Book, The Beginnings of Government in Australia
WARRNAMBOOL MECHANICS’ INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853, a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November 1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half-yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fundraising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however, it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former courthouse in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much - loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historical books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historical Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed artworks and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century, there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 per cent of the reading population. The collection of books was made up of around 60 per cent reference and 40 per cent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items have become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850s to the late 1950s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr R. Pattison. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. Clock, Wall Clock, Late 19th century?
This clock has no known provenance but has been in the Warrnambool and District Historical Society collection for many years. This clock is a good example of a 19th century (or perhaps early 20th century?) wall clock and is an attractive display item. This is a wooden- frame clock for hanging on a wall. The face is tin painted cream with some paint missing. The numbers on the face are Roman numerals and the hands have Maltese crosses at the ends and are painted. The face is inlaid with 6 small circular dots of mother-of-pearl and there are seven similar inlaid circles on the wooden base. The glass covering the dial is hinged and brass-edged. The wooden base has fretwork and scroll sections and carved decorative edges and a rounded bottom. One side piece of the decoration is missing. The fretwork piece opens to show a brass pendulum. Functional object - Notepad: Cramond & Stark, 1910
This notebook was produced for the business of Cramond and Stark of Toowoomba. John Cramond and James Dickson established a drapery, clothing and general store in Warrnambool in 1855 and this business was a dominant one in Warrnambool until its closure in 1973. A relative of John Cramond opened the drapery store of Cramond and Stark in Toowoomba, Queensland later in the 19th century and this was also a large and long-running business.This notebook is of some interest as it is connected to a business in Queensland which had its origins in Warrnambool as one of the founding partners of this business came from Warrnambool (Cramond). It is also of interest as an example of the rather elaborate advertising ploys used in the early 20th century times – the metal notebook would have been rather expensive to produce and would probably have been given away to regular customers. This is a notebook with a pad of white paper and a cardboard backing attached to a metal container. There are a silver-coloured metal back and a metal front with a hinged lid and a 1911 calendar on the back of the lid. The inscription on the front is set in an embossed edging with a circular pattern in the middle of the lid. Badge, Salvation Army, Early 20th century
This badge is believed to be part of a uniform of an officer of the Salvation Army. It could be either a collar or a hat badge. The Salvation Army, a Christian organization, came to Warrnambool in 1887 with the arrival of Captain and Mrs John Moyle and Lieutenant William Sanderson. Their first place of worship was a Raglan Parade grain store. Today the Warrnambool Salvation Army citadel and associated buildings are in Koroit Street.This badge is of interest as an early example of the badges worn by Salvation Army personnel in Warrnambool. This is a metal badge,( possibly silver), in the shape of a shield with an inner circle with a red background and images of a cross, the letter ‘S’ and two crossed swords. This inner circle is surrounded by a circular blue rim with gold lettering and outside this circle is a jagged rim with sixteen points. On top of the centre circles is a crown with some red colouring. The metal clip at the back of the badge is missing. The badge is somewhat tarnished. The back of the badge has three hallmarks. The Osburne Group was was three people, headed by Warrnambool Lawyer Dan Madden, who in the 1980’s republished a few local historical books. Collingridge’s (1847-1929) book ‘The Discovery of Australia’ was a work which supported the ‘legend’ of a Portuguese voyage of exploration, which led to the loss of one of its ships in 1522, believed to be the Mahogany Ship, on the coast south of Tower Hill. Hence European charting of the east coast of Australia centuries before Captain Cook, which the British historians viewed almost as heresy. TheOsburne Group acquired copies of Collingridge from the publisher, and saw that they were made available as a historical record supporting the research of Ken McIntyre, who in 1981 published separately a book called ‘The Secret Discovery of Australia’. The first book by the Osburne Group was republished in facsimile. It was the ‘History of Warrnambool’, collated and printed by Richard Osburne in 1887 after he had sold his newspaper the Warrnambool Examiner to Fairfax, which took up the name of Warrnambool Standard. Hence the name Osburne. These essays have been written by Walter Murdoch, a distinguished Australian academic and essayist. Murdoch (1874-1970) gained an Arts Degree at the University of Melbourne, with first class honours in philosophy and logic. In 1901 he came to Warrnambool, going into partnership with James Scott as proprietors of a private school, Warrnambool College. They bought out Warrnambool Grammar School, previously run by John Stanley. When Scott retired Murdoch became the sole proprietor and headmaster. While in Warrnambool Murdoch continued to write for Melbourne newspapers and published a book, ‘The Struggle for Freedom’ which covers English and Australian constitutional history. This book sold 10,000 copies in its first year. In 1904 Murdoch left Warrnambool to take up a lecturing position in English at the University of Melbourne. He went on to become the foundation Professor of English at the University of Western Australia and later its Chancellor. Murdoch University in Western Australia is named after him. Murdoch became a household name in Australia through his radio broadcasts and syndicated articles and literary columns in several Australian newspapers. During his lifetime Murdoch published over 40 works and he was knighted in 1964. This book is of interest as one written by Walter Murdoch who not only is important in Australian literature and academic circles but also has his place in Warrnambool’s history. This is a hard cover book of 209 pages. The cover is green with black printing and has an image of a quill outlined in black. The spine is much faded. The book contains a Preface and 28 short essays. This book contains essays written by Walter Murdoch in 1935. Walter Logie Forbes Murdoch (1874-1970) had a distinguished academic career and became Australia’s best-known essayist. He was a household name to two generations of Australians through his radio broadcasts and syndicated literary columns in several Australian newspapers. In 1901 Walter Murdoch came to Warrnambool, going into partnership with James Scott, the Headmaster of Warrnambool College. They bought out Stanley’s Warrnambool Grammar School. When Scott retired Murdoch became the sole owner and Headmaster of the school. While in Warrnambool Murdoch wrote a textbook, ‘The Struggle for Freedom’, a book which covers English constitutional history and has chapters on Australian government at all levels including the new Federal Government. In 1904 Murdoch left Warrnambool to take up a position lecturing in English at Melbourne University. He went on to become the foundation Professor of English at the University of Western Australia and later its Chancellor. Murdoch University in Western Australia is named after him. Murdoch published over 40 books, one of which is the collection of essays called’ Moreover’. He was knighted in 1964. This book is of interest as an example of the writings of Walter Murdoch, an important Australian literary figure who was a resident of warrnamboo and proprietor of a private school in the town in the early 1900s. This is a hard cover book of 252 pages. The cover is green with an image of a quill pen on the front cover. The book has a preface, a contents page, 33 essays by Walter Murdoch and an index. Ephemera - Canisters, Cash Carriers (Swinton), Early 20th century
These cash carriers were used in the Warrnambool business of Swintons Pty Ltd. They were manufactured by Lamson of U.S.A. William Lamson of Massachusetts, U.S.A. first patented cash carriers in 1882 and originally the cash balls were carried from counter to cashier via a wire and pulley system. These Swinton cash carriers were carried via pneumatic tubes. William and Ann Swinton migrated to Australia in 1854 and for a decade William Swinton worked as a builder and carpenter in the Warrnambool area, erecting many buildings, including the Wangoom Presbyterian Church. In 1865 he opened a store in Timor Street, Warrnambool, selling groceries, hardware, glassware and china. By 1888 the business was known as William Swinton and Sons. Branch stores were opened in Cudgee, Nullawarre, Wangoom, West Warrnambool and South Warrnambool. After William Swinton’s death his son Robert became the first managing director of Swintons Pty Ltd. In 1934 the business split, with George Swinton and Sons selling furnishings, clothing and glassware and Swintons Pty Ltd selling seeds, produce and hardware. Today the Swinton family still operates a furniture and bedding store in Timor Street. These cash carriers are of great interest firstly as a memento of business practices in the past and secondly because they were used in the Warrnambool business of Swintons Pty Ltd. The current Swinton business in Timor Street Warrnambool is the oldest family business in Warrnambool and, with the name Swinton associated with Timor Street businesses for 152 years, it is amongst the oldest family businesses in Australia. These are two cash carriers. They are brass cylinders made with a large opening at the top with an inner lining which can close over the opening. The cylinder has two wooden holders at each end attached to the brass with three metal screws at each end. The brass is somewhat rusted and the wooden ends are worn. The photograph was created by Geelong artist Julian Aird and framed by a business in Geelong. The window in the photograph is of the 1928 stained glass window and the baptism fold in the St Nicholas' Seamen's Chapel at Flagstaff Hill Maritime Village, which were installed at Flagstaff Hill's for the Chapel's opening in 1981. About the Window - The window in this photograph, once known as the Dr Connell Memorial Window, was a feature of an external wall adjacent to the Women’s and Children’s Wards of Warrnambool Hospital. Honorary Doctors had played a significant role in the operation of the hospital between the years 1900 to 1939. One of these doctors was Dr. Connell, who passed away in 1928. The green glass memorial nameplate has an inscription that dedicates the window to Dr. Connell. The inscription reads: "A tribute to Egbert John Connell M.B.B.S. who for 30 years rendered devoted and valuable service to this institution. Obiit April 4th 1928, A.D." The photograph's significance lies in the subject of the stained glass window, and its connection with the history of the local Warrnambool Base Hospital, dating to Dr Connell's work there in the early 20th century.This photograph captures the light shining through an arched, stained glass window behind a baptismal font. Rectangular framed photograph, portrait view, behind glass, with black frame and matt. A cord for hanging it is attached at the black, and there is a black, round felt pad on each lower rear corner. The photograph by Julian Aird is titled 'Illumination' and was framed in Geelong. Details of title, and photographer are handwritten on the back and and printed label gives the contact details of the framer. As tourism and touring grew in the early and mid 20th century, sending letters and postcards was one of the main forms of communications friends and family would use to share their travels and remind loved ones that they were thinking of them while away. Bendigo's geographic location in central Victoria and relatively closeness to Melbourne has meant that capturing the tourist dollar has been an important focus for promotional activities of the City. Businesses such as Nucolorvue Productions serviced the need for high quality printed souvenirs such as these.Mass produced souvenir foldout 'views' of Bendigo packaged in an envelope. This ledger contains entries which pertain to sick pay and funeral expenses. Many of the entries are prefaced by Bro and a loose slip of paper in the ledger has The Ancient Order of Foresters, Warrnambool United District. The United Warrnambool District of the Ancient Order of Foresters was formed around 1869. It was changed to the Court Warrnambool No. 4126 at a later date. The Ancient order of Foresters was established in Leeds in England in the mid 1700’s to provide financial and support to its members in times of illness, unemployment, disability and old age. They were particularly active in the lives of members around the time of both world wars and during the depression in the 1930’s. The entries in this journal contain the names of many early people of the area as well as detailed financial records of an early friendly society. It has historical significance and social significance for the district.
