Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. Mawul Rom Project: Openness, obligation and reconciliation Morgan Brigg (Universtiy of Queensland) and Anke Tonnaer (University of Aarhus, Denmark) Aboriginal Australian initiatives to restore balanced relationships with White Australians have recently become part of reconciliation efforts. This paper provides a contextualised report on one such initiative, the Mawul Rom crosscultural mediation project. Viewing Mawul Rom as a diplomatic venture in the lineage of adjustment and earlier Rom rituals raises questions about receptiveness, individual responsibility and the role of Indigenous ceremony in reconciliation efforts. Yolngu ceremonial leaders successfully draw participants into relationship and personally commit them to the tasks of cross-cultural advocacy and reconciliation. But Mawul Rom must also negotiate a paradox because emphasis on the cultural difference of ceremony risks increasing the very social distance that the ritual attempts to confront. Managing this tension will be a key challenge if Mawul Rom is to become an effective diplomatic mechanism for cross-cultural conflict resolution and reconciliation. Living in two camps: the strategies Goldfields Aboriginal people use to manage in the customary economy and the mainstream economy at the same time Howard Sercombe (Strathclyde University, Glasgow) The economic sustainability of Aboriginal households has been a matter of public concern across a range of contexts. This research, conducted in the Eastern Goldfields of Western Australia, shows how economically successful Aboriginal persons manage ?dual economic engagement?, or involvement in the customary economy and the mainstream economy at the same time. The two economies sometimes reinforce each other but are more often in conflict, and management of conflicting obligations requires high degrees of skill and innovation. As well as creating financially sustainable households, the participants contributed significantly to the health of their extended families and communities. The research also shows that many Aboriginal people, no matter what their material and personal resources, are conscious of how fragile and unpredictable their economic lives can be, and that involvement in the customary economy is a kind of mutual insurance to guarantee survival if times get tough. Indigenous population data for evaluation and performance measurement: A cautionary note Gaminiratne Wijesekere (Dept. of Families, Housing, Community Services and Indigenous Affairs, Canberra) I outline the status of population census counts for Indigenous peoples, identifying information on Indigenous births and deaths, and internal migration estimates. I comment on the ?experimental? Indigenous population projections and question the rationale for having two sets of projections. Program managers and evaluators need to be mindful of limitations of the data when using these projections for monitoring, evaluating and measuring Indigenous programs. Reaching out to a younger generation using a 3D computer game for storytelling: Vincent Serico?s legacy Theodor G Wyeld (Flinders University, Adeliade) and Brett Leavy (CyberDreaming Australia) Sadly, Vincent Serico (1949?2008), artist, activist and humanist, recently passed away. Born in southern Queensland in Wakka Wakka/Kabi Kabi Country (Carnarvon Gorge region) in 1949, Vincent was a member of the Stolen Generations. He was separated from his family by White administration at four years of age. He grew up on the Cherbourg Aboriginal Reserve in the 1950s, when the policies of segregation and assimilation were at their peak. Only returning to his Country in his early forties, Vincent started painting his stories and the stories that had been passed on to him about the region. These paintings manifest Vincent?s sanctity for tradition, storytelling, language, spirit and beliefs. A team of researchers was honoured and fortunate to have worked closely with Vincent to develop a 3D simulation of his Country using a 3D computer game toolkit. Embedded in this simulation of his Country, in the locations that their stories speak to, are some of Vincent?s important contemporary art works. They are accompanied by a narration of Vincent?s oral history about the places, people and events depicted. Vincent was deeply concerned about members of the younger generation around him ?losing their way? in modern times. In a similar vein, Brett Leavy (Kooma) sees the 3D game engine as an opportunity to engage the younger generation in its own cultural heritage in an activity that capitalises on a common pastime. Vincent was an enthusiastic advocate of this approach. Working in consultation with Vincent and the research team, CyberDreaming developed a simulation of Vincent?s Country for young Aboriginal and non-Aboriginal persons from the Carnarvon Gorge region to explore Vincent?s life stories of the region. The use of Vincent?s contemporary paintings as storyboards provides a traditional medium for the local people to interactively re-engage with traditional values. Called Serico?s World, it represents a legacy to his life?s works, joys and regrets. Here we discuss the background to this project and Vincent?s contribution. A singular beeswax representation of Namarrkon, the Lightning Man, from western Arnhem Land RG Gunn (La Trobe University) and RL Whear (Jawoyn Association) Samples from a beeswax representation of Namarrkon, the Lightning Man, from western Arnhem Land