Draft report of the Steering Committee (Residences) dated 29/3/74 on the accompanying note, which was addressed to Hugh (Legatee H. Rodgers) and signed Allan Q. (Legatee A. Quayle). The Steering Committee was in favour of demolishing and re-building Blamey House in stages: 1. constructing motel type units on SW corner of the site, 2. Demolishing Blamey House 3. Moving occupants in from Stanhope 4. Moving occupants from Harelands to Stanhope and selling Harelands. The plan would also provide future accommodation for widows in the long term. These recommendations were never implemented. See also Cat. This document is a reproduction of the page of the log book from the vessel HMS Euryalus, recording Nelson's famous signal at the Battle of Trafalgar. On October 21, 1805, Admiral Lord Nelson led the British Navy to victory against the French and Spanish navies in the Atlantic Ocean. The event became known as the Battle of Trafalgar. To commence the battle Nelson commanded his now-famous flag signal “England expects that every man will do his duty”. Nelson’s signal was transmitted from his ship HMS Victory in 12 separate flag-hoists, according to Sir Home Popham’s Telegraphic Code that had been supplied to the fleet as an experiment, with the numerical flags of the Admiralty official Day Signal book (1799 issue). The signal flags comprised eight that represented whole words and four that represented single letters - [ENGLAND] [EXPECTS] [THAT] [EVERY] [MAN] [WILL] [DO] [HIS] [D] [U] [T] [Y]. Nelson’s signal was received by the ‘reporting frigates’ who would then send them on to the other vessels. The signal was recorded by Captain Henry Blackwood who was in command of the HMS Euryalus. Captain Blackwood led a squadron of frigates, reporting back to Nelson on the movement of the French and Spanish fleets. Nelson’s famous signal was recorded in the log book of Euryalus and repeated to other vessels. The original log book is a canvas-backed manuscript written up from hour to hour during the battle. It is in the Nelson Collection at Lloyd's. Lloyd’s of London is a large insurance company in the United Kingdom. In 1803 Lloyd’s founded the Lloyd’s Patriotic Fund to honour the brave and provide for the wounded and dependents of those killed in major Napoleonic battles. Over the years Lloyd’s has accumulated an assorted collection of artefacts and memorabilia associated with Nelson, including this log book from HMS Euryalus. In 2003 Lloyds created a temporary exhibition to mark the bicentennial of Nelson’s Battle of Trafalgar. The display included key items from the Nelson Collection celebrating Nelson’s role in British Naval History. Lloyd’s now has a department called The Nelson Collection and Heritage Floor where historical artifacts are displayed and the story of Lloyd’s 300 years of history is told. This document, being a reproduction, is not significant in itself. However it's content is of historical significance for its connection to Admiral Nelson and The Battle of Trafalgar. Through the leadership and victory of Nelson, the British obtained the mastery of the seas over the French and Spanish and opened up the way for Britain to colonise many countries including Australia. They looked very similar to the U vans of the Broad Gauge, although two photographs[1][2] of NUU 1 show that its body may have been white for some time. NU In 1926 the class was relettered to simply NU, with no changes to numbers. NU 4 was scrapped in 1938, but otherwise the class remained intact until 1954, when seven members (2, 5, 7, 8, 9, 11 and 12) were sold to Coulston & Hyder, who dispersed the wagons among locations on the Wangarrata to Whitfield line. As of 1996, vans 7 and 12 were at Moyhu, while van 11 was destroyed by fire in 1978. Wagons 6 and 1 were scrapped in 1957 and 1958 respectively, while in 1954 van 13 was recorded as being sold to the Puffing Billy Preservation Society. In 1977, the remaining vans 3, 10 and 14 were handed over to the Emerald Tourist Railway Board, and removed from Victorian Railways records. The Puffing Billy Railway now posesses vans 3, 8, 10, 13 and 14. Gold was discovered in Ballarat in 1851 when many people rushed to the diggings. A monument commemorates the centenary of the finding of gold at Poverty Point and is dedicated to the memory of pioneer miners of Ballarat. It records gold yields, nuggets and the richest recorded yields of both alluvial and quartz mines. The replica gold nugget on the monument is the `Welcome Nugget`, found in Ballarat in 1858, weighed 2,217 ounces and was sold for £10,500. The memorial, known as the Pioneer Miners’ Monument, was made to commemorate Ballarat's gold centenary. It was proposed that part of the Pioneers' Memorial Fund might be used. This fund was started with £1300 profit from the 1938 centenary celebrations. (Age (Melbourne), The monument was created by John Edward Skilbeck, a toolmaker with Ronaldson and Tippett. John Skilbeck had a deep interest in Ballarat History, and undertook much research with Bert Strange and Keith Stacpoole. Councilllor William Ernest Roff provided the copper for the memorial from scrap copper obtained during his plumbing business. The copper was reworked by John Skilbeck, and was soldered in the kitchen of his home at 14 Frank Street. Tool - Brace & Bit, John S Fray, 1883 - 1906

