In 1997, ATSIC released the discussion paper Our Culture: Our Future: Proposals for the Protection and Recognition of Indigenous Cultural and Intellectual Property, and invited public comment on the need for protecting and recognising Indigenous Cultural and Intellectual Property Rights. The report extracted here was developed in the light of over 70 submissions received on this discussion paper, and also in consultation with a National Indigenous Reference Group and other relevant individuals, communities and organisations. The Report details the types of rights Indigenous people seek in relation to their cultures and considers the application of current laws. The Royal Commission into Institutional Responses to Child Sexual Abuse is investigating how institutions like schools, churches, sports clubs and government organisations have responded to allegations and instances of child sexual abuse. It is the job of the Royal Commission to uncover where systems have failed to protect children so it can make recommendations on how to improve laws, policies and practices. The Royal Commission is about creating a safer future for children. It can look at any private, public or non-government organisation that is, or was in the past, involved with children. October Meeting (Newsletter No. 242, Oct. 2018) At our Society meeting at 8.00pm on Wednesday 10th October 2018 we will explore ideas about what is considered to be the ‘Spirit of Eltham’. We will view a video produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the ‘Spirit of Eltham’. Baker as a member of the Board of Management, discussing the Residences Review Sub-Committee Report of April 1972. (Cat. No. 01674). L/- Carter challenges many of the items in the report in quite an emphatic manner before offering his own recommendations in the first letter; not content with this lengthy letter, he revisits the matter only six days later and 'urges' the Board of Management to appoint a sub-committee to examine not only accommodation of problem children, but also whether Melbourne Legacy funds are being used in the most effective way. A report by the Future Requirements Committee dated 11 October 1978. The Committee members were(Chairman): I.W. Anderson, E. Cohen, A.N. Kemsley, L.D. King, J.M. Poulton, R.L. Simmons The Committee notes that its recommendations would probably be resisted by some Legatees but were necessary to meet the changing needs of dependants. They highlighted cancelling the supply of firewood, cessation in 1978 of the Badge Day appeal in Melbourne and the special Christmas promotion, and the Christmas Garden Party at Government House. Boys and Girls classes to be phased out, and Blamey House and Stanhope residences to be closed in 1979-80, with dental care to cease in 1980. Victoria once had well over one hundred fire lookouts and firetowers. Fire lookouts, or observation posts, were often just a clearing on a hill or a vantage point, whereas firetowers were definite structures. Many were established by the Forests Commission Victoria (FCV) in the 1920s, but the network was expanded rapidly in response to recommendations of the Stretton Royal Commission after the 1939 Black Friday bushfires. When a fire or smoke was spotted from the tower a bearing was taken with the alidade and radioed or telephoned into the district office. The book tells the story of the Indigenous Aanaar Saami language (around 350 speakers) and cultural revitalisation in Finland. It offers a new language revitalisation method that can be used with Indigenous and minority languages, especially in cases where the native language has been lost among people of a working age. The book gives practical examples as well as a theoretical frame of reference for how to plan, organise and implement an intensive language programme for adults who already have a professional training. It is the first time that a process of revitalisation of a very small language has been systematically described from the beginning; it is a small-scale success story. An information flyer that was produced as a guide to the forest walks in and near Marysville by the Forests Commission of Victoria. The Forests Commission Victoria (FCV) was the main government authority responsible for management and protection of State forests in Victoria, Australia between 1918 and 1983. The Commission was responsible for ″forest policy, prevention and suppression of bushfires, issuing leases and licences, planting and thinning of forests, the development of plantations, reforestation, nurseries, forestry education, the development of commercial timber harvesting and marketing of produce, building and maintaining forest roads, provision of recreation facilities, protection of water, soils and wildlife, forest research and making recommendations on the acquisition or alienation of land for forest purposes″. An extensive network of walking tracks surrounds Marysville and they offer a variety of walks ranging in various levels of difficulty. In 1898 a recommendation for a