On 11 April 2017 Education Minister James Merlino and Wendouree MP Sharon Knight visited Federation University to unveil designs for the new Ballarat Tech School where students will be able to grow their trade skills. Ballarat Tech School will focus on science, new energy technologies, food and fibre, advanced manufacturing and information technology. The M.B. John Building on Albert Street will be refurbished at Federation University SMB Campus at an estimated cost between $6 to $10 million. The fifteen partnered schools are Ballarat Christian College, Ballarat Clarendon College, Ballarat Grammar, Ballarat High School, Ballarat Secondary College, Ballarat Specialist School, Damascus College, Daylesford Secondary College, Federation College, Loreto College, Mount Clear College, Phoenix Community College, St Patrick’s College Ballarat and Yuille Park Community College. The Gippsland Institute of Advanced Education was established by an Order-in-Council in September 1968. The Council of the Institute included members of the Gippsland community who are prominent in local government, industry, commerce, education and the professions, the Director of the Institute, and representatives of the academic staff, students, and graduates. On its establishment, the institute assumed responsibility for the diploma courses previously offered by the Yallourn Technical College which had commenced diploma teaching in 1929. Initially, all the Institute's teaching was conducted in the diploma building of the Yallourn Technical College. In 1972 the Institute transferred part of its operations to the first of its permanent buildings on a large campus in rural surrounds near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. The Gippsland Institute of Advanced Education was opened on 20 November 1976 by the Honourable Lindsay Thompson, Deputy Premier of Victoria and Minister of Education; and Senator J.L. Westclox had a highly successful factory in Scotland situated in the Vale of Leven Industrial Estate, in Dumbarton, around twenty miles from the City of Glasgow. Westclox had originally planned to start production in Scotland in 1939 but the War intervened and it was not until 1948 that they were able to fully commission their factory in Dumbarton. Westclox Scotland produced its first clock on the 21st September 1948; a spring wound alarm with a 4 inch dial. The Westclox factory in Scotland was a full manufacturing plant with all their clocks assembled from start to finish with only the basic raw materials being brought in by outside suppliers. 95% of the staff were local people and the firm trained their employees from scratch to a high level of skill and had an annual apprenticeship for toolmakers and classes in horology. By 1949 Westclox Scotland were making 10,000 clocks a week, and by 1950, 1,000,000 clocks had been produced since its opening. No home in the Dunbartonshire Vale was without at least one Westclox clock, nor any raffle complete without a clock as one of the prizes! Many of these clocks are still around today. So successful was the Dumbarton factory that in the mid 1950’s Westclox had to expand into adjoining buildings. The factory then added watches to what they made as well as timing devices for other sectors. By the mid 1960’s, employment levels at the Scottish plant were around 1100. Over a third of the clocks manufactured in Scotland were exported to some 110 countries across the globe. Difficult times came in 1967/68 when 400 workers were laid off and the future of the plant was in doubt primarily due to cheap clocks from the then communist countries. However, strong petitions to the UK Government produced the passing of an anti-dumping law allowed production from the factory to pick up. In 1968 General Time was bought out by Talley Industries, which was best known as a manufacturer of timing equipment, such as factory time clocks to various industries. Westclox in Scotland enjoyed several boom years under the then Managing Director, John Santos. Westclox Scotland in October 1974 hosted a Space Seminar for the Astronaut, Neil Armstrong and British Astronomer, Sir Patrick Moore. Both visited the Scottish factory to promote the introduction of Quartz time-keeping. In 1976 the Westclox plant in Dumbarton became the Headquarters of General Time (International Operations) Ltd. John Santos retired from General Time and Westclox in the early 1980s and by 1988 the future of Westclox in Scotland was almost over. The advent of Quartz clock technology, developed largely by General Time for use in the Apollo 11 Command Module, resulted in the reduction of mechanical clock production and sales, and the factory fully closed in 1988.The Westclox factory building in Dumbarton has been converted and is now home to many thriving small businesses. The item marks a time when clock production in the United Kingdom was at it’s peak producing clocks for sale in over a 110 countries, they were keenly priced and available to all. The company had many innervation's during it’s life regards clock and later wrist watch making. French was