On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. Ski-Horizon is the official journal of the Federation of Victorian Ski Clubs which began publication in 1949. The were 26 original member clubs which included Albury Ski Club, Bogong Ski Club, Myrtleford Ski Club, Tallangatta and District Ski Club and Wangaratta Ski Club. Two pioneers of Falls Creek, Tom Mitchell, M.L.A., and Martin Romuld were Vice-Presidents of the Federation.This Journal is significant because it documents the early development of skiing in Victoria.The journal features stories and events chronicling developments in Victoria and internationally. Murray Comrie Collection. This image depicts stores in the main street of Tarnagulla, including the two-storey bank building being used as a licensed general store. The building on the left was also a bank, originally constructed by the Union Bank in 1859, and Is probably the first brick and stone building at Tarnagulla. It was used by the bank until 1888 at which time the Union and Colonial banks amalgamated. After this, the building was used for a variety of purposes. The milk bar section was constructed in the 1920s in an area at the front of what had once been the Bank’s manager’s residence. The Two-story bank building On the right was constructed and used by the Colonial Bank of Australasia (from 1866 to 1888) and, following bank amalgamation, by the Union Bank (from 1888 until closure in 1942). The original site had been occupied by Joseph Foo's store, a large wooden building with attached theatre. While the bank was being built, the Colonial Bank operated from the former Company's Hotel (soon after to become the Borough of Tarnagulla Council Chambers, then the Mechanics’ Institute, and finally, prior to final demolition in 1980, Burstall Hall) The new double-storey building was used by the Colonial Bank from 1866 until 21st February, 1888. The premises were sold to the Union Bank for £2500. The Union Bank moved in and commenced operations on 6th June 1888, continuing until 1942. The building was later used as a general store until the 1990s. It is a now private residence. This is a reasonable copy of an older original. Copy probably made by Murray Comrie in the 1970s. Situated at 965 Main Road adjacent to the Eltham Railway Station, the Country Art Store was originally a hairdresser and Tattersalls agency In 1968 Pam Robinson and Caroline Shenton opened a small shop on the corner of Main Road and Napoleon Street. Four months later a damaged fire hyrdant flooded the store and ruined all their stock. The pair moved to the former hardresser shop at 965 Main Road, adjacent to the Eltham Railway Station, opposite the Stationmaster's house and opened the Country Art Store and adjacent gallery. At the time the only other shop selling pottery was the Potters Cottage in Warrandyte. During the 1970s the gallery was the Wiregrass Gallery. In 1993, after 25 years operating the Country Art Store, the pair decided to sell up and move to warmer climates. During the course of their business a number of craft shops and galleries opened and closed in Eltham. One such shop was Bimbadeen, next to Ansell and Muir's chicken shop opposite Eltham Lower Park. That business run by Don Brown, then a local artist was taken over as River Clay run by Leo Haanappel and Coeny Dommers but ultimately sat in a flood plain and was demolished. When the Country Art Store became available in 1993, Leo Haanappel and Coeny Dommers took it over. The premises became Platform 3095 cafe around 2015.Old Property at Eltha Station E. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. In 2005 Michele Matthews interviewed current and former residents of Bendigo for her thesis on the 1930s Depression as part of her PhD Research, with the University of Melbourne Faculty of Arts, History Department. Michele interviewed fifteen members of prominent Bendigonian families. The thesis was titled: "How Depressing?: The impact of the Great Depression on Bendigo and District 1925-1935". The Michele Matthews Collection contains fourteen audio cassette tape recordings and one written transcript. The tapes are each approximately 1 hour and 45 minutes duration. The questions presented to the interviewees explore everyday experiences they would have lived through at the time of the Depression. The questions covered sixteen relevant subjects: • Introduction and housing • Social activities, swimming, cinemas, school and games played with friends • Organizations such as the RSL, Relief Committees