John Hitchen was the manager of the first Cheltenham Post Office that opened 1/8/1857 in a boot and shoe store. Mail was transported to and from St Kilda to Cheltenham by coach 6 days a week and an additional service twice weekly to Tootgarook via Frankston also by coach. 1868 Post office Savings Bank began operation and the Telegraph office was established at the Railway Station 1885. A new building was built 1891 in Point Nepean Road for the official Cheltenham Post Office and a new manual telephone exchange began 1899 with 24 subscribers. By 1909 100 subscribers, 1951 there were 1700 and in 1974 12,000 subscribers . Hence this new building was designed by Oscar A. T. Gimsey & Assoc. and built by T W Morris & Sons Mordialloc. Grace Mitchell, a talented artist in later life and baker managed a pastry shop business near the corner of Mt Pleasant and Main Roads Eltham in the 1950’s. Shortly after her marriage to Arthur Mitchell in 1948 he had an accident that caused a head injury and was unable to work. Grace realised she needed to be home to care for her husband as well as earn an income. She managed the bureaucracy of council permits, made modifications to her home with savings to get the business off the ground without having to borrow money. Grace and Arthur were avid gardeners and would grow, wash and mince vegetables for pasties while Grace hand made and rolled the pastry. They cooked and minced their own meat for the pies and the fruit for the sweet pies came from their orchard at the rear of the property. She also baked scones and cakes. Grace operated her pastry shop for over 16 years. She supported the Shillinglaw Cottage Preservation Campaign to preserve the cottage through its Flavour of Eltham community cookbook published in 1964 and hosted cooking classes in the new Living and Learning Centre. Possibly Portland Town Council. Thomas Must, a wealthy Sydney merchant arrived in Portland in 1845. In 1855 prospect was built for Must to a design by local architect George Mathewson. The two storey home was built in expansive grounds with sweeping views of Portland Bay and the township. The stuccoed house is of Regency/Italianate style with a single storey verandah and single storey kitchen wing. In 1878 the original posted verandah was replaced by new verandah and a conservatory to a design of architect Daniel Nicholson. Nicholson had also been responsible for the design of the Assembly Rooms at the London Inn. Thomas Must was active in the Portland Community. He was a Trustee of the Port Philip Savings Bank, a Justice of the Peace, Treasurer of St. Peters Church at Bridgewater and the first Chairman of the Portland Borough Council. Prospect was Thomas Must’s home until his death in 1905. The building has been considerably altered over the years and much of the original Italianate character has been lost. Subsequent owners include B. Cunningham, G.S. Beresford (who changed the property’s name to Waterford), and long-term Liberal Senator Sir Magnus Cormack. This strong, heavy bank safe was made by W. Marr in London. It was formerly owned by the ANZ Bank in Portland, Victoria. Portland’s ANZ Bank was originally a branch of the Bank of Australasia, which first came to Australia in 1835, opening in Sydney. Portland’s Bank of Australasia began in a bluestone building built on the north corner of Julia and Bentinck Streets by stonemason William Robb in 1855, around the time of Australia’s Gold Rush. Eventually, in 1951, the Bank of Australasia merged with the Union Bank to become the Australia & New Zealand Bank, known as the ANZ. Portland’s branch of the Bank of Australasia then moved into the old Union Bank building at 44 Percy Streets; both bank buildings were built around the same. The maker of this safe, W. (William) Marr, obtained a patent in 1834 for what is believed to be the first fire-retarding patent, building this into the lining of strong boxes. Others made further design improvements such as hardening the metal plates used to make the boxes. In about 1840 Thomas Milner, a Sheffield tinsmith, made the earliest safes that could safely protect their contents from a surrounding fire. This was achieved by including tubes of a substance between the inner and outer walls of the safe that would react to the heat and the contents would put the fire out. In 1851 an Exhibition at London’s Crystal Palace included fire-proof safes from different vendors. William Marr was listed under Fireproof Box Makers in the 1842 London Trades Directory, at 33 Broad Street, and 52 Cheapside. William Marr & Son were appointed to supply Her Majesty’s National Debt Office and other departments in 1860, with the address 9 Walbrook, Vulcan Safe Works, Skin Yard, Bankside, Southwark, London. 1n 1870 the address for William Marr listed under Safe Makers and Agents in the London Trades Directory was 67 Cannon Street. The manufacturer, W Marr, is significant as an inventor of a way to make a strong box fireproof, then patented his secure safe. This invention indicates that security of money was of great importance in the mid-1800s as it continues to be today. The secure safe would have given much comfort to those with investments and savings, as well as to the bank itself, the custodian of other people's money. This safe was made in London and exported to colonial Australia, giving significance to the safe as an item that was high in the list of the needs of the early Australians and their businesses. The safe has local historical significance as it was used by the original Bank of Australasia in Portland, which was built in 1855 and went on to become the ANZ Bank, still in operation today. The bank was an integral part of the establishment and growth of commerce in Colonial Victoria.Safe; heavy metal bank safe, painted green. Double doors each have top and bottom external hinges, and two front panels; the top panels are arched. The thick doors have five sliding locks. Inside is a fixed metal compartment with a locked sliding metal drawer, and several fitted shelves plus some temporary removable