Plan, Burrumbeep, 1884, 16/10/1884
Auctions of Crown land were introduced in the Colony of Victoria from 1851 to encourage settlers to occupy and work the land. Many squatters purchased land at auction at the upset (minimum) price of £1 per acre. In some areas where demand was high, such as the goldfields, the price realised at auction was much more. Land was put up for sale in the study area on the Burrumbeep run in May 1855, on the Lexington run in 1857, and on the Gorrinn run in 1858. The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. Deputy-Premier of Victoria and Minister of Education. .3) Monash University Gippsland Institute of Advanced Education At this campus on 24 February 1989 and in the presence of the Honourable John Dawkins, the Federal Minister for Employment, Education and Training, and representatives of the Gippsland community, affiliation documents were signed and exchanged. On 01 July 1990, the Gippsland Institute became the Monash University College Gippsland as a constituent of Monash University. Programme - Card, Ballarat Teachers' Reunion Souvenir, 1933, 1933
This card was used by John McNaughton, student of the Ballarat Teachers' College in 1929. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. The building used by the Teachers' College was the original bluestone building facing Doveton Street South. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. As a former Councillor said to me on the day "What happened to the plaque David White unveiled in 1989!" If there is any other information you want, please contact me. Document, In Town Tonight (interview with Frank Wright and an L.C.C. Band) 23 May 1953, 23/5/1953
Frank Wright was a renown resident of Smeaton, where he was born on 2 August 1901. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. The Frank Wright Medal at the Royal South Street competition is awarded to an individual recognized as making an outstanding contribution to brass music in Australia.Black and white foolscap pages of a typed script for the radio show 'In Town Tonight'. James Redmond Gilbert (sr) was born in 1837 at Hamilton, Ontario, Canada. He married Ellen Spouse. He , James Gilbert died on 26 July 1900 at Melbourne, and is buried at Boroondara Cemetery (Kew). J.R Gilbert lived at Running Creek (later Havilah) for some time, and during that time was employed in one of the bigger mines in the district. Russell John Madin was born on 11 May 1955. He died suddenly on 9 January 2016. After completing his education in Ballarat he studied architecture at Deakin University Waurn Ponds Campus. Certificate, Ballarat Technical School Endowment Plantation, 1928, 1928
The School Endowment Plantation Scheme was established in 1922 as a joint venture between the Education Department and the FCV. It was administered by the Education Department with technical supervision by the Commission. While some plantations were established on private land donated or leased for the purpose, most were established on Crown Lands or Reserved Forest made available, without cost, by the State. (https://www.victoriasforestryheritage.org.au/community/schools.html, accessed 26 September 2020) Throughout the Nerrina district numerous areas of public land were set aside as school endowment plantations as part of various schools’ educational resources. The plantations were initially established to instil through community involvement a love of forests and an appreciation of their value, and in fact many of them are well suited for regular use as a teaching resource of this nature. It was expected that this use will increase as courses embracing various aspects of environmental science are developed. Many school plantations have been planted to radiata pine, and revenue from the sale of produce used to provide amenities required by the schools. In some cases, however, these plantations have not been very successful in providing revenue, as the sites are unsuitable for economic growth or the plantations are too small or the location too far from processing centres to allow economic harvesting. In some instances, radiata pine plantations have failed due to poor management. In 1982 the Land Conservation Council believed that all the existing plantations should be assessed in order to establish their value as a teaching resource. Those not needed or that are unsuitable for teaching purposes for some reason, such as their location, should be terminated. Those planted to radiata pine that have limited value as a teaching resource although satisfactory for wood production may continue to be used for such production, but should be reviewed when the pines are harvested. The addresses given on the List for the London and Melbourne offices have connected the document to the Bank of Australasia. The List is dated November 1877 and shows the number and the location of all of the branches of the Bank at that point in time., a total of 77. - Victoria 35, New South Wales 14, Queensland 2, Tasmania 5, South Australia 5, New Zealand 16 Copies of the notice would have been displayed in all branches of the bank in both Australia and New Zealand to inform customers and perhaps impress them too with a large number of locations and the