Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Very early example of academic prize awarded to student J H Jessup only 5 years after the school commenced. At this time books were specially ordered from London where they were bound and embossed with the College crest. Significantly early example of prize awarded by Principal for academic excellence. When this Prize was donated to the school we were unaware of J H Jessup existence as a student of the school. Flt Lt J S Austin DFC, 400363. No 608 Sqn RAF, Nos 32, 13 & 2 Sqns. Stock agent of Lara, Vic; b Melbourne 15 May 1918. Died of illness 9 Nov 1943. Timor was the target for the night of 6 July, when Flight Lieutenant "Bunny" Austin (A16-207) led five Hudsons to bomb Koepang town. The next night he led back seven aircraft against the airfield at Penfoei, attacking before dawn on the 8th prior to United States Liberators bombing the runways and barracks. 75 Austin's aircraft was caught by Penfoei's master defensive searchlight, and Austin used violent evasion and switching on and off of his IFF equipment, a tactic used in Europe. The radar-controlled searchlights went out. Flying Officer Mick Helsham (A16-160) attacked first to act as a pathfinder and mark the target for the other Hudsons and Liberators:Full service records of J. S. In 1914, Bendigo and Northern Victoria Citizens Force Unit was the 67th (Bendigo) Inf. Castlemaine and Central Vic had the 66th (Mt Alexander) Inf. The book was written by Lt.Col A. H. Sandford R.A.G.A.Cardboard cover booklet. The printing on front cover is black ink. Inside are 128 pages of drill movements. Illustrations. Semaphore, morse code signals and the magnetic variations for Aust and NE Capital Cities. Inside, Page 1 has the embossed stamp of "Bendigo Book Sellers & W. Hampton, Stationery. This honour roll was found in poor condition in a district antique shop. It was fully restored by an enthusiastic local lady, It was presented to the Soldiers Memorial Military Museum on 20 April 2022. The Museum is now known as the Bendigo Military Museum. "MM" Military Medal "DSO" Distinguished Service Order The frame is a flat faced hardwood timber, varnished. Each corner has a decorative scroll work of leaves and flowers. They are dark brown colour. There is a gold rim around the inside of the picture frame. Inside are 15 oval openings, in which are black and white portraits of WW1 soldiers. The writing and captions are in white paint. The 1920 Club agreed to have a working bee at Wanliss House to remove fittings for sale from the house before it was demolished. This program was found down behind the mantle of one of the fireplaces. Following World War One, the present Memorial Gates at the front of the Lara Recreation Reserve (opposite the service station), were erected and the names of 104 men and woman who enlisted from Lara Districts were added. Twenty four paid the supreme sacrifice. They were erected at a cost of £380 by Barklamb Brothers of Caulfield. His Excellency The Governor Lord Somers officially opened the gates on 22 December 1929.