shelving. Both doors have a decorative brass knob near the centre opening. Left door has an oval artificial keyhole and a space where another fitting has been attached. The right door has a second brass knob and an oval keyhole. The top panels of the left door has an oval plaque with an inscription; the right door has evidence that there was an oval attachment. Rationing regulations for food and clothing were gazetted on 14 May 1942. Rationing was introduced to manage shortages and control civilian consumption. It aimed to curb inflation, reduce total consumer spending, and limit impending shortages of essential goods. The broad reasoning behind the introduction of rationing was to ensure the equitable distribution of food and clothing. It was also hoped that a cut on consumer spending would lead to an increase in savings, which in turn could be invested in war loans. Australians were never as short of food nor rationed as heavily as civilians in the United Kingdom. Rationing was enforced by the use of coupons and was limited to clothing, tea, sugar, butter, and meat. From time to time, eggs and milk were also rationed under a system of priority for vulnerable groups during periods of shortage. Rationing was administered by the Rationing Commission. The basis for policing food rationing was through the surrender of coupons before rationed goods could be supplied. This had to occur between traders as well as consumers. Coupons were passed back from consumers to retailers, from retailers to wholesalers, and in many cases from wholesalers to producers, who were requested to return them to the commission. Breaches of rationing regulations were punishable under the general provisions of National Security Regulations by fines of to £100 or up to six-months imprisonment. Responding to the complaint that these penalties were inadequate, the government passed the Black Marketing Act at the end of 1942. Grace Mitchell, a talented artist in later life and baker, managed a pastry shop business near the corner of Mount Pleasant and Main roads, Eltham in the 1950s. Shortly after her marriage to Arthur Mitchell in 1948, Arthur incurred a head injury from an accident and was unable to work. Grace realised she needed to be home to care for her husband as well as earn an income. She managed the bureaucracy of council permits, and made modifications to her home with savings to get the business off the ground without having to borrow money. Grace and Arthur were avid gardeners and would grow, wash and mince vegetables for pasties while Grace handmade and rolled the pastry. They cooked and minced their own meat for the pies and the fruit for the sweet pies came from their orchard at the rear of the property. She also baked scones and cakes. With weekend visitors travelling to Eltham on the train for days trips, her reputation grew as the spot for afternoon tea. Grace’s daughter Jenni mentions the visit of dancer, Robert Helpmann and U.S. actress Katherine Hepburn in her Grace Mitchell: a short history [2012]. Reminiscences in We did open a school in Little Eltham: Eltham Primary School 209, 1856-2006 a history [2006] include a mention of Grace’s famous pastry shop and the Sunday afternoon visit by Helpmann and Hepburn. Grace operated her pastry shop for over 16 years. She supported the Shillinglaw Cottage Preservation Campaign to preserve the cottage through its Flavour of Eltham community cookbook published in 1964 and hosted cooking classes in the new Living and Learning Centre. Grace Mitchell passed away aged 95 years in 2011. The minutes book of the Warrnambool Woollen Mill are an important record of the beginnings of one of Warrnambool's major industries for close to one hundred years. They record the struggle in the early days of 1909 and 1910 to raise the capital. Also mentioned is the support which had been given by local people of small means who were prepared to back the enterprise while those with financial means had been rather more reserved. Apart from a Mr Vidler all the initial directors were initially working in an honorary capacity. They lamented the fact that local banks held half a million pounds on fixed interest so there was no shortage of money. The first directors were appointed in March 1909 : Jas. Worland, W H Philpott, G S Mackay, E H Price, S McDonald, J C Beeching, W Rogers ,J Marfell, J Deany, Jas Duirs, Jas. Ponting, H Jessen, S Nettleton, J Blain, J Gooden, Drs. Holmes, Henderson and Powell. Mr J E Bennett was secured as first manager of the mill in 1910 Over the ten year period of this book there is much discussion on possible returns and share prices as well as decisions relating to the operation of and production from the mill. Within four years they were using more yarn than they were producing. Electricity was connected around 1914 and by 1915 shareholders were receiving eight percent return on their investment and were also contributing to the first world War effort by supplying blankets. Assets continued to accumulate and building was also continued with sandstone being quarried from the site and rain water tanks and asphalt floors installed, all contributing to savings. By 1917 The Warrnambool Woollen Mill was considered to be one of the states best investments and it continued to prosper through the years. The second minutes book likewise records similar events and circumstances for the period 1933-1945. This like wise is an interesting period, covering the period of the second World War. In 1955 the Warrnambool Woollen Mill formed a partnership with the Wangaratta Woollen Mills. Dunlop bought the mill in 1968. From that time until its closure in 2000 it had a number of different owners, the last being the Smith Family Industries. These minutes books hold an important information regarding the establishment and early operation of one of Warrnambool's major industries. The mill itself has strong connection to the Warrnambool community and many of the names mentioned as directors and shareholders have held positions within the community as businessmen and city officials.
