This booklet has been produced to record information in connection with an election, presumably that of a local Council. As the title page and the inside pages are blank it is not possible to speculate in what year and for which Council election this booklet was intended for use. This booklet is of no particular importance but may be useful for display. This is a soft cover booklet of 10 pages. The cover is pink but faded around the edges and torn at the corners. Deborah Halpern was raised in Nth Warrandyte. Her connection to the area and the significant contribution that she and her family (founding members of Potters Cottage) have made to the artistic heritage and culture of the Shire is acknowledge with the commission of this piece. Deborah Halpern is a highly recognised and respected local artist with an acclaimed national reputation in the arts community. This work is a gateway piece, welcoming residents and visitors into the Shire from the southern end of the boundary. 'Queen of the Shire' reflects the creative spirit that flows endlessly in the Shire, inspired by the landscape. This work forms part of a series of sculptures that Halpern has created along the banks of the Yarra in Melbourne ('Angel' - Birrarung Marr and 'Ophelia' - Southgate). This milli-volt meter was manufactured after 1950 and used by the SEC Vic (Kiewa Hydro Electricity Scheme) from that date until late 1900's. It was used to measure very small voltages associated with the operation of the various Hydro Generators. The readings were able to be shown by the resistor in use in the current circuit. During this time period, high quality testing instruments were either sourced from Europe or England.This milli-volt meter is very significant to the Kiewa Valley as it was used by those electrical technicians, who were part of the Kiewa Hydro Scheme. An "off spin" from the Scheme was the beginning of an explosion in "human" resources into the Kiewa Valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both industrial and larger residential community. This evolution in the Kiewa Valley created a change, not only in the "physical" landscape(better roads and infrastructure), but also the socio-economic growth within the Valley allowing other "tourist" based industries to expand within the valley and Alpine areas.This millivolts DC meter was used in the 1950's. It is contained in a wooden box and has two coloured (red/black, positive and negative) screw tight knobs which have bake-lite connections. It also has a covered (black tin) view meter marked from zero to 10 millivolts. Underneath this and within a round bake-lite is a small adjustment screw. The top of the box is fastened onto the main structure by six brass screws. The back of the structure is fastened by eight brass screws and there are four small bake-lite rest knobs.On the face of the millivolt compartment , and at the top "TO BE USED WITH DIAL HORIZONTAL TEMP. The rocket rescue crews used a sand anchor at a beach rescue site to weigh down the rescue apparatus. The crew would connect the steel cables to the connecting cable and then join heavy ropes or chains to the connecting cable. They would then bury the anchor in a trench about three-quarters of a metre deep, keeping the connecting cable’s end free. The length of heavy rope or chain was attached to a pulley block onto the heavy hawser line. The block and a crotch pole were used to keep the hawser line high and taught, keeping the survivors above the sea as they were hauled to shore on a line or in a breeches buoy. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it. In 1858 the provision of rocket and mortar apparatus was approved for lifeboat stations in Victoria, and in 1864 a rocket house was built to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s, the lifeboat and rescue equipment had become obsolete. Rocket Rescue Method - The Government of Victoria adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain. It authorised the first line-throwing rescue system in 1858. Captain Manby’s mortar powered a projectile connected to a rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy apparatus was in use. The apparatus was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket rescue method became the standard in Victoria. His two-stage rockets, charged by a gunpowder composition, could fire the line up to 500-600 yards, although 1000 yards range was possible. Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in about 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. The British Board of Trade published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a lightweight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A tally board was then sent out to the ship with instructions in four languages. The ship’s crew would haul on the line to bring out the heavier, continuous whip line, then secure the attached whip block to the mast or other sturdy part of the ship. The rescue crew on shore then hauled out a stronger hawser line, which the ship’s crew fixed above the whip block. The hawser was then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. This sand anchor is part of the rocket rescue equipment and is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Many lives were saved but tragically, eight lives were lost.The sand anchor comprises a plank with steel cables and a connecting cable. The rectangular wooden bevelled-edged plank with two pairs of square metal plates bolted through it. Each metal plate has an eyelet and the two steel cable lengths are permanently attached by their eyelets to the plates. The eyelets at each end of the cable lengths are reinforced with rope work and one length also has a ‘U’ bolt shackle connection. The steel connecting cable also has reinforced eyelets at both ends. The plank has a black stencilled inscription on the upper surface. Coach builder's wooden tool box, constructed from pine, unpainted internally; with four steel casters for movabliity. Rope handles on shortest ends, through timber connections. Dr Thomas Small designed this ether anaesthesia and analgesia machine while he was an Honorary Medical Officer at the Royal Women's Hospital in Sydney during the 1930s. The inhaler is compact and portable. Initially, Small experimented with other agents for the relief of labour pain but was not happy with any of them. He also tried various agents on himself, including nitrous oxide/oxygen, chloroform and ethyl chloride. Finally he settled on ether via a Clover inhaler as the best analgesic. This inhaler is only described in use in Australia and New Zealand, although it was used for almost 40 years. Black leather box with leather handle, lockable latches on either side and drop down front case panel containing a metal ether inhaler and length of black corrugated rubber hose with one end attached to the inhaler and the other end open for attaching a mask. The metal inhaler drum is circular and attached to the floor of the case with a small tap/lever to one side and a mixing valve on the top near the hose connection. The lever has incised gradings of quarter increments from 0 to 1. The Melbourne & Metropolitan Board of Works was established in 1891 to oversee the introduction of a sewerage and water reticulation system in Melbourne and its suburbs. This complementary map was produced by the Department of Crown Lands & Survey [Victoria] in the same decade showing the distribution of water in Melbourne for use by fire brigades. This ledger contains the financial records of a business that appears to be based in Warrnambool with connections to Koroit, Heywood and Dartmoor. The dates of the records are from 1941 to 1947. Unfortunately the name of the business is unknown but there are several references to the names, R.J. Allwood and G. Newnham.This ledger is of minor interest but if the business owner is confirmed in the future it will have some research value.This is a ledger with a black hard cover of composite material and metal binding. Candle stick manufacturing moulds were extensively used throughout the Kiewa Valley and its regions to provide rural homes and businesses with illumination during times of limited light e.g. night time. These candles were used before the Kiewa Valley was placed of the electrical grid. The candles were made from parrafin wax. Before the 1920"s electricity was in limited supply due to the inability of the private electricity suppliers to service isolated rural regions. It was not until the Victorian State Government passed legislation (1920) to improve electricity supplies by forming the State Electricity Commission of Victoria (S.E.C.V.) Isolated rural communities could not meet the higher costs to have electricity supplies connected and therefore it was not until the 1950's that adequate domestic electrical power could be supplied.The isolation that the Kiewa Valley provided was of a greater hindrance to any utility (power,roads & telephone) where the cost per instillation was beyond the rural population's ability to pay either directly or indirectly. One of the benefits that the "closed" community of Mount Beauty had, when it was administered by the SECV was that some utility costs were a lot lower than that of the other settlements in the Kiewa Valley. This disparity led to a conference in 1928 of the rural and regional councils to demand from the Government an equality of electricity tariffs. This equality did not take place until 1965. The demand and usage of cheaper and affordable lighting that wax candles provided was for some rural families a way of life until the mid 1900's.This candle making mould is made from mild rolled sheet steel(tin). The top basin is rectangular in shape with beveled edges(facing in on all sides. There are six holes in the top basin for vertical hollow tubes to feed off. The six tapered cyclindrical tubes running from the top basin to the bottom raised platform base. All connections are welded together. The bottom of each cylinder has an opening for the candle wick. The wick is positioned in place before the molten wax is poured into the cylinders. Lynah's Ovoid Laryngeal Speculum with the light bulb and part of the connection wires still attached. Its semi square shape is characteristic of this kind of instrument, also has an screwable pointed end attachment. It has dusty and grey spots inside the canal of the blade near the light bulb canal.