Context: A brace is a hand tool used with a bit (drill bit or auger) to drill holes, usually in wood. The pressure is applied to the top and the tool is rotated with a U-shaped grip. Bits used to come in a variety of types but today the more commonly used Ridgeway and Irwin pattern bits also rely on a snail point (called the snail), which is a tapered screw point shaped the same as a wood screw thread, which helps to pull the bit into the wood as the user turns the brace handle and applies pressure. The designs used today come from an original idea and pattern invented by John S Fray. Company History: John S. Fray (1833 ) immigrated to Bridgeport Connecticut USA from England in the 1850s and established a working relationship with Nelson Spofford, who held an 1858 patent for a bit brace (the tool could be augured in a continuous circular motion by hand). He established the John S. Fray Co. around the same time and immediately began producing the Spofford bit brace. Fray himself held at least two patents: one awarded in 1869 for a boring brace attachment, and another awarded in 1883 for a tool handle. By 1889, the firm was located at the industrial complex that sits between the former International Silver Company and the former Bridgeport Chain Company on Crescent Avenue and is identified on the Sanborn Insurance Atlas as a manufacturer of Spofford bit braces, hollow handle awl, and toolsets. The company was in competition with Peck Stow and Wilcox Co. of Southington, and in 1898 was enjoined from making a ratchet bit brace for which the latter company held a patent. By the 1920s, the factory had been purchased by the Stanley Company of New Britain and leased to the American Tube and Stamping Company, a manufacturer of brass, copper, seamless, and bicycle tubing, which also ran a rolling mill to the south on Stafford Avenue (now demolished). The Stanley Company bought both mills in 1926, perhaps as a strategic move to be located along the Bridgeport Harbour, through which much of the raw material used in its operations throughout the state came. By the 1950s, the Crescent Avenue operations had been moved to other sites in Connecticut, and Stanley again leased the building to a company called Cornwall and Patterson, a manufacturer of piano hardware. Today the building appears to be vacant. An early carpenters tool made by a well known early manufacturer from America who instigated many innovations to the making of tools. His early pattern for the improvement of a tool that could be used for the boring of holes in wood was a significant step forward. His design for a boring brace attachment and later a specific handle is still in use today and his original brace and bit is now sought after by collectors of antique tools. 1. Musical and linguistic perspectives on Aboriginal song Allan Marett and Linda Barwick Song brings language and music together. Great singers are at once musicians and wordsmiths, who toss rhythm, melody and word against one another in complex cross-play. In this paper we outline some initial findings that are emerging from our interdisciplinary study of the musical traditions of the Cobourg region of western Arnhem Land, a coastal area situated in the far north of the Australian continent 350 kilometres northeast of Darwin. We focus on a set of songs called Jurtbirrk, sung in Iwaidja, a highly endangered language, whose core speaker base is now located in the community of Minjilang on Croker Island. We bring to bear analytical methodologies from both musicology and linguistics to illuminate this hitherto undocumented genre of love songs. 2. Morrdjdjanjno ngan-marnbom story nakka, ?songs that turn me into a story teller?: The morrdjdjanjno of western Arnhem Land Murray Garde (University of Melbourne) Morrdjdjanjno is the name of a song genre from the Arnhem Land plateau in the Top End of the Northern Territory and this paper is a first description of this previously undocumented song tradition. Morrdjdjanjno are songs owned neither by individuals or clans, but are handed down as ?open domain? songs with some singers having knowledge of certain songs unknown to others. Many morrdjdjanjno were once performed as part of animal increase rituals and each song is associated with a particular animal species, especially macropods. Sung only by men, they can be accompanied by clap sticks alone or both clap sticks and didjeridu. First investigations reveal that the song texts are not in everyday speech but include, among other things, totemic referential terms for animals which are exclusive to morrdjdjanjno. Translations from song language into ordinary register speech can often be ?worked up? when the song texts are discussed in their cultural and performance context. The transmission of these songs is severely endangered at present as there are only two known singers remaining both of whom are elderly. 4. Sung and spoken: An analysis of two different versions of a Kun-barlang love song Isabel O?Keeffe (nee Bickerdike) (University of Melbourne) In examining a sung version and a spoken version of a Kun-barlang love song text recorded by Alice Moyle in 1962, I outline the context and overall structure of the song, then provide a detailed comparative analysis of the two versions. I draw some preliminary conclusions about the nature of Kun-barlang song language, particularly in relation to the rhythmic setting of words in song texts and the use of vocables as structural markers. 5. Simplifying musical practice in order to enhance local identity: Rhythmic modes in the Walakandha wangga (Wadeye, Northern Territory) Allan Marett (University of Sydney) Around 1982, senior performers of the Walakandha wangga, a repertory of song and dance from the northern Australian community of Wadeye (Port Keats), made a conscious decision to simplify their complex musical and dance practice in order to strengthen the articulation of a group identity in ceremonial performance. Recordings from the period 1972?82 attest to a rich diversity of rhythmic modes, each of which was associated with a different style of dance. By the mid-1980s, however, this complexity had been significantly reduced. I trace the origin of the original complexity, explore the reasons why this was subsequently reduced, and trace the resultant changes in musical practice. 6. ?Too long, that wangga?: Analysing wangga texts over time Lysbeth Ford (University of Sydney) For the past forty or so years, Daly region song-men have joined with musicologists and linguists to document their wangga songs. This work has revealed a corpus of more than one hundred wangga songs composed in five language varieties Within this corpus are a few wangga texts recorded with their prose versions. I compare sung and spoken texts in an attempt to show not only what makes wangga texts consistently different from prose texts, but also how the most recent wangga texts differ from those composed some forty years ago. 7. Flesh with country: Juxtaposition and minimal contrast in the construction and melodic treatment of jadmi song texts Sally Treloyn (University of Sydney) For some time researchers of Centralian-style songs have found that compositional and performance practices that guide the construction and musical treatment of song texts have a broader social function. Most recently, Barwick has identified an ?aesthetics of parataxis or juxtaposition? in the design of Warumungu song texts and musical organisation (as well as visual arts and dances), that mirrors social values (such as the skin system) and forms 'inductive space' in which relationships between distinct classes of being, places, and groups of persons are established. Here I set out how juxtaposition and minimal contrast in the construction and melodic treatment of jadmi-type junba texts from the north and north-central Kimberley region similarly create 'inductive space' within which living performers, ancestral beings, and the country to which they are attached, are drawn into dynamic, contiguous relationships. 8. The poetics of central Australian Aboriginal song Myfany Turpin (University of Sydney) An often cited feature of traditional songs from Central Australia (CA songs) is the obfuscation of meaning. This arises partly from the difficulties of translation and partly from the difficulties in identifying words in song. The latter is the subject of this paper, where I argue it is a by-product of adhering to the requirements of a highly structured art form. Drawing upon a set of songs from the Arandic language group, I describe the CA song as having three independent obligatory components (text, rhythm and melody) and specify how text is set to rhythm within a rhythmic and a phonological constraint. I show how syllable counting, for the purposes of text setting, reflects a feature of the Arandic sound system. The resultant rhythmic text is then set to melody while adhering to a pattern of text alliteration. 