Elizabeth Wilson met James Henry Courtney at the annual Lord Mayor's Ball on 28 August 1890. In 1892, Capt James Courtney moved to 'Courtland' an architect-designed house at 31 Jenkin Street, Northcote. James married Elizabeth at Nth Fitzroy. Several years later they moved to 108 McKean Street, Nth Fitzrory. Capt and Mrs Courtney were guests at the official opening of the Australian Parliament on 9 May 1901, the reception at the Exhibition Building that evening, and the Royal Review at Flemington the following day. Finally they moved to 'Lumeah', a brick villa at 11 Belmont Avenue, Kew.Black silk floor length skirt with black lining and internal tapes. The skirt is distinguished by a gathered hem giving the impression of ruffles. With the donation, there is also an accompanying group of copied photographs of the Courtney family, including one which shows Elizabeth Courtney, the owner of the skirt. Original Act of Parliament document (17th Sept.1656) passed during time Oliver Cromwell was Lord Protector of the republic then known as the Commonwealth of England. The Act relates to 'PERSONS WHO LIVE AT HIGH RATES AND HAVE NO ESTATE, PROFESSION OR CALLING'. One section of the Act prohibits (as of August 1, 1657) gambling on games, including tennis. The punishment indicated for doing so is to forfeit to the goverment double the amount of money won. Also framed beside the closed Act document are three reproductions of the pages within it. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966. A large part of this collection of civic ephemera was assembled by W. D. Birrell. This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. An article in the Box Hill 'Reporter' (11 October 1907, p.2) refers to the presentation of the artefact to the Kew Town Hall. The report records: 'Presentation to Kew's Ex-Mayor In the mayor's room at Kew on Tuesday evening, Ex-Mayor Cr Wishart was made the recipient of a handsomely-illuminated and exquisitely-framed testimonial as a mark of appreciation by his colleagues of the highly satisfactory manner in which he had discharged the duties appertaining to the mayoral office. .... A framed group of the metropolitan mayors was subsequently presented by Cr Wishart as an addition to the pictures hung in the mayor's room.'The newspaper report in the Box Hill Reporter positively identifies the artefact and how it was placed in the Mayor's Room in the Walpole Street Town Hall. The 1st Kew Scouts was one of the first Scout Troops in Victoria, being formed in 1909. From 1927 they met in a magnificent Scout Hall in Disraeli Street, Kew until it was demolished in 1993. Still operating (in 2020) from their new Scout Hall on the corner of Kilby Road and Kellett Grove, Kew.1st Kew Scouts with the Governor of Victoria and Chief Scout, Lord Somers. For many years Victorian Scouts participated in a competition camp at the Gilwell Park Scout Camp at Gembrook. The Governor of Victoria has traditionally taken on the honorary role of Victorian Chief Scout and would have been visiting the camp to encourage the Scouts. Lord and Lady Gowrie attended the Melbourne Cup 1 November 1938. Their escort on that occasion was drawn from 8th (Indi) Light Horse Regiment and commanded by Lieutenant FC Trickey with soldiers drawn from Benalla, Euroa, Wangaratta, Tallangatta, Wahgunyah, Wodonga and Rutherglen Troops. The 8th Light Horse (Indi) Regiment superseded the 16th Light Horse in 1919. It had its headquarters at Benalla with sub-units throughout the Upper Murray and Northeast Victoria. In December 1941, the regiment converted from horse to mechanised, initially as 8th Reconnaissance Battalion then in July 1942 it became 8th Cavalry Regiment and served in Northern Territory. As Japanese threat to the mainland declined the regiment was disbanded. The right honourable Lieutenant-Colonel Arthur Tennyson Somers Cocks, was born in Herefordshire. Served with distinction in the Army and was twice decorated with bravery, before being appointed as Governor of Victoria. This portrait of Lord Somers is the only one in which a Grand Master is not in masonic regalia. Lord Somers insisted he not be seen dressed in a manner which could give offence to any other organization, with which he was associated in Public Life or Private Life. He was deeply involved in the Scouting Movement and was Chief Scout in Victoria and succeeded Baden-Powell as Chief Scout of the British Commonwealth.The portrait of Lord Somers holds great significance as it is the only painting within the Library and Museum collection of a Grand Master without his masonic regalia. The Hutton Trophy or Shield was awarded annually to the best Light Horse Troop in Australia. The trophy is now held at the Armoured Centre Puckapunyal. Inter-regimental competition was strong in the years between WWI and WWII. Annually, the best troop in the regiments of the 3rd (Vic), 4th (SA), 5th (WA) and 6th (Tas) Military Districts competed for the Hutton Trophy and the Lord Forster Cup. The Tocumwal Troop were winners of the Hutton Shield in 1937 and 1938. The 20th Light Horse (Victorian Mounted Rifles) was raised in 1920 as part of the 3rd Cavalry Brigade, 2nd Cavalry Division, Citizen Military Forces, with Headquarters at Seymour and depots along the Goulburn Valley from Mansfield to Tocumwal in southern NSW. In December 1941, 20th Light Horse (Victorian Mounted Rifles) converted from horse to mechanised, initially as 20th Motor Regiment. In 1943 the Regiment was deployed to Merauke, Dutch New Guinea. Upon its return in April 1945, the Regiment was redesignated 20th Pioneer Battalion.
