The arrival of explorers Hume & Hovell in 1842 brought about the widespread clearing of land in the valleys for pastoral uses and the displacement the original inhabitants in the high country which became a boon for cattlemen due to extensive lush summer grazing for cattle. High country cattlemen built a variety of huts for shelter and storage, when driving cattle up to the plains in summer, during mustering and bringing the cattle down from the mountains before winter closed in. These same huts now provide shelter from the elements for hikers, bush walkers and skiers. Wallace’s Hut is the oldest of the Cattleman’s huts still standing in the Alpine National Park and is classified under the National Trust. Due to their age and the ravages of the elements, including bush fires, many of the huts have been destroyed, or are falling into disrepair. Groups of willing volunteers are now working to preserve as many of the huts as possible with restoration or rebuilding.The numerous cattleman’s huts of the Alpine National Park and the colourful characters who erected them represent a significant part of the history of the high country area and early cattle grazing, which has been the theme for many poets and film-makers alike. They also have a significant role in the early days of the SECV when they were used by surveyors and other workers for shelter and temporary accommodation. More recently the huts have functioned as shelter for hikers and skiers caught out in the elements and a refuge along the long trek for bush walkers. They are a popular attraction for tourists and feature prominently in much of the tourist information of the region. William Bateman Snr was born to parents Daniel Bateman and Patience Wilkinson in Bradford, Yorkshire, England in approx. 1794. He married Sarah Smith on 20th November 1815 in Bradford, Yorkshire, England. They had four children – Patience (Born abt 1817), Daniel (born abt 1819) William (born abt 1831) & James (born abt 1837)all born in England. William Snr and Sarah Bateman and two sons – William and James - arrived in Australia in approx 1853. They brought with them considerable capital/stock and bought into a business in Warrnambool in William Jnr’s name. Bateman & Co rapidly became the largst mercantile business in the area and did rather extensive business with the Banks of Victoria and Australiasia. It is thought that William Snr assisted in the business to some extent, expecially financially. His other son Daniel (who remained in England) is also thought to have had a financial interest in the business as a dormant partner. The business was so prominent, Bateman & Co issued round copper tokens as a Trade Token - value one penny. These were inscribed with the Business name and were limited in their use to the business. In Sept 1856 the business was transferred to a Mr. Thos W. Sellars (nephew of William Bateman Jnr) and shortly afterwards the store closed with an order for the sequestration of the insolvents estate, but was not made absolute until December 1856 when the Insolvency court ruled for the “compulsory sequestration” of the business due to fraudulent activities within the business. But in the meantime in early November fire completely destroyed the business which left only the insurance payouts. Both William Bateman Snr and William Bateman Jnr are listed on the Pioneers’ Honour Board in the foyer of the Warrnambool Library. It is reported William Bateman Jnr was a trustee of Christ Church, was a City Councillor, and was involved in many other community organisations. He also subscribed towards the cost of building a permanent Church which was opened in 1856. William Bateman Snr died in Warrnambool on 30/03/1868 and his wife Sarah died in August 1868. William Bateman Jnr presented to Christ Church, stained glass windows in memory of his parents William & Sarah Bateman. William Bateman Jnr died in June 1913. Four stained glass windows, three lancet and one circular. The theme of the lancet windows depicts the three occasions when the apostles Peter, James and John were Jesus' sole attendants: The raising of Jairus' daughter. On the Mount of Transfiguration. In the Garden of Gethsemane. The circular window in the gable of the wall represents "The Enthroned Christ".

In this case the careless action of a member of the public throwing a lighted match from a car, which can cause extensive damage. Footage features the Shire of Eltham War Memorial tower at Kangaroo Ground before it was modified with a fire spotter’s cabin. Discusses fire spotting operations from the tower. Shows a fire spotter walking around the top of the tower. A fire is detected, and the information is relayed to the nearest fire station, in this case, Diamond Creek. The telephone call is received, and the alarm sounded. Captain Clarrie Stone and firemen May and Shaw leave their workplaces and prepare for action. Scenes of running across the Main Hurstbridge road showing the shops (Shell service station and Chemist prominent). Scenes entering the fire station which has a pictorial warning covering the entire door “Only you can prevent forest fires – If you’re careless – we’re homeless!” Eric Holt pinpoints the location of the fire while