were analysed for radiocarbon and dated to be about 150 years old. An underlying beeswax figure was found to be approximately 1100 years old. The Dreaming Being Namarrkon is well known throughout Arnhem Land, although his sphere of activity is concentrated around the northern half of the Arnhem Land plateau. Namarrkon is well represented in rock-paintings in this area and continues to be well represented in contemporary canvas-paintings by artists from the broader plateau region. We conclude that representations of Namarrkon in both painted and beeswax forms appear to be parallel manifestations of the late Holocene regionalisation of Arnhem Land. ?Missing the point? or ?what to believe ? the theory or the data?: Rationales for the production of Kimberley points Kim Akerman (Moonah) In a recent article, Rodney Harrison presented an interesting view on the role glass Kimberley points played in the lives of the Aborigines who made and used them. Harrison employed ethnographic and historical data to argue that glass Kimberley points were not part of the normal suite of post-contact artefacts used primarily for hunting and fighting or Indigenous exchange purposes, but primarily were created to service a non-Indigenous market for aesthetically pleasing artefacts. Harrison asserted that this market determined the form that these points took. A critical analysis of the data does not substantiate either of these claims. Here I do not deal with Harrison?s theoretical material or arguments; I focus on the ethnographic and historical material that he has either omitted or failed to appreciate in developing his thesis and which, in turn, renders it invalid. The intensity of raw material utilisation as an indication of occupational history in surface stone artefact assemblages from the Strathbogie Ranges, central Victoria Justin Ian Shiner (La Trobe University, Bundoora) Stone artefact assemblages are a major source of information on past human?landscape relationships throughout much of Australia. These relationships are not well understood in the Strathbogie Ranges of central Victoria, where few detailed analyses of stone artefact assemblages have been undertaken. The purpose of this paper is to redress this situation through the analysis of two surface stone artefact assemblages recorded in early 2000 during a wider investigation of the region?s potential for postgraduate archaeological fieldwork. Analysis of raw material utilisation is used to assess the characteristics of the occupational histories of two locations with similar landscape settings. The analysis indicates variability in the intensity of raw material use between the assemblages, which suggests subtle differences in the occupational history of each location. This photograph is of Mr J.W. Lynn riding over the jumps. In the background ids the first motor car in Orbost - 19132. The first meeting to form an Agricultural society in Orbost was convened by the then Orbost Progress Association and held in the Mechanics Hall on Saturday, 10th October 1891. Its first show was held on 3rd March 1904...on a site alongside the Bonang Road where the present Golf Club stands. It is currently held at the Recreation Reserve at Newmerella. This item is associated with the Orbost Agricultural Society 's Annual Show which has been a major event in Orbost for over a century. The Port of Warrnambool - In the early years the Port of Warrnambool was a busy port. Steamships and sailing ships were frequent visitors to the port. Steam navigation companies were plentiful, carrying passengers and freighting cargo such as coal, timber, food, livestock, furniture, hardware and haberdashery between Melbourne and the ports along the southwest coast of Victoria, including Warrnambool. The carts would take their loads into the township for distribution. The Breakwater was built (using 32 ton blocks of concrete) between 1874 and 1890 to provide ships with greater protection from the Southern Ocean. The Lifeboat and Rocket House - The coastline of South West Victoria has had over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it, followed in 1864 by a rocket house to safely store the Rocket Rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost one hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain and improve their skills, summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time, he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid 1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque "Fiji" at "Wrecks Beach" near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. Joseph died in 1935 aged 95. Valentine Publishing Company Pty. Ltd. Valentine and Sons was a printing and photography business based in Dundee, Scotland and Canada. In the early 1900's, at the height of the postcard craze, they published large numbers of postcards in the U.K., Canada, U.S., Australia and South Africa. Valentine postcards have a 6 digit serial number on the view side with the initials "J. V." in a circle adjacent to the number. The 300,000's related to views of Australia. From around 1900 (or earlier) the firm bought many images for their postcards from local and national photographers who sold publishing rights to Valentines.This postcard is significant for its association with the Port of Warrnambool and the Warrnambool Breakwater as it shows a point in time when shipping activities were an important part of Warrnambool's commerce and social development. It is also a record of the Warrnambool Lifeboat