reference to the bank's connection with London. This document gives information on all bank offices throughout Australia and New Zealand. It refers to the Superintendent's Office address at 75 Collins Street West, Melbourne and is dated November 1877. This places the document at the time just before the new Melbourne office opened on the corner of Collins Street and Queen's Street in 1879. The Bank of Australasia was incorporated by Royal Charter of England in March 1834. It came to Australia on 14th December 1835, opening in Sydney. The Acting Superintendent of the Bank of Australasia in Sydney at that time was David Charters McArthur. He was Superintendent from 1867-to 1876. The Melbourne branch of the Bank of Australasia opened on 28th August 1838 in a two-roomed brick cottage on the north side of Little Collins Street. Two huge mastiff dogs were kept in the backyard and let loose at night to guard the bank. The government also provided an armed military sentinel. Due to the bank's rapid growth, a new building for the Melbourne branch was opened in 1840 at 75 Collins Street West. By 1879 the bank had been upgraded to a magnificent two-storey building on the corners of Collins and Queens Streets, with the entry on Collins Street. In 1951 the Bank of Australasia amalgamated with the Union Bank to form the Australia and New Zealand Bank, now known as the ANZ. Then in 1970, the ANZ merged with both the ES&A and the London Bank of Australia to form the ANZ Banking Group Limited. The ANZ Banking Group Ltd kindly donated a variety of historic items from the Bank of Australasia. BANK of AUSTRALASIA, WARRNAMBOOL – In 1854 Warrnambool had two banks, the Union Back and the Bank of Australasia. Later, completely different bank businesses opened; in 1867 the National Bank of Australasia, then in 1875 the Colonial Bank of Australasia. The original Bank of Australasia was established in Warrnambool in July 1854, and operated from a leased cottage on Merri Street, close to Liebig Street. The bank bought a stone building previously erected by drapers Cramond & Dickson on the corner of Timor and Gibson Streets. Samuel Hannaford was a teller and then Manager at the Warrnambool branch from 1855 to 1856. Warrnambool’s Council chose the Bank of Australasia as its bank 1856-57. In 1859 Roberts & Co. was awarded the contract to build the new Bank of Australasia branch for the sum of £3,000. The land was on a sand hill on the northeast corner of Timor and Kepler Streets and had been bought in 1855 from investor James Cust. The new building opened on May 21, 1860. The bank continued to operate there until 1951 when it merged with the Union Bank to form the ANZ Bank, which continued operating from its Liebig Street building. The List is significant for showing the number and location of all of the Offices of the Bank of Australia in November 1877. This shows that Victoria had 45 percent of all Offices. The framed document is locally significant for its association with the Bank of Australasia, Warrnambool's first bank, established in 1854. The bank continued to operate until the organisation's merger in 1951. It became the ANZ Bank, which is still in operation today. The woollen mill was a vital part of Warrnambool for all but 22 years of the town’s history since it's the establishment in 1847 when the first land sales were held and white settlement began. In 1869 the Warrnambool Meat Preserving Company began operations on the mill site, in 1875, shareholders of the then defunct Warrnambool Meat Preserving Company happily sold the land and buildings on the Merri river to Warrnambool Woollen Mill Company Ltd for £5,000. The site was sold again in 1876 to grazer Robert Hood of Sherwood, who was chairman of directors of the failed company, which couldn’t raise sufficient capital to keep the works operating. The entrepreneurial Hood then used the existing plant to turn his own wool into tweed cloth. But just as the mill was starting to show a profit, a fire destroyed the building and plant on the night of 25 March 1882. So again, the mill was operational for six short years. Insurers only paid a fraction over 10% of the damage, Hood couldn't raise sufficient capital to rebuild on his own, and so the site lay unused until 1910. In 1908 Marcus Saltau and Peter John McGennan convinced the Warrnambool Chamber of Commerce to invest in a secondary industry with local capital. A public meeting in September 1908 agreed to raise £40,000, electing Saltau chairman of directors, a post he held for 34 years. A year later, using mostly local money, the Warrnambool Woollen Mill Company dispatched its first manager, John E. Bennett, to buy a plant and recruit 20 experienced staff from the Yorkshire woollen industry in December 1909. Another year more, the new mill was officially opened on 14 November 1910 by Marcus Saltau as company chairman and town mayor. Eighteen months on, in May 1912, the mill paid its first half-yearly dividend of 2 ½%. It was now working two shifts, with a year's orders to fill. In 1914 the mill ordered its own generator, providing the town with electricity and effectively doubling its plant size by October 1915, six months after Gallipoli. Thereafter, government orders