Carlton Refuge/Carlton Home was established in 1857 in Madeline Street, Carlton (relocating in 1890 to Keppel Street, Carlton). The Carlton Home provided maternity care for married and unmarried mothers, and residential care for infants and toddlers unable to be at home with their mother. It also operated a day-care centre for children. Most of the residents were mothers or children on private placements. The Children's Welfare Department used the Carlton Home as a maternity home for wards, a foster home for infant wards, and for children requiring placements under the infant life protection provisions of the Children's Welfare Act. By the late 1940s, the home was in a bad state of repair and it closed in 1949. In 1951, the facility reopened as the Queen Elizabeth Maternal and Child Health Centre that also operated as an Infant Welfare and Mothercraft Training School. The Centre provided after-care for nursing mothers and babies transferring from maternity hospitals, and specialised care for babies referred by private practitioners and the Social Welfare Department – babies who were premature, frail or had feeding or similar problems. This subdivision plan for the ‘Myrtle Park Estate’ relates to land sales in Emerald, Victoria, rather than to the subdivision of the same name in East Kew (1913-16). The subdivision in Emerald included 32 one-acre lots facing Torley Road, Government Road (now Rawhiti and Wong Hee Roads) Beaconsfield Road (now Old Beaconsfield Road). On the plan, an unnamed creek flows through allotments 8-12 on the east side of the Estate. A surveyor was employed to measure the land designated as Yangery, County of Villiers, in the Borough of Warrnambool. The area on the map is similar to the earlier Farnham Survey undertaken by William Rutledge in the 1850's. Warrnambool was a Borough between 1863-1883. Coutours, waterways, sea and other significant points are shown. The distances are accurately measured. This survey map was used for planning future land sales, recreation areas and roads. WILLIAM RUTLEDGE (1806-1876) William Rutledge surveyed the land known as Farnham in southwest Victoria in 1843. His tenants made him a profitable business from working the land there. In 1863 Rutledge moved from nearby Port Fairy to Farnham and became very successful in breeding sheep, which he imported from J.R. Kirkham of Lincolnshire, England. He also bred horses on his land. The survey map of Yangery is important for its connection with renowned surveyor William Rutledge.
