Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. John Lundy-Clarke grew up in the Kalorama/Mt Dandenong area and later in life (1972-74) began to write a comprehensive history of the district working from an original settlement map in an effort to cover all areas. The Lundy-Clarke family were related to the Price family through the marriage of two Ross sisters - Annie Ross to Edward Joseph Price and Helen Ross to Robert Lundy-Clarke. Edward Joseph Price took up Lot 1 in the Village Settlement and Robert Lundy-Clarke was persuaded to take up Lot 2. He felt it would be unproductive. He signed it over to Edward Joseph Price and took his family to New Zealand. After his death in 1911 the family returned to the district. The Lundy-Clarke family were related to the Dunbar family as Caroline Dunbar was a sister to Annie and Helen Ross. Agnes Annie Clarke aged 18 daughter of Robert Lundy-Clarke and Helen nee Ross. The next page has three newspaper cuttings. The first is 'The Victorian Waterworks'. It has costings for contracts for water supply, amounts which will supply water from the Coliban to the Castlemaine and Sandhurst districts, and if the Government should purchase the Bendigo Waterworks, and to construct the Upper Coliban reservoir, additional expenditure may be required. (from Daily Telegraph - 1868). The second is some information on The Yan Yean Aqueduct. The third is a letter to the Editor of the Argus from Joseph Brady, dated August 2, 1870, in reference to repairing the leak in the outlet tunnel of the Malmsbury Reservoir. He says the repair of the tunnel was not essential and is unnecessary and 2nd. If the bank was cut through and restored, for years the bank would not be safe, as the earth used in the restoration would require time to subside and unite with the old work. Despite the plans claims that it is a subdivision near the Richmond Bridge, Section 115 was located at what is now Camberwell Junction. While the plan only lists government roads rather than named streets, the section was located on the east side of Burke Road, stretching up the hill from the current Junction. Research on Trove, conducted by Kerry Fairbank, discovered an advertisement for unsold lots in Section 115 which clarifies the extent and location of subsequent land sales in the original section. The original article can be viewed through the link in the catalogue record. The interesting link to Kew is the reference to James Beavan as the purchaser of lots 14 and 15. The historian Gwen McWilliam has notes that a Mr Beavan changed his name from Bevan. The Bevans were descendants of the Derricks family of Kew. This subdivision plan is the earliest original map or plan in the collection which shows parts of what is now the City of Boroondara, dating from circa 1853. It provides important information for researchers on subsequent subdivisions following the original land sales in [Camberwell] Boroondara. The site, on the east side of Burke Road is a highly-significant and historic site. This is believed to be the only extant copy of the subdivision in public collections.A small plan on parchment listing 28 lots, between one and two acres each, for sale in Section 115 in the Parish of Boroondara, dating from 1853 when the portion was subdivided.Obverse: Lot 16 "Joseph Duval", Lots 14 & 15 "James Beavan". Raheen is a 120 year old Victorian house owned by Richard and Jeanne Pratt. Mrs Jeanne Pratt commissioned the book and this copy was presented to Sue Barnett on a visit by members of the Boroondara Historical Societies.