for cloth and military supplies assured the mill’s success right through the First World War and on until 1923. A plant upgrade in 1922 for machinery to make worsted fabric drained profits, which, with a fall in demand, led to a loss in 1925. Profits were restored by the 1930s, despite the Depression, mostly due to tight management and robust marketing. Production boomed again during the Second World War, but soon foreign competition bit into profits, forcing the company to consolidate operations. The ‘50s and ‘60s were golden years for the mill. Security and growth gave the company confidence to trial Australia’s first electric blanket in 1958 and to install Swiss Sulzer looms in 1965. Over time, the building facades took on the modern look that the mill presented until it closed. The Dunlop company bought the mill in 1968, fending off a challenge from Onkaparinga in South Australia, and continued to expand by adding Wendouree Woollen Mill in the same year and Dream-spun Textiles a decade later, in 1979. Soon after that purchase, however, the mill began its slippery slide into decline. Dunlop sold to its former rival bidder Onkaparinga Woollen Co. Ltd in 1982, which in turn was taken over by Macquarie Worsted's only a year later, in 1983. Operations remained stable for a decade until 1994 when the Macquarie Group signaled that its newly rationalised operations left no room for the Warrnambool investment. The final operator of the mill was The Smith Family charity group, which ran the site by agreement with the Warrnambool City Council and a state government grant in that same year, 1994. The mill became more of a fabric recycler than a manufacturer. The site was sold to private operators in February 2003 and rezoned four months later to allow for the mixed housing development. The embossing press is significant for its association with the Warrnambool Woollen Mills 1910-1968, a major employer in the Warrnambool district. The individual eagles in this pair of Napoleonic Eagle bookends are made so that each eagle faces the opposite direction to the other, one left and one right. The Napoleonic Eagle is the name given to the eagle symbol used by Napoleon Bonaparte 1799-1815 and the French Regiments, mounted on a standard to represent the honour and pride of fighting French men. It is believed that the Napoleonic Eagle was chosen as a symbol for the Tamar Bank in Launceston, Tasmania, established in 1834. The bank was formed after the separation of one of the branches of the Bank of Van Diemen’s Land. The Managing Director in 1834 was Lewis Gilles, previously a naval officer. Other directors were T. Williams, M. Connolly, F. D. Wickham, and P. Oakden. The bank was dissolved in 1838 and became the basis of the Launceston branch of the British-founded Union Bank of Australia Limited, established in 1837 and had its own emblem. The Union Bank of Australia merged with the Bank of Australasia in 1951 and went on to eventually become part of the Australia and New Zealand (ANZ) Banking Group. This pair of Napoleonic Eagle bookends represents the type of ornaments appropriate for 19th and 20th-century business associated with finance and commerce. They symbolise strength, reliability and power. It is believed that the Napoleonic Eagle was the seal of the Tamar Bank, established in 1834 in Launceston, Tasmania. The Tamar bank was taken over by the Australia-wide Union Bank in 1838, which later merged with the Bank of Australasia, which had a branch in Warrnambool. In 1851 it became the Australia and New Zealand Bank, which is still active in Warrnambool in 2023. Bookends; two (2) black metal eagles, standing, beaks open, tail to the side, wings spread, claws open. The black figures are cast metal and the backs are hollow, with flat even edges. The front is textured and shiny. The eagles are facing opposite directions; one left, one right. The maker’s initials on the back of the patter, “A.F. & S.” are one of the marks of Alfred Fenton & Sons (& Co) of Brook Street Works (renamed Century Street in 1950’s), Hanley, Staffordshire, Stoke-on-Trent in the United Kingdom. The partners were Alfred Fenton, James Tunstall Fenton, Arthur Fenton and John Fenton. Other initials used are “A F & Co.” The company operated from 1887 to 1901. According to the London Gazette of January 10, 1899, the Earthenware Manufacturers “Alfred Fenton & Sons“ also had a location in Australia at the corner of Elizabeth Street and 314-316 Bourke Street Melbourne Victoria, and Bond Street, Sydney, and in New Zealand at Manse Street, Dunedin. The maker’s mark also includes the word ‘PRAHRAN’, which is an inner suburb of Melbourne. “Prahran” may have been the name of this particular pattern or even the location chosen in preference to the location ‘Melbourne’. The Melbourne address was purchased from a long established drapery business, Wright and Neil, between 1911-1914 by Sidney Myer. Myer constructed his 1914 building in on this site in Bourke Street. Soda Syphon, 1900-1930’s
