An address delivered by P.W. Powell (the first Secretary of the Club) in October 1923 to the newly formed Legacy Club. In it he notes that "The most important thing in the development of this Club is to formulate a sound constructive policy that will draw in the best type of member and make the Club a live force in the advancement of this country." The comradeship and cooperation developed by the troops during wartime should be applied in civilian life to the development of Australia. The photo shows a group of Legatees who attended the Legacy Club Conference held in Perth in September 1948. The three men at the front are Legatees Stan Savige on left and Bill Perrin in the centre. Other names are not known. Legatee Bill Perrin had been President in 1945 and had just been elected to succeed Legatee Savige as the Chairman of the Co-ordinating Council. The Legacy conference was held periodically and allowed Legatees from across Australia to gather together. The aim of the annual conference was an exchange of ideas and methods of carrying out Legacy functions, and to form general policy for cooperation between clubs and groups.These men were some of the founders and early members of Legacy throughout Australia and had fought in the first World War. Polyester shirts plus a green tie and epaulets were the only form of dress unform issued to FCV staff. In later years a brown tie was available. Blue work overalls and safety boots were issued for bushfire work. These were replaced with the now familiar bright green overalls in about 1984. There were no dress pants, jumpers, jackets or shoes issued. This led to a long running dispute between the staff association and the Commission over departmental uniform policy at the time. The photograph depicts a mine cut with a tractor. Water is being used to sluice the front of the tractor, possibly to separate any gold that may have been picked up from the earth. A few people watch the demonstration. Water was a significant part of gold mining in the Beechworth area and miners used a method known as 'hydraulic sluicing'. Due to the amount of water required, many water races were constructed throughout the Beechworth Mining District. These were cut through solid rock and are an example of engineering achievement. Water usage in the area put Beechworth at the heart of water policy, with many firsts for Victorian colonial goldfield water management being established in the Beechworth Mining District. This photograph is significant as it depicts the use of water in gold mining in Beechworth. The Norman Oliver collection. Norman Oliver was three times Mayor of Bendigo - 1950-51, 1964-65, 1970-71. Two copies of seven pages of typed notes for a campaign speech in the Victorian state election 1955. Oliver was standing as a Country Party candidate for a seat in the Legislative Assembly. This speech appears to have been given on 3BO as it begins 'Good afternoon, listeners ..'and asks for their vote 'next Saturday'. He replies to criticism that he is anti-working class, his education plans for Bendigo, agricultural science and trade, Bendigo's housing shortage, road policies, drainage issues with the Bendigo Creek. According to the Australian War Memorial, "The Red Cross maintained a policy of ensuring that comfort and entertainment for the wounded in hospital was onging and stated in its Gazette of December 1917 'Wherever they are, our boys will have a reminder on Christmas Day that the thoughts and sympathy of their people in far-off Australia are with them.' The boxes were usually packed in Australia and contained 'a pipe, tobacco, cigarettes, chocolate, playing cards, match-box, handkerchief and an attractive card, Australian in nature, conveying greetings from the Society.' (Gazette no 7, January 1918)." This particular example dates to 1921, after the war had ended. It is apparent that the efforts of the Red Cross extended beyond wartime years, possibly to those still stationed overseas or returned servicemen and women.This box is an example of charitable gift boxes which were delivered to Australian troops during the war by the Australian Red Cross Society.Wood imitation printed card box in two parts, rectangular in shape fashioned from two pieces of card folded and stapled on shorter sides. Ballarat born Steve Bracks in an alumni of Federation University Australia obtaining both a Diploma of Business Studies (Accounting) and Graduate Diploma of Education (Economics).. Attending Ballarat College. . He entered Parliament as the Member for Williamstown in 1994. After serving as a Shadow Minister in the Employment, Industrial Relations and Treasury portfolios, he became Leader of the State Opposition early in 1999. Kitchener was a senior British Army officer and colonial administrator who won notoriety for his campaigns, most especially his scorched earth policy against the Boers and his establishment