Information on the life of Legatee Frank Doolan from a eulogy in 1988. Legatee Doolan was a very active Legatee, starting within the first year of Legacy when he was nominated by Bill Laver and Charles Copp in 1924. While he never sought 'office but he was always there - in the background - able and willing to actively serve'. In World War 1 he enlisted in November 1917 and served with 1st Division Signal Company and in France. After Armistice he attended a course for young AIF surveyors at the British Ordnance Headquarters at South Hampton designed to bring skills back to Australia. Famously it was Frank that proposed that the spirit of Legacy is service to the widows and children. "Here it received its soul. The thoughts transmitted to the Board by this quiet man." He was Legacy's link to the Big Brother movement that was sponsoring bereft children in England to be sympathetically housed in Australia. He was a foundation member of the the first boys' gymnasium class and of the literary and debating class. He worked with the Intermediate Legacy Club for it's entirety He was part of the Legacy team who worked enthusiastically for the establishment of the Shrine. It was his technical skill as a surveyor that enabled the ray of light to shine on the Stone of Remembrance at 11 am on 11th November. Also to solve the complication of daylight saving in 1976 by positioning two mirrors. For this he was awarded the British Empire Medal. Born in 1896 at Armadale he was educated in Ballarat and South Melbourne. He obtained his qualification as a licensed surveyor at the Working Men's College (now RMIT) in 1919 on returning from war. He was partner in 'Doolan and Goodchild' through the hardships of the Great Depression. Then joined firm of Mendell, Gillespie and Charleman - being supported by Legatee Jim Gillespie. He went on to Lecturer of surveying at the Working Men's College from 1926 to 1938. Then he was assisted by Legatee Alan Murray to a position with the Valuers Section of the Department of Interior. In 1953 he was promoted to be Chief Property Officer for Victoria retiring in 1961. The page from the Bulletin from 18 August 1988 shows the names of many donors that had paid tribute to Frank. A few sentiments were included by some: 'A quiet, loveable and outstanding Legatee.' 'He was my friend, guide and mentor during the 14 happy years I spent in Legacy.' Schools would produce the toys, often in wood work classes and they were donated to Legacy and Carry On. The toys were given to Junior Legatees at the Government House Christmas Party. Excess toys were passed to a dozen additional charities. The scheme started in 1949 and by 1962 over 8,200 toys were donated, from 201 schools. The total to that date was over 72,500 toys. It appears to be 1963 as there was space for the tally to be completed. Was with many other slides taken in the 1950s and 1960s. A Vale notice that was published in the Bulletin in 1966 on the death of Legatee Syd Birrell. He joined Legacy in 1924 and was very active contact work, welfare and probation work. It says: "It is doubtful that any other Legatee has performed more personal contact service in the homes of our families than has Syd. There are literally hundreds of widows and children in this community who have reason to be eternally grateful for the practical Legacy service he had rendered. He will be greatly missed in very many homes." Syd Birrell was President of Melbourne Legacy in 1949 and helped established at least 10 new Legacy groups in Gippsland and in northern Victoria. In World War One he had served with the 37th Infantry Battalion, winning an MC for bravery at the battle of Broodseinde in Belgium on 4 October 1917. In the Second World War he served as Captain in the VDC. An article from The Age about the death of Sir Alfred (Kem) Kemsley in 1987. It mentions that is was a loss of one of Melbourne's 'great characters'. Between the wars he served as secretary to the Melbourne Metropolitan Town Planning Commission and as secretary to the Liquor Trades Defence Union. In 1934 he became general manager of 3UZ. In world war 2 he was appointed director of the organsation of The Australian Army with the rank of Colonel. After the war he was one of those who founded the advertising agency United Service Publicity (later USP-Needham). He served as chairman and long remained director. Sir Kemsley was one of the earliest supporters of the Shrine and was instrumental in its construction. He was a shrine trustee and governor of the Corps of Commissionaires. An early and long serving member of Legacy. His many honours included KBE (1980), CMG (1973), CBE (1960), and ED. He was survived by a wife, son Liston, and daughter Jean by a previous marriage. Lists of Junior Legatees that were compiled by Alison Ball (nee Wisdom) and passed to Legacy in 2018. As the lists contain contact addresses and phone numbers not all pages have been scanned and most are kept private. Alison contacted Legacy in 2018 about giving the lists to Legacy for archiving. She had been very active in committees that organised reunions over the years. The lists include attendees and apologies from the 1973 reunion. Also a list titled 'Stanhope and Harelands Resident's Address List' from 1984 there are photos of the 1984 reunion at Kooyong Tennis Club at 01837. There are lists for 1991 and 1993. The large list for 2001 is titled Former Junior Legatees and is 19 typed pages, which may include more than just past residents of the Legacy Homes. Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950) were residences run by Melbourne Legacy to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself, or they needed to stay in Melbourne for further education. Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. The children were cared for until they were old enough to become independent. A record that past residents kept in contact through regular reunions. Legacy raised funds from the sale of Christmas cards for many years. In 1989 they chose artwork by a Junior Legatee (name not known at the moment) to feature on the cards. Also a photo of a girl in a motorised wheel chair selling the Christmas cards and Legacy puddings in a street. Photos were taken by Susie Howard who was publicity officer for Legacy at the time. Legatees met regularly and had guest speakers to entertain and inform on different subjects at their Tuesday Luncheons. This document was from a file of information about guest speakers (see also 00812-00822 and 00829-00837). The Programme Committee was responsible for organising the speakers. This was a letter detailing discussions by the Board about future speakers and sent from the Legacy President to the Chairman of the Programme Committee. Of note there was an interest in younger speakers if they could be 'responsible types'. A copy of speech given by President Bill Rogers to the 'At Home' function on 18 October 2007. The function was Melbourne Legacy's way of saying thank you to the many valued friends who do so much in assisting Legacy in many different ways throughout the year. Two generous cheques were presented to Legacy, by Simon Kinch of the Blackburn RSL and Jim Stevens and Ray Skals from the Watsonia RSL. Watsonia RSL had donated over $188,000 in the preceding 10 years. A message sent via fax machine to Legacy to advise a past President's gold Legacy badge had been given to Warnambool Legacy. The content says: 'Howard Mackenzie, President of Warrnambool Legacy, advised me on 5th February 1989, that L/ Greg Gillespie - son of our Past President James G. Gillespie - presented to Warrnambool Legacy the Gold Legacy Badge given to his father and worn by him during his year of office as President. This badge is now presented to the installed President of Warrnambool to wear during his year of office. Howard is the first recipient.' A Vale notice that was published in the Bulletin in 1975 on the death of Legatee Oswald Gawler. He joined Legacy in Adelaide in 1929 and was president of Melbourne Legacy in 1943. He served on the Co-ordinating Council for many years. In World War One he had served on Gallipoli and in France and Belgium. In 1917 he was severely gassed which impacted his health and eyesight in later years His professional career was as an actuary and his forecasts helped make many policy decisions in Legacy. Photo from a book compiled about the Legacy children's residence called Stanhope. The photo shows 9 legatees that were the Residences Committee for Stanhope. Written next to the photo are names Rear L to R: L/ Lahey, Danby, Savage. Front L to R: L/ Higgins (dec), Miriam?, Rosman, Evans (dec), Mason (dec), McRae. Stanhope was supervised by Matron Dorothy (Dorrie) Vines from the time it opened in 1946 until she retired in December 1966. A speech by Colin Bannister about Legacy in 2007. It mentions Melbourne Legacy was helping 21,700 and 350 children and had spent $1.85m in 2006 on its beneficiaries. In Australia Legacy supported 126,000 widows and 1,800 children. It also recounts his background with Legacy. After he left the Regular Army after active service in Malayan Emergency and the Vietnam War. He joined Legacy in 1976. He was aware of Legacy due to his father and father-in-law were both impaired from their service in WW1. And a brother from WW2 and Vietnam was a member of Canberra Legacy. His son also became a member of Ballarat Legacy. An original 1930 Charter of Legacy which was drawn up by Legatee Cyril Smith, and adopted at the 1930 Canberra Conference. The Spirit of Legacy is Service. The care of dependents of comrades who served in the Great War and who gave their lives or health, affords a field for Service. Safeguarding the interests of children is a service worth rendering and their interests include their mental, moral, vocational and physical welfare. Personal effort is the main essential. In as much as these are the activities of Legacy, it is your privilege to accept the "Legacy of the Fallen comrades". Therefore you men who served overseas with honourable records form you a Club to be known as the "Melbourne Legacy Club" and keep fair the name of Legacy. Every month Legacy's handicapped dependents are invited to go on outing for take part in recreational and educational activities. These programmes aim to develop independence and thus lessen the need for reliance on others for simple routine functions. Once a year there is a two week camp, this is believed to be Somers School Camp. These photos are from 1992. An article in the widows' newsletter in 1992 explains more detail on the 1992 camp. The article mentions that the annual camps run for two weeks at Somers Camp. It is a wonderful gathering of Junior Legatees, Legatees, and dedicated helpers. 50 junior legatees attended this camp (in 1992) with the personal attention almost one-to-one. With ages ranging from 22 to into the 60s, Legacy has to ensure it caters for the differing needs. Legatees headed by Camp Chief, Jim Hammon and Chairman of the Handicapped Dependents Committee, Merv Tickell, were supported by two Camp Co-Ordinators and 50 helpers known as 'leaders'. Many of the leaders are people in the workforce wishing to give something back to the community. Junior Legatees are organised into groups. They participate in horse-riding, swimming, golfing, strawberry picking, and many other activities. Melbourne Legacy conducted Annual Demonstrations / Parades from 1928 through to 1980s, usually held at Melbourne Town Hall. In these photos it is at the Olympic Swimming Pool. Colour slide of two legatees and a school boy near a large number of toys collected for distribution. One man is Ivan Layton the CEO of Legacy for 30 years. There were wooden rocking horses and planes. Also soft toys such as Humpty Dumpty, teddies and koalas. The toys were part of an arrangement with the Department of Education. Schools would produce the toys, often in wood work classes and they were donated to Legacy and Carry On. The toys were given to Junior Legatees at the Government House Christmas Party. Excess toys were passed to a dozen additional charities. The scheme started in 1949 and by 1962 over 8,200 toys were donated, from 201 schools. The total to that date was over 72,500 toys. It appears to be 1963 as there was space for the tally to be completed. Was with many other slides taken in the 1950s and 1960s. The slides have been photographed to make digital images and moved to archive quality sleeves. For many years Legacy was invited to bring junior legatees to Government House for for an enjoyable Legacy Christmas party. There were entertainers, carousels and often a train ride. And the joy of a Christmas present for each child. This photo shows a legatee at a microphone alongside two children. The Steering Committee Residences developed this PERT (Programme Evaluation Review Technique) as noted in a memo dated 28.5.74 written by Chairman Legatee Quayle (Cat. No. 01689). The chart shows the sequence of developments for rationalising Blamey House, Stanhope, and Harelands, and potentially allowing for the long term transitioning of Blamey House into accommodation for elderly widows; this was never carried out.