This soda syphon (or siphon) was distributed by John Fletcher of Warrnambool, and made by the British Syphon Mfg. Co. Ltd. of London between the 1900s-1930s. It comprises a multi-sided clear glass bottle, an internal glass tube and a metal release valve and spout on the top. It was used to dispense pressurised, effervescent soda water. It was often used as an alternative to water or added to fruit juices and cordials. The text on this bottle states that it remains the property of the retailer, John Fletcher, and must be returned to him. Customers were asked for a deposit on the bottle, which would be refunded when the bottle was exchanged or continued as the deposit on a fresh bottle. Returned bottles would be cleaned and recharged with the gas and sold again. Soda syphon are bottles, glass or metal, with a release valve and spout on the top. The valve lever on the top of the syphon, when depressed, causes the gas in the syphon to force the water up through the tube and out of the spout. The bottle’s mechanism gives the water an effervescent quality to make bubbly drinks such as sparkling mineral water, soda water and sparkling water. ABOUT JOHN FLETCHER John Fletcher bought the Union Cordial Factory in Koroit Street, Warrnambool that was previously owned by John Davis. Fletcher operated the factory as J Fletcher, John Fletcher and Fletcher’s. He eventually sold his business and stock in 1930 to Ralph Reeves, who may have continued using Fletcher’s supply of drink containers before renewing them with stock showing his own brand. The soda syphon is representative of drink containers used in the later 19th and early 20th century. It also represents the system of returnable, recyclable containers. Soda syphon (or siphon). Tool - Wood Plane, Late 19th to early 20th century
A moulding plane is a specialised plane used for making the complex shapes found in wooden mouldings that are used to decorate furniture or other wooden objects. Traditionally, moulding planes were blocks of wear-resistant hardwood, often beech or maple, which were worked to the shape of the intended moulding. The blade or iron was likewise formed to the intended moulding profile and secured in the body of the plane with a wooden wedge. A traditional cabinetmakers' shop might have many, perhaps hundreds, of moulding planes for the full range of work to be performed. Large crown mouldings required planes of six or more inches in width, which demanded great strength to push and often had additional peg handles on the sides, allowing the craftsman's apprentice or other workers to pull the plane ahead of the master who guided it. John Moseley & Son: Records indicate that before 1834, the firm is listed at number 16 New Street, London and according to an 1862 advertisement the shop had been established in New Street since 1730, The Sun insurance records from the time show that John Moseley was the possessor of a horse mill in the yard of his premises, which means that some kind of manufacturing was taking place, as the mill would have provided power to run a saw or perhaps a grinding wheel so the probability is that he did not just sell tools, he made them as well. John Moseley died in 1828 and his will named his four sons: John, Thomas, William and Richard. To complicate matters he also had brothers with the same first names; brothers Richard (of Piccadilly) and William (of Peckham Rye) are named as two of the executors. Brother Thomas is not mentioned in this will, but became a minister and was one of the executors of brother Richard's estate when he died in 1856. From John's will, we also learn that, although the shop was in New Street, he resided in Lympstone, Devon. The family must have had a house in that county for quite some time as both sons Richard and William are baptised in Devon, although John and Thomas were baptised in London. In the 1841 and 1851 census records, we just find William in New Street, but in 1861 both William and Richard are listed there as toolmakers. That Richard was staying overnight at New Street was probably just accidental as in 1851 and 1871, we find him with his wife Jane and children in Clapham and Lambeth respectively. In 1851 Richard is listed as “assistant clerk cutlery warehouse” and in 1871 as “retired plane maker and cutler”. Although the actual place of work is not stated, one may assume he worked in the family business. 1862 is a year full of changes for the firm. In that year, William had a new property built at 27 Bedford Street. In the catalogue for the 1862 International Exhibition, 54 Broad Street (later 54-55 Broad Street) is listed for the first time, which may very well coincide with the split of the business into a retail and a wholesale branch. Around the same time, they must have moved from New Street to 17 & 18 King Street because their manufacturing premises had been pulled down to form the New Street from Cranbourne Street to King Street. In January 1865, William died and Richard continued the business. In 1867, the partnership he had with his son Walker and Thomas Elis Hooker, is dissolved. Richard continued tool-making at King Street and Bedford Street. Richard retired somewhere between 1867 and 1871, but the business continued. The business is taken over by W M Marples & Sons and tools continued to be made in London until 1904 when manufacturing relocated to Sheffield.A vintage tool made by a well-known company, this item was made commercially for firms and individuals that worked in wood and needed a tool that could remove large amounts of timber. These jack or dressing planes came in various shapes and sizes to achieve a flat and even finish to timber surfaces and came in many sizes. A significant tool from the mid to late 19th century that is still in use today with early models sought after by collectors. It gives us a snapshot of how furniture and other finishes were created on timber by the use of cutting-edged hand tools. The following are the recollections of John Elkins, who started school in February, 1945 at Maryborough in Queensland, Australia. 