Nillumbik Shire Council transferred to the former Diamond Valley Shire Offices in Greensborough after municipal restructuing. The offices became the official Nillumbik Shire Council Offices on 16 October 1995. The former Shire of Diamond Valley Civic Centre or Shire Office building was officially opened on 26th February 1972. Archtiects were A.K. Lines, McFarlane & Marshall and it was built by L.U. Simon Pty Ltd, The Diamond Valley Shire had been created in 1964 from part of the City of Heidelberg. On December 15, 1994 the Shire of Nillumbik was established. Under the Council amalgamations imposed by the Kennett government, the Shire of Eltham, Shire of Diamond Valley and City of Heidelberg ceased to exist with the establishment of Nillumbik Shire Council and the City of Banyule.The new Nillumbik shire surrended the west riding from Eltham to Banyule but in place gained parts of the former Diamond Valley Shire which itself had been created in 1964 from parts of the City of Heidelberg. Three unelected and non-local Commissioners were put in place by the government bringing democracy into question by many members of the local community. The Commissioners determined to abandon the former Shire of Eltham offices located in Main Road, Eltham and in turn occupy the former Shire of Diamond Valley offices located at the boundary of the new shire with Banyule, in Civic Drive, Greensborough. In July 1996 the Commissioners sold the former Eltham Shire Offices and had them bulldozed leading to many years of communiity protest over the process and future development applications. The site has remained vacant ever since. In 1853 a committee was formed to improve the rough roads, some in Kangaroo Ground being almost impassable in winter.1 The committee fundraised by voluntary levies and grants to improve in particular, the main road between Kangaroo Ground and the Plenty River. From this committee arose the Eltham District Road Board, in 1856, which was the precursor to the Eltham Shire Council. The Board’s first chairman was Kangaroo Ground farmer, John Barr. Secretary was the former committee’s secretary, Andrew Ross, Kangaroo Ground’s first school teacher, and founder of the district newspaper, The Evelyn Observer.2 Most of the board’s income came from a toll-house north of the Lower Plenty Bridge, which funded such projects as a road from Kangaroo Ground to the Caledonia Diggings. In 1871 the Shire of Eltham was proclaimed, with its boundaries the same as those of the Road Board, and Councillor A Donaldson of Kangaroo Ground was the first president. Eltham was at the southern tip of the shire, which extended north to Kinglake and east beyond Yarra Glen. In 1878, part of Kinglake was added to the shire, while the area east of Watts River, near Healesville was removed. In 1912, then again in 1958, the shire was further reduced. Yarra Glen, Steels Creek, Tarrawarra, parts of Healesville and Christmas Hills, were transferred to the Shire of Healesville. In 1972 a smaller area, at Kinglake, was transferred to the Shire of Yea, leaving 277 square kilometres in the Eltham Shire. Perhaps no other Victorian municipality has had so many meeting places. Although from 1858 to 1904, the council convened at the office in the home of Secretary Charles Wingrove, the board, and later the council, also met at other more central locations.3 The board moved from the Fountain of Friendship Hotel to the Eltham Courthouse, to the Kangaroo Ground schoolhouse. It then met at the Kangaroo Ground Hotel, which some considered put it in danger of interruptions by people ‘the worse for liquor’.4 In 1885 the council met at the hall on Mr J Donaldson’s land at Kangaroo Ground. After Wingrove’s retirement, the council rented space at the Kangaroo Ground General Store and Post Office. Then, in 1917, the council bought the former office of The Evelyn Observer, after its printing works transferred to Hurstbridge. In 1934, fire destroyed the shire office, which was temporarily relocated to the Kangaroo Ground home of Shire Secretary, Mr P J McMahon. In 1941, the shire office moved to a new building (which included a public hall) in Eltham, at the corner of Arthur Street and Main Road, where the Eltham Village Shopping Centre was eventually built. Growth required new offices, which opened in 1965, on the former Shillinglaw property in Main Road.5 In 1994, as part of municipal restructuring under the Jeff Kennett Liberal Government, most of the Eltham Shire formed part of the new Shire of Nillumbik. It joined with the north section of the Diamond Valley Shire and parts of the Healesville and Whittlesea municipalities. The Diamond Valley Shire had been created in 1964, from part of the City of Heidelberg. Turbulence followed Nillumbik Shire’s formation. Under the Commissioners the council transferred to the former Diamond Valley Shire offices in Greensborough, and the Eltham council offices were demolished. In March 1997 the first five-member Nillumbik Council was elected. But, in October 1998, the government suspended the council and appointed an administrator . Early in 1999, shire residents voted to increase councillors to nine: comprising five ward councillors and four shire-wide councillors. Elections were held in March 1999. Then, before the March 2002 elections, nine new wards were created.6 In 2008 these were reduced to seven. Today [2008] the council governs a varied population of more than 60,000 people living in townships and on bush properties in the green wedge.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Document, Agreement - 1912 - between ATEA and MTOCo