born in Kent in 1852. He had a brief service in the Royal Navy before becoming a cavalry officer. He distinguished himself on the Gordon Relief Expedition and was rapidly promoted. French became a national hero during the Second Boer War. He won the Battle of Elandslaagte near Ladysmith, escaping on the last train as the siege began. He commanded the Cavalry Division, winning the Battle of Klip Drift during the march to relieve Kimberley. In Cape Colony he conducted Counter-insurgency operations. Attained the rank of Field Marshall. Awards he received: Knight of the Order of St Patrick, Knight Grand Cross of the Order of the Bath, Member of the Order of Merit, Knight Grand Cross of the Royal Victorian Order, Knight Commander of the Order of St Michael and St George. French died in Kent in !925, aged 72. Frederick Sleigh Roberts, 1st Earl Roberts was a British Soldier who served in India, Abyssinia and Afghanistan before leading the British Forces to success in the Second Boer War. He became the last Commander-in-Chief of the Forces before the post was abolished in 1904. While in South Africa he was at the Siege of Kimberley, the Battle of Paardeberg, the Battle of Poplar Grove, the Battle of Diamond Hill and the Battle of Bergendal. Roberts received many awards: Victoria Cross (1858-India); Companion of the Order of the Bath (1872-Afghanistan); Knight Commander of the Order of the Bath (1878-Afghanistan);Knight Grand Cross of the Order of the Bath (1880-Afghanistan) and Companion of the Order of the Indian Empire in the same year. He was Commander-in Chief, India in 1885 was advanced to Knight Commander of the Order of India (1887) and then Knight Grand Commander of the Order of the Indian Empire later that year. He became Knight Grand Commander of the Order of the Star of India. The same year he relinquished his Indian command and became Commander-in-Chief of British Forces in 1895 made a Knight of the Order of St Patrick. In 1899 he returned to South Africa to take overall command of British Forces in the Second Boer War. December 1900 Roberts handed over command to Lord Kitchener and returned to England where more honours were awarded. He was made a Knight of the Order of the Garter; created Earl Roberts of Kandahar, Pretoria and Waterford and Viscount St Pierre. He became a Knight of Grace of the Order of St John (1901) and then Knight of Justice of the Order of St John. The Kaiser awarded him the German Order of the Black Eagle and was among the original recipients of the Order of Merit in the 1902 Coronation Honours. Roberts died in 1914. The Ballarat Catholic Young Men's Society was established on 01 August 1892. This is the organisation's first minute book. Rev. Dr Delaney advocated for the formation of the Ballarat Catholic Young Men's Society. Curtin and Scullin became members of this organisation, and it is where they learnt to debate. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. Ringwood Mail newspaper article clipped from pages 9 and 14, 23 December, 1958.Norwood's First Speech Night FOR its first Annual Speech Night Norwood High School put on a remarkably smooth and entertaining performance. It even broke new ground for these occasions by staging a junior Mannequin Parade. In the appreciative audience were the Mayor and Mayoress of Ringwood (Cr. and Mrs. R. 0. Spencer), Cr.and Mrs. Peter Vergers, Cr.and Mrs. Doug Baxter, Cr.and Mrs. Ben Hubbard, and Mr. George Ormandy (Head Master of Ringwood High School) and Mrs. Ormandy. After the singing of the Norwood High School Song,'Fidelis', the Mayor, as Chairman, gave high praise to the school for its 'mighty effort on its first Speech Night.' It was an historic night, he said, an event which would live in the minds of the boys and girls of the school for as long as they lived. Education was a live issue today, the Mayor said, and it was as well to reflect on what the teaching staff of a school was asked to do. They were asked to teach the children how to play their part in life, to make decent men and women of them. And if the children were a future disappointment to their parents the Head Master and the staff could not be blamed. On behalf of the Council and citizens of Ringwood, the Mayor offered congratulations and good wishes for a happy Christmas. In his report the Head Master (Mr. J. A. Gibson, B.A.) said the school colours of purple and gold had been appropriately chosen because of the golden wattle and purple sarsaparilla which rioted through the district. The badge design was a transition of Nowood to Northward, a symbolic representation of the magnetic compass which formed the central motif of the badge. The fact that the compass is used by travellers as a reliable guide gave the school the motto 'Fidelis' which combined the ideas of faithfulness trustworthiness and dependability. The word was easy to remember and to say, and its meaning set a worthy ideal which the boys and girls of the school could strive to attain. For House names native words had been chosen and they were associated with features of the district. The names