From at least 1945, he was to work as a member of the male staff of the Asylum, mainly in the Refractory Ward. A donor gifted to the Kew Historical Society in February 2019 a number of items collected by Herbert Chambers in his work at the Asylum. These include his Certificate of Registration, a photograph taken of him with two colleagues at Circular Quay in Sydney, a notebook containing ‘SP’ betting records of male asylum staff, and five sketchbooks with artwork created by Kenn’th [sic] Bailey, a patient of the Asylum. Herbert Chambers’ period of employment at the Kew Asylum coincided with the employment of the English psychiatrist Dr Eric Cunningham Dax (1908-2008) as Chairman of the Mental Hygiene Authority in 1952. The Victorian Rifle Association governs the operation of rifle ranges and target shooting clubs throughout Victoria. The Association was formed in 1860 and held its first individual competition at the end of that year. These programs were used by C. Curtis of the Orbost Rifle Club.The Orbost Rifle Club existed in the early 20th century. (There are records from 1900). It folded in the late 1970's. The library committee had already commissioned a portrait of Sir Redmond Barry when they purchased this bust of Barry along with that of Justice Fellows. The library still holds the receipt for this purchase of 24 pounds. The purchases were probably part of the program of outfitting the library interiors and may have been purchased for the niches, that were later covered with the portraits, ironically one of these was of Barry. Redmond Barry is an important figure in colonial Victorian history, responsible for the establishment of key cultural institutions as well as a Supreme Court Judge for nearly 30 years, presiding over both the Eureka trials and the trial of Ned Kelly.The bust of Redmond Barry is of some interest as part of the original furnishings of the library. It represents one of a number of bust portraits of Barry and is of some significance as it portrays Barry, an important figure in Victorian history. The bust is also of interest as a work of James Scurry, most well known for his architectural sculpture.Plaster bust of Justice Redmond Barry. The bust itself is painted white. This is a 1991 program for the City of Warrnambool Eisteddfod. This Eisteddfod was first held in 1975 when the Rotary Club of Warrnambool organized a community festival attracting 150 entrants. Following this the Warrnambool City Council became the organizer of this event. Today the Warrnambool Eisteddfod is dedicated to showcasing local talents in speech, drama, music, dance, calisthenics and debating in an annual event that goes over 40 days and has over 1000 entrants. A highlight is the Aria Award for the best senior vocalist. This program is of some interest as it gives details of the events held in the Warrnambool Eisteddfod in 1991. Wilkinson's Hut was built for the State Electricity Commission of Victoria in 1932 as a permanent residence for the snow research program manager, who was the resident engineer of the Kiewa Hydro Electric Scheme. The hut was sold in 1948 to the Ski Club of Victoria / Victorian Alpine Club and renamed Wilkinson Lodge. In 1958 it was sold to the Melbourne Bushwalkers Club. It was burnt down on 17th January 2004.Wilkinson Lodge was located at Wallace Gap on the Bogong High Plains and was the first S.E.C.V. permanent residence for the workers of the Kiewa Hydro Electric Scheme. It is also an early built lodge owned briefly 1946 - 1958 by the Ski Club of Victoria / Victorian Alpine Club and used by skiers before other lodges were built at Falls Creek. This is a ticket for a complimentary concert to the Victorian soprano, Miss Mollie Hayres, in the Warrnambool Town Hall in 1926. Inez Mary (Mollie) Hayres (1897-1980) was born in Port Fairy and received her early musical training from the Good Samaritan Sisters in Port Fairy. She received local funding to enable her to study at the Melbourne Conservatorium of Music under Madame Weiderman and toured the Western District in 1926, supported by the pianist May Broderick and the violinist Cecil Parkes, in a series of complimentary concerts to give her funding to study in Europe. She became a well-known singer and singing teacher in Melbourne, featuring in radio programs and concerts. This ticket is of interest as a memento of Mollie Hayres, a noted singer in Victoria in the first half of the 20th century.This is a small white card with black edging and printing. These are badges or pieces of insignia that would have been worn on the collar or cap of members of the Victorian Volunteer Corps. This organization was formed in Victoria in 1867 with the object of fostering in young men leadership, discipline, loyalty and initiative through training programs and community service. The Victorian Volunteer Corps was established in Warrnambool in 1868 and units were initially based at the Warrnambool State School and the Warrnambool Grammar School. Later groups were formed in other schools and competed against each other in rifle shooting competitions, marching and parade skills etc. The Warrnambool groups were trained and assisted by members of the local adult Volunteer Corps. Today cadet groups are sponsored by the Australian Army and there is revived interest in Warrnambool in school cadet groups. These insignia items have no known local provenance but are of historical interest as mementoes of the Volunteer Cadet Corps that operated in Warrnambool from the late 1860s through to the early 20th century. .1 This is a bronze-coloured metal badge with gold lettering, a crown on top, a cross with stars in the middle section and laurel leaves around the outer edges. The two clips at the back are for attachment of the badge to a collar or cap. .2 as above except that this badge has been damaged and somewhat flattened. Shire of Eltham Archives: Series 69, Item 2 This video was produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the 'Spirit of Eltham'. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. On 2 April, the number of cases in Victoria exceeded 1,000, including over 100 healthcare workers. On 5 April, New South Wales Police launched a criminal investigation into whether the operator of Ruby Princess, Carnival Australia, broke the Biosecurity Act 2015 (Cwth) and New South Wales state laws, by deliberately concealing COVID-19 cases. On 6 April, the Department of Health revealed that 2,432 people recovered from the infection as the federal government started reporting recovery statistics.