Digital image of a photocopy of the Agreement dated 23-8-1912 between the Australian Tramway Employees Association with the Melbourne Tramway & Omnibus Company Limited and a supplemental agreement dated 12-8-1913. The agreement was the first between the Union and the Company which had long resisted unionism. The Victorian Branch of the ATEA was formed in November 1910. The agreement was the result of an Arbitration hearing before the Commonwealth Conciliation Commission. Frank Brennan & Rundle represented the Union and Louis Waxman the Company. The agreement covers wages for all the Companies employees, working days, rostered days off, travelling time, meal breaks, rosters, Sunday work, exchange of shifts, public holiday rates, training of students, accident reports, ability to wear their union badge on their watch chains, disputes re revenue, trackmen, ropemen, the establishment of a Board of Reference, dispute resolution, breach of the agreement and expiry - 30 June 1916, the day the Company Franchise ended. See item 7361 for a copy of the MTOCo employee rules that reflect this agreement. Signed by L L Hill Union President, A C Warton Union Secretary, H A Wilcox Company Secretary, and W G Sprigg, one of the Company Directors. The supplemental agreement - has a long introduction to the dispute regarding workers being represented on the grounds of alleged misconduct. Notes the name of the Court President, Mr. Justice Higgins. Provides the process for representation of any man who is accused of misconduct, discipline, and proof of the charge. Notes the use of the company's private (detective) staff - known as spotters. In September 1937, a group of ladies met to form a Ladies’ Committee to assist the General Committee in raising funds for a Public Hall. Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. You will always find the few who say ‘Time is not opportune.’ In these days you have to make your opportunities.” “Before any town can advance, a civic spirit must exist in the residents, and I hope the people will support the Hall Committee which has the interests of this district at heart.”Background workings for the funding of a Public Hall at Eltham. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. Robert David Taylor of Eltham declared he was the Secretary of a certain Friendly Society known as the Hope of Eltham Tent No. 195 Victoria District of the Independent Order of Rechabites; that William John Taylor the Younger, George Knapman and Isaac Hill junior the Purchasers mentioned and described in a certain Indenture of Conveyance from Barnabas Shaw Walker and others also therein described registered in the office of the Registrar General were at the time of the registration of the said Conveyance the trustees of the said Friendly Society and purchased the land and hereditaments described in the Conveyance as such Trustees; and that Edward Samuel McColl, Jack Alfred Harrison and William Wilson were on 31 December 1926 the trustees of the said Friendly Society and as such were entitled to grant and convey the land and hereditaments described in the said Indenture of Conveyance. Originally purchased in 1856 from Thomas Roberts, Yeoman of Little Eltham, for £10 for use by the Wesleyan Chapel, represented by indentured Trustees, Rev. Barnabas Shaw Walker, Minister of the Pentridge Circuit, Francis Thomas, Farmer of Keelbundora, William Harriman, Blacksmith of Nillumbik, Nicholas Rodda, Farmer of Nillumbik, Aaron Grimshaw, Farmer of Greensborough, Joseph Cooper, Gardener of Keelbundora, Peter Dredge, Scholmaster of Jika Jika and Samuel Jeffrey, Farmer of Jika Jika. Lot 20 of Subdivision of Portion 13, Section 4 of the Parish of Nillumbik in the County of Evelyn was located on the southern side of Henry street in Little Eltham North, where the current Our Lady Help of Christians Catholic Church is situated. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. A party of surveyors camped by Yuille's Swamp (later Lake Wendouree) and surveyed the countryside for a map to be produced by the Geological Survey of Victoria. Ltd Rules and Regulations by which all operational staff were to abide by. Provides separate sections of rules for Gripmen and Conductors, with Special rules for both roles, collection of fares and use of Bell Punch, transfer and check tickets, Collectors (Conductors acting as collectors on the dummy or grip car), signalmen and shunters. Printed by Sands & McDougall. Date of issue has been damaged by silverfish - Mr H A Wilcox was appointed Secretary in 1909, becoming General Manager in the Tramway Board which succeeded the private company in 1916. Rule 76, page 21 allows for the wearing of the Australian Tramway Employees Association union badge. The Union was recognised by the Company in August 1912 and the wearing of Union badges on watch chains was permitted. A possible date for the document is 1912. Notes that the book must be returned if the employee leaves the MMTB. Sets out Membership, Contributions, office bearers, voting, committee, general meetings, duties of offices, auditors, funds, sick and accident benefits, funeral benefits, conduct of members - fines, alterations of the rules and standing orders. .2 - two sheet update to be pasted in the book, has an adhesive area on the rear advising that Camberwell Depot would be included, that the MMTB would collect the levy now 1/- per week and the additional levy of 2/6 per member when a member retired at the age of 65 or was retired by the Board due to ill health or death. Book - dark grey Rexene covers, with title - "Melbourne and Metropolitan Tramways Board - Rules, Regulations". Two sections, stapled and bound within heavy card covers, 80 pages with a typed index pasted inside rear covers, printed by Sands & McDougall, Melbourne. Authorised by W. O. Strangward Secretary 1923 and printed 1924. On first page, has number "6246" stamped onto the page. Provides the Rules and Regulations of the Board concerning Accidents, fire, general instructions, signals, uniforms, staff working, special instructions to Motormen and Conductors, tickets, safety for both Cable and Electric tramways. By-Law No. 5 provided on pages 76 to 80. On page 80 has the Seal of the Board and those who signed the document - Alex Cameron Chairman, Thos. O'L Reynolds Member and W. O. Strangward Secretary. Inside rear cover is a 12 page typed index to the rules in broken into sections for each letter of the alphabet - pages for M to O missing. A party of surveyors camped by Yuille's Swamp (later Lake Wendouree) and surveyed the countryside for a map to be produced by the Geological Survey of Victoria. In November 2004 the Central Highlands Regional Library presented a special edition of 200 copies of the 1861 map reproduced from a copy in their collection. Around four months after becoming President of the Old Colonists' Association the Covid19 pandemic hit, and by March 2020 Ballarat was in lockdown. Association Council meetings continued online, residents of the retirement village were kept informed of safety requirements during the pandemic, and 3 additional units were built at the Charles Anderson Grove Retirement Village. The program gives full details of the days events which include 5,000 troops from the 5 Australian Diviisions, Light Horse Division, Artilley, 18 PDR Battery all led by the General Officers of the Divisions on Horse back. The route taken over 12 streets, at Mansion House the Lord Mayor will take the Salute, the Prince of Wales to take a Salute at Australia House, secretary for War Winston Churchill and members of the Army Council, Australian Airmen will fly over in 14 Aircraft. Charles George De Beauvoir Tupper was the son of Daniel William and Elizabeth Tupper. He entered naval college in 1885 after securing a Royal Navy cadetship. Lieutenant Tupper transferred from HMS Swallow to HMS Racer in May 1893. Both ships were operating from the Cape of Good Hope station at the time. In September 1893 HMS Racer found itself in the middle of Brazil’s third military coup in four years. The squadron of British ships in Guanabara Bay comprised HMS Beagle, Racer and Sirius. Just before 2 pm on the afternoon of 3 November 1893 a party from each of the ships in the British squadron sailed up the harbour to obtain sand and enjoy a little land based recreation. Apparently, this was a weekly event and the sand was used to swab the ships’ decks. They landed on Governador Island, the largest of the hundred and thirty or so islands in the bay. The island was under the control of the navy insurgents and had two magazines or stores for powder and shells. The cutters from the HMS Racer and Beagle landed on the beach between the two stores. Charles was killed when the powder magazine exploded at 3.40 pm. Charles' father Daniel William Tupper was brevetted Colonel in 1866 and when Brigadier General George Jackson Carey was appointed to command the Australian forces and came to Melbourne, Daniel accompanied him. When Sir Charles Darling, the Governor of Victoria was recalled to England, Carey became Acting Governor of Victoria from May to August 1866. Daniel Tupper served as his Aide-de-Camp or private secretary during this time. Carey returned to England in 1867 to command the 2nd Infantry Brigade at Aldershot with Daniel Tupper as his Aide-de-Camp.Portrait with stained wooden frame. No glass covering the picture.