Captain Clarrie Stone and Fireman Shaw take note. The advance vehicle (an FE Holden ute, rego GTE-696) leaves to assess the extent of the fire. Having assessed the fire, Fireman Shaw communicates with base showing radio with call sign VL3JZ. Eric Holt takes the call. In the meantime, Captain Clarrie Stone and Fireman Shaw undertake some limited action to address the fire. Firemen Bill May, Jim Bates and Hugh Bar (?) man the tanker. A photo portrait of Queen Elizabeth is visible hanging on the wall. They are later joined by Firemen Jim Cox, Eric DeBuse (?) and Jack Marks. The tanker is seen departing the station and diverging off before the bridge. Captain Clarrie Stone and Fireman Shaw are seen pumping water on the flames with hand pumps when the tanker arrives. Credits with CFA Victoria emblem and then placed over a view of an old-style ladder engine. Opens with the scene of a fire engine outside the Diamond Creek Fire Station then various trophies reflecting the competition success of the brigade in various track and disciplined events. Two trophies shown of particular pride to the brigade were for first place in the Torchlight Procession at the State Championships in Mildura in 1986 and also at Swan Hill in 1981. Still photo scenes of ex Captain Clarrie Stone, Brigade Captain for 21 years; ex Captain Jack Marks, 10 years; ex Captain Ian Douglas, 10 years. Cuts to scene of radio control room, January 1969, and news of a fire on the northern side of the township of Diamond Creek. With scenes of flames in bush, the narration explains that until the early 1960s the area was an orchard district which protected the town against the savagery of bushfires. But due to competition from other areas more suitable for orcharding and easier transport to Melbourne the district could no longer remain competitive, and orchards were replaced by grassed areas, which together with the bush areas were a feeding ground for fire. On 8th January 1969, high temperatures and strong north winds, were, with the carelessness of some individual all that was necessary to produce the worst fire the district had seen. Cuts to scene of blackened fields and cattle - Hundreds of hectares of grass land were blackened, and cattle had to be transported to other areas for agistment. Scene of destroyed buildings in the township – 13 houses and the public hall in the town were destroyed as was the theatre equipment which was owned by the fire brigade. The Church of England Hall and bell tower were badly damaged. The whole town could have been burnt out but for the determination, skill, and courage of the Diamond Creek Fire Brigade. Scenes of all that was left of the home on the hill on the west side of the Church of England. Also, the remains of the old Pisy (?) home on the top of the same hill near Lambert Street, and the ruined Crocker home. Cuts to a scene in the mid-1970s to mid-1980s of a house fire in Haley Street attended by the Diamond Creek Fire Brigade. Although the house was severely damaged, it was saved. Mentions that whilst assistance is appreciated, in some circumstances, those doing so are not properly dressed for fighting fires. Breathing apparatus is a must in structure fire attack. Features a forward control vehicle Toyota 4WD used for conveying task force personnel to the required areas; a Hino Model 3.2 tanker, diesel powered and carries 3,000 litres of water and has a 16 HP petrol driven pump which delivers 900 litres of water per minute; an International tanker (registration TCM-418) which carries 3,000 litres of water with pumping capacity of 600 litres per minute. The Ford diesel powered pumper (registration MXE-754) is a well-equipped vehicle with a water capacity of 1,000 litres and capable of pumping 1,900 litres of water per minute from the main pump, has many lockers which hose equipment such as breathing apparatus and various types of hose nozzles and foam making equipment. The vehicle carries 360m of 64mm diameter hose which can be laid out from the rear lockers and a portable lighting plant, an Oxy Viva resuscitator to revive smoke inhalation victims and forcible entry tools to gain access to structure fires. Views of the main pump and control panel on the vehicle. As well as the main pump, the vehicle is equipped with an auxiliary pump which allows the facility to pump whilst moving. Fire fighters must undergo constant training and hone their skills, Scenes of a training exercise using the pumper to pump from static water. First, the short lengths of suction hose are coupled, a strainer fitted to ensure debris does not foul the pump. Gauges must be constantly monitored to ensure manageable water pressures are maintained. Pressures are normally controlled to allow two fire fighters to work at each nozzle outlet. Two nozzles are tested, one adjustable jet fog type which is used on flammable gasses or within a structure fire to absorb heat. A straight jet nozzle to project water long distances to protect exposed surfaces close to a fire radiated heat. The pumper is quite a versatile vehicle in handling structure fires, but it also carries specialist equipment needed in containing hazardous chemical incidents. Cuts to scene of parade – the Diamond