and Rocket house which was important in aiding ordinary citizens, harbour employees and the volunteer boat and rescue crew in saving the lives of sailors and passengers due to the high number of shipwrecks that occurred along the coastline. Joseph Jordan is a significant figure in Warrnambool history as he helped to establish early units of the Mounted Rifles (G Company) in local towns during the late 1880's and later, photographed local scenes, groups and citizens of early Warrnambool. In 1941, the scientific instrument manufacturing firms of  Henry Hughes & Son Ltd, London, England, and  Kelvin Bottomley & Baird Ltd, Glasgow, Scotland, came together to form Kelvin & Hughes Ltd. Kelvin Company History: The origins of the company lie in the highly successful and strictly informal relationship between William Thomson (1824-1907), Professor of Natural Philosophy at Glasgow University from 1846-1899 and James White, a Glasgow optical maker. James White (1824-1884) founded the firm of James White, an optical instrument maker in Glasgow in 1850 and was involved in supplying and mending apparatus for Thomson university laboratory and working with him on experimental constructions. White was declared bankrupt in August 1861 and released several months later. In 1870, White was largely responsible for equipping William Thomson laboratory in the new University premises at Gilmore hill. From 1876, he was producing accurate compasses for metal ships to Thomson design during this period and this became an important part of his business in the last years of his life. He was also involved in the production of sophisticated-sounding machinery that Thomson had designed to address problems encountered laying cables at sea, helping to make possible the first transatlantic cable connection. At the same time, he continued to make a whole range of more conventional instruments such as telescopes, microscopes and surveying equipment. White's association with Thomson continued until he died. After his death, his business continued under the same name, being administered by Matthew Edwards (until 1891 when he left to set up his own company. Thomson who became Sir William Thomson and then Baron Kelvin of Largs in 1892, continued to maintain his interest in the business after James White's death. In 1884 raising most of the capital needed to construct and equip new workshops in Cambridge Street, Glasgow. At these premises, the company continued to make the compass Thomson had designed during the 1870s and to supply it in some quantity, especially to the Admiralty. At the same time, the firm became increasingly involved in the design, production and sale of electrical apparatus. In 1899, Lord Kelvin resigned from his University chair and became, in 1900, a director in the newly formed limited liability company Kelvin & James White Ltd which had acquired the business of James White. At the same time Kelvin's nephew, James Thomson Bottomley (1845-1926), joined the firm. In 1904, a London branch office was opened which by 1915 had become known as Kelvin, White & Hutton Ltd. Kelvin & James White Ltd underwent a further change of name in 1913, becoming Kelvin Bottomley & Baird Ltd. Hughes Company History: Henry Hughes & Sons were founded in 1838 in London as a maker of chronographic and scientific instruments. The firm was incorporated as “Henry Hughes & Sons Ltd” in 1903. In 1923, the company produced its first recording echo sounder and in 1935 a controlling interest in the company was acquired by S Smith & Son Ltd resulting in the development and production of marine and aircraft instruments. Following the London office's destruction in the Blitz of 1941, a collaboration was entered into with Kelvin, Bottomley & Baird Ltd resulting in the establishing “Marine Instruments Ltd”. Following the formal amalgamation of Kelvin, Bottomley & Baird Ltd and Henry Hughes & Sons Ltd in 1947 to form Kelvin & Hughes Ltd. Marine Instruments Ltd then acted as regional agents in the UK for Kelvin & Hughes Ltd who were essentially now a part of Smith's Industries Ltd founded in 1944 and the successors of S. Smith & Son Ltd. Kelvin & Hughes Ltd went on to develop various marine radar and echo sounders supplying the Ministry of Transport, and later the Ministry of Defence. The firm was liquidated in 1966 but the name was continued as Kelvin Hughes, a division of the Smiths Group. In 2002, Kelvin Hughes continues to produce and develop marine instruments for commercial and military. G. Falconer Company History: G Falconer (Hong Kong Ltd) appear to have had a retail presence in Hong Kong since 1885, according to the company website, and currently have a shop in the Peninsula Hotel. G Falconer was the Hong Kong selling agent for several British companies. Ross Ltd of 111 New Bond St London was one and the other was Kelvins Nautical Instruments. Falconers were primarily watchmakers, jewellers and diamond merchants.They were also agents for Admiralty Charts, Ross binoculars and telescopes, and sold English Silverware and High Class English Jewellery. In 1928 the company was operating from the Union Building opposite the Hong Kong general post office. It is unclear if the item is an original Sextant made by Kelvin prior to his amalgamation with Henry Hughes & Sons in 1941 as Kelvin appears to have only made compasses up to this date. If the Sextant can be established that it was made by Kelvin then it is very significant and a rare item made for and distributed through their Hong