Article written by Janine JonesRingwood Council will review its hardship provisions for waivering unpaid rates. Mayor Greg Adkins said he was concerned that no ratepayers had their $100 state defecit tax levy waivered due to hardship as part of the latest round of rate changes. This was surprising when there was much hardship in the community. Cr Margaret Cheevers said the loosening of hardship provisions should be widened to apply to those who had difficulty paying their rates. Council's Chief Executive, John Paech , said only a "handful" of ratepayers had applied for hardship provisions -

Flower shows or Horticultural exhibitions were a popular form of entertainment and scientific pastime in the nineteenth and twentieth centuries and were widely reported on and followed. Ballarat was a major centre for nurseries and prided itself as a garden city promoting many shows at all levels including grand national exhibitions. Exhibitors ranged from professional hybridists, nurserymen and florists to amateur growers. This award represents the cottage or amateur class in flower shows and was awarded at St Andrew's Jubilee Exhibition and Flower Show. It is one of many in the Taffe family collection won by members of the family between 1899 and 2004. Article, Bulletin VALE Legatee Sydney Henry Birrell, 1966
A Vale notice that was published in the Bulletin in 1966 on the death of Legatee Syd Birrell. He joined Legacy in 1924 and was very active contact work, welfare and probation work. It says: "It is doubtful that any other Legatee has performed more personal contact service in the homes of our families than has Syd. There are literally hundreds of widows and children in this community who have reason to be eternally grateful for the practical Legacy service he had rendered. He will be greatly missed in very many homes." Syd Birrell was President of Melbourne Legacy in 1949 and helped established at least 10 new Legacy groups in Gippsland and in northern Victoria. In World War One he had served with the 37th Infantry Battalion, winning an MC for bravery at the battle of Broodseinde in Belgium on 4 October 1917. In the Second World War he served as Captain in the VDC. The 100th anniversary of the proclamation and declaration of the "Caulfield Road District" was held on 15 October 1957. A variety of public events were organised to celebrate this memorable occasion between 13 October and 8 November 1957. The "Centenary of Caulfield 1857-1957" photograph album which contains annotated images of these events is considered of great historical importance as a unique record of Caulfield events, people and places during this time. The Caulfield Centenary events were held between 13 October and 8 November 1957. Key participants included the Mayor of the City of Caulfield, Councillors, officers, and a wide range of community groups. The events included: a special Centenary Council Meeting at the Town Hall on 15 October; an opening ceremony; two receptions; two religious services; a naturalisation ceremony; an evening community float parade; a children's carnival at Caulfield Racecourse; the crowning of Centenary Queen and an impressive fireworks display. SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. The project was greatly assisted by: • David McRitchie, Media Studies Lecturer Victoria College, Rusden Campus. • Ian and Annette Toohill of Wattle Studios • Tracy Naughton, Eltham Community Arts Officer • Neville Emerson Pty. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Original bell from the first Eltham Fire Station in Arthur Street erected on a tower in November 1928, the station opened in January 1929. In 1988 the bell was mounted beneath a wooden sign of Country Fire Authority, Eltham Fire Station, 909 Main Road, Eltham. As of September 2023 the bell is in the same location, with the signboard gone, suspended in a steel metal tower-like frame. The bell has seen service at the original Eltham Fire Station in Arthur Street (1928-1931), Henry Street beside the Rechabite Hall (1931-1935), Main Road (east side, site of present-day Coles 1935-1965) and 909 Main Road (1965-present). Photograph - Whans' Stores, Wodonga, early 1900s
John Whan was born in Carlton of Irish parents and moved with them to Wodonga by bullock dray at the age of 12. After completing his education in Wodonga, John became manager of McLean Brothers and Rigg branch store in Sydney Street, Wodonga for a number of years after which he bought the business and operated Whan’s General Store in Sydney Road, Wodonga which at its peak employed his six children. John Whan was Wodonga Shire Councillor for 15 years, including a term as Shire President in 1904-5. He was also Chairman of the Wodonga Water Trust when it built the water tower in 1922 – 23. He had many other community involvements including the School board and the Library Committee, served as an honorary justice and Deputy Coroner. secretary of the Wodonga branch of the I.O.O.F., and the Wodonga Cemetery Trust and the Masonic Lodge. He was a foundation member of the Presbyterian Church in Wodonga. He died on 10 October 1933. After his death, Whan's store was operated by John's son Francis William Whan who was born in Wodonga on 1 September 1901. He also served the community as a Justice of the Peace and Magostrate. Frank was a caring gentleman who looked after many during the difficult times of the Depression and World War 11. He continued to provide outstanding service to the Wodonga community. Frank was a dedicated member of the Presbyterian Church. Newspaper clipping titled: “Tram burns after collision with truck” – The Age 5/9/70 “Quite heroes drag driver from flames” by Robert Parsonage Tram and semi-trailer crash in Thornbury, Route # 9A, driver Bill Armitage suffered a broken right leg and arm and severe burns to most of his body, in critical condition in Preston and Northcote Community Hospital. Semi-trailer driver, Brian Carroll, 25 received burns and is in serious condition in hospital. Conductor Ted Clark, about 35, not injured and helped only passenger, and elderly woman from the tram.