etc. and any effect they had on family life • The life of the single woman • Unemployment and Employment • Government Assistance • Charities Aid • Self-help • People Power, e.g. boycotts or protests • Politics • Trouble or crime • Family Health, Medical and Diet • Education • General memories of, and hardships encountered, during the DepressionAudio tape interview with sisters Doreen Domenica Favalora, and Josephine Monica Faveloro; cake and food shop owners. A book has been released documenting the progressive family migration from Salina, Italy to Bendigo. The family went on to run many much-loved businesses in Bendigo including cafes, fruit shops, theatre kiosks and caterers. This family history book was published as a family record of the Ah Chow family. A limited number of copies were printed. Thomas William (Bill) Ah Chow was a Chinese-Australian soldier, farmer, fire lookout and legendary bushman of East Gippsland in Victoria. Many Chinese came to the Victorian gold rush in the 1850s to seek their fortune at the Omeo and Cassilis diggings. Many of the immigrants later settled and integrated into their local communities working as farm labourers, tending market gardens, making furniture, running grocery stores and cafes or practising Chinese medicine. Thomas William "Bill" Ah Chow of Bruthen, Victoria attempted to enlist early in the War but was rejected for being "not substantially of European origin". Undeterred, he reapplied and was accepted in June 1917. During his service with the 5th Battalion, he was wounded at least three times. After the War, Bill returned to Bruthen where he drove sheep, worked cattle and eventually assisted in the building of roads through the area. He became a Forestry Commission fire-spotter and built a hut called 'Moscow Villa' in 1942. He lived in the hut during the summer months and in winter, returned to his family in Ensay. Whenever there was fire danger, he rode his horse up to the fire tower on Mt Nugong and acted as look-out. Bill worked for the Forestry Commission for more than twenty years and came out of retirement to continue his duties when no suitable replacement could be found. Bill died in 1967 and is buried in Omeo. Moscow Villa still stands and is a popular camping site This is a useful reference item. As a family history it is detailed and contains useful copies of personal documents. Bill Ah Chow, along with the Ah Chow family were well known in Orbost and East Gippsland. This booklet is a testament to his life. A soft covered 97pp book with a cream cover. On the front is a coloured photograph of a Chinese man in traditional robe and hat. On the back cover is Moscow Villa. It contains information, copies of 1949 photographs, documents, hand -written letters and a will. It is an enlargement of a Rose Series postcard. This photograph is representative of many images representing High Street, Wodonga as it developed over time. The Rose Series of postcards is a series of postcards of scenes from around Australia and some international ones as well. They were produced by the Rose Stereograph Company, which was the business of Victorian photographer George Rose (1861-1942). In 1880, George, aged 19, founded his business in Victoria, and soon became famous for producing stereographs, or stereo views. His early images included the landing at Anzac Cove, Ned and Dan Kelly’s Armour (taken at trial in 1880), The Duke & Duchess of York and their daughter Princess Elizabeth and Phar Lap winning the Melbourne Cup. When stereographs lost popularity during the 1920s, Rose switched to the production of postcards and decorative cards. He and his team of photographers took thousands of photos of scenery around Victoria and beyond, and the postcards became iconic images of Australian life. The Rose Stereograph Company Collection comprising more than 100,000 items was auctioned by Lloyds in June 2021. Stan and Mary Parker commenced the Plant Farm in Smythe Street Wodonga in February 1949. The nursery consisted of two blocks, on one of which their house was built. They started off with approximately £70 and a 1939 Singer mini-Ute. In the early days most customers came from the farming community. In late 1951 the Parkers purchased to a new site on the corner of High and Osburne Streets. Business went well and in 1957 they purchased the adjoining block. They later demolished the old house on the corner of High Street and Osburne Street, building a new home lower on the same block. As the nursery prospered Stan and Mary built a shop