Loan No. 27.-Notice of Intention to Borrow Sum of £ 15,000 for Permanent Works and Undertakings. - Notice is hereby given, that the Council of the Shire of Eltham proposes to borrow the sum of £15,000 on the credit of the municipal revenues of the president, councillors, and ratepayers for the said shire, such sum to be raised by the Issue of debentures in accordance with the provisions of the Local Government Acts. 1. Maximum rate of interest that may be paid is £5/10/ per cent, per annum. 2. The purposes for which the loan is to be applied are: Construction of Sanitary Conveniences at Shire Office, Council's contribution towards costs of Dixons Creek Bridge, Construction of Mt. Pleasant rd., Construction of Cherry Tree rd. 3. The period of the loan shall be 10 years. 4. Moneys borrowed will be repayable by providing out of the Municipal Fund twenty half-yearly instalments of approximately £985/1/6 each, including principal and interest on the first day of October and the first day of April during the currency of the loan. The first Instalment shall be payable on the first day of October 1957. 5. Such moneys shall be repayable at the Commercial Bank of Australia Limited, Melbourne, or at the Council's bankers for the time being in Melbourne. The plans and specifications and the estimates of the costs of the proposed works and a statement showing the proposed expenditure of the moneys to be borrowed are open for inspection at the Shire Office, Eltham. Shire Secretary.Record of various Shire of Eltham infrastructure works undertaken during the period of 1952-1962 involving bridge and road reconstruction projects, sometimes with Eltham Shire Council Project Reference numbers quoted. It was during this period that a number of significant improvements were made to roads and new bridges constructed within the shire that remain in place as of present day (2022). In many situations, the photos provide a tangible visible record of infrastructure that existed throughout the early days of the Shire. This music was used by Frank Wright who had been tutored by Percy Code. Frank Wright won the Australian Open Cornet Championship using this music, and won the gold medal for the highest mark in the British Colonies. Percy Code was born in Melbourne on 03 July 1888. He started learning the violin and piano at the age of eight. Three years later his father, Edward, started tutoring him on the cornet. His first competition was in October 1902 in Ballarat's South Street Competitions. Percy Code was Musical Director of Ballarat City Brass Band from 1913 until 1921. He was Frank Wright's teacher. Code apparently lived in a large house just west of where St Peter's church (Ballarat) now stands. Percy Code toured the world as principal cornet with the 'Besses o' th' Barn Band.' He returned to Australia in 1912. Frank Wright at one stage rode his pushbike from Smeaton to Ballarat for lessons. Leaving Australia for America in March 1921 Percy Code obtained an appointment as trumpet soloist for the 70 piece San Francisco Symphony Orchestra. He returned home two years later and became bandmaster to the Prahran City Band in 1925. From 1938, as part of Australia's Sesqui Centenary celebrations, Percy Code conducted the Sydney Symphony Orchestra for the ABC orchestral concerts in Sydney Town Hall. His career with the ABC came to an end in late 1951 due to poor health. Percy Code died on 17 October 1953. Reinis Zusters OAM was born 15 October 1918 in Odessa, Ukraine, of Latvian parents. Zusters’ father died before he was two years old and he was raised in an orphanage from an early age. He had one sister. He studied Art at the Riga Technical College, Latvia, from 1935 to 1940. He married Aldija Kapteinis, and they had a daughter, Rudite (born 1942 in Riga). After World War II the Zusters family were refugees. They reached Western Australia in 1950, where they stayed for 6 months before moving to Canberra, ACT. In 1952, Zusters moved from Canberra to Pennant Hills in Sydney with his second wife, Arija Biks. Their daughter Laura was born in Sydney in 1956. In 1966, Zusters met his future third wife, Venita Salnajs. In 1969, Zusters bought a house in Greenwich, Sydney. He married Venita on September 17, 1976, and they moved to Wentworth Falls in the Blue Mountains. Zusters died on 8 October, 1999 at Wentworth Falls, and was cremated at Rookwood Crematorium, Sydney. His ashes are buried in the Latvian section of Rookwood Cemetery. Zusters studied at the Technical College of Riga (Latvia), and at East Sydney Technical College, Australia. He was influenced by his Latvian cultural heritage, and admired the artist Voldemars Tone (1892-1958). Shortly after arrival in Australia, Zusters became a draughtsman with the Department of Works and Housing in Canberra. Later he was appointed chief designer with the Australian-American architectural firm Austin-Anderson, at St. Leonards, Sydney. Zusters practised as a full-time professional artist from 1968. Zusters was a prolific painter, predominantly in oils. He produced many large landscapes, including triptychs of the Blue Mountains. His landscapes were mountain scenes prepared in the manner of Jackson Pollock and completed with washes and pale glazes of colour. His cityscapes featured a rich paint surface and sharp-edged thickness of paint applied with a palette knife, layer upon layer. He painted urban scenes of Sydney, inland Australian scenes, and several major portraits including Sir Winston Churchill’s gardener (purchased by Art Gallery of NSW). He made many small informal portrait-drawings of friends. His usual signature was “Zusters”. His work is represented in numerous public and private collections in Australia and abroad. He won numerous prestigious awards in Australia, Japan and USA and was honoured with the Order of Australia Medal in 1994. -

