Documents – Art Gallery, Chief Secretary’s Office, Melbourne, 1886-1911
... of the Chief Secretary of the Government of Victoria and concern... Secretary of the Government of Victoria and concern the grants ...All but two of these letters came from the office of the Chief Secretary of the Government of Victoria and concern the grants allocated to the Warrnambool Art Gallery from 1886 to 1911. At that time the Art Gallery was under the control of the Warrnambool Mechanics Institute Committee and managed by the Secretary/Treasurer of that group. The Government funding for the Art Gallery at the time represented a sum of money equal to the value of the works of art donated locally to the Art Gallery in any given year and frequently the estimated value of these art works were queried by the Warrnambool Secretary of the time. Two notable Secretaries of the Mechanics Institutes during this time were Walter Cockman (1880-1892) and George Lance (1892-1901). The correspondence under review here was retained by George Lance and his family and came into the possession of Lance’s grandson, Bruce Morris who was the editor of the Warrnambool Standard newspaper from 1946 to 1968 and was a well-known local historian. These letters are of considerable importance as they are original and document the struggle of the Warrnambool Art Gallery over the years 1886 to 1911 to secure funding from the Victorian Government. These are 19 pieces of correspondence relating to Warrnmbool Art Gallery grants and purchases from 1886 to 1911. The letters are written on different size pieces of paper (mostly foolscap size), with thirteen of them being handwritten and six being typed. All letters have original signatures. ... government restructured local government in Victoria. His reforms... government restructured local government in Victoria. His reforms ...Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. Democratically elected councillors returned to Wodonga in 1997, with Graham Crapp as Mayor. This item documents the leaders of local government in Wodonga since its inception in 1876 until Local Government reform in 1994.A photo collage representing Shire Presidents and Mayors of Wodonga, including a typed list of names and dates. ... was the Government Plant Pathologist for Victoria from 1913 to 1924. He..., geology and mycology. He was the Government Plant Pathologist ...These birds’ eggs were collected by Charles Brittlebank before 1910 but at this stage it is not known from which area they came. English-born Charles Brittlebank was a naturalist interested in ornithology, geology and mycology. He was the Government Plant Pathologist for Victoria from 1913 to 1924. He was the first to discover evidence of glaciation in the Werribee Gorge and published many papers on this subject and other aspects of natural history. It is not known when Charles Brittlebank was in the Warrnambool area or the origin of the birds’ eggs but it a very interesting (and perhaps rare) historical collection. .1 Birds’ Eggs - There are 27 eggs, either whole or partial specimens, contained in a box with home–made cardboard partitions. Ten are intact and the rest are broken. Eight are white and the remainder are speckled. The eggs are resting on a turquoise-coloured piece of material .2 Nest – This is woven from hair and fine twigs and is filled with white wool-like fragments .3 Letter – These are two sheets of writing paper with handwritten information in blue ink. .4 Envelope - This is a small envelope which contained the sheets of paper (.3 above) and the front has handwritten material in blue ink..3 ‘To whom it may concern – I hereby declare that these eggs were collected before 1910, and were part of a collection of the late Charles Brittlebank which is now in the Melbourne Museum.