and showrooms with glassed-in portion for the indoor plants and a large shaded area for the display of shrubs. In 1978 they sold the nursery to Mr. & Mrs. John Gale. In 1981 the Wodonga Plant farm was purchased Geoff and Kay Pollard and they moved to its current location at the corner of Beechworth Road and Huon Creek Road. Initially they brought it as an investment but it soon got into their blood and chose to not only continue but expand the nursery and its offerings. This included a large showroom, a water shop which specialises in pool equipment, chemicals and water testing, a children's playground and an outdoor blind centre. Further expansions led to the addition of a Tuscan-style cafe on the site which has become a meeting place. The business was nominated the Yates Victorian Best Garden Centre in Australia for many years and won the award in 1997. June Meeting (Newsletter No. 240, Jun. 2018) Prior to Shillinglaw Cottage (c1878-80) being relocated to where it is now operated as a popular cafe near the Eltham Library, it was within Josiah Holloway’s 1850s subdivision known as Little Eltham, which later became the centre of the first Eltham township. Originally a farmer’s cottage it is historically significant because it is one of the Shire’s oldest dwellings and a fine example of the work of the well-known pioneer builder George Stebbing. In 1964 the then Shire of Eltham purchased the Shillinglaw property with the intention of demolishing the cottage and constructing new Shire offices on the site. However extensive community action resulted in funds being raised to have the building saved and relocated further south to the Eltham Common, where it was joined by the Eltham Library 1994. New Shire offices opened in 1965, but following municipal restructure in 1994 these were demolished and the land sold to a developer, which precipitated a dramatic trail of community angst, threats of legal action, the sacking of a newly elected council and several unsuccessful development proposals, by subsequent councils. After all these years the vacant site there is still guarded by the three trees that were outside the front of the Shillinglaw Cottage. Warwick Farm was established by my late grand parents Polly (nee Mary Ann Cole) and George Barratt and their 5 children George Jnr, William, James, John (my maternal Grand Father) and Teddy. Their story is told in a book "The wine of Courage" written in 1977 by N.M. Roberts ISBN 0 7223 1003. Their story started when their bank closed their doors on 13 April 1893 and they lost their cafe business in South Melbourne. Two days later, they were ready to head for a new start in Queensland when they saw in the morning paper that the Dandenong Ranges had been thrown open to land release to people. A few days later, having been granted land they headed to Ferntree Gully. From there they walked to the new holding in what would become Olinda. Then George with his sons help had to build a shelter for the family for the night. They chose to name the property "Warwick Farm". Work on the house started a few days later with help from neighbours Mr. Dodd, Mr Beattie, the O'Sheas and others. Come November, Ruby was born. Then bushfire burnt down the newly built house. Back to a bark hut until another house could be built. The new house became a guest house at the suggestion of a neighbour, when George couldn't sell timber and was waiting for crops. The first guests visited in 1898 and another baby, Percival, was born. ....................................................... It was George's son Jim, who was a skilled carpenter and axeman who extended the home to take from 12 to 30 guests. Ernest James Andrew was the son of William Bravery and Ellen Andrew. The Andrews moved to Eltham in the 1850s and opened a produce store on "Policeman's Hill", at the corner of Maria Street (now Main Road) and Franklin Street. William took a lively interest in the public affairs of the town and district, and with his wife Ellen continued to run the store for some fifty years. He died in 1907 and is buried with his wife in Eltham Cemetery. Ernest took over the business, which became a general store and newsagency. Later, it shifted to the main Eltham shopping centre as a combined newsagency and haberdashery/clothing shop. The original weatherboard building at the corner of Franklin Street was replaced around 1940 by a brick structure, which is now a cafe called Zen Den. Ernie too was married to an Ellen and they lived in Arthur Street at so-called "Cook's Cottage" (due to its resemblance to Captain Cook's Cottage in Fitzroy Gardens). He was an Eltham Shire Councillor between 1920 and 1950 and was Shire President for 1930 and 1947 as well as a Trustee for the Eltham (Public) Hall in Henry Street from the time it was purchased in 1922 until 1940. Andrew House at Eltham High School and Andrew Oval in Diamond Street are named after him. Ernie died in 1950 and is buried with Ellen in Eltham Cemetery. In his Will he made provision to the Eltham War Memorial Trust for funding of the Eltham War Memorial Gates – “These Memorial Gates were donated by the Late Cr. And Mrs E.J. Andrew”. This memorial commemorates the ideas of mateship through using the legend of the Pikeman’s Dog. According to the legend, the Pikeman's Dog 'Wee Jock' stayed by his masters side during the Eureka rebellion and stood guard over his body and grave. The dog was awarded a Purple Cross by the RSPCA for service to humans in 1997 and a bronze life-size sculpture commemorating him was unveiled on December 3rd 1999 at the Anniversary of the Eureka Stockade Rebellion, in Ballarat, Victoria. The bronze Irish Terrier has an expression of his sadness with his his head turned towards the place where once his master stood. This statue was relocated from inside the Eureka Centre to a more prominent position within the Eureka Stockade Memorial Park when the Museum of Democracy at Eureka (M.A.D.E) was constructed. The new memorial was unveiled at a ceremony on December 3, 2014 - the 160th anniversary of the Eureka Stockade. The new memorial consists of 22 large golden stockade posts – representing the number of diggers killed in battle – erected in a triangle behind the statue of Wee Jock, the work could be viewed from the cafe area of the Museum of Australian Democracy at Eureka. The triangular shape of the monument is metaphorically symbolic. The V shape can be interpreted as symbolising victory, and the 22 golden posts represent the 22 diggers who were killed. At the time of awarding the building the new memorial in July, the sculpture artists Charles Smith and Joan Walsh-Smith were quoted: “This ‘new incarnation’ will be a much more significant memorial than the original, and much more accessible to the public,” they said. “We have set the golden stockade post/poles in a graphically precise angle to each other, which both leads the eye to the dog and the pike, while, at the same time, creating a sense of controlled visual ‘unease’. Jackson Boilers Ltd., brass founders, electro platers and sheet metal works made this tube water boiler. It was a fitting in the vessel Reginald M, a small cargo ship built at Port Adelaide in 1922 and named after her builder and first owner, John Murch. The Reginald M was launched at Largs Bay, South Australia, in 1922 to carry cargo around South Australia that included guano, barley, wool, horses, cattle, timber, explosives, potatoes, shell grit, and gypsum. It passed through numerous owners over the years and primarily maintained its purpose as a cargo vessel. In 1975, the decommissioned Reginald M was purchased by Flagstaff Hill Maritime Museum as an attraction. Although restoration efforts were undertaken and maintained for the craft above the water line, deterioration occurred below the surface and resulted in the ship being unsafe for visitors to board. It was broken up and removed from Flagstaff Hill in 2018, but items such as the historical boiler remain in Flagstaff Hill’s Collection. JACKSON BOILERS LTD.: - In 1911, Henry Jackson was the Managing Director at Jackson Boilers Ltd. He had gained around 30 years’ experience as a tin plate worker, plumber and gas fitter at Ilkey in 1881, then at Leeds by 1901. By 1921, he had changed employment from Jackson Boilers to Managing Director of Patent Water Boilers. During World War I, Jackson Boilers Ltd of Leeds performed war work like many other manufacturers at that time. The firm made cases for the explosive picric acid and electroplated fuse hole plugs. In 1918, the firm employed 15 males and 19 females. Jacksons Boilers became very successful throughout the first half of the twentieth century with showrooms and sales offices in Scotland, the Midlands and Southern England. It also had an office in Dublin, Ireland. In the post-war 1920s, the firm’s production included instantaneous water boilers and coffee machines for cafes, restaurants and canteens. Jackson Boilers also began to supply shipping lines with catering water boilers for their ships. The firm applied for a