Kong selling agents G Falconer Ltd. There are many Sextants advertised for sale stating "Kelvin & Hughes 1917 model sextant". These can be regarded as replicas as the company was not formed until 1941 and production of marine instruments was not fully under way until after the war in 1947. Further investigation needs to be undertaken to accurately determine the provenance of this item. As the writer currently has the impression that the subject object was possibly made by Kelvin and Hughes in the mid to late 20th century or is a replica made by an unknown maker in the late 1970s. Purchased as an exhibition of marine navigational instruments for the Flagstaff Hill museum. The Sextant is a brass apparatus with filters and telescope lens, and comes with a wooden felt lined storage box. It is a doubly reflecting navigation instrument that measures the angular distance between two visible objects. The primary use of a sextant is to measure the angle between an astronomical object and the horizon for the purposes of celestial navigation.G Falconer and Co. Mr E. Knight was the president of the Orbost Municipal Band from 1972 - 1978. The photographer, Peter Fagg, worked as a scientist with the Department of Sustainability and Environment (now DELWP) to study dieback in eucalypts. He specialised in the silviculture of the eucalypt forest types of South-East Australia for most of his 40-year career, which started with the Forests Commission Victoria. He was in Orbost from 1968 - 1973. The first Orbost Brass Band was formed in 1889. Around 1908 the town band split and the Orbost Workers' Band was formed. Eventually the two bands merged in 1913 to reform as the Orbost Municipal Band under conductorship of Charles Spink. The band continued for many years but was later disbanded and again reformed. This was to happen a number of times, the last time being in 1961 and continuing through to the late 1970's. These photographs were taken at the 1980 annual Orbost Show. The first photograph is of Mr Frank Rourke congratulating Combienbar rider, Gavin Chester, East Gippsland Olympian ( a member of the 1980 Australian team which did not compete in Moscow). He won the title of Champion Show Jumper riding his mount "Blue Trick" on Monday March 10 1980. The second photograph shows Mr Frank Rourke placing the winning ribbon around the neck of Gavin Chester's winning mount, "Blue Trick" The third photograph is the winner of the coveted R.L.Fisher Memorial Plate won by Eric Musgrave being congratulated by Mr Frank Rourke. Frank Rourke was the Gippsland and Northern manager. G. & N. sponsored the event which carried a prize of $500. On the left in this photograph is Mr J. Horstman, ring four judge.This is a pictorial record of a significant event in Orbost. This item is also associated with the Orbost Agricultural Society 's Annual Show which has been a major event in Orbost for over a century. Five Australian Christmas Carols was written by John Wheeler and music by William G James. William James came from Ballarat and John Wheeler was from Colac. James was a concert pianist who graduated from the Melbourne Conservatorium. He went to London and played the Proms and wrote a series of Australian themed songs for Dame Nellie Melba. He became the first Federal director of Music for the ABC until 1957. It was at the ABC that he met Wheeler a staff writer who wrote verse and songs. These five carols which have a distinct Australian flavor, were written between 1848 and 1957.While this collection has no direct link to Warrnambool, the works contained in the collection Five Australian Christmas Carols would have social significance as the carols would be familiar to a number of people. This diary relates to the property Kenilworth which is situated near Cavendish, 16 miles from Hamilton on the Wannon River. It was taken up by Thomas Norris in 1839 and originally carried 800 cattle and 20000 sheep on 63000 acres. By 1858 it was in the hands of John Mackersey and Thomas Bostock. In 1859 it belonged outright to John Mackersey who was there until 1870. He was considered a worthy son of a Presbyterian minister and was well regarded in the district for his contributions in church, sport and sheep breeding... However he did not do well and lost the property before going to New Zealand in 1870.This diary has detailed entries over a number of years which provides an insight into life in the 1860’s. It has a significance for Warrnambool as John Mackersey and Augustus Bostock were at one stage business partners.Hard green cover with gold lettering. 534 pages of facsimile copied diary entries. Burgess Th.L.Mt Beauty was created by the State Electricity Commission of Victoria during the construction of the Kiewa Hydro Electric Scheme. During the late 1960's the town was handed over to the Bright Shire and its building sold. A plaque was unveiled in the porch to commemorate the Dedication of the Church by Mr H. Mt Beauty township was built during the 1950's to house the employees of the State Electricity Commission working on the Kiewa Hydro Electric Scheme. After the completion of the Kiewa Hydro Electric Scheme many houses were sold and the public buildings handed over to the Alpine Shire. Mt Beauty has always been a tourist destination especially with its proximity to the ski fields at Falls Creek.This folder contains many early photos of Mt Beauty showing the construction town during its development during the Kiewa Hydro Electric Scheme and its early days of tourism.
