Guest, a contractor resident in nearby Downshire Road, in 1889-90, presumably as a speculative venture together with the extant house at adjoining No.61. It is aesthetically significant. It is aesthetically significant (Criterion E) as an exceptionally richly ornamented medium sized Boom period villa in Caulfield South, being unusual in this respect in its locale and comparing with nearby "Sprouston" at 19 Blanche Street (1887). Originally named Crofthead or The Croft Head, later changed to Balranald according to Melbourne Mansions database.From Victorian Heritage Database citation for HO136 13 Poath Street MURRUMBEENA https://vhd.heritagecouncil.vic.gov.au/places/35389 as at 30/10/2020 "Croft Head" is situated at no. 13 Poath Road, Murrumbeena, and was built in 1887 for the accountant Edward Tweddell. It is historically and aesthetically significant. It is historically significant (Criterion A) as a substantial and now rare (Criterion B) surviving late Victorian villa residence east of Booran Road within the Municipality and demonstrating the attraction of Melbourne's rural fringe as a residential location rendered accessible by the opening of the railway between South Yarra and Oakleigh in 1879. It is aesthetically significant (Criterion E) as one of the Municipality's finest late Victorian polychrome brick villas, comparing with ''Fresch'' and ''Monkleigh'' both erected in 1899 at nos. 11 and 12 Gladstone Parade, Elsternwick respectively, ''Hartington'' (1888) at 15 Gladstone Parade and ''Hengar'' (1889) at no. 356 Glen Eira Road, Caulfield South. It is a highly individual picturesque timber structure with distinctive spire and timber enrichment. It has aesthetic, historical and social significance. Its aesthetic value is derived from the choice of materials and picturesque Gothic Revival character showing American influence. Caulfield Town Hall is now known as Glen Eira Town Hall.From Victorian Heritage Database: Citation for Town Hall, Corner Glen Eira and Hawthorn Roads - HO106 https://vhd.heritagecouncil.vic.gov.au/places/43613 as at (19/10/2020) The former City of Caulfield (now City of Glen Eira) Municipal Offices, located at the south-west corner of Hawthorn and Glen Eira Roads, Caulfield South, were commenced for the Borough of Caulfield in 1884 when they also included a Post and Telegraph Office and Court of Petty Sessions. They were designed by the Borough surveyor, Sydney Smith. The hall was completed in 1890 to the design of Alexander Rankin and the present hall, foyer and portico completed to the design of Goldsmith and Jenkin, architects, in 1931. The complex is historically, aesthetically and socially significant. It is historically significant {Criterion A) as the centre of Local Government services in the area since 1885 and as a centre of post and telegraph and legal services for a period. Its association with architect and Borough surveyor, Sydney W. Smith is important in that the east elevation and facade (ground floor level only)as far west as the tower (lower two stages) survive as evidence of his work, the practice which his son continued after his death in 1886, becoming highly successful. The work of Goldsmith and Jenkin is historically important in that it indirectly demonstrates the growth of the City sustained during the Inter-war period, the work proceeding in spite of the Depression. It compares with other similar work of that time including the refurbishment of the Malvern Municipal Offices and Hall in 1927 (Hudson and Wardrop), the Melbourne Corporation Offices and Hall in 1925-28 (Stephenson and Meldrum, A. and K. Henderson) and the Camberwell Offices and Council Chamber in 1924 (Leighton Irwin and Roy Stevenson), other comparable municipal projects being undertaken during the 1930s. Finally, the Goldsmith and Jenkin works are important as a project of the Depression years organised specifically to alleviate unemployment problems in the Municipality. The complex is aesthetically important (Criterion E) as a prominent and imposing Classically derived complex of its type with individually noteworthy interior spaces being the entry hall and staircase, main Hall, Foyer and Council Chamber. The Adamesque plasterwork, timber panelling and furniture, Art Nouveaux enrichment and Classically derived treatment with sparing use of Australian decorative motifs are contributory elements. Exterior .elements of note include the remains of the original design prepared by Sydney Smith and the clock tower and portico which have come to symbolise important Municipal complexes erected prior to the Second World War. This photograph is part of the Caulfield Historical Album 1972 but is noted as taken in 1922. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. Caulfield Town Hall is now known as Glen Eira Town Hall.From Victorian Heritage Database: Citation for Town Hall, Corner Glen Eira and Hawthorn Roads - HO106 https://vhd.heritagecouncil.vic.gov.au/places/43613 as at (19/10/2020) The former City of Caulfield (now City of Glen Eira) Municipal Offices, located at the south-west corner of Hawthorn and Glen Eira Roads, Caulfield South, were commenced for the Borough of Caulfield in 1884 when they also included a Post and Telegraph Office and Court of Petty Sessions. They were designed by the Borough surveyor, Sydney Smith. The hall was completed in 1890 to the design of Alexander Rankin and the present hall, foyer and portico completed to the design of Goldsmith and Jenkin, architects, in 1931. The complex is historically, aesthetically and socially significant. It is historically significant {Criterion A) as the centre of Local Government services in the area since 1885 and as a centre of post and telegraph and legal services for a period. Its association with architect and