USA patent for the tube boiler in 1930, for the design which appears to have been invented in 1926. A 1971 advertisement adds the credentials, Members of the Catering Equipment Manufacturers’ Association. The tube water boiler was designed specifically for use in a ship's restaurant or dining area and patented by Jackson Boilers Ltd. of Leeds. The boiler is significant as a patented design, illustrating the evolution of maritime, commercial and domestic water boilers that have led to many innervations and improvements in today's boilers that are used in heating and in producing hot water for domestic and catering use. It is also significant as it is one of the earlier boilers the Jackson company made in the early 1920s before they applied for a US patent on their revised design in 1926.Water boiler, free standing Jackson's Tube boiler. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. The former bootmaker's shop is one of only three remaining original shops from the early 20th century in what was once Little Eltham, the others being the present day Cafe Zen-Den at 736 Main Road and the former Burgoyne General Store and Post Office, present-day San Antonio Barbershop at 820 Main Road. Jarrold Cottage or White Cloud is known by many to be associated with the Skipper family, and has been since 1944 when Lena Skipper, wife of Mervyn Skipper purchased the cottage. She purchased it from the Estate of Thekla Jarrold who had died in March of the previous year. By the time Thekla died, she had lived in the Jarrold Cottage for 50 years. Thekla Alvenia Sissilia Ellian married John William Jarrold in 1888 at Clifton Hill. They started their family there but when John’s father William (who was married to Hannah Coleman) died in 1893 the family moved to Eltham. William had married Hannah Coleman in 1856 at his home in Eltham. William had arrived in the colony in 1848 so it is believed the Jarrold Cottage goes back at least to 1856 and possibly early 1850s. For a short period of time the cottage was rented to the Police as a temporary Police Station whilst a new and more permanent station was built further up the hill in 1859. The cottage was originally located closer to the Diamond Creek but was subject to flooding so was relocated to its present position on top a mound of rubble placed there from the nearby quarry next to the Dalton Street school (on Main Road). By 1916, John Henry Clark, a photographer who took many early photos of Eltham relocated from Fitzroy to Eltham and boarded with recently widowed Thekla Jarrold and her family. He changed professions from photographer to boot and harness maker around 1931 and Thekla had a small bootmakers shop built ifor him in the corner of her property next to the family home. J.H. Clark remained living at the property until his death in December 1956. At some stage after Clark's death, Lena Skipper is recorded living at the property having relocated from Montsalvat following the death of her husband Mervyn. Raoul Fortescue Miles was one of the seven sons of Captain Edward Thomas Miles and Mrs. Charlotte Eliza Miles. There were also four girls. Names of these in order are: Edward Leslie, Amy Florence, Augustus Temple, Lilian Ethel (Mrs. G.M. Parker), Hilda Clare (Mrs. J.W. Barrett), Arthur Hunter, Thomas Alfred, Sydney Derwent, Raoul Fortescue, Kathleen Mary Edith (Mrs. Howe), Keith Lyttleton. The only survivors are Thomas Alfred and Kathleen Howe. Raoul Miles served in the 12 Bn. in the first AIF and rose to the rank of sergeant. He Married an English girl at the end of 1st World War and brought her as an 18 year old bride to Australia. He worked Hendon which was owned by Captain Miles. In the early twenties he went to Seaford and opened a cafe on Napean Highway. He then opened an estate agency as well in front of his house. He was a councillor in the then Shire of Frankston and Hastings. He was Shire President at some time. Just before the 2nd World War he opened an estate agency in Frankston near the station. He also had a post office agency in the building which he owned. After the war he and his brother Sydney subdivided land and built houses at Seaford. His wife died suddenly and for some years he lived alone in a two storey houses divided into two flats. He died when he was about 72 or 73. During World War 2 he was a recruiting officer for the R.A.A.F. He had five children: - Jean (Mrs. Hayward, Portland?), Barbara (Mrs. Collins, Wattle Park), Laurie (Mrs. Thorpe Woods, Kent, England), Ted, Seaford?, Bill, Seaford?".