railway of 2 ft 6 in gauge was handed down by the Parliamentary Standing Committee on Railways, to cost $138,000. Construction began in 1900. About 100 men were engaged in laying and ballasting the track while others, not included in the 100, formed the earthworks, culverts and bridges. Locomotive operations initially were two 2-6-2 Tank engines of the narrow gauge A class, dubbed "Coffee Pots", and these were used on the work trains between 1900 and 1902. Because of the lengthy periods of waiting time required to unload sleepers and rails or to load ballast meant that a handy replenishment of coal and water supply was necessary. With earthworks specified to the bare minimum landslips in the narrow cuttings were frequent so a repairer was stationed in each length to deal quickly with minor slips until 1904 when the cuttings were widened.B/W. On 15 January 1964 the Shire of Otway was going to poll its ratepayers about a loan required to build temporary municipal workshops and a Shire Engineer's office in the Apollo Bay Riding. This led to a number of objections at public meetings in the west and central ridings, such that a Committee of protest was formed, with a nominated Chairman, Secretary and members, to put to ratepayers their considered point-of-view of disapproval. After drafts the Committee produced a printed flyer for distribution to ratepayers summarising the Committee's position. The Committee knew and agreed with a Council Sub-Committee's recommendation to Council of a new, adequate building on one site of suitable size. However, this did not happen. Instead Council moved for loans for temporary renovations of existing buildings. This the Committee objected to believing that Council must decide on a final location before any consideration is given to borrowing money for temporary repairs. BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results. Booklet, Air Raid Precautions, 1941
This booklet was published on the recommendation of the Commonwealth government as part of a plan to offer protection to the people in the event of air strikes. Local councils and individuals were called to help to protect themselves in taking precautions,. The booklet itself sets out action to be taken in the event of an air raid happening, lighting restrictions fire prevention, refuge rooms and garden shelters and risks from air raids. It contains the relevant siren signals which denote different types of events and explains in detail various aspects of preparing for possible attack. There was discussion about issues such as evacuation of children should such an event occur with the focus primarily on the larger centres such as Geelong and Melbourne. From 1942 the number of air attacks increased mainly from Japan on the northern and western parts of Australia including over 60 on Darwin. Attacks continued into 1943 and it wasn’t until later in that year that the Prime Minister, John Curtin announced that the threat of invasion had passed.While the link to Warrnambool’s history is tenuous, it was a government publication to all persons in the state of Victoria in 1941.This item relates to a significant period in Australia’s history. All Australians were affected by the war. It has historical and scientific or research interest as it gives a number of diagrams and possible plans and the effectiveness of same. This map was printed in 1925 and contains the Warrnambool Harbour alterations proposed by the Warrnambool Harbour Committee incorporating the original designs of Captain Menzies, the Warrnambool Harbour Master and the City Engineer, Mr A. Lavercombe. The main features of the proposal were the extension of the Eastern Wall to almost enclose the harbour and a basin in Lake Pertobe. The design was to be placed before the Victorian Royal Commission on the Outer Ports which was established partly to examine the allegations of unsatisfactory work carried out in Warrnambool when the Breakwater was extended 300 feet in 1914 and also to make recommendations regarding all regional ports. The Warrnambool Breakwater was completed in 1890 but failed to provide the shipping conditions needed to continue Warrnambool as a viable port. Many plans and proposals for port improvement such as this one were produced in the late 19th century and the first half of the 20th century with the port officially closed in the 1940s. Still today the Breakwater and Warrnambool Harbour conditions remain a source of contention.This map is significant as it shows a 1925 design for Warrnambool Harbour hitherto little-known. It also has markings showing land sites of the time (BayView Hotel, Woollen Mill etc.)This is a map made of thick yellow paper pasted onto a cloth backing. It has two cloth tags at the top for tying up the map when folded. It appears to be a hand-drawn map copied with printed material added. The map is shaded green and red in some areas. Attached by nails to the map are wooden frames, rounded at the bottom and partly curved at the top. The map is torn and partly detached at the top.