9. Budutthun ratja wiyinymirri: Formal flexibility in the Yol?u manikay tradition and the challenge of recording a complete repertoire Aaron Corn (University of Sydney) with Neparr? a Gumbula (University of Sydney) Among the Yol?u (people) of north-eastern Arnhem Land, manikay (song) series serve as records of sacred relationships between humans, country and ancestors. Their formal structures constitute the overarching order of all ceremonial actions, and their lyrics comprise sacred esoteric lexicons held nowhere else in the Yol?u languages. A consummate knowledge of manikay and its interpenetrability with ancestors, country, and parallel canons of sacred y�ku (names), bu?gul (dances) and miny'tji (designs) is an essential prerequisite to traditional leadership in Yol?u society. Drawing on our recordings of the Baripuy manikay series from 2004 and 2005, we explore the aesthetics and functions of formal flexibility in the manikay tradition. We examine the individuation of lyrical realisations among singers, and the role of rhythmic modes in articulating between luku (root) and bu?gul'mirri (ceremonial) components of repertoire. Our findings will contribute significantly to intercultural understandings of manikay theory and aesthetics, and the centrality of manikay to Yol?u intellectual traditions. 10. Bert Masefield's parents came from Lancashire to Surrey Hills, his education ending because of the depression when he went to work at an orchard at Hastings. When his father list his job as a cabinet maker, he bought an orchard at Cottlesbridge and Bert joined them, ploughing with a horse. He met and married Ethel Smith who had grown u at Panton Hill; her great grandparents Sarah and Samuel Smith came from Lancashire where they had a cotton mill and iron foundry, settling at Smith Gully between Panton Hill and St Andrews. Their son Edwin married Louisa Purcell whose parents owned the Caledonie Hotel at Smiths Gully; they had 12 children and settled on a property in Cherrytree Road. Son Edwin left Panton Hill school aged 11 in 1885 and worked with his father and uncle fencing the family property. Edwin had nine children, Ethel being the seventh. Aged 14, she gained a scholarship to Stotts Business College. Berth and Ethel, when they married, bough a property in Cherrytree Road. In 1941 Bert, a ham radio enthusiast, joined the RAAF as a radio mechanic, serving in Townsville and New Guinea until 1945. Over time, they subdivided their property. Bert worked for ten years as property officer for Eltham Shire Council; his work included coverting Three Chain Road (or Gumtree Road) into a huge firebreak. Now retired, Bert spends time speaking with radio operators around the world and the couple are involved with sports including the Montmorency Bowling Club; they were foundation members of the Hurstbridge Bowling Club. Marjorie North (nee Cooper) was 14 when her family moved from the city to Montmorency when the railway station was first built in 1923. Marjorie described her memories of Montmorency at that time. She and sister Connie were keen tennis players, playing at Greensborough. By 1927, they had arranged, though shire engineer Ben Johnson, to rent land from the Council for 10 pounds a year; Mr Paragreen levelled the land. The club held a dance every three weeks in a school room with piano for music. She won the singles, doubles and mixed doubles championships in 1929 at the first championship. Set of 16 mixed SEC tickets found in Ballarat No. 18, behind the north side sandboxes No. 2 end 6/12/1997. Tickets have been used and have varying degrees of dirt. The image file shows the nature of the damage. Tickets have not been individually numbered with the Registration Number, but can be identified by their ticket number and denomination. All SEC penny or pre decimal tickets with one SEC decimal issue. All on white paper unless otherwise noted. Postcard - Historical, Warrnambool, Proudfoot’s Boat House, Hopkins River, Warrnambool, Early 20th century

The nine postcards in this set were donated together and date to the early 1900s. All but one postcard in this set shows images of Warrnambool, in the Western District of Victoria; the other has a London image. The postcards were all printed in Great Britain according to that country’s postal regulations. All cards have titles on the front printed in red. The majority of the images on the cards are attributed to photographer Joseph Jordan and belong to the Jordan Series. The back of these cards has an outline for a postage stamp, a vertical dividing line and a heading on each side of the line to separate the Correspondence from the Address. Postcards or ‘correspondence cards’ appeared in Britain in 1894. They were plain cards with a space for the message on one side and an address on the other; regulations didn’t allow anything but the address to be written on the ‘address’ side. In 1902 the British regulations then allowed a picture to be printed on the front and the address on the back, so messages had to be written on the picture side. Soon, the regulations changed and the back was divided for a message and the address. Proudfoots Boat House – Proudfoot’s Boathouse is at 2 Simpson Street Warrnambool, on the banks of the Hopkins River. In the 1880s it was a venue for hiring boats for rowing, fishing, sailing and picnics. It was a popular destination for tourists coming from Melbourne for a day or weekend outing. The beautiful historic Victorian period building was designed, built and established by Thomas Proudfoot. He applied to build a boat jetty in 1885. He died in 1900 and his wife Catherine took over, running it for many years. Later her son Bruce and after that her granddaughter Ena Hunt and her husband took over; it remained in the family until 1979. The buildings, including the ‘U’ shaped jetty and tearooms, were restored and modified in the 1990s by the Warrnambool Sports Club, under the control of the Warrnambool City Council. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time, he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid-1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque ‘Fiji’ at ‘Wrecks Beach’ near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. Joseph died in 1935 aged 95.This card is the only one of the nine cards with the location of Warrnambool added to the name 'Joseph Series'. It is also the only one that has text within the outline for the postage stamp. The font used for the test of the headings is slightly different to the other cards. Joseph Jordan is a significant figure in Warrnambool history as he helped to establish early units of the Mounted Rifles (G Company) in local towns during the late 1880's and later, photographed local scenes, groups and citizens of early Warrnambool. This postcard of Proudfoot's Boathouse is of historical significance for is connection with Proudfood’s Boathouse. Proudfoot’s Boathouse is an example of late-Victorian recreational and tourist facilities. Boathouses were popular 19th-century tourist and recreational attractions, providing refined and healthy activity. This boathouse shows the early realisation of the tourism and leisure potential of seaside towns such as Warrnambool, a potential that has become increasingly important as port uses have ceased and other industries have been subjected to financial pressure. Proudfoot's Boathouse is of social significance because it illustrates the continuity of the attraction of this kind of leisure facility. Although the glory days of boathouses were in the 19th century, those that survive continue to be well patronised. Proudfoot's Boathouse has been an important recreational facility and attraction for tourists flocking to the Hopkins River, one of the State's most popular boating and fishing resorts, since 1885.” (Statement of Significance is from the Victorian Heritage Register)Postcard, one of nine, landscape orientation. Coloured photograph print within an oval border and mauve-toned shading. Cameo Image of figures in three rowing boats on still water beside a building with three gable roofs and decorative verandas. Other boats are moored at the landing in front of the building. The roofs each have a tall pole at the front. There is a park right of the building that also has a landing. In the background is a grassed slope and the sea. Reverse has printed inscriptions and an outline for a postage stamp. There is no correspondence written on the card. The card is one of the Jordan Series by Joseph Jordan, printed in Great Britain in the early 1900s. Clothing - HELEN MUSK COLLECTION: WEDDING BODICE AND SKIRT

Ivory coloured waist length silk wedding bodice with front opening. Silk fabric has alternating striped pattern of chequerboard pattern, running stitch pattern and diagonal woven pattern. The bodice is made of two layers of the silk fabric with cotton fabric lining. The front inner layer has two darts from the waistline. The back inner layer has a centre seam and three darts from the waist on either side. The outer layer on both front and back has three knife pleats falling from the shoulders creating a gathered effect. These side panels of pleated fabric create a deep V neckline by crossing over 5cm above the waist. The V shape neckline is filled with an insert of cream and dark green lace with a floral pattern. The lace insert extends to the throat to form a high round neckline. The neckline is edged with cream coloured woven cotton braid. The side edges of the outer layers are trimmed with cream lace with a floral pattern and 5cm zig zag peaked edges that extends from centre waist at the front, over the shoulders and to the crossover section at centre back where there is a decorative silk fabric flower stitched at the crossover point just above the waist. The front opening is fastened with fourteen hooks and eyes plus another hook and eye offset 5 cm above the waist at the crossover point. Set in long sleeves are in two sections. An inner layer of silk fabric widens to the elbow where two five cm frills of gathered tulle are attached. Each frill is edged with a row of silk stitching. Attached below the frills are