Document - Reports, Martin Westbrooke, Nanya Station
Nanya Station, owned and managed by the University of Ballarat (now Federation University Australia), was purchased with assistance from the Department of Environment and Heritage Government Caring for our Country program. Nanya Station is located in the Scotia country, west of the Darling Ana-Branch in far western New South Wales and consists of the Nanya Western Lands Pastoral Lease 3281 – Perpetual Leasehold Lot 1244 in Deposited Plan 762778, Parish of Winnebaga, County of Tara and part of Lot 1242 County of Windeyer. Nanya is within the tribal area of the Danggali Aboriginal people, a sub-group of the Barkindji. Many Aboriginal sites have been recorded adjacent to major rivers in the region providing evidence that these areas supported a large population. The Scotia region has one of the shortest stock grazing histories of western NSW. Along with five other Scotia properties, Nanya was created as a pastoral lease in 1927. The first European settlement on the land followed exploration of the area by Sturt and Eyre. In 1854, the Lake Victoria lease which encompassed this area comprised 465,000ha.included Scotia blocks 1, 2, 3 and 4, Amoskeag and Winnebaga which formed the area known as the Scotia. It was described as a region of thick mallee scrub, interspersed with bluebush flats and Belah woodland. In the 1920s artesian water was found and the dry Scotia country was surveyed and divided into six Homestead leases allocated by ballot (Withers 1989). All properties were approximately 30,000ha, with a recommended stocking level of 3,000 sheep. Winnebaga (renamed Nanya) was taken up by Gordon Cumming. He initially dug a dam near the southeast corner of the property. A larger ground tank and rudimentary dwelling at the site of the present complex was later established. An adjacent area was cleared and cropped to provide feed for the horses used in digging the earth tanks. The ruins of the original building are located between the shearing shed and Homestead Tank. A cottage was built in the 1930s and a more substantial Red Gum framed homestead in the early 1950s. The lease was held by Mr Gordon Cumming until 1984 when it was purchased by Mr Norm Scadding as an extension to the adjacent lease, Belvedere. It was sold in 1995 to Mr Rob Taylor of Waikerie then in 1999 to BeMax Pty. Ltd., a sand mining company. These last three owners all permitted use of the property by the University for teaching and research. The Centre for Environmental Management at the University of Ballarat had been involved in studies of flora and fauna in western New South Wales since 1988. Studies became concentrated on the Scotia region with its variety of intact ecosystems due to a short pastoral history. Of particular significance is a system of natural salt lakes of which the most extensive is the Scotia Discharge Complex located on Nanya Station. An extensive vegetation survey of the Scotia region Westbrooke et al. 1998) highlighted the significance of the area both in terms of the range of communities in relatively intact condition and the occurrence of species and communities of restricted distribution. Nearly 400 species were recorded of which nine had either not previously been recorded or have restricted distribution in western NSW. Twenty-two plant communities occur on Nanya Station of which two, Halosarcia lylei low open shrubland and Hemichroa diandra/Halosarcia/Frankenia low open shrubland, are dominated by species not previously recorded from NSW. H. lylei and Acacia loderi shrublands are listed as endangered under the NSW Threatened Species Conservation Act. As noted, the area has a relatively short grazing history and, due to the presence of large areas of mallee with a Triodia understorey and restricted water supplies, stocking rates have been low. The diversity of ecosystems in relatively intact condition and extensive areas of old growth mallee made Nanya a highly significant refuge for biological diversity. This factors led to the purchase of Nanya Station by the University of Ballarat in 2004 with the assistance of the Department of Environment and Heritage for the purposes of conservation, research and education. In 2010 the southern paddocks of Nagaella Station (10,000ha.) which lie along the northern boundary, were purchased with the assistance of Lower Murray Darling Catchment Management Authority and added to the Nanya lease to provide complete protection for the communities of the Nanya Discharge Complex and further high quality Malleefowl habitat. Ceramic - Serving Plate, Alfred Meakin, 1930s
