The dress was in the cupboard of Muriel Kerr, the donor's recently deceased mother. The donor remembers being shown it and trying it on in the late '70s or early '80s and being told that it belonged to her great-grandmother, Lilian Armstrong Ballantine (nee Power) [1887-1967]. Lilian Ballantine lived at 31 Harp Road (now the site of the Leo Baeck Centre) from the early 1920s to 1967. Lilian's married Archibald Dill Ballantine [1883-1947], in 1910. He was a member of the Monumental firm of A&G Ballantine, responsible for the Kew War Memorial (and possibly the Springthorpe Memorial). Lilian was highly involved with the Finlay McQueen Memorial Church [ie the East Kew Presbyterian Church]. Lilian's daughter, Mary (the donor's grandmother) married Alan McQueen, the son of Finlay McQueen, the first Minister of the East Kew Church. Mary Macqueen lived at 1 Oswin Street; she was a well-known artist. The dress is significant due to its associations with a family with strong connections, through a number of generations, to Kew East and its spiritual institutions. The garment's integrity and design also contribute to its aesthetic significance as a representative item of women's outerwear during the first decades of the twentieth century.Pale blue striped muslin single-piece dress with lace, tulle and embroidery at the neck and on the cuffs. The lace at the neck and cuffs is embroidered with coloured flowers, and edged with tulle. Bordering the v-neckline is a deeper blue guipure lace (possibly added later). There is a satin flower on the right side of the skirt which gathers the hem, exposing the deeper blue cotton underskirt. The dress has a narrow band of blue satin at the high waist. The cotton underskirt is attached by thread in places to the outer layer. Both the outer and under layers are attached with metal hooks and eyes. Edging the cuffs and hem of the dress is blue commercial fringing. The exterior of the dress has a slight brown tinge which is not apparent on the inside hem, suggesting that it has been discoloured through exposure. Childers Cove is situated about 15 ks east of Warrnambool in the area known as Mepunga. It is named after the shipwreck of 'The Children.The documents relate to the running of the Childer's Cove Progress Association. There are a number of social activities including gymkhanas, racing meetings, making of roads and improving with planting trees There are many names which are still familiar with the area nearly 100 years later, including Wallace, McDowall, Burleigh, Murnane, Bonnett, Abraham Laidlaw Keogh Holloway and Palmer. Some of the meetings were held at the Mepunga South School with others held at Eckers Hotel Warrnambool and some at the race course. Fundraising events were held also from athletic meetings and district school children's races. This collection of papers is representative of many small communities around Australia where people came together and worked to improve their community facilities. This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. It presents an opportunity for present generations to consider local aspects of the process of the Federation of our country.Framed Certificate. These letters were received by Henry James of Orbost. Henry James (1860-1932) was a well-known identity in the Orbost district. He was a stock agent and auctioneer who helped to establish the seed bean industry in Orbost. He was the second secretary of the Snowy River Shipping Co. as well as a shire councillor and prominent member of MUIOOF. They concern a fund established to raise money to bring the three sons of Jennings Carmichael to Australia. A committee established by Henry Gyles Turner, a a notable Australian banker and historian, was formed to raise funds to bring the boys to Australia. Grace Elizabeth Jennings Carmichael (1867-1904), poet and nurse, was born on 24 February 1867 at Ballarat, Victoria, daughter of Archibald Carmichael, a miner from Perthshire, Scotland, and his wife Margaret Jennings, née Clark, from Cornwall, England. . She was educated at Melbourne and while still a child went to live on a station at Orbost, and grew up close to the bush she came to love so much. In 1888 she went to Melbourne to be trained as a nurse at the Royal Children's Hospital, Melbourne, and in 1891 published a small volume of prose sketches, Hospital Children. Having qualified she obtained a position on a station near Geelong, and subsequently married Francis Mullis. She contributed verse to the Australasian, and in 1895 Poems by Jennings Carmichael was published. She lived for a time in South Australia and then went to London, where she died in poor circumstances in 1904. Her husband, Henry Mullis, was last recorded in the workhouse in Woolrich, but then disappeared leaving the three children- Geoffrey 7 yrs, (Thomas) Clive 5 yrs & 4 year old (Archibald) Keith and one year old (Rupert) Wyatt, destitute & were sent to the Northampton workhouse, (Thomas ) Clive dying in 1906. In 1910, a group of Carmichael's admirers, discovered the whereabouts of her children, where a public fund was established to bring the children to Australia, the Victorian Government giving them free passage, arriving in Victoria in October of 1910. The children were placed in private homes and took on their mother's single name of Carmichael. In 1910 a small selection of her poems was published, in 1937 a plaque to her memory was unveiled at Orbost in the Mechanics Institute ( reg. 554), and a year later a replica was placed in the public library at Ballarat.