two 7 cm strips of lace stitched together to form the lower part of the sleeve. The edge of the lace forms the hem at the wrist. Each sleeve has a 5 cm hemmed V shaped split from the hem at the wrist. The outer layer of the sleeve is bell shaped falling from the shoulder to the elbow. This section of the sleeve is edged with cream lace with a floral pattern and 5cm zig zag peaked edges that are stitched to the fabric of the sleeve. Ivory coloured full-length wedding skirt with train. The skirt is made in two layers. The under layer is made from cotton from the waist with a wide border of silk fabric - 18 cm wide at centre front, widening to 37 cm at the side seams. The back of this skirt extends to a train and the border widens to 48 cm. The border section is lined with cotton fabric. At the centre back, the border has two godet inserts to create fullness in the train. The outer layer of the skirt is of ivory silk fabric with alternating vertical stripes of a chequerboard pattern, a running stitch pattern and a diagonal woven pattern. The lower edge of the skirt is edged with an 18 cm border of lace patterned with embroidered circles. The edge of the lace forms a zig zag pattern of elongated V shaped peaks (7 cm). The front of the skirt dips to a V shape at centre front with the point of the V reaching the hemline. The back of the skirt dips below the front hemline in a U shape over the train. The waist band is made of cotton tape. The centre front of the waistband has an embroidered pattern in silk thread. The centre back opening is fastened with seven metal hooks with six cotton loops plus one metal eye on the waistband. There are two cotton tape hanging loops on either side of the inner waistband. Photo of Joseph Post. Bertha Jorgensen It is a notable occasion for music lovers when Melbourne's esteemed 'First Lady' of the Orchestra steps out of her place as leader and is heard as soloist. Bertha Jorgensen gave her first public performance as a five year old prodigy in Castlemaine, where she then lived, and a few years later she began travelling each week the 60 miles to Melbourne for lessons with Alberto Zelman, Junior. At fifteen, still adorned with pigtail, she came to Melbourne with her family and joined his orchestra. Since then Miss Jorgensen has been constantly engaged in orchestral work, and in attaining the exacting role of leader of the Melbourne Symphony is holder of a unique position. No other major orchestra in the world is led by a woman, and many are the evidences of amazement expressed by visiting conductors. 'Whose Ethics?':Codifying and enacting ethics in research settings Bringing ethics up to date? A review of the AIATSIS ethical guidelines Michael Davis (Independent Academic) A revision of the AIATSIS Guidelines for Ethical Research in Indigenous Studies was carried out during 2009-10. The purpose of the revision was to bring the Guidelines up to date in light of a range of critical developments that have occurred in Indigenous rights, research and knowledge management since the previous version of the Guidelines was released in 2000. In this paper I present an outline of these developments, and briefly discuss the review process. I argue that the review, and the developments that it responded to, have highlighted that ethical research needs to be thought about more as a type of behaviour and practice between engaged participants, and less as an institutionalised, document-focused and prescriptive approach. The arrogance of ethnography: Managing anthropological research knowledge Sarah Holcombe (ANU) The ethnographic method is a core feature of anthropological practice. This locally intensive research enables insight into local praxis and culturally relative practices that would otherwise not be possible. Indeed, empathetic engagement is only possible in this close and intimate encounter. However, this paper argues that this method can also provide the practitioner with a false sense of his or her own knowing and expertise and, indeed, with arrogance. And the boundaries between the anthropologist as knowledge sink - cultural translator and interpreter - and the knowledge of the local knowledge owners can become opaque. Globalisation and the knowledge ?commons?, exemplified by Google, also highlight the increasing complexities in this area of the governance and ownership of knowledge. Our stronghold of working in remote areas and/or with marginalised groups places us at the forefront of negotiating the multiple new technological knowledge spaces that are opening up in the form of Indigenous websites and knowledge centres in these areas. Anthropology is not immune from the increasing awareness of the limitations and risks of the intellectual property regime for protecting or managing Indigenous knowledge. The relevance of the Declaration on the Rights of Indigenous Peoples in opening up a ?rights-based? discourse, especially in the area of knowledge ownership, brings these issues to the fore. For anthropology to remain relevant, we have to engage locally with these global discourses. This paper begins to traverse some of this ground. Protocols: Devices for translating moralities, controlling knowledge and defining actors in Indigenous research, and critical ethical reflection Margaret Raven (Institute for Sustainability and Technology Policy (ISTP), Murdoch University) Protocols are devices that act to assist with ethical research behaviour in Indigenous research contexts. Protocols also attempt to play a mediating role in the power and control inherent in research. While the development of bureaucratically derived protocols is on the increase, critiques and review of protocols have been undertaken in an ad hoc manner and in the absence of an overarching ethical framework or standard. Additionally, actors implicated in research networks are seldom theorised. This paper sketches out a typology of research characters and the different moral positioning that each of them plays in the research game. It argues that by understanding the ways actors enact research protocols we are better able to understand what protocols are, and how they seek to build ethical research practices. Ethics and research: Dilemmas raised in managing research collections of Aboriginal and Torres Strait Islander materials Grace Koch (AIATSIS) This paper examines some of the ethical dilemmas for the proper management of research collections of Indigenous cultural materials, concentrating upon the use of such material for Native Title purposes. It refers directly to a number of points in the draft of the revised AIATSIS Guidelines for Ethical Research in Indigenous Studies and draws upon both actual and hypothetical examples of issues that may arise when requests are made for Indigenous material. Specific concerns about ethical practices in collecting data and the subsequent control of access to both the data itself and to published works based upon it are raised within the context of several types of collections, including those held by AIATSIS and by Native Title Representative Bodies. Ethics or social justice? Heritage and the politics of recognition Laurajane Smith (ANU) Nancy Fraser?s model of the politics of recognition is used to examine how ethical practices are interconnected with wider struggles for recognition and social justice. This paper focuses on the concept of 'heritage' and the way it is often uncritically linked to 'identity' to illustrate how expert knowledge can become implicated in struggles for recognition. The consequences of this for ethical practice and for rethinking the role of expertise, professional discourses and disciplinary identity are discussed. The ethics of teaching from country Michael Christie (CDU), with the assistance of Yi?iya Guyula, Kathy Gotha and Dh�?gal Gurruwiwi The 'Teaching from Country' program provided the opportunity and the funding for Yol?u (north-east Arnhem Land Aboriginal) knowledge authorities to participate actively in the academic teaching of their languages and cultures from their remote homeland centres using new digital technologies. As two knowledge systems and their practices came to work together, so too did two divergent epistemologies and metaphysics, and challenges to our understandings of our ethical behaviour. This paper uses an examination of the philosophical and pedagogical work of the Yol?u Elders and their students to reflect upon ethical teaching and research in postcolonial knowledge practices. Closing the gaps in and through Indigenous health research: Guidelines, processes and practices Pat Dudgeon (UWA), Kerrie Kelly (Australian Indigenous Psychologists Association) and Roz Walker (UWA) Research in Aboriginal contexts remains a vexed issue given the ongoing inequities and injustices in Indigenous health. It is widely accepted that good research providing a sound evidence base is critical to closing the gap in Aboriginal health and wellbeing outcomes. However, key contemporary research issues still remain regarding how that research is prioritised, carried out, disseminated and translated so that Aboriginal people are the main beneficiaries of the research in every sense. It is widely acknowledged that, historically, research on Indigenous groups by non-Indigenous researchers has benefited the careers and reputations of researchers, often with little benefit and considerably more harm for Indigenous peoples in Australia and internationally. This paper argues that genuine collaborative and equal partnerships in Indigenous health research are critical to enable Aboriginal and Torres Islander people to determine the solutions to close the gap on many contemporary health issues. It suggests that greater recognition of research methodologies, such as community