J & G Meakin was an English pottery manufacturing company founded in 1851 and based in Hanley, Stoke-on-Trent, Staffordshire. In the 19th century, J & G Meakin was known for the vast quantities of cheap ironstone china it produced for the domestic English market and export to Australia, Canada, New Zealand, and the United States and one of these pottery lines was called "EMPRESS" and was in production through the 1930s. From around 1970, designs included Liberty, Sterling, Trend, Classic, and Heirloom. Some of these were influenced by earlier designs. The newer wares can be distinguished by back stamp markings such as 'permanent colours', 'everlasting colour', or 'dishwasher proof'. J & G Meakin had close family and corporate affiliations to the potteries Johnson Brothers, and Alfred Meakin Ltd, which explains why many patterns are similar, if not almost the same. There was a takeover by J. & G. Meakin in 1968 of Midwinter Pottery. The firm was then taken over by the Wedgwood Group in 1970. In 2000 production under the Meakin name ceased and their long-established works, Eagle Pottery, was then used for the production of Johnson Bros pottery. Eagle Pottery closed in 2004 when production was transferred abroad; the works were demolished in 2005.Item is significant as today the "EMPRESS" china pattern from the 1930s by Meakin is today a collectable item and a good example of the Meakin range of china.Plate china white oval with a pattern inscribed along the edge Inscription to base "EMPRESS" warrnambool, flagstaff-hill, flagstaff-hill-maritime-museum, maritime-museum, shipwreck-coast, flagstaff-hill-maritime-village, alfred meakin, staffordshire potteries, iron stone pottery, serving dish -

Binnacle, Early to mid 20th Century
Mr John Wilson Gillie was born on the 31st of March 1864. On the 31st of July 1880 he was apprenticed for four years to J.J. Wilson and Sons, Nautical Instrument Makers of Sunderland. Following the apprenticeship he spent six months to a year as an ‘improver’ in Glasgow, and then started a new company ‘Wilson and Gillie’ in North Shields. At this time sail had just given way to steam and wooden ships to steel, and the railways were competing with colliers for the carrying of coal from the North East of England to London and the South. In 1858 only seven out of 44 shipyards on the Tyne were using iron, but by 1862 there were ten, employing around 4,000 men. These changes had a significant effect on nautical instrument manufacturers, as the magnetic compass for a wooden sailing vessel was very simple and required little in the way of compensation. For steel vessels much more was required and this was a period of great development, both in the compass bowl and the binnacle in which it was housed. In 1870 Sir William Thomson (later Lord Kelvin) designed his dry card standard compass, which completely replaced all previous designs. Wilson and Gillie started as agents for the Thomson compass, but later J.W. Gillie, using similar principles, redesigned the compass suspension and patented the ‘UNIT’ standard compass. It became popular with local shipowners and shipbuilders. In 1910 the firm of John Lilley and Son (which had been established in London in 1812), found themselves in financial difficulties and were saved with the help of John Wilson Gillie, who established, on the 8th of August 1911, a new firm of John Lilley and Son Limited. John Lilley and Son had been the sole London agents for Sir William Thomson, a very enviable position during this period, when the Thomson compass led the field. Unfortunately, Mr. Lilley had quarreled with the Glasgow company, who withdrew the agency and established their own branch in London (later to become Kelvin White and Hutton). On November 7th 1913, the firm of John Lilley and Son Limited of London amalgamated with Wilson and Gillie of North Shields, and after this date instruments manufactured by the two companies bore the name John Lilley and Son Limited of London and North Shields. During the 1930s many of the London nautical instrument makers were in difficulties, including John Lilley and Son Limited and Reynolds and Son, Dobbie and Clyde Limited, and Mr. J.W. Gillie arranged an amalgamation between these two companies. The new firm became Lilley and Reynolds Limited. In 1943, with estate duties in mind, the North Shields company was reconstituted and took the name of John Lilley and Gillie Limited, although the shareholders, directors and personnel remained unchanged In the early 1970s Lilley and Gillie developed close links with Observator in Rotterdam, who manufactured one of the first fully reliable transmitting magnetic compass systems. The Observator shareholders, Holland America Line, bought the share capital of John Lilley and Gillie Limited., but retained all the personnel and the directors. (See Links for more