George Robert Broadbent (1863-1947), cyclist and map publisher, was born on 3 November 1863 at Ashby near Geelong, Victoria, son of George Adam Broadbent, Lancashire-born draper, and his wife Elizabeth, née Ruffhead. When the family moved to North Melbourne Broadbent attended the Errol Street school, followed his father's trade, and became an early cycling and cycle-racing enthusiast. At various times Broadbent held most Victorian and Australian road records, and two of his performances on solid tyres—203 miles (327 km) in 24 hours on a penny farthing, and 100 miles (161 km) in 6 hours 20 minutes on a 'safety' bicycle—were never bettered. He established records for all distances between 130 and 220 miles (209 and 354 km), and for all times between 8 and 12 hours, at the Exhibition Grounds track in May 1894, and road records for 50 and 100 miles (80 and 161 km) in October 1896. The Australian Cyclist acknowledged him 'the finest road rider that Australia has ever produced'. A foundation councillor of the League of Victorian Wheelmen in October 1893, Broadbent contested the first Warrnambool-Melbourne race in 1895, and was active in the Good Roads Movement. Next year he issued a road map of Victoria, 'prepared … after some sixteen years riding and touring in all parts of the Colony', which indicated general topography, distances, and roads classified as 'good', 'fair' or 'ridden with difficulty'. It was to become Victoria's standard map, and the basis of a continuous publishing programme by Broadbent's Official Road Guides Co.Three Road Maps of Bendigo, Bendigo and Suburbs, Bendigo and Eaglehawk. Embark for Egypt 27.10.1915, hospital 3.1.1916 with Bronvhitis, rejoin unit 15.1.1916, over some 7 months from 4.4.1916 he transfers 4 times until 2.11.1916 and listed as 4th Australian Camel Regt, by 16.2.1917 he is classed as being with 11th Coy 3rd Anzac Batt 1st Camel Brigade, WIA 1.12.1917 GSW’s, DOW’s at 2nd L.H.Brigade Field Ambulance 1.12.1917 in Jaffa. Refer 2535P re his brother Alexander Norman. The photo obviously refers to his previous service as the photo is dated “Oct 1914”. This photo was inherited with the building when the museum was established. Lind was born in 1878 in East Charlton, Victoria, the son of Oliver Nicholas Lind, a farmer from Denmark, and his Welsh wife Mary Ann Clay. In 1882, drought forced the family to move to East Gippsland where Lind was educated at Lucknow, and then to Bairnsdale in 1884 where he attended Bairnsdale state school. In October 1920, he was elected to the Victorian Legislative Assembly for the seat of Gippsland East for the Victorian Farmers' Union. Lind was made Minister of Forests, President of the Board of Land and Works and Commissioner of Crown Lands and Survey in Albert Dunstan's cabinet. He was knighted in 1951. In 1926 two national parks east of Orbost were named the Albert and the Lind national parks after him.A framed photo of Sir Albert Eli Lind. Tait collection: item 31 of 62 This document contains details of the Will and Probate of Frederick John Jones, a farmer of Nirranda who died in October 1910. He left real estate to the value of £200 and personal estate to the value of £43. The beneficiaries were his daughter Harriet Jones, his son Frederick Augustus Jones and his grandson, Claude Eagle. No other information has been found on Frederick Jones, Senior. This document was in the possession of Ernest Chambers who had legal offices in Warrnambool, Port Fairy and Koroit at the end of the 19th century and the beginning of the 20th century. It was then passed down to successive lawyers occupying the legal premises in Kepler Street and located in 2014 in the same building, the former offices of Mackay Taylor. It was then passed on to the Warrnambool and District Historical Society. This is a cream-coloured piece of parchment folded in two containing handwritten material on the Probate of Frederick Jones of Nirranda, 1911. Two of the pages have ruled black lines. The seal of the Supreme Court of Victoria is attached with green ribbon and there are four red stamps of the Master in Equity of the Supreme Court. This videotape has material related to the annual arrival in Warrnambool’s coast (mainly at Logan’s Beach) of Southern Right Whales. These whales come annually to the Western District coastline about May and stay until about October. and some calve at Logan’s Beach – hence the name Logan’s Beach Whale Nursery. The whales have become an important tourist attraction in the area. Most of the whales return to the area regularly and have been named from their particular markings. Wilma the whale was a great favourite and was seen about every three years in Warrnambool but is now appearing in other parts of Australia. The tape is dedicated to Robert Ulmann who was a well-known artist and conservationist in the Warrnambool region. He did much to ensure the whales received protection and publicity in the Warrnambool environment. This tape is now in an outdated format and will be transferred to a more appropriate form as the material in it needs to be preserved. The whale migration to Warrnambool is a significant natural history event and material from the 1990s is important. This is a videotape in a black case with a white label with black printing pasted on. The outer box is white with a white label with blue and black printing. This exercise book contains details on the work carried out by A.Greed, a tradesman undertaking small carpentry and repair jobs in the Warrnambool region. The works completed date from 17 April 1945 to 11 October 1949. Mr Greed apparently worked mostly for the Public Works Department and had contracts for schools including Ecklin South, Panmure, Cudgee, Dennington, Mailors Flat, Grasmere, and Warrnambool Technical School and for other public buildings including the Warrnambool Court House, the Police Station and Housing Commission buildings. Other contracts included ones for the Framlingham Aboriginal Reserve, Callaghan’s Garage, the Caledonian Hotel, the Methodist Croquet Club and many private home owners. Details on the identity of ‘A. Greed’ are not known as there are several possibilities for the 1940s era. One clue is that an ‘E. Greed’ was also an employee.This exercise book is of some interest as an example of a tradesