ‘Airlie’ at 452 St Kilda Road was offered by the Government as part of an agreement to split the management of the Society and the After Care Hospital. On 26th November 1953 the MDNS moved its Headquarters to 452 St Kilda Road. Renovations and alterations were however restricted by limited funds so it was not until 1/12/1954 that the Hon. W. P. Barry, Minister of Health, officially opened the building. MDNS was given Royal patronage in 1966 and became Royal District Nursing Service (RDNS). In January 1983, Headquarters of the Royal District Nursing Service at 452 St Kilda Road was classified by the National Trust. The citation in support of the classification said “The house is of historical interest as the boyhood home of Stanley Melbourne Bruce, later Lord Bruce, Prime Minister of Australia from 1923-1929.” Black and white photograph of Melbourne District Nursing Society Headquarters, 452 St Kilda Road, Melbourne. The photo, taken on the corner of Arthur street, is of a two storey building and several cars and gives a unique view of St Kilda Road in the 1950s (pre high rise buildings) This large grey two storey Italian style building, has four roman column, arched Arcadia to the right of a polygon shaped bay window on the ground floor; an arched Arcade on the second floor, and three long windows above the bay window on Arthur Street. Turning the corner onto St. Kilda Road is a three arched Arcadia running towards the one window seen on the polygon shaped bay window. Arcadia is repeated on the upper storey. A balustrade is in front of the Arcadia on the upper storey and again around the flat roof. Two chimneys can be seen. A spiked metal fence runs in front of the building. To the left of this building are two white double storey buildings and some medium sized trees. The 1886 Irrigation Act in Victoria introduced the first legislation in Australia designed to enable the creation of a detailed scheme for agricultural irrigation. Part of the legislation saw the use of government funds for local irrigation projects. These local projects were managed by local irrigation trusts. The Lerderderg Irrigation and Water Supply Trust was formed in 1890. The 1886 Irrigation Act in Victoria introduced the first legislation in Australia designed to enable the creation of a detailed scheme for agricultural irrigation. Part of the legislation saw the use of government funds for local irrigation projects. These local projects were managed by local irrigation trusts. The Lerderderg Irrigation and Water Supply Trust] was formed in 1890. Inge KING (26 November 1915 – 23 April 2016) Born Berlin, Germany Arrived Australia 1951 Inge King trained as a wood carver and studied at the Berlin Academy (1937-1939), Royal Academy London (1940), and the Glascow School of Art (1941-1843) . She moved to London in 1847 and began carving organic abstract forms in wood and stone. In 1949-50 she went on a study tour to the United States of America where she was inspired to work in metal . Inge King arrived in Australia in 1951 and she completed several large scale public works. Between 1861 and 1875 Inge King lectured at the Institute of Early Childhood Development, Kew. From 1976 to 1987 she lectured in Sculpture at Royal Melbourne Institute of Technology. She was a founding member of the Ceminal Centre Five group, and she actively lobbied architects, governments and State galleries to include modernist sculptures in their plans and displays. In 1991 Inge King joined the first National Trust of Australia (Victoria) Public Art Committee, advising on public art at risk and worthy of Trust classification. The Australian Women's Art Register describes Inge King as having been at the forefront of developing a non figurative vocabulary in Australian Sculpture. Welded bronzed steel sculpture painted black and red. This sculpture by Inge King was purchased in 1967 with funds raised by staff and students of Ballarat Teachers' College, a predecessor institution of Federation University Australia. During this era a collection was made which resulted in an annual purchase or commission of an artwork of note. The Federation University Art Collection features over 1000 works and was listed as a 'Ballarat Treasure' in 2007. Signed 'I. Items in the collection relating to Lt Col Jack Swatton M.I.D. Regt No 4905, refer Cat No 6719.2P for his extensive service record and RSL.These are miniature black and white photos from WW1 scenes. They apparently were collected from cigarette packets. They are numbered, these are definitely not the full set. Amy Huxtable was born at Cheltenham in 1918, to Robert Henry Huxtable and Violet a Dagg. Her father was an installer for an oil company and travelled the State. taking his family with him. She completed her education at the Bendigo High School and later attended the Bendigo Business College, becoming an expert shorthand writer. Her first position was as a copy writer with Radio 3BO, in the mid 1930s. She worked with an advertising agency in Melbourne and then with the Age,newspaper. In 1953, Miss Huxtable was appointed temporarily to succeed Miss E B Millane as social editress of the Bendigo Advertiser, during the latter's absence abroad. In 1956, Amy travelled abroad and on her return in 1957 was appointed permanently as Women's editor, a position she held for twenty-three ears. During her early years with The Advertiser she wrote under the name Toora, but in later years her own name became widely known. Miss Huxtable was well known both in her professional capacity and through a interest and involvement in community activites. She was life governor of the Bendigo Hospital, the Bendigo Home for the Aged, and Mirridong Home for the Blind, she was a member of Soroptimist International and the Business and Professional Women's Club. Amy was also a tireless worker for the spastic society and a strong supporter of the YWCA. When Amy Huxtable died at Mt AJvernia Hospital on 16 January 1980 Mayor Campbell ordered the city flag to be flown at half-mast. "Lowering the flag is the least we can do for such a lady" Cr Campbell said. Douglas Lockwood, editor of the Bendigo Advertiser said, "She was a devot d colleague who gave her craft and her newspaper the kind of service which identified a rare and generous spirit." She was a true professional who decided to make Bendigo her home. More than 300 people packed St Paul's Church for her funeral ervice the bell tolled as the casket was carried from the church. At a ceremony in the Conservatory Gardens on No ember 22 1981 The Amy Huxtable Memorial Committee presented to the City of Bendigo, a garden seat in memory of the late Miss Huxtable. This Bendigo manufactured seat was a fitting tribute to one ofBendigo's most loved and esteemed citizens. All Miss Huxtable's Advertiser articles were microfilmed and presented to the Library by the above committee.