of concentration camps during the Second Boer War. Alfred Milner, 1st Viscount Milner was a British statesman and colonial administrator. He played an influential role in the formulation of foreign and domestic policy from mid 1890s to early 1920s. In 1897he became High Commissioner for South Africa and Governor of Cape Colony. He pushed the Transvaal Republic to war, oversaw the war and organised the reconstruction after the war. Milner left South Africa in 1905 after being involved in many of the changes that took place while he was there. The Royal Commission into Institutional Responses to Child Sexual Abuse is investigating how institutions like schools, churches, sports clubs and government organisations have responded to allegations and instances of child sexual abuse. It is the job of the Royal Commission to uncover where systems have failed to protect children so it can make recommendations on how to improve laws, policies and practices. The Royal Commission is about creating a safer future for children. It can look at any private, public or non-government organisation that is, or was in the past, involved with children. The artwork 'Momentum' draws on the coalescing flows of traffic, sound, air, time, water, and human kinetic energy, mapped together into a horizon of oscillating lines."'Momentum' was commissioned for the new Mary Rogers Sports Pavilion at Ryans Reserve, Richmond, a $3 million redevelopment in partnership with the Victorian Government. Named after the former City of Richmond Mayor, the pavilion is home to the Yarra Netball Association as well as acrylic surfaced courts which cater to netball, local tennis players and groups. He was a member of the board of Wesley Mission Melbourne and chaired its social policy committee. This photograph shows Country Roads Board men clearing a bush track at Hospital Creek. Their vehicle was bogged. The y Roads Board was formed in 1913 1910 it had become apparent that there was a need for a central roads authority to take over responsibility from the Board of Lands and Works for the care and management of the main roads of the state of Victoria. Because there was no consistent and systematic policy for road maintenance Victorian roads were in a deplorable condition. At this time the use of the motor car accentuated the demands for better roads. As a result of these needs the Country Roads Act 1912 was proclaimed in 1913 providing for the establishment of the Country Roads Board as a central road authority with responsibility for those roads within the State considered to be main roads. the C.R.B. was responsible for the construction of roads and bridges including the Snowy River road bridges in Orbost.. This photograph shows how (early to mid1900s), before the establishment of the Mount Beauty "gated" village, the Kiewa Valley was farmed and the scarce population was spread out over acres of productive land. This photograph catches a time before (what appeared to the local farmers as the invasion by a mass of construction workers) when this remote valley was part of a "lay back" rural landscape,occasionally visited by friends and some wayward tourists. The mountain ranges provided an adequate barrier against the way-would traveller. The immigration numbers coming into Australia was still quite small ( due to the "white" Australia policy) which was in force before World War II. After World War II a mass of displaced European refugees and migrants boosted the Australian population and provided for a greater degree of diverse professions and rural related work force.This photograph depicts the borderline in time between an exclusively rural based population and respective activities(early 1900s)to the present (2000 on wards) integrated village, tourist and retiree/holiday area. The time when land was exclusively used in agriculture is over and the impact of cheaper rural produce from Asian markets will see a shift of land useage and population activities. The Kiewa Valley is loosing its hiding place and is becoming more and more a source of untapped residential land. In 1958 the Ballarat Teachers' College moved from Dana Street Primary School to a custom built college in Gillies Street. Accommodation again became a problem in 1968 with the introduction of the three year Diploma of Teaching (Primary) course. On 19 December 1972 the State College of Victoria Act received Royal Assent. The Act restructured the teacher training policies of Victoria. Ballarat was one of the State Teachers' Colleges which until 30th June 1973, was under Education Department control. Ballarat Teachers' College was renames the State College of Victoria at Ballarat and had its own governing council. In 1975 State College of Victoria at Ballarat moved to the Ballarat Institute of Advanced Education campus at Mount Helen, and the name was changed to Ballarat College of Advanced Education.
