Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat has a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. In 2016, Federation University Australia announced plans to take possession, over a two-year period, of Monash’s Berwick Campus in the south-east corridor of Melbourne. Federation University Australia, or FedUni, is headquartered in Ballarat and offers programs in Higher Education and Vocational Education and Training to regional Victoria and beyond. The University’s commitment to educational and social equity, teaching excellence, research distinction, environmental sustainability and regional capacity building has enabled it to develop in a way that draws on its proud heritage to inform its future. Its regional character sets a framework for the University’s priorities but does not constrain it from serving wider community interests, nationally and internationally. The history starts with the following: The Ballarat College of Advanced Education was formed in 1976 by the merging of the State College of Victoria at Ballarat and the Ballarat Institute of Advanced Education. Each of the two institutions forming the Ballarat College of Advanced Education had a unique history of Development. The parent body of the Ballarat Institute of Advanced Education was the School of Mines and Industries, Ballarat. The original school was founded in 1870 by the Ballarat Mining Board with the support of local residents interested in assisting the then flourishing gold mining industry by training personnel for all levels of mining activities. The first awards were at the professional diploma level leading to Associateship of the School of Mines were made in 1896 to various branches of Engineering, Metallurgy and geology. ... Programme, Programme for the Official Opening of the Mt Helen Campus, 10/1970
The first building at the Mt Helen Campus was opened in October 1970. Students first starting using the campus in the same year. The programme includes the following historical information: "On 26th October, 1870, Sir Redmond Barry officially opened the first venture into formal technical education in Australia - the Ballarat School of Mines. Over the preceding year a small group of Ballarat citizens interested in mining had conceived and brought into being the idea of creating such a school. They leased a derelict Court House next to the Ballarat Gaol in Lydiard St., at a nominal rental for15 years, and started classes with 4 students and an honorary lecturer. The School developed its courses beyond the initially intended range of studies related to mining, increased in enrolments, took over neighbouring properties and buildings and developed three levels of education - tertiary, trade and secondary. From the latter part of the 19th Century, even though remaining under the control of its own autonomous Council, it developed close links with the State Education Department. From the earliest times the School achieved widespread recognition and a particularly high reputation, and its graduates spread across Australia and the world. For several years it was affiliated with Melbourne University. In the last decade its scope has been further broadened by the introduction of new tertiary courses. During 1965 the State Government created the Victoria Institute of Colleges - a non-teaching body empowered to award degrees and directed towards the task of co-ordinating and developing tertiary education in Victorian in institutions other than universities. the tertiary division of the School became affiliated with the V.I.C. at the end of that same year. Subsequently the Council of the School decided that, whilst retaining for the whole establishment the time honoured title - The School of Mines and Industries, Ballarat - it should more distinctly sub-title the three divisions. the tertiary division then became known as the Ballarat Institute of Advanced Education. On receipt of substantial Commonwealth-State Grants, made to it as a college of advanced education, the Council was enabled at the start of 1967, to purchase for the Institute the 20 acre campus at Mt Helen. A master plan has been produced to develop this beautiful and spacious site as a tertiary institution enrolling, in due course, some 3000 full time students. the first sod was turned, to initiate this development, by the then Governor General of Australia, The Right Honourable Lord Casey, on 19th October, 1967. The first building group, now completed and occupied, has involved an expenditure approaching $1,000,000. It contains the departments of Mechanical, Civil and Mining Engineering, Metallurgy and Geology. it also contains the Computer Centre, a temporary Library and temporary student amenities. In 1966 E.J.T. Tippett, President of the Ballarat School of Mines Council was on the interim council and committee member of the Victorian Institute of Colleges.Foolscap typed Victorian Institute of Colleges (VIC) minutes .1) Minutes of the inaugural meeting of the Victorian Institute of College held at the State Electricity Commission of Victoria, 15-23 