'I think in Prep 1 that we had some paper to write on with pencils, but my memory of the routine use of slates is much more vivid. Each slate was framed in wood and one side was inscribed with lines to guide the limits for the upper and lower extremities of letters. The slate "pencils" were made of some pale gray mineral softer than slate which had been milled into cylinders some one-eighth of an inch in diameter and inserted into metal holders so that about an inch protruded. Each student was equipped with a small tobacco tin in which was kept a damp sponge or cloth to erase the marks. Sharpening slate pencils was a regular task. We rubbed them on any suitable brick or concrete surface in the school yard. Teachers also kept a good supply of spares, all writing materials and books being provided by the school. It is possible that the retention of slates stemmed from the political imperative that public education should be free. I do recall being given a Copy Book for home practice of letter formation, a typical practice until Grade 6. The tables at which we used to sit in the Infant School were replaced in the primary Grades by long desks seating five or six pupils. These had slots into which the slates could be inserted vertically. When the teacher asked the class to clear their desks, the command issued was "slates away!" This was an occasion for a noisy expression of relief as we dropped the slates producing a sound not unlike a volley of rifle shots, and usually brought a request from the teacher to repeat the process with no noise by holding the frames throughout. Thus, I suspect we may still have used slates in Grade Three, though by then paper, which may have been scarce during the War, seemed to be used more routinely.' The tool was used before routers and spindle moulders came into use after World War ll, a time when to produce a decorative moulding for a piece of furniture, door trims etc or other items had to be accomplished using hand tools and in particular one of these types of planes. These profiled planes came in various shapes and sizes to achieve a decorative finish. A significant tool from the mid to late 19th century that today is quite rare and sought after by collectors. It gives us a snapshot of how furniture and other decorative finishes were created on timber by the use of hand tools. Tools that were themselves hand made shows the craftsmanship used during this time not only to make a tool such as the subject item but also the craftsmanship needed to produce a decorative finish that was needed to be made for any timber item. The image in this photograph is the 'John Murray', which was owned by the Government of Victoria from 1909 to 1917 as a training vessel. It was built and registered in Glasgow, UK in 1877 as the 'Loch Ryan'. This photograph is a copy of the original photograph, which was owned by Dr J. Douglas, brother o the donor. The iron baque 'Loch Ryan' was a three masted, 1207 ton sailing ship built by James & George Thomson in Glasgow in 1877. It was purposed as a general cargo vessel and owned by the General Shipping Company, known as the Loch Line because the ships were named after Scottish lochs. The company had a fleet of 25 colonial clipper ships that traded between the UK and Australia between 1866 and 1909, mainly from Glasgow to Melbourne, Sydney and Adelaide. Many of the sips, including the Loch Ryan, had a distinctive white stripe on their dark coloured hulls. The 'Loch Ryan' was purchased in 1909 by the Victorian Government's Défense Department and converted for the purposes of a training in Williamstown. In 1910 it was renamed John Murray, whose namesake, John (Jack) Murray (1851-1916) was born near Koroit. He was the 23rd Premier of Victoria (1909-1912), and a Warrnambool Member of Parliament for twenty years. The government commissioned the ship from 1910-1917 for reforming juvenile offenders, training them as seamen for the Navy and Merchant Navy. The training project ceased after reports of the treatment of the boys. Although 411 did their training under this scheme, the success rate of them qualifying to serve on other vessels was less than twenty percent. In 1917 the John Murray was sold to the Government of Australia to serve during WWI. The ship was loaded with a cargo of dynamite and petroleum at San Francisco then departed for Melbourne when, during its passage, it was wrecked at Malden Island reef in the mid-Pacific Ocean on May 29th, 1918.The photograph of the John Murray , formerly the 'Loch Ryan' is significant for its connection with the Loch Line of the General