Kalinda, Maroondah, Mullum and Yarra had already acquired a special significance for everyone associated -with the school. School traditions were also being established, the report went on, by the holding of annual swimming and athletic meetings and the awarding of prizes, and the school had been helped here by the generosity of certain good people of the community who had presented trophies. In the field of inter-house activities the Couche family had presented to the school the Couche Cup for Swimming Contests, and the Warrandyte cup for aggregate points earned in all sports; Mr. Avison had presented the Norwood Cup. for Athletics Contests, and Mr. and Mrs. Jack Godbehear the Rosebank Shield for award to the House gaining the highest aggregate score each year. Members of the Mackinlay family had perpetuated the name of the early owner of the property on which the school is built by donating a sum of money, the interest of which would provide the William and Elizabeth Mackinlay Prize each year for the Dux of Norwood High School. ATHLETIC SUCCESS The gross enrolment of 117, included 52 boys and 65 girls, who were divided into three forms of approx equal ability. The curriculum had been broadened to include excursions to the Art Gallery and Museum, to Orchestral concerts, and trips to Warrandyte, the Maroondah Dam and Healesville Wild Life Sanctuary. The school had taken part in inter-school sports contests during the year and came first in their section of the Swimming Contests held at Olympic Pool, also gaining second place at the Athletic Meeting at Olympic Park late in the year. A Social Service League had been formed in the school and had raised £36/7/3. This had been distributed to the Anti-Cancer Campaign, the Lord Mayor's Hospital Appeal, and Yooralla Crippled Children's Appeal. A Parents and Citizens Association had also been formed which had already raised more than £90 towards school funds. Mr. Gibson expressed the school's appreciation to the Head Master, staff and pupils of Boronia High School where Norwood pupils had been guests, and hoped that Norwood would be able to look after Mitcham High School as well in the coming year. After an informative explanation of the 'Importance and Responsibilities of a High School Advisory Council given by Inspector of Schools, Mr. H. W. Hopkins, B.A., the big moment of the evening arrived—the presentation of prizes and certificates by the Hon. J. W. Manson, MLA. Mr. Manson said the purpose of a school was twofold. It was to teach the children to fend for themselves and to live with one another. He congratulated Norwood High on its good start for the year and also those who didn't win prizes because, he said, they had learnt the most important lesson of all — not to win but to keep on trying. Second half of the program was purely entertainment. The School Drama Club presented a Christmas Nativity tableau and an adaptation of Charles Dickens' 'Christmas Carol' with considerable talent. The unique Dress Parade, conducted on the usual professional lines with a running commentary, was both amusing in its sophistication and delightful for the youthful charm of the mannequins and the excellence of the garments displayed. Attractive winter and summer school uniforms were displayed by boys and girls and featured the purple and gold colouring of the school. The girls' summer uniforms were fresh and cool looking with narrow lavender and white stripes. Gold Cesarine sports frocks were distinguished by a purple cord sash. Garments were made by girls in the Needlework Classes and reflected the greatest credit on both pupils and teachers. Cooking aprons, skirts, frocks and knitted sweaters and cardigans showed a wide variety and charm and the school uniforms were practical and smart. There was a bracket of rollicking folk dancing and a Making Music Interlude in which a group of boys and girls, in full hillbilly rig put on a turn with home-made instruments, penny whistles and their own fresh young voices. Teamwork was very good and the whole thing most amusing. Under the direction of Mr.J. A. Collins, the School choir sang delightfully; the traditional 'Greensleeves' and 'Gaudeums Igitur' being particularly effective. The City of Moorabbin Historical Society was formed c 1960 by a group of Moorabbin residents who were concerned that the history of the area should be preserved. A good response to a call for items related to the historical area of Moorabbin Shire brought donations of a wide variety of artefacts which are now preserved by the current members of CMHS at Box Cottage Museum . Helen Stanley, Secretary of CMHS, began producing a Newsletter for members in April 2007 to provide current information and well researched items of historical interest.Helen Stanley has produced a bi-monthly Newsletter, 2007 - 2013, for the members of the City of Moorabbin Historical Society that contains well researched interesting historical items, notification of upcoming events, current advice from Royal Australian Historical Society , Museums Australia Victoria and activities of Local Historical Societies.