William Street, Melbourne on 26 June 1967. This meeting followed 25 meetings of the Interim Council. The Council included E.J. Barker of the Ballarat School of Mines, representing principals of affiliated colleges outside the metropolitan area. .2) Building Committee minutes of the Victoria Institute of Colleges, 11 April 1969. These minutes mention Ballarat Institute of Advanced Education including the request for approval to purchase recording double beam spectrophotometer, Logic panel for Hitachi 505 analog computer and Nuclear-magneto-resonance gaussmeter system). The also requested approval to appoint L.H. Vernon and Associates and G.J. Harrison as joint campus planners, and outlined how water would be supplied to the Mount Helen site. The minutes outline a request for State.Commonwealth approval to purchase a concrete testing machine and an Hydraulic Flow Channel for Yallourn Technical College. The request was moved by E.J. Barker of the Ballarat School of Mines. .3) 'Colleges of Advanced Education - The Vision and the Reality' an address delivered at the Diploma Conferring Ceremony, Yallourn Technical College by R.E. At some time after 1880, they sold a parcel of the land under Sundial Peak to David Austin who built a slab hut. C1896, The land was sold to James and Amy Balmain which they named 'Bellfield' Amy was a daughter of John D/Alton who built the Stawell Water Supply System. Located near the NSW border in the far east of Victoria, the Bendoc school served the needs of a rural population which opened the land to grazing at the turn of the century. It opened on September 8 1896. In December 1956 falling attendances forced the Education Department to close it. It is interesting to note that children here sought their secondary education in NSW. The first head teacher) was John M. Cass and the last R R King. In 1953-54 Lower Bendoc operated part-time with Goongerah. In 1955 it regained full-time status, but in 1956 worked part-time with Tubbut. Author, Dorothy Hepburn, attended Bendoc State School.This is a useful reference tool on the history of Bendoc.A spiral bound book with a plastic sheet front. The Lynn family is well-known in the Orbost area. Ethel Lynn is believed to have been working at Bairnsdale in 1924. Ethyl Lynn was the only child of Samuel James Lynn and Elizabeth Jane Lynn ( nee Warren). Samuel Lynn (1865-1949) was a farmer and grazier at Jarrahmond and bred ClydesdalesThis item is a part of the educational history of the Orbost district.A black / white certificate of merit from the Education Department, Victoria for Ethel Lynn. The certificate is 20969. It is dated at Jarrahmond State School No. 2745 on the 1st march 1907 and certifies that Ethel Lynn has passed in all subjects of instruction for the Sixth Class. Taken on the front porch at Illfracombe in 1908 after the four men had enjoyed a weekend fishing There appears to be a photo hanging on the wall in the background which looks like it could be of a young Marion Watt and the family's dog, a golden retriever In "The Gum Sucker at Home: Bound for Croajingolong 1908" by Nathan Spielvogel, published in Mary Gilbert's Personalities and Stories of the Early Orbost District, 3rd edition, p. 107-116, Spielvogel talks of his trip to Orbost, and fishing with Watt, Bruce and Young aboard Percy Watt's boat, the Maris Stella. Spielvogel's story says Young was the secretary at James & Birds auctioneers and "was one of the builders of the first foot bridge over the Backwater". It says George Holden was a Bank Manager at the Bank of Victoria. (info. from Campbell Watt) This photograph shows Mr Nathan Spielvogel on the left. He was a school teacher at the Orbost State School following Mr Rowe. Nathan Frederick Spielvogel (1874-1956), teacher, writer and historian, was born on 10 May 1874 at Ballarat, Victoria, son of Newman Frederick Spielvogel, pawnbroker, and his wife Hannah, née Cohen. As well as his stories he published a number of books about the history of Ballarat. Spielvogel taught at Orbost for at least a year Nathan Frederick Spielvogel (1874–1956) was a teacher, writer and historian. As a country schoolteacher, he traveled widely in the eastern Australian outback and also made a journey to London. Spielvogel gained distinction as one of the only Australian Jewish writers of his time. Many of his early books were best-sellers. He has an association with the history of Orbost having spent a year as a teacher at Orbost. The lady in this photograph is probably Mrs Eveline Trevaskis who taught at the Wairewa School. Mrs. Trevaskis taught school from her early 20’s in different parts of Victoria. She gave it up to get married, has four children and 11 grand-children. Four of her grand-children are at Wairewa school. Mrs. Trevaskis went back to teaching during the wartime teacher shortage. She relieved at Buchan East State School for two years, getting up at 3.45 am to drive the 24 miles in pony and jinker. Wairewa State School, No. 3739 was built in 1923. The school closed at the end of 1973. Mrs Trevaskis was the teacher at Wairewa 1919-22 and 1945-1956. There are records of members of the Helmers family attending Bendoc State School. George Helmers was a prospector who mined all the gold from the dry gullies that ran into Bendoc. George was born in 1866, in Bombala, New South Wales, Australia. He was married to Euphemia Lock, born on October 19 1870, in Bendoc Upper, Victoria, Australia.This photograph is associated with early settlers of Bendoc, East Gippsland.A large black / white photograph of a man standing in front of a wooden cottage. there is a horse beside him, a woman standing on a verandah in the background and on the left is a clothes line with what seem to be nappies pegged out. The C.W.A. rooms were in Munro Street, Orbost and were used for many activities, including Sunday School classes and dance lessons. This event was opened by Mrs J.N. Spittle, the state president of the C.W.A. The program lists an address by Sir Albert Lind M.L.A. In Australia, the Country Women’s Association was first formed in New South Wales and Queensland in 1922. Subsequently each State and the Northern Territory formed an Association, a process which took a period of 14 years. Mrs Spittle was the national president from 1951-1953. This item is of social significance as a representation of the role that the C.W.A. has played in the local and extended community. A souvenir program for the opening of a C.W.A. rest room in 1953. It is rectangular in shape with green print on white card with a black frame. This photo was inherited with the building when the museum was established. Lind was born in 1878 in East Charlton, Victoria, the son of Oliver Nicholas Lind, a farmer from Denmark, and his Welsh wife Mary Ann Clay. In 1882, drought forced the family to move to East Gippsland where Lind was educated at Lucknow, and then to Bairnsdale in 1884 where he attended Bairnsdale state school. In October 1920, he was elected to the Victorian Legislative Assembly for the seat of Gippsland East for the Victorian Farmers' Union. Lind was made Minister of Forests, President of the Board of Land and Works and Commissioner of Crown Lands and Survey in Albert Dunstan's cabinet. He was knighted in 1951. In 1926 two national parks east of Orbost were named the Albert and the Lind national parks after him.A framed photo of Sir Albert Eli Lind. This framed print of the famous clipper ship “Schomberg” is associated with Flagstaff Hill’s collection of artefacts from the wreck of the “Schomberg”. The original was painted in 1992 by maritime artist Philip J. Gray. This limited edition print is number 9/1000. ABOUTH THE SUBJECT – “Schomberg” The Schomberg was a luxury ship built in 1855 to bring immigrants from the UK to Australia in superior comfort. The voyage could take three months or longer but Captain ‘Bully’ Forbes thought that he could sail the Schomberg from Liverpool to Melbourne in a record time of 60 days. On October 6th 1855 the Schomberg left Liverpool on its maiden voyage. She carried 430 passengers plus 3000 tons cargo including rail lines for Geelong and iron for a bridge in Melbourne. After 78 days at sea, on December 27th, Schomberg ran aground near Peterborough, Victoria. All on board were rescued the next day by the passing steamer SS Queen. Gray is well known for his depiction of maritime history. His meticulous attention to detail shows the enormity of the immigrant clipper with its huge billowing sails compared to the tiny figures at work on the deck. The busy crew can be seen attending to the rigging, as can a group of sailors working on the bow under supervision. He identifies the company logo of the Black Ball Ship Line by the flapping white flag with its black circle. Divers from Flagstaff Hill including Peter Ronald (former director) salvaged artefacts and personal effects from the wreck, to be preserved and displayed. Amongst these is the famous Schomberg Diamond ring. ABOUT THE ARTIST – Philip James Gray “Philip is one of Australia’s leading maritime artists and his meticulous research and social commentary paintings of ships, such as, the Loch Ard and Schomberg form an important part of Warrnambool’s Flagstaff Hill Maritime Museum.” [ref. Dr Marion Manifold, Artist and Art Historian, 2014] Philip James Gray was born in London but has lived most of his life in Australia. He graduated from a London school of art as an illustrator, specialising in technical and scientific illustration as well as other commercial and applied art. He was also a student for a time of Fyffe Christie - British figurative artist, mural painter and humanitarian – who had a great influence on his career. Philip has always worked as a professional artist and illustrator. Many publications on maritime history have featured his work. His paintings have been released and sold all over the world as limited edition prints. The State Library of Victoria’s ‘Latrobe Collection’ holds two of his paintings. His street painting of ‘The Ashes Contest’ decorates the brick wall of Old Bakery Laneway in Sunbury and a Sunbury café owner commissioned him to paint the ‘Sunbury Pop Festival’ as a remembrance of local history. Sunbury Leader, Nov 15 2013] Philip has been an active member of the Sunbury Art Society in Victoria for several years, serving on the committee for some of that time and being involved in exhibitions. He enjoys helping new artists and sharing his skills and experience. The subject of the sailing ship “Schomberg” is significant for is connection with the 1800s vessel “Schomberg” and the historic role the ship, and other similar ships, played to transport migrants and goods into Australia. Ponsonby May Carew Smyth was born at Cork, Ireland, Carew-Smyth studied at the Belfast School of Art and Design. Carew Smyth taught at the national Art Training School, London and Rugby School. He arrived in Australia in January 1891, and was appointed Principal of the Ballarat Fine Art Gallery School (Ballarat West Technical Art School) from 1891 to 1899. In 1907 Carew Smyth was Chief Inspector of Art for the Victorian Education department. He designed commemorative wall plaques for state schools after World War One. School, Childs School Slate
This slate comes from the Glasgow Estate (Ellen Isabel Glasgow died in Warrnambool in 1971). It is presumed it was used by members of the Glasgow family. Slates such as this were used by all school children in Victoria (and presumably elsewhere) in the infant and younger age classes from the early days of the State until the early 1940s. It had the advantage of the work being able to be easily erased so that other work could be written. A slate pencil was used to write on this board.This is significant firstly as an example of past educational tools used by small children and so has important social significance as every school child of past generations would have used a slate. It is also important as it belonged to the Glasgow family. John Glasgow (c.1847-1925), at his property, Blackwood Hill, Wangoom, was a prominent cheese maker in the late 19th century and was one of the first shareholders and a member of the first Board of Directors of the Warrnambool Cheese and Butter Factory at Allansford. Mt Beauty HES school was created for the children of the employees of the State Electricity Commission of Victoria who were constructing the Kiewa Hydro Electric Scheme at the head of the Kiewa Valley at the new town of Mount Beauty. Mt Beauty School consisted of Mt Beauty Higher Elementary School 1948-1964 before it was split into the current (2023) Mt Beauty Primary School and Mt Beauty High School. See. The Eltham Court House is Eltham's oldest public building. It was classified by the National Trust in 1977. In 1857 five Eltham residents petitioned the licensing magistrates of the Heidelberg district asking for better police protection, including from itinerant gold prospectors who turned to crime when their quest was unsuccessful. In response the Eltham Courthouse was constructed in 1860. Over the years it has also been used for other activities, including for electoral polling purposes, inquests, early meetings of the Eltham Roads Board and even as an overflow classroom. This type of localised solution is characteristic of the self-reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community. The Eltham Courthouse is historically significant because its construction was intended to emphasise the centralised control over law and order in the Colony of Victoria in the wake of the 1852 Snodgrass committee report on the Victorian police force and the resulting Police Regulation Act (1853). The nature of the Court House planning and use of architectural devices make the building's function easily interpreted. The arrangement of rooms, with public entry and clerical rooms to the rear, and the use of raised floor levels throughout these spaces to signify relative rank is easily perceived. The distinction in entries, public, magistrate and person-in-custody, and the existing court furniture enhances appreciation of this building. The Eltham Court House is one of only two intact examples in the state of this simple design with projecting entry. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Typical cases heard before the Court of Petty Sessions included financial debt, straying livestock, theft, assault, drunkenness, public disorder, truancy, motor vehicle offences, unregistered animals and failing to have children attend school, or be vaccinated. The courthouse operated for over 120 years before it closed in 1985. In April 2021, Nillumbik Shire Council authorised restoration of the building and furnishings. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. Teacher Ellen Sweeney at rear. A former student of the school from 1879 (age 4) to 1889, Ellen was a teacher at Eltham State School from 1891-1898. She returned in 1915 until her marriage to William Hooley of Casterton at St Marys, Eltham, Tuesday, April 24, 1923. Based on Ellen Sweeney's hairstyle, the date is more likely to be in the earlier 1890s Thomas Tennant, photgrapher operated from 116 Johnston Street, Collingwood from c.1891 through to 1900.