Shipping Company of Glasgow, the same company that owned the Loch Ard, which was wrecked and tragically lost 52 lives. The photograph is also significant for its connection with Victoria's training ship John Murray, which aimed at reforming delinquent juveniles, to be suitable as seamen for Australia's Navy or Merchant Navy. The ship was the namesake of John Murray, so the photograph is also significant for its connection with Victorian and local Government, as John Murray was the 23rd Premier of Victoria and a Warrnambool Member of Parliament for over 20 years. He was born in the local town of Koroit. The design of this and other similar treadle powered dental engine (or dentist drill) was in common use by dentists from the 1870’s into the 1920's. When electricity became accessible to most communities the electrically powered dental engines began to take over from the treadle power. Over the ages teeth were extracted using picks and scissors and other gouging instruments. Bow drills, hand drills and even a "bur thimble" drill were later used to prepare cavities for filling. Some drills were made bendable by attaching flexible shanks between the metal bur and the handle, giving access to the teeth at the back of the mouth. Other mechanical devices were introduced along the way, such as clockwork drills, but they were hard to handle and inefficient. Over the centuries “dentistry has been performed by priests, monks and other healers. This was followed by barbers; the barber’s chair may well have been the precursor to the dental chair. “(SA Medical Heritage Society Inc.) In 1871 James Morrison patented the first commercially manufactured 'foot treadle dental engine', the first practica dental engine although others had been introduced as early as 1790 (by John Greenwood). Handmade steel burs or drills were introduced for dental handpieces, taking advantage of the significant increase in the speed of the drill. In 1891 the first machine-made steel burs were in use. The treadle drill reduced the time to prepare a cavity from hours to less than ten minutes. In 1876 the Samuel S. White Catalogue of Dentist Instruments listed a 12 ½ inch wheel diameter dental engine, with 14 bright steel parts, for sale at US $55 In today’s market, this is the equivalent to US $1200 approx. The specifications of that dental engine are very similar to the this one in our Flagstaff Hill Maritime Village’s collection. It is interesting to note that workings of a similar treadle dentist drill were used and modified to power a treadle spinning wheel of one of the volunteer spinners at Flagstaff Hill Maritime Village. The foot treadle dental engine was a milestone in dental history. “Historic importance of treadle powered machines; they made use of human power in an optimal way” (Lowtech Magazine “Short history of early pedal powered machines”) The invention of a machine to speed up the process of excavation of a tooth lead to the invention of new burs and drills for the handpieces, improving speed and the surgical process of dentistry. They were the fore-runner of today’s electrically powered dental engines. This treadle-powered dentist drill, or dentist engine, is made of iron and steel and provides power for a mechanical dental hand-piece that would be fitted with a dental tool. The drill has a three footed cast iron base, one foot being longer than the other two. A vertical C shaped frame is joined into the centre of the base, holding an axle that has a driving-wheel (or flywheel) and connecting to a crank. A slender, shoulder height post, made from telescoping pipes, joins into the top of this frame and is height adjusted by a hand tightened screw with a round knob. On the post just above the frame is a short metal, horizontal bar (to hold the hand-piece when it is not in use). A narrow tubular arm is attached to the top of the stand at a right angle and can move up and down. At the end of the arm is a firmly fixed, flexible rubber hose protected for a short distance by a sheath of thin metal. At the end of the hose there is a fitting where the drill’s hand-piece would be attached; a small, silver coloured alligator clip is also at the end. A treadle, or foot pedal, is hinged to the heel to the long foot of the base, and joined at the toe to the crank that turns the driving-wheel. There is a spring under the toe of the treadle. The metal driving-wheel has a wide rim. Touching the inside of the rim are four tubular rings that bulge towards the outside of the driving-wheel, away from the pole, and all meet at the hub of the axle. The axle is bulbous between the inside of the driving-wheel and the frame then passes through the frame and is attached on the other side. The driving-wheel has a groove around which a belt would sit. The belt would also fit around a pulley on the arm, at the top of the post. The pulley is joined to a rod inside the arm and this spins the drill's hand-piece and dental tool holder. The two shorter feet of the base are made from a long metal bar that has been curved outwards, and its centre is bolted to the base of the pole. Under the ends of the curved legs of the base are wedge shaped feet. The driving-wheel is decorated in light coloured