In the early years of the 20th century adequate technical education was lacking and became a focus in the Victorian Parliament. After much debate and discussion among politicians and educationalists, the 1910 Education Act No 2301 was passed, making possible the establishment of new technical schools to address the dearth of skilled trades people. In July 1912 Collingwood Technical School opened in the modified bluestone buildings at 35 Johnston St, originally built in 1853 as the Collingwood Town Hall and Court House. Within three weeks, there were 57 boys enrolled - studying preliminary carpentry and pattern-making, plumbing, engineering, sheet iron work and bricklaying. They attended two hours a night on three evenings a week. In 1913, the school opened its doors to juniors and took residence in new permanent buildings erected on the site. It was classified as a trades school by the State Education Department. Two years later courses in electrical wiring and electrical and mechanical engineering were introduced. The Ballarat Gaol was one of the earliest gaols. Building commenced in 1856 and was completed in 1862. It provided accommodation for 74 prisoners - male and female. The materials use to build the gaol were locally quarried basalt combined with local bricks. At that time there were about 14 brick making plants in Ballarat. 1870 saw the opening of the School of Mines, Australia's third oldest tertiary institution. The purpose of the school was "to impart instruction in the various branches of science relating to mining engineering. It is proposed, as soon as practicable, to extend the operation of the school so as to impart instruction in those branches of technical science which may be considered most likely to exert a beneficial influence on the prosperity of Victoria." The former Ballarat Gaol was commenced in 1856 and completed in 1862, This view looks up Lydiard Street South, and was taken before the Ballarat Courthouse was built south of the gaol in 1868. The wall was built from quarried basalt with local bricks. A system of burning the lime mortar between the joints and the shape of the wall meant it had a high degree of stability. From 1870 on more buildings were constructed and these became the School of Mines and Industries Ballarat. The Gaol closed in 1965. This image shows the Ballarat Gaol c. 1861 giving us an understanding of what the site looked like before all the changes that have occurred over the years since the gaol closed and other organisations have had the site. The Ballarat School of Mines was Australia's first, and was established in 1870. The former Ballarat Circuit Court was the first site of the Ballarat School of Mines. The Circuit Court House buildings were located in Lydiard Street Ballarat. By 1862 the Ballarat Gaol was completed, including a tunnel connecting the Gaol to the Court House. The original initiative for the founding of the Ballarat School of Mines was taken at a meeting of the Ballarat Mining Board on 6 October 1869. The Provisional Ballarat School of Mines Council applied to the Government for the lease of the former Circuit Court House. It was approved for a 15 year period at one shilling per annum. The official opening of the Ballarat School of Mines by its first President, Sir Redmond Barry, was held 26 October 1870 in the former Circuit Court House, Lydiard Street Ballarat. Conversions were made to accommodate the new role it was to play. On 14 December 1912, demolition of the former Circuit Court House commenced. In 1881 Cyrus Bath Retallack purchased land now known as 1200 Mair Street Ballarat. Retallack was a successful Cornish miner and engineer. He built a two storey brick mansion between 1882 and 1883, naming the property ‘Carn Brae’ after the castle in Cornwall. Substantial grounds were established with with range of exotic trees planted, a tennis court was laid out and a stables building was erected. In 1918 the site become a campus of Queen’s GIrls’ Grammar School, then Aquinas College which was merged into the Australian Catholic University from 1973. The former Ballarat Supreme Court building was unique in design for the time. The central court room and the flanking wings were all two storey with hipped roofs. This made this building different from other Public Works designs. The building was erected by the Public Works Department in 1868. Early in the 1940s the former Supreme Court was abandoned. Built in 1868 as part of the Ballarat Gaol complex, it became part of the Ballarat School of Mines in 1947 and used for Electrical Engineering. It has now been transformed into a performing arts centre. New building shown is Amenities Building and was officially opened in 1981. Radiating beams used for the top window are made from Oregon wood. Thought to be the last building using this wood for this purpose. Drive up to the building comes off Grant Street. Plans were drawn and a school built within the grounds of the School of Mines. Students started at this new school in 1921. It was officially opened on 9 September 1921 by Sir Alexander, resident of Creswick, local member for North Ballarat and the Minister for Education. He also opened the School Fair which coincided with the buildings ceremony. This was a fair on a grand scale and lasted two days and nights. Staff and students worked for weeks making articles for sale. A parent's committee led by Mr J Rogerson, a local police detective, had been organizing for months. Money raised funded the dodge-ball court, purchased a typewriter, a second-hand piano, an inter-room telephone system, an epidiascope and film projector. When Ballarat Junior Technical School building was opened in 1921, there was little cleared space for the students to use for sporting activities. The area known as Battery Paddock was used for dodge-ball and football. Gradually the slope area was cleared and planted. In November 1922 a tennis court was opened in the Battery Paddock. It was designed and built by two former students of the Ballarat School of Mines. The old Mount Doran school house was moved to the area as a students' common room. A new tennis court was built in the same vicinity in 1934. This area was on the corner of Grant and Albert Streets. Area is where the Corbould Building and the Automotive Skills Centre of School of Mines Ballarat Grant Street Campus now stand. The former Ballarat Circuit Court Building, later the first building of the Ballarat School of Mines, was demolished to make way for a new custom built Art School building. Sir Alexander Peacock opened the Ballarat Technical Art School in July 1915. It cost 10,000 pounds and was constructed by the Public Works Department from plans drawn by the then Art School Principal, Herbert H. Smith. The building contractors were Messrs Gower and Eddards. According to the SMB Annual Report of 1914 'the internal upholstering and fittings have all been carried out in Australian timbers, with Queensland maple largely used throughout.' Before this building was constructed art and craft classes were held in various buildings around Ballarat. The building could be described as federation-art deco in style. It features sandstone insertion with sandstone string coursing. The base of the building is rusticated sandstone. The relief stone panel on the front with the words "Technical Art School" features stone pilaster brackets and corbels. In the centre front can be seen rectangular sandstone pediment with decorative stonework incorporating the date of construction. The windows in the lower floor feature five supporting keystones whereas the upper windows have sandstone lintels. The building also features decorative cast iron downpipes. The entrance on the northern side has attractive leadlight glazing in an art deco style. Above the door a miner's lamp and pick are featured in the design. The building is functional in design with large metal windows in the south wall to ensure good light into the studios. The northern wall has standard double hung windows. The interior of the building features a carved wooden staircase and cast iron ceiling vents. The rear drawing studios can be made into one large studio by opening panelled timber doors. Sport and available playing areas were important and every effort was made to provide this for the students when they moved into the new building in 1921. The terraces leading down from the gaol wall were terraced and clearing areas of rubble to provide playing areas for football and cricket was done by the students. In November 1922, a tennis court was opened in the Battery Paddock. It was designed by Syd Chambers and constructed by Les Waller, former students of the Ballarat School of Mines. A new tennis court was built and opened in 1934, in the same area. This photograph is of the 1938 Tennis Team - Ballarat Junior Technical School. The boys standing are L to R: D. Eltringham and J. Burt. Seated on the left is W. Rowe and W. Edwards on the right. They are with Mr J. Hosie - staff member 1938-41. Donald Eltringham was Dux of the school in 1938.