participatory action research, is necessary to ensure that Aboriginal people have control of, or significant input into, determining the Indigenous health research agenda at all levels. This can occur at a national level, such as through the National Health and Medical Research Council (NHMRC) Road Map on Indigenous research priorities (RAWG 2002), and at a local level through the development of structural mechanisms and processes, including research ethics committees? research protocols to hold researchers accountable to the NHMRC ethical guidelines and values which recognise Indigenous culture in all aspects of research. Researching on Ngarrindjeri Ruwe/Ruwar: Methodologies for positive transformation Steve Hemming (Flinders University) , Daryle Rigney (Flinders University) and Shaun Berg (Berg Lawyers) Ngarrindjeri engagement with cultural and natural resource management over the past decade provides a useful case study for examining the relationship between research, colonialism and improved Indigenous wellbeing. The Ngarrindjeri nation is located in south-eastern Australia, a ?white? space framed by Aboriginalist myths of cultural extinction recycled through burgeoning heritage, Native Title, natural resource management ?industries?. Research is a central element of this network of intrusive interests and colonising practices. Government management regimes such as natural resource management draw upon the research and business sectors to form complex alliances to access funds to support their research, monitoring, policy development, management and on-ground works programs. We argue that understanding the political and ethical location of research in this contemporary management landscape is crucial to any assessment of the potential positive contribution of research to 'Bridging the Gap' or improving Indigenous wellbeing. Recognition that research conducted on Ngarrindjeri Ruwe/Ruwar (country/body/spirit) has impacts on Ngarrindjeri and that Ngarrindjeri have a right and responsibility to care for their lands and waters are important platforms for any just or ethical research. Ngarrindjeri have linked these rights and responsibilities to long-term community development focused on Ngarrindjeri capacity building and shifts in Ngarrindjeri power in programs designed to research and manage Ngarrindjeri Ruwe/Ruwar. Research agreements that protect Ngarrindjeri interests, including cultural knowledge and intellectual property, are crucial elements in these shifts in power. A preliminary review of ethics resources, with particular focus on those available online from Indigenous organisations in WA, NT and Qld Sarah Holcombe (ANU) and Natalia Gould (La Trobe University) In light of a growing interest in Indigenous knowledge, this preliminary review maps the forms and contents of some existing resources and processes currently available and under development in the Northern Territory, Queensland and Western Australia, along with those enacted through several cross-jurisdictional initiatives. A significant majority of ethics resources have been developed in response to a growing interest in the application of Indigenous knowledge in land and natural resource management. The aim of these resources is to ?manage? (i.e. protect and maintain) Indigenous knowledge by ensuring ethical engagement with the knowledge holders. Case studies are drawn on from each jurisdiction to illustrate both the diversity and commonality in the approach to managing this intercultural engagement. Such resources include protocols, guidelines, memorandums of understanding, research agreements and strategic plans. In conducting this review we encourage greater awareness of the range of approaches in practice and under development today, while emphasising that systematic, localised processes for establishing these mechanisms is of fundamental importance to ensuring equitable collaboration. In March 2024, Milissa Box (DTP) was at a trash and treasure market. She'd found a $5 photo album for sale with some photos that she thought might be of interest… From what I can gather it belonged to the gentleman pictured who was a worker at Dandenong in the Comeng and ABB eras. He appears to have worked on the Z3, A1/A2, B1/B2 class trams, Hong Kong LRVs, Comeng Melbourne suburban trains, and later the extra Victorian-purchased XP power cars and XAM sleepers to enable the Riverina XPT to be extended to Melbourne. It's clear he was very proud of the vehicles he'd helped to build. I have scanned a selection of the images, which appear to be a mix of official builder's portraits, team photos, and self-taken shots showing candid everyday scenes on the shop floor. Was in the Blitz on England and served in Libya, Tobruk, Greece, Crete and Palestine and was twice knocked. It's not long since the last upheaval 1914-18 and I wonder if these boys think as we did.