paint on both sides, each side having three sets of floral decals evenly spaced around them, and each about a sixth of the wheel's circumference. Similar decoration is along the sides of the frame. The foot pedal has decorative cutout patterns in the centre of the foot and at the toe. On the long foot of the stand is some lettering with a fine, light coloured border around it. The lettering is hard to read, being a dark colour and flaking off. There are also remnants of fine, light coloured flourishes. The foot pedal has lettering of the maker’s trade mark cast into the metal at the ball of the foot. Lettering on the base is peeling and difficult to read. The photograph taken on Sunday September 6, 1891, shows the Port Campbell Rocket Rescue Crew and Equipment at Wreck Beach, Moonlight Head, preparing to save the stranded men on the wreck of the barque Fiji. The man standing in the middle, front of the photograph, facing the ocean, is Herbert Maxwell Morris, a farmer at Barruppa near Princetown, also a member of the Rocket Rescue Crew. The Rocket Rescue lifesaving method used an explosive rocket to shoot a light line from shore across to the distressed vessel. The line was then secured to the ship’s mast and a heavy, continuous line was then sent out with a ‘breaches buoy’ attached (a buoy similar to the seat of a pair of trousers). The stranded seafarers would sit in the seat and be pulled along the line to safety. A lot of skill was needed to set up the line to reach its target and the Crew trained regularly to keep up their skills. The three-masted iron barque Fiji was built in Belfast, Ireland, in 1875 by Harland and Wolfe for a Liverpool based shipping company. The ship departed Hamburg on May 22, 1891, bound for Melbourne under the command of Captain William Vickers with a crew of 25. The Cape Otway light was sighted on September 5, 1891. However, the bearing was different from Captain Vickers’ calculations. At about 2:30am the next morning land was reported only 4-5 miles away. The captain tried to redirect the ship in the rough weather without success and the Fiji struck rock only 300 yards (274 metres) from shore. The crew burned blue lights fired rockets to signal distress. The lifeboats either capsized or were swamped and smashed to pieces. Two younger crewmen volunteered to swim for the shore with a line. One, a Russian named Daniel Carkland, drowned after he was swept away when the line broke. The other, Julius Gebauhr, a 17 year old German able seaman, reached shore safely on his second attempt but had cut the line lose with his sheath-knife when it tangled in kelp. He climbed the steep cliffs in search of help. Later that morning a young man, William (Willie) Ward, saw the wreck of the ship close to shore near Moonlight Head from the cliffs and the alarm sent for help from Princetown, six miles away. At around the same time a Mott’s party of land selectors, including F. J. Stansmore, Leslie Dickson, was travelling on horseback from Princetown towards Moonlight Head. They were near Ryans Den when they found Gebauhr in the scrub, bleeding and dressed only in singlet, socks and a belt with his sheath-knife. They thought the man may be an escaped lunatic, due to his wild and shaggy looking state and what seemed to be gibberish speech. After Gebauhr threw his knife away they realised that he was speaking half-English, half-German as he talked about the wreck. They gave him food, brandy and clothing, and he was taken to a nearby guest house Rivernook, owned by John Evans, where he was cared for. Most of the party went off to the wreck site. Stanmore and Dickson rode for help from both Port Campbell for the two Rocket Rescue Crew buggies, and Warrnambool for the lifeboat. The vessel S.S. Casino sailed from Portland towards the scene. Half of the Port Campbell Rocket Crew and equipment arrived after a 25 mile journey and set up the rocket tripod on the beach below the cliffs. By this time the weary crew of the Fiji had been clinging to the jib-boom for almost 15 hours, calling frantically for help. The Office in Charge of the Rocket Crew, W. Tregear, ordered the rocket to be fired but the light line broke and the rocket was carried away. A second line, successfully set up by Herbert Morris, crossed the ship and was secured. The anxious sailors tried to come ashore along the line but some were washed off as the line sagged with too many on it at one time. Other nearly exhausted crewmen made their way through masses of seaweed and were often smothered by waves. Only 14 of the 24 who had remained on the ship made it to shore. Rocket Crew members and onlookers on the beach took it in turns to go into the surf and drag the half-drowned seamen to safety. These rescuers included Bill (William James) Robe, Herbert Morris, Edwin Vinge, Hugh Cameron, Fenelon Mott, Arthur Wilkinson and Peter Carmody, who was also involved in the rescue of men from the Newfield. Arthur Wilkinson, a 29 year old land selector, swam out to help one of the ship’s crewmen, a carpenter named John Plunken who was trying to swim from the Fiji to the shore. Two or three times both men almost reached the shore but were washed back to the wreck where they were both hauled back on board. Wilkinson was unconscious, possibly from hitting his head on the anchor before they were brought up. Plunken survived but Wilkinson later died and his body was washed up the next day. The 26 year old Bill Robe hauled out the last man; it was the captain and he’d been tangled in the kelp. Only 20 minutes later the wreck of the Fiji was smashed apart and it settled in about 6m of water. Of the 26 men on the Fiji, 11 in total lost their lives. The remains of 7 bodies were washed onto the beach. Their coffins were made from timbers from the wrecked Fiji and they were buried on the cliff top above the wreck. The survivors were taken to Rivernook and cared for over the next few days. Funds were raised by locals soon after the wreck in aid of the sufferers of the Fiji disaster. Captain Vickers was severely reprimanded for his mishandling of the ship. His Masters Certificate was suspended for 12 months. There was public criticism of the rescue. The important canvas ‘breeches buoy’ and heavy line for the Rocket Rescue was in the half of the rocket outfit that didn’t make it in time for the rescue as they had been delayed at the Gellibrand River ferry. The communications to Warrnambool were down so the call for help didn’t get through on time. The boat that had been notified of the wreck failed to reach it in time. Much cargo looting occurred. One looter was caught with a small load of red and white rubber balls. Essence of peppermint mysteriously turned up in many settlers homes. Sailcloth was salvaged and used for horse rugs and tent flies. Soon after the wreck “Fiji tobacco” was being advertised around Victoria. A Customs officer, trying to prevent some of the looting, was assaulted by looters and thrown over a steep cliff. He managed to cling to a bush lower down until rescued. In 1894 some coiled fencing wire was salvaged from the wreck. Hundreds of coils are still strewn over the site of the wreck, encrusted and solidified. The hull is broken but the vessel’s iron ribs can be seen along with some of the cargo of concrete and pig iron. Captain Vickers presented Bill Robe with his silver-cased pocket watch, the only possession that he still had, as a token for having saved his life and the lives of some of the crew. Years later Bill used the pocket watch to pay a debt, and it was handed down through that family. Seaman Julius Gebauhr later gave his knife, in its hand crafted leather sheath, to F. J. Stansmore for caring for him when he came ashore. The knife handle had a personal inscription on it. A marble headstone on the cliffs overlooking Wreck Beach pays tribute to the men who lost their lives when Fiji ran aground. The scene of the wreck is marked by the anchor from the Fiji, erected by Warrnambool skin divers in 1967. Captain Vickers’ pocket watch and Julius Gebauhr’s sheath knife are amongst the artefacts salvaged from the Fiji that are now part of the Fiji collection at Flagstaff Hill Maritime Village. The man identified in the photograph, Herbert Maxwell Morris, was the nephew of the Victorian era artist, William Morris. Herbert had sailed from England to Australia and was about 25 years old when he joined the Rocket Rescue Crew at Port Campbell. His successful rocket line firing at the Fiji wreck site was noted by author Jack Loney in one of his historic shipwreck books. Later Morris moved from his property at Baruppa to Laver’s Hill to run a more profitable enterprise. This photograph is significant as an image of a historical event, being the willingness of local volunteers to aid in the saving of lives of stranded seafarers. It gives a clear picture of the use of Rocket Rescue Equipment in shore-to-ship rescues. Flagstaff Hill’s Fiji collection is of historical significance at a State level because of its association with the wreck Fiji, which is on the Victorian Heritage Register VHR S259. The Fiji is archaeologically significant as the wreck of a typical 19th century international sailing ship with cargo. It is educationally and recreationally significant as one of Victoria's most spectacular historic shipwreck dive sites with structural features and remains of the cargo evident. It also represents aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes. The Fiji collection meets the following criteria for assessment; Importance to the course, or pattern, of Victoria’s cultural history, possession of uncommon, rare or endangered aspects of Victoria’s cultural history, and potential to yield information that will contribute to an understanding of Victoria’s cultural history. This blazer was worn by John Freckleton at the Ballarat Teachers College in 1949. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. ("Ruffians Attempted to Carry of the School Tent: A History of State Education in Ballarat", 1974, p73-4.)This unlined, 3 buttoned, royal blue woolen blazer is bound with twill tape in a matching colour. It has a patch pocket on either side near the bottom hem line and a breast patch pocket with an embroidered emblem of the Ballarat Teachers College. Under this emblem is embroidered in stem stitch 'B B' in brown and yellow. The pockets are all bound at the top and the sleeves have a trim binding about 8.5 cm from the cuff.
