[from a contemporary report:] The Shire of Eltham Historical Society's entry in the 1986 Eltham Community Festival Parade included Ben Hall's Cobb & Co. coach along with several vintage motor vehicles and the Society's new Community Banner. Members dressed in in an appropriate costume to ride in one of the vehicles or walk along with them. The Eltham Roads Board was established in 1856. This ledger includes the signature of Road Board Secretary and Collector Wingrove, a significant person in Eltham's early history. This is a unique significant record of early settlers in the Shire of Eltham. One of 6 early rate books. This is among the oldest items in the EDHS collection. An article in the Eltham and Whittlesea Shires Advertiser Friday 21 Nov 1941 Page 5 titled: District's Early History states: "The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was (pounds)153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra."Ledger with printed columns: Number, Name of Occupier, Description, Where situated, Cultivated land, Pasture land, Estimated annual value of buildings, Rate, Remarks, Arrears collected, excused, unoccupied, uncollected and amount actually collected. "The architect of Eltham's new library, Mr Harold Bartett, at the opening of the library last week said: " Decisions to build such cultural builidngs as this with so little money and so many other basic items on the priority list are not taken without long hours of thoughtful debate demanding the wisdom of Solomon, the knowledge of a Moses, the business acumen of a money changer, the tender heart of a Rachael, the couriage of a David and last, but not least, the armour of a centurion." Thus, he described the attributes required in a municipal councillor. Mr Bartlett is a former councillor and is still honorary planner for the shire." H. E. Bartlett was on the Shire of Eltham Council 1954-1961. The library and Shire Offices were demolished exactly 25 years later in 1996. These letters were received by Henry James of Orbost. Henry James (1860-1932) was a well-known identity in the Orbost district. He was a stock agent and auctioneer who helped to establish the seed bean industry in Orbost. He was the second secretary of the Snowy River Shipping Co. as well as a shire councillor and prominent member of MUIOOF. They concern a fund established to raise money to bring the three sons of Jennings Carmichael to Australia. A committee established by Henry Gyles Turner, a a notable Australian banker and historian, was formed to raise funds to bring the boys to Australia. Grace Elizabeth Jennings Carmichael (1867-1904), poet and nurse, was born on 24 February 1867 at Ballarat, Victoria, daughter of Archibald Carmichael, a miner from Perthshire, Scotland, and his wife Margaret Jennings, née Clark, from Cornwall, England. . She was educated at Melbourne and while still a child went to live on a station at Orbost, and grew up close to the bush she came to love so much. In 1888 she went to Melbourne to be trained as a nurse at the Royal Children's Hospital, Melbourne, and in 1891 published a small volume of prose sketches, Hospital Children. Having qualified she obtained a position on a station near Geelong, and subsequently married Francis Mullis. She contributed verse to the Australasian, and in 1895 Poems by Jennings Carmichael was published. She lived for a time in South Australia and then went to London, where she died in poor circumstances in 1904. Her husband, Henry Mullis, was last recorded in the workhouse in Woolrich, but then disappeared leaving the three children- Geoffrey 7 yrs, (Thomas) Clive 5 yrs & 4 year old (Archibald) Keith and one year old (Rupert) Wyatt, destitute & were sent to the Northampton workhouse, (Thomas ) Clive dying in 1906. In 1910, a group of Carmichael's admirers, discovered the whereabouts of her children, where a public fund was established to bring the children to Australia, the Victorian Government giving them free passage, arriving in Victoria in October of 1910. The children were placed in private homes and took on their mother's single name of Carmichael. In 1910 a small selection of her poems was published, in 1937 a plaque to her memory was unveiled at Orbost in the Mechanics Institute ( reg. 554), and a year later a replica was placed in the public library at Ballarat. Two of Jennings Carmichael's sons were present at the ceremony.Jennings Carmichael, a leading Australian poet spent much of her childhood in Orbost.Several letter written to H. Father was also secretary of Loyal Orbost Lodge for 21 years.Miss Tomlinson owned Connort (now Moogji building) and worked as a secretary at the Orbost Shire Council.This item is an example of an early 20th century ceramic container. Henry James (1860-1932) was an agent and auctioneer. Record secretary of the Snowy River Shipping company. Shire councillor. Foundation member of Butter Factory.Henry James was a prominent Orbost identity who was very much involved in the local community.Invitation to James, H. (Mr) to the opening of Federal Parliament by the Prime Minister Edmund Bartonon 9 May 1901. Framed in wood, white paper with print of the young queen on a horse holding court. Colour invitations shows a young woman with armour and sword dismounting from a white horse in front of an older woman who has a crown in front of her. Several other women look on. The room is hung with heraldic bunting and shields, including one of the Union Jack and one showing the Southern Cross. A few people were employed at the Orbost Stationb and there was settlement on the Orbost flats, Mr T. T. Stirling held the land from Lake Tyrers to Bemm River as a cattle run.
