Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. The Underwood Motor Manufacturing Co started making 3hp 2-stroke engines, in either marine or stationary styles from about 1946 at 135 Queensberry St, North Melbourne. By about 1949 the 3.5hp 4-stroke engine was introduced. this engine was sold by Baltic Simplex as the Simplex Challenger, replacing the RB&T built S type. By the mid 1950's the firm had shut up shop. In the Sands & McDougall directories of 1948 & 1949 they were listed as Underwood Petrol Engine Co. The following years they were back to Underwood Manufacturing Co. The two-stroke version came in such variations as marine, stationary, tank, hopper cooled and air cooled, each believed to have run on a mixture of 30 parts Standard grade petrol to one part oil. Most but not all water cooled two stroke engines feature a water circulating pump. The 3-4hp four stroke engine used petrol for starting then switched to kerosene when warmed up. Most were 3hp. From a 1947 advertisement the machine was noted with rope start, quickly detachable magneto and the angled spark plug which would have been a marine version with a clutch and hand throttle. The stationary engine had the clutch replaced by a governor. The magneto on these engines did not rotate. it was oscillated by an eccentric on the crank and a link to an arm on the magneto drive shaft. There were other variations including a hopper cooled one with a normal marine base and a chain driven magnet. The Phoebus is a fibreglass composite sailplane that was designed by H. Nagele, R. Linder and R. Eppler in the early 1960s for competition flying. It is a derivative from the Akaflieg Stuttart Phonix which was the first sailplane to be built of fibreglass. The first Phoebus, a Standard Class design with a 15 metre wingspan, flew in 1964. The Phoebus C is the open class version of the type that was introduced in 1967. It has a 17 metre wing span, retractable wheel and tail brake parachute. Several hundred Phoebus sailplanes (all versions) were made by the manufacturer Bolkow at Ottobrun in Germany before production ended in 1970. The Museum’s Phoebus C, serial number 866, was built in 1969. It was donated to the Museum by Ian Cohn in 2008. Early fibreglass design that was manufactured in numbers. The Phoebus is a modern looking single seat glass fibre sailplane with a ‘T’ tailplane. It is finished in white with light red detailing including thin red stripe on wings and some red striping on fuselage sides from nose to underneath wings.Serial number 866 on plate affixed inside cockpit – registration VH-GSW which has been painted on the sides of the fuselage rear of the wings. A number of black and white photographs recording the history of Collingwood Technical School's Boot and Shoe building. This building was burnt down in 1943. Machinery valued at £14,000 was lost. Total damage was estimated at £25,000. It was the only bootmaking school in Melbourne. (Scott p.48). It was replaced by the Footwear Trades building which was constructed between 1945 and 1947. The foundation stone for the new building was laid on 21st February 1945 by the Hon. T. T. Hollway, MLA, Minister of Education. Silver presentation trowel with wooden handle in an oblong black box. The trowel has an inscription. The trowel is in an oblong black box which is covered in black leatherette/paper and the inside is lined in royal blue satin on the bottom and in white satin inside the lid. There is supplementary material which includes a black and white photograph H150mm X W 200mm. On the reverse of the photo ‘LAYING FOUNDATION STONE 1923 / Sir Alexander Peacock, Minister for Education’. Other supplementary material icludes copies of four sheets of A4 typed letters dated between 9th October, 1941 and 18th November, 1941 among The Director of the Education Department, The Principal of Collingwood Technical School and The Hon. T. Tunnecliffe, MLA, concerning the wishes of Lady Peacock that the trowel be presented to the school and the school's acceptance of the offer. Rev. Thomas Williams was grandfather of the Lindsay children. He is credited with encouraging his grandchildren in their artistic talents. Both Lionel and Normam learnt their model making skills from him. Creswick Hospital was foundation stone was laid in 1863. It operated as a hospital until 1911 when it was sold to the government as part of the School of Forestry (now University of Melbourne). The model shows it as a red brick building. In the 1870s it was painted as a white building. The Museum has b/w photos of the building taken prior to rendering. The people of Creswick collected fund for the project and obtained a government grant. Pte Simmons was born in Kyneton. Died at the battle of Fromelles, July 1916.Fromelles. The battle of Fromelles on 19 July 1916 was a bloody initiation for Australian soldiers to warfare on the Western Front. Soldiers of the newly arrived 5th Australian Division, together with the British 61st Division, were ordered to attack strongly fortified German front line positions near the Aubers Ridge in French Flanders. The attack was intended as a feint to hold German reserves from moving south to the Somme where a large Allied offensive had begun on 1 July. The feint was a disastrous failure. Australian and British soldiers assaulted over open ground in broad daylight and under direct observation and heavy fire from the German lines. Over 5,500 Australians became casualties. Almost 2,000 of them were killed in action or died of wounds and some 400 were captured. This is believed to be the greatest loss by a single division in 24 hours during the entire First World War. The Russell Collins Restaurant was located in the basement of the T&G Building on the south west corner of the Collins and Russell Streets intersection. It was a popular 'up-market' restaurant from the 1940s until the early 1970s when the T&G building underwent alterations. The restaurant, like its counterpart Elizabeth Collins, was renowned for its large platters of delicious salads. Nick (Naki) Raftopoulos operated the Russell Collins during the early 70s up until its closure.A black and white photograph of the interior of an Art Deco style restaurant fitted out around the walls with wooden 'shoulder high' cubicles which seated four people. Tables and chairs with various settings are arranged in the open areas of the restaurant. The floor is a wooden herringbone parquetry with a carpet on the floor in the reception area. Cocaine was the first topical anaesthetic. It quickly numbs the area after application. Synthetic drugs provide better local anaesthesia without negative side-effects of cocaine. Dr James (Jim) Villiers went to Vietnam as an anaesthetist with the Australian Surgical Team (civilian) during 1963. He used this bag for carry-on luggage. Despite assurances about the quality of resources available on arrival, he carried an essential part of the breathing circuit for an EMO vaporiser in his carry-on. The actual vaporiser was packed in his check-in luggage. In 1963 the Vietnamese government sought training in Australia in anaesthetics for several medical technicians. Australia was not able to meet the request as anaesthesia training in Australia is restricted to qualified doctors. Instead, the Dean of the Faculty of Anaesthetists at RACS suggested sending a team of anaesthetists to Vietnam to conduct training for technicians there. However, they requested a preliminary survey be undertaken in order to determine the abilities of the prospective trainees and establish contacts with medical authorities in Vietnam. James (Jim) Villiers was one of the people who undertook the survey and made a report. Training of Vietnamese medical technicians was undertaken using the Epstein MacIntosh Oxford Anaesthetic Apparatus (EMO). This equipment was robust, portable and relatively cheap, there are few moving parts for servicing, it requires only ether and air for operation.Brick-red vinyl bag with white Qantas branding including the flying kangaroo printed on both sides. Square off-white tile depicting a traditionally clad farmer's wife holding a basket of eggs and watching a hen running from her newly-laid egg. There appears also a proverb written In dialect: "Je kan d'eiers nie telle, vòdat je z'in 't bènnetje eit." (You can't count your eggs till they're in the basket.) A decorative border surrounds the scene and includes © with the initials R.S. The illustrations and wording are in brown. A hook for hanging has been affixed to the back.On the back the tile is inscribed MOSA HOLLAND and bears the numbers 213. -