information)A significant item of early 20th century marine navigational equipment made by a leading manufacturer in the field from a company that is still producing marine navigational instruments today. John Lilleys company began in 1812 growing at a time when the transition of compasses from timber ships, to steel vessels. Compasses at this time required a method of compensation to allow their inclusion in steel vessels without magnetic deviation. This therefore was a period of great development, both in the compass bowl and the binnacle in which it was housed and the Lilley company were leaders in the field. Ships binnacle, wood with brass fittings, consists of 2 brass lamp holders, place for compass, Also has an inclinometer with a scale 40 to 0 to 40, one red and one green iron Kelvin compensation balls, one on each side of binnacle denoting port and starboard, a brass cylinder attached perpendicular at the rear for storing a Flinders Bar, 2 hinged cupboards containing adjustable wooden racks with drilled holes in them to hold iron Heeling error magnets.Textured brass plate attached to front stating "JOHN LILLEY & SON LTD (WILSON & GILLIE), NAUTICAL INSTRUMENT MAKERS, NORTH SHIELDS" . Functional object - Kerosene Lamp Burner, Bradley and Hubbard Manufacturing Company, Late 19th to early 20th century
Bradley and Hubbard established their company in 1852 in Meriden, Connecticut when Nathaniel and William Bradley, Orson and Chitten Hatch, and Walter Hubbard, formed Bradley, Hatch & Company. This incarnation of the company only manufactured clocks. The Hatch brothers sold their interest in the company in 1854 and it was renamed, Bradley & Hubbard. Clocks remained the firm's primary product into the 1860s. In addition to their line of clocks, Bradley & Hubbard also produced a wide range of household items including match safes, call bells, andirons, urns, bookends, frames, desk accessories and vases. Technological advances in drilling and refining crude oil in the late 1850s and early 1860s paved the way for the demise of whale oil as lamp fuel. Soon after Colonel Edwin Drake struck oil in Titusville, Pennsylvania on August 27, 1859, Nathaniel Bradley saw an opportunity to capitalize on the future of this new fuel. Nathaniel decided to produce an extensive line of kerosene burning lamps this proved to be a wise business decision. Kerosene was soon to become a widely used, safe and relatively inexpensive lamp fuel. Between April 7, 1868, and December 23, 1913, the company was listed as the assignee for at least 89 lighting patents. Many of these patents were for lamp and chandelier designs and various improvements in lamp burners. In 1875 the company reorganized to form the Bradley and Hubbard Manufacturing Company. Walter Hubbard served as President and Nathaniel Bradley as Treasurer. The firm enjoyed rapid growth throughout the 1880s. By 1888, the company employed over one thousand workers and had showrooms in major cities including New York, Philadelphia, Boston and Chicago. One of the most prolific of the B&H products was the Rayo lamp it produced under contract for Standard Oil. In keeping with the changing times, Bradley & Hubbard produced a variety of electric lamps as well. Walter Hubbard passed away in 1911 and Nathaniel Bradley in 1915. The company continued through the 1930s and was purchased by the Charles Parker Company, also of Meriden, Connecticut, in 1940. The Parker Company was quite diversified in its product line, also producing an extensive line of lamps and high-end chandeliers. Parker operated its acquisition as the "Bradley & Hubbard Division." Parker ceased production of the Rayo lamp in the early 1950s. In 1973, the Bradley and Hubbard buildings were demolished, effectively ending that chapter in American lighting manufacture.Early innovation in kerosene lamp burner design by Bradley and Hubbard lamp manufacturers who at the turn of the 20th century were the biggest lamp producers in the world. The item is significant due to its historic connection with a major innovator of lamp design.Lamp Burner, metal container with turning screw for wick and mesh walls. Is made in 2 parts. book, first half 20th century
In the early 20th century, smocking appears in women’s magazines and sewing manuals on garments, domestic textiles and children’s wear. The 1930s and 1940s were the heyday of patterns and innovative stitch development. Embroidery has always had a great appeal to women, as it needs few tools. Historically the skills were taught within the family or in primary schools. Articles to make or embroider had been available in kits since the 1850s. Fancy work, the opposite of plain sewing, enjoyed great popularity in the 19th and 20th centuries. Companies which manufactured threads often produced instruction guides and patterns. This instruction book has been well-used. A small 30pp book with no cover. It contains instructions for embroidery stitches, including smocking.book-embroidery smocking handcraft needlework -

Container - Horse trough, Annis & George Bills, circa Dec. 1932
... historical significance for being produced in the early 1930s ...This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills. Functional object - Hinge, prior to 1932
... the 1930s or even earlier. The hinge is also an example ...This decorative hinge was recovered from the wreck of the S.S. Casino (1882 – 1932) in 1969. It is one of the shipwreck artefacts in the John Chance Collection. The hinge has round sections on the back that could have been mounting points. The coastal trader SS Casino (1882–1932) had a run of almost 50 years along the coast of Western Victoria. She traded goods and food as well as carrying passengers from port to port on her many voyages. This vase may have been included in her cargo or could have been amongst the personal luggage of the people on board. The hinge is historically significant as an example of hardware existing in Victoria the 1930s or even earlier. The hinge is also an example of artefacts recovered from a Victorian shipwreck in the 1960s. It was recovered by John Chance, a diver from the wreck of the S.S. Casino in the 1960s-70s. Items that come from several wrecks along Victoria's coast have since been donated to the Flagstaff Hill Maritime Village’s museum collection by his family, illustrating this item’s level of historical value. The hinge has significance because of its association with the S.S. Casino, which played an historical role in Western Victoria, providing transport, communication and trade along the coast between Melbourne and Portland in the late 19th and the early 20th century, visiting the ports at Apollo Bay, Warrnambool and Belfast (Port Fairy). The S.S. Casino was the only regular trader with normal passenger accommodation along the West Coast and the only Western District steamship that was in service between 1854 and 1939, and to be represented in the Victorian Heritage Shipwreck register, and to have been wrecked in the Western District, and to have the wreck located, and to be accessible to divers. The wreck of the S.S. Casino, and its associated relics, is considered an important part of Victorian and Australian cultural heritage and is now protected as a Historic Shipwreck under State and Commonwealth Law in the Commonwealth Historic Shipwrecks Act (1976). Personal item, Glasses case, Early 20th century
The spectacles case comes from G.H. Morton, an optician at 192 Liebig Street, Warrnambool in the 1930s and 40s. He advertised as being ‘near Bloore’s Corner’. The two pair of spectacles may not have been from Morton’s business but may have been stored in the case separately. These glasses and the case are of some interest, firstly because the case comes from the business of G.H.Morton, a Warrnambool optician for a number of years. They also have a social significance as representing the type of eyewear used early in the 20th century. This is a blue leather spectacles case with a wooden insert to hold the glasses. Book, Jimmy of Murrumbar by E D Oakley, 1938
This book subtitled, ‘A Story of the Amazing Ability and Fidelity of an Australian Black Tracker’, has been written in the late 1930s by Edward Daniel Oakley (1877-1962). He was the fourth child of Thomas and Eliza Oakley who had the farm, Oakbank, near the mouth of the Hopkins River, Warrnambool (Otway Road area today). Edward Oakley first worked at Saltau’s shipping office in Warrnambool then ran a dairy farm, Halifax, near Cudgee. He later had wheat farms in the Grampians area and at Willaura before returning to Warrnambool in 1923. He built a row of shops in Liebig Street and opened a boot and shoe store. He was instrumental in persuading Fletcher Jones to open a shop in Warrnambool. After he retired he researched and wrote the story of Jimmy of Murrumbar. This book is of high significance because: 1. It was written by a local Warrnambool businessman, Edward Oakley. He and other members of his family were prominent residents of the city in the late 19th and early to mid 20th centuries 2. It was written in the late 1930s and tells of the story of a young aboriginal boy, one of the early writings appreciating the talents and worth of young aborigines. This is a hard cover book of 181 pages. A buff-coloured dust cover has been pasted over the hard cover and it has a black, grey and white illustration of a young aboriginal boy being chased. This illustration is repeated in black and white on the second page. The titling on the cover is in red and black printing. The front cover has become almost detached from the pages. An inscription on the inside cover is handwritten in black ink. The book has a foreword, an appreciation, a contents page and 23 chapters. ‘Best Wishes for a Happy Birthday from Graeme Dorman Dec 8th 1942’ edward oakley, history of warrnambool, aboriginal literature, jimmy of murrumbar, thomas and eliza oakley -

Household, Box of Teaspoons, c.1950
This item is a boxed set of teaspoons from the Rodd Silverware Company. G. & E. Rodd Pty Ltd was founded in Melbourne in 1919 and by the 1930s it was the leading manufacturing jewellery business in Australia. In 1948 the business was taken over by Max Rodd, the son of one of the founders and by that time it was known mostly for its household silverware. Rodd products were very popular wedding presents in the mid 20th century. This item has no known local significance but is retained as an excellent example of the Rodd Silverware that was found in so many households in Australia in the early to mid 20th century. It will be useful for display. This is a black leather-bound box with a gilt rim around the edge of the lid. The lid is attached to the box by two metal clips. One of these is broken. The box has a gilt metal clasp for closing the box. The box is lined inside with purple satin material and contains five electro plated nickel silver teaspoons. There should be six in the set but one spoon is missing. The spoons are held in grooves cut into a purple block across the middle of the inside of the box (perhaps made of wood). The box is somewhat stained and the leather is scuffed in places. The teaspoons are in excellent condition.Back of spoons: ‘Rodd E.P.N.S. A1’ rodd silverware, household items -

Holder, Match box holder, 1935
Matches and match boxes were common and essential household items in the 19th century and early to mid 20th century. Today matches are used only irregularly. This match box holder was an advertising tool for Roy Pearson who had a motor service station at 100 Kepler Street, Warrnambool in the 1930s. The business was called the Super Service Station and Pearson was the agent for Triumph and Citroen cars. He sold petrol and used cars and did car repairs. In 1937 the business was run by Chorlton and GrahamThis item is of considerable interest showing the type of advertising used in Warrnambool in 1935. Apart from its utilitarian use of holding a match box, it is an advertising tool containing a 1935 calendar and it also uses humour as its main appeal. The holder features a face which shows a happy man when held one way (“This man calls at Pearson’s Service Station for satisfaction’) and a grumpy man when it is turned around (‘This man wishes he did call’). This is a metal match box holder, painted blue with yellow printing and an image of a man’s face. It has a 1935 calendar. It is much rusted on the inside and a little blotched on the outside. ‘Roy H. Document, Samantha Westbrooke Pty Ltd et al, 2 Bell Street, Eltham: Cultural Heritage Significance Assessment & Heritage Guidelines for Future Use & Development, 2012
Prepared for Nillumbik Shire Council by Samantha Westbrooke Pty Ltd in association with Peter Mills PhD, Architectural Historian and Roark Muhlen-Schilte, Archaeologist. Covers history of early market gardening in Eltham with the commencement of European settlement in the late 1830s. The site for the village of Eltham was surveyed in 1851 and the Township Plan shows that the property is made up of Lots 7 and 8 which were sold at auction in June 1852 to M. O'Shea. The history of the Bell Street property is closely tied to the West family from the 1860s to 1930s; the earliest rate books for Eltham show William West farming in El;tham in 1864. In the aerly 1930s ownership of the creek side was transferred from the west family to the Fabbro family who shortly afterwards were impaced by the 1934 Diamond Creek flooding. Guido Fabbro relocated the original West home further up the hill and built a new Italianate style modern home in situ. The Fabbro family farmed the property. In 1993/4 Eltham Council acquired the creek-side market garden blocks to the south of 2 Bell Street which was recconceived in 1998 as the Barak Bushland Reserve. The Fabbro house was demolished shortly after and the lots were sold to a developer in 1994. The large steel shed now present on the 2 Bell Street property dates from soon after this sale.26 A4 pages color printcultural heritage significance assessment, peter mills, samantha westbrooke pty ltd, shire of nillumbik, 2 bell street, eltham, market gardening, west family, fabbro family, land use, barak bushland reserve, heritage assessment -