Creek Fire Brigade has with other neighbouring brigades participated in most town fairs and earns the respect of the watching public. It can be seen why this brigade has been so successful at disciplined contests. Mud brick house first owned by naturalist and artist Neil Douglas and Helen (Abbie) Heathcote at the Bend of Islands. They were original residents in the 1970s. This house is on the Victorian Heritage Database and is considered locally significant. Manna Gum is a species of a small to a very tall tree that is endemic to south-eastern Australia. These particular trees are part of the Gawa Wurundjeri Resource Trail at Watsons Creek. Signs share information about how the Wurundjeri people lived near the creek and used the land to obtain bush foods, medicines, tools, shelter and clothes. The trail introduces visitors to the indigenous flora and fauna, including manna gums, Lomandra (used to weave baskets) and wombat burrows. Old Bridge on Main Hurstbridge road in Diamond Creek township crossing the Diamond Creek. The bridge opened in April 1898. The official opening of this bridge took place yesterday (Thursday) in the presence of a large gathering of people. The bridge-a substantial iron structure, costing .~r 2oo-was profusely decorated with "flags of all nations" for the occasion. In the absence of the Minister' of Public Works-who was unavoidably prevented from attending-the opening ceremony was neatly performed by President Lugton, of the Heidelberg Shire, in a few wellchosen words, after which an adjournment was made to the Literary Institute, where some sixty gentlemen were entertained at luncheon, followed by speeches, songs, and recitations. It was a red letter day for the Creek, and everything passed off with becoming eclat." The Post Office building was built in 1918 by printer, Robert Charles Harris, owner of The Evelyn Observer newspaper. In 2007 a Post Office, cafe and giftshop operated from here. Prior to 1929 Yarrambat was known as Tanck's Corner or Reynold's Corner after Frederick Tanck who owned land north of Ironbark Road at the corner of Yan Yean Road, and Thomas Ryenolds who owned the property opposite. Tanck's Corner was at the centre of gold bearing country. Gold was mined here until 1984 when the last operating mine, the Golden King mine in North Oatlands Road closed. It was owned by the Clayton family and in the 1960s was the only private family gold mine in Victoria. Larger mines had their own batteries and stampers to process the ore. In 1848, Francis Rogerson form Dumfriesshire, Scotland purchased 80 acres of land at Kangaroo Ground on which he built a two-roomed bark hut. He named the property afterr the many Bronzewings and Wonga Pigeons in the area. Ewen Hugh Cameron moved to Pigeon Bank the same year he was elected to Parliament as the Member for Evelyn. At the time he moved in, Pigeon Bank had six rooms and the present water well. He made further extensive additions and lived there until his death in 1915. Kangaroo Ground's first school began in 1851 with 22 pupils from the district's ten families. It was a single room school located further south on the site, which also served as a Presbyterian church. The first teacher was Andrew Ross. The school building was used as a Post Office between 1854 and 1858 and during 1857 also served as a Court of Petty Sessions. With a growing farming community, a new building was warranted and the original Sate School No. 352 was closed and a new building, State School No. 2105 was oipened October 1, 1878. A residence for Head Teacher Henry Wallace School was erected in 1879 attached to the left of the school building. That residence is now home to the Andrew Ross Museum, which opened in 1993. The Eltham Hotel is the oldest continually operating hotel in the Eltham district. Initially referred to as the Little Eltham Hotel, it has been known as the Eltham Hotel since the mid-1850s through to the present except for a brief period as the Eltham Tavern in the late 1980s. The original hotel opened in 1854 by Richard Warren was built by Benjamin Oliver Wallis. The Fountain of Friendship Hotel on the opposite side of Maria Street (Main Road) opened shortly after. The hotel was a well-known resting place for gold diggers during the gold rush at Woods’ Point and Warren would buy the gold from the diggers. Warren ran into financial difficulties and determined to return to England. Wallis bought the hotel in 1861 and ran it till 1886 when he sold it to Christopher Watson Snr. When Christopher Watson Snr died a year after purchase, his son Christopher took over until his death in 1909 when it passed to wife Emily and then their youngest son, Herbert James (Jim) Watson in 1915. In July 1925, Jim Watson demolished the original building and, in its place, erected a modern hotel which remains the foundation of the present-day Eltham Hotel. Jarrold Cottage or White Cloud is known by many to be associated with the Skipper family, and has been since 1944 when Lena Skipper, wife of Mervyn Skipper purchased the cottage. She purchased it from the Estate of Thekla Jarrold who had died in March of the previous year. By the time Thekla died, she had lived in the Jarrold Cottage for 50 years. Thekla Alvenia Sissilia Ellian married John William Jarrold in 1888 at Clifton Hill. They started their family there but when John’s father William (who was married to Hannah Coleman) died in 1893 the family moved to Eltham. William had married Hannah Coleman in 1856 at his home in Eltham. William had arrived in the colony in 1848 so it is believed the Jarrold Cottage goes back at least to 1856 and possibly early 1850s. For a short period of time the cottage was rented to the Police as a temporary Police Station whilst a new and more permanent station was built further up the hill in 1859. The cottage was originally located closer to the Diamond Creek but was subject to flooding so was relocated to its present position on top a mound of rubble placed there from the nearby quarry next to the Dalton Street school (on Main Road). By 1916, John Henry Clark, a photographer who took many early photos of Eltham relocated from Fitzroy to Eltham and boarded with recently widowed Thekla Jarrold and her family. He changed professions from photographer to boot and harness maker around 1931 and Thekla had a small bootmakers shop built ifor him in the corner of her property next to the family home. J.H. Clark remained living at the property until his death in December 1956. At some stage after Clark's death, Lena Skipper is recorded living at the property having relocated from Montsalvat following the death of her husband Mervyn. The former bootmaker's shop is one of only three remaining original shops from the early 20th century in what was once Little Eltham, the others being the present day Cafe Zen-Den at 736 Main Road and the former Burgoyne General Store and Post Office, present-day San Antonio Barbershop at 820 Main Road. Originally built in the 1850s by Charles Souter from earth excavated from his property. It was a forerunner for a building style that was later to be synonymous with Eltham. The house is historically significant as the oldest mud brick building in the Shire of Nillumbik, as one of less than half a dozen buildings from the 1850s that survive in the Shire. It underwent several additions and alterations between c.1950s-1980s. It is also significant for its associations with Mervyn Skipper from the well-known Eltham family who was one of the founders of the artist's colony at Montsalvat. The house is architecturally significant because its north section was designed by the noted 'Eltham-style' architect, Alistair Knox, and the two long Oregon beams supporting the main floor were added by the noted 'Eltham-style' builder, Horrie Judd who built the southern room. A onetime tenant in the house, Judd built many Eltham houses and was a major builder of Montsalvat. The 1934 flood destroyed the south wall and the house remained unoccupied for some time. Sonia Skipper, one of Montsalvat’s builders who also worked for Alistair Knox oversaw rebuilding it. She employed landscape designer Gordon Ford, artist Peter Glass and Tim Burstall. The house originally had a cellar for making and storing wine, reputedly the first made in the district according to Alistair Knox in his book ‘We are what we stand on’ (p33). Water would seep into the cellar so Sonia’s father and then owner of the house, Mervyn Skipper bulldozed a channel outside to divert it. Gordon Ford was a conservationist and a pioneer of natural-style landscaping. He came to Eltham in 1948 and bought a block of land in John Street extending through to Pitt Street. Artist Peter Glass lived opposite in John Street. Early on, Gordon worked for Alistair Knox on construction of the mudbrick Busst house amongst others. At the same time, with the help of friends including artist Clifton Pugh, he progressively built his own house ‘Fülling’, which "grew like Topsy" utilising a variety of second-hand materials. His main focus, which became his life-long occupation, was garden landscaping. Inspired by Edna Walling and Ellis Stones, he sought to reflect the bush settings of rural Victoria where he had grown up. Commissions included Monash University and countless industrial sites but designing for the archetypal quarter-acre block gave him the most satisfaction. He had a huge impact on the look of gardens in Australia from the 1950s, creating seemingly natural bush environments by carefully integrating indigenous and exotic plantings. Gordon died in 1999 and is buried in Eltham Cemetery; the gravesite in a natural landscape setting is marked by a plaque. The institutions of law and order in Colonial Victoria included the police, courts and prisons. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. About 1989, after some years of discussion, a replica Police Station was built, based on photographs, to act as a lunchroom and meeting room for the Parks and Environment staff and volunteers doing community service. In 1996 Eltham District Historical Society held discussions with Nillumbik Shire Council commissioners throughout the year regarding a home for the Society. A proposal was put forward by the Society in October to occupy the former Police Residence. In March 1997 Eltham District Historical Society gained access to former Police Residence and on July 12, 1998, moved into its Local History Centre. In July 2018, Eltham District Historical Society gained access to the replica Police Station (which had been used as a music library and storage for the Eltham Concert Band) for use as part of regular heritage tours for schools and community-based groups. St Margaret’s Church of England was officially opened on December 12, 1861. It is the oldest intact church building in Eltham. At the time it was known as Christ Church until its consecration in 1871, when it was completely free of debt (£1,700 for the church and parsonage) despite the district’s poverty. This was largely due to the free labour and materials, including locally made bricks donated by local artisans and others. The church is historically significant because it is the oldest church in the former Shire of Eltham and has associations with the philanthropist and founder of Brighton, Henry Dendy (who donated the land on which the church is built), the architect Nathaniel Billing and the prominent local builder, George Stebbing. The church is architecturally and aesthetically significant because it is constructed in the Gothic Revival style with several stained-glass windows of various dates and is also a very early use of polychromatic brickwork in Victoria. Billing was one of the first Melbourne architects to employ polychromatic brickwork and an important early architect. The rear wall was intended to be temporary. A major feature of the design is the large buttresses with long, steeply graded upper faces. The overall design is well proportioned with the surface brick patterns relieving an otherwise austere design. The church is spiritually and socially significant because it has been an important place of worship for the people of Eltham for almost 150 years. The land on which the buildings stand was donated by Henry Dendy. Dendy arrived in Melbourne in 1841 after purchasing in England eight square miles at Brighton under the system of "special surveys". After this land passed out of his hands, Dendy moved about Victoria, visited England, then returned to settle in Eltham where he purchased a flour mill. Dendy chaired the meeting held in 1860 “for the purpose of devising such means as may be expedient for the establishment of a Church of England in the township of Eltham”. He became chairman and treasurer of the church committee. Unlike the establishment of many early churches in Victoria where a vicar was appointed to a parish and later a permanent church was constructed, the population at Eltham initiated action to build a church. The nearest church at that time was at Heidelberg and the Eltham settlement was part of the parish of St Johns Heidelberg. Isolation and the tedious, time consuming journey between Heidelberg and Eltham resulted in the Eltham community taking its own action. The original vicarage (Dendy House) at the rear of the church is also an important part of the cultural significance of this place because it is connected to the church and the development of the Eltham area. Together, the church and the vicarage are aesthetically significant because they form a significant streetscape feature. The mud-brick community hall designed by Robert Marshall was added in 1978. In 2014 the original temporary rear wall was removed as part of a modern extension designed by Architects Atelier Wagner and constructed by Conrad Construction and Management. In 1858 the Caledonia Common School No.128 opened at Queenstown, about 1.6km upstream on Diamond Creek from the present site of the old St Andrews school. The school was renamed Queenstown Common School No. 128 in 1867. In 1882, due to declining numbers of pupils at Smiths Gully and increasing numbers in Queenstown the school was moved from a leased building, owned by Head Teacher Robert Harris, into a new larger building on the corner of School and Heidelberg-Kinglake roads which incorporated the original single room school building, which had been moved from Smiths Gully, and included a teacher’s three-roomed residence. In 1887 the school was replaced by the Queenstown State School No. 128. The school and town were renamed St Andrews in 1952. In 1983 a new school was built, 500 metres south of the old school and the old school became the St Andrews Community Centre. Of significance is the c1887 school building (including part of the c1876 Smith's Gully school moved to the site and incorporated into the c1887 school building), the c1911 new room, the c1929 cloakroom, the c1930 renovations, the c1956 new infant room; the c1961 office and storeroom, as well as the c1950 Himalayan Cedar tree and the entire site to the title boundaries. The school building is historically significant for its links with the early settlement of the area and because its use of materials from the former Smith's Gully State school illustrates the common 19th and early 20th century practice of relocating State school buildings based on need. The school building is historically and socially significant because it served the local community, as a school, from 1887 to the late 1970s/early 1980s and because since then it has been used for other community purposes. Originally Wellers Hotel, it was constructed by Edward Weller in 1872. Following his death in 1883 it was taken over by his widow, Mary Weller. The hotel was delicensed in 1909 and converted to a private residence. Around 1920 William Pitman bought the property, succeeded by his son Vernon who coined the term Pittman's Corner. Vernon and Isabel Pitman owned the house form 1945-1973. Following Vernon's death, Isabel remained there till her death in 1983. The property was converted to a restaurant in 1984 by owners Robert and Kath Hendry who undertook extensive renovations in 1988. Shawn and Stephanie Wolfe purchased the property from the Hendrys in 2003 and introduced live entertainment with many famous bands and entertainers from the 1960s, 1970s and 1980s performing there, including James Reyne, Daryl Barithwaite, Brian Cadd and Billy Thorpe. In 2014 the Wolfe's sold the property and the entire contents were sold at auction. The school building originally owned by locals was lost in the Black Saturday 2009 bushfires. Land was purchased in 1914 to build he Strathewen State School on School Ridge Road, Strathewen. Residents and the Education Department contributed funds for the building which the Education Department then leased for a small annual fee. The school opened with one teacher in 1917 with no equipment. In 1921 the Education Department provided desks and a hexagonal shelter shed and took control in 1925. The suggestion of an Avenue of Honour may have been originally put forward by Lady Irvine who was a member of the Welcome Home Committee. The Avenue of Honour was established to memorialise all those from Eltham who enlisted (some of whom were still fighting overseas at the time), similarly as the Shire of Eltham (Soldiers) Memorial Park was in tribute to all from the Shire who enlisted. The twenty-seven names of those killed from Eltham were engraved on the Eltham War Memorial Obelisk unveiled in 1919 at the corner of Main Road and Bridge Street. From an article in the Heidelberg News and Greensborough, Eltham and Diamond Creek Chronicle, September 22, 1917, p. 2, it was reported: Some few weeks ago a public meeting was held in the Eltham Rechabite Hall for the purpose of forming a committee to make necessary arrangements for the return of our brave lads from the front, with the result that the following officers were elected, viz., Sir William Irvine. president; Cr. R. D. Taylor, vice-president; Rev. T. W. Sapsford, secretary; Mr R. E. Gilsenan, treasurer; with a very strong committee of local residents. Lady Irvine then suggested that it would be nice to plant an Avenue of Honor, which was carried out in a very cheerful and spirited manner on Saturday afternoon. Cr Taylor and Mr R. E. Gilsenan occupied themselves during the fore-forenoon in getting the lining-out and other preliminaries ready, but shortly after one o'clock the willing workers could be seen wending their way towards the township, with picks, shovels. &c., on their shoulders, and in a very short time the gang at work was in appearance a very lively and pretty sight, the only thing that was missing was the camera, to have had a few snapshots taken. A little after 3 o'clock Sir William and Lady Irvine, and Mr W. Gray and family, arrived by motor. Cr Taylor then explained that their object in gathering together so hurriedly to plant the avenue was on account of the lateness of the season, and being offered 100 trees, free of charge, by Cr. Wm. G. Gray; of Allwood Nursery, Hurst's Bridge (for which the committee are deeply grateful to him and the public highly appreciate his generous offer). Sir Wm. Irvine then spoke at some length on the ravages of this cruel war, and the good that must result therefrom in bringing all closer together; he also referred to our brave lads who were fighting for us, and thought it was for those at home to show their appreciation by planting the Avenue of Honor. Lady Irvine thou proceeded to plant the first tree, which was an English oak: Sir William following by planting a Spanish chestnut; and Mrs W. G. Gray a sycamore. After that the gathering refired to the entrance of Mr R. E. Gilsenan's green paddock to partake of refreshments, which the ladies had kindly provided for the willing band of workers. Work was again taken to in earnest, and the planting finished, all being satisfied that they had done good work. At the Eltham Shire Council’s monthly meeting held May 6, 1918, Cr. Gray promised to give Council £20 to £25 worth of trees if the Council would plant and guard them. His desire was that a tree be planted in the name of every soldier lad who has gone to the front. Each tree was later adorned with a brass plaque with the name of a soldier and a wooden tree guard placed around them. Over the years many trees died, and following roadworks were replanted on a new alignment. Nillumbik Shire Council is continuing this process of replanting trees in a new alignment to move them away from overhead power lines and to clear the VicRoads reserve. The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days. Re-claimed material were used during the construction of Montsalvat, the artists colony in Eltham. The swimming pool was donated and cubicles were built for the students with their initials marked in tiles on each doorstep.