Borough surveyor, Sydney W. Smith is important in that the east elevation and facade (ground floor level only)as far west as the tower (lower two stages) survive as evidence of his work, the practice which his son continued after his death in 1886, becoming highly successful. The work of Goldsmith and Jenkin is historically important in that it indirectly demonstrates the growth of the City sustained during the Inter-war period, the work proceeding in spite of the Depression. It compares with other similar work of that time including the refurbishment of the Malvern Municipal Offices and Hall in 1927 (Hudson and Wardrop), the Melbourne Corporation Offices and Hall in 1925-28 (Stephenson and Meldrum, A. and K. Henderson) and the Camberwell Offices and Council Chamber in 1924 (Leighton Irwin and Roy Stevenson), other comparable municipal projects being undertaken during the 1930s. Finally, the Goldsmith and Jenkin works are important as a project of the Depression years organised specifically to alleviate unemployment problems in the Municipality. The complex is aesthetically important (Criterion E) as a prominent and imposing Classically derived complex of its type with individually noteworthy interior spaces being the entry hall and staircase, main Hall, Foyer and Council Chamber. The Adamesque plasterwork, timber panelling and furniture, Art Nouveaux enrichment and Classically derived treatment with sparing use of Australian decorative motifs are contributory elements. Exterior .elements of note include the remains of the original design prepared by Sydney Smith and the clock tower and portico which have come to symbolise important Municipal complexes erected prior to the Second World War. A succinct account of the work of Melbourne Legacy to mark their first 25 years of service. Compare with 00936 which dealt with the first 21 years. By 1948 11,255 families and 27,747 children had been cared for at a total cost of ninety seven thousand, nine hundred and fifty five pounds. The major expenditure was on Residences such as Holmbush which accounted for 30% of the money. May 2016 David THOMPSON compiled the attached alphabetical list, including names and addresses service in WWI status and blue number. Port Melbourne applicants have been added to the WWI Centenary Project website A file of mostly handwritten applications and references for position of Dog Registration Officer, Meter Reader and Assistant Collector, Port Melbourne Council 1919. Over 100 applications from all over Victoria, many from Returned Soldiers since the advert in the Standard newspaper for the position stated that they were to be given preference. Sydney R C CARNS from Evans Street, a Returned Soldier who has lost his right hand during the war, was the successsful applicant according to a report in the Standard. Document - William S Spencer Exemplification of Will 1893, 1899
Tait collection: item 27 of 62. This document contains details of the Will of William Stacey Spencer, formerly of Stanstead, Mount Fitchet but late of Birchanger, Essex, England. He was a corn merchant and malster and died in England in October 1897. He left an estate with a gross value of £4973, with the beneficiaries being his wife and children. Three codicils were added to the will, one being caused by the death of an executor, William Spencer’s brother. The English lawyers involved in drawing up this will were Richardson, Foxwell and Hart of Much Hadham, England. As this document is an Exemplification of the Will and was drawn up in the colony of Victoria it is presumed that one or more of the beneficiaries was a resident in Victoria and possibly in the Warrnambool district. The Warrnambool lawyers, Henry Parrington and Con O’Mahony have their names in the document. The document has been, with others, passed down to successive lawyers occupying legal premises in Kepler Street, Warrnambool and located in that building in 2014. Unless some local connection can be found to William Spencer, this document is of interest only in that it was drawn up by local Warrnambool lawyers in 1899.This is a cream-coloured document consisting of five double parchment pages bound together with green cord and including a folded-over inset piece of paper on the front page. Nine of the pages have ruled black lines on the edges and there is handwritten material in black ink on nine pages. The document gives details of the will and codicils of William Spencer of Essex, England who died in1897. The document has the seal of Her Majesty’s High Court of Justice, Probate Division, attached with white binding and a stamp for three pounds attached with a metal insert. "Edenkillie" was the home of Frederick Jowett, Caulfield's shire secretary and town clerk from 1887 to 1921. The Outer Circle Railway's Oakleigh section opened 1890 and closed 1895. Victorian Heritage database (as of 26/10/2021) HO45 Edenkillie https://vhd.heritagecouncil.vic.gov.au/places/35545 "Edenkillie" at 37 Neerim Road, Glenhuntly, is a substantial two storeyed polychrome brick villa, built for Frederick Jowett, municipal secretary, in 1890. It has aesthetic, historical and social significance. "Edenkillie's" aesthetic value derives from its survival as a substantially intact example of a common villa form expressed in polychrome brickwork. Its historical significance lies in its association with Frederick Jowett, Shire of Caulfield secretary and town clerk for over three decades. The Jubilee School on the corner of Hood Crescent and Glen Eira Road was built in 1887 AD to commemorate Queen Victoria’s Jubilee.Victorian Heritage Database https://vhd.heritagecouncil.vic.gov.au/places/43705 The former St Mary's Jubilee School is locally significant as an early purpose built church school, associated with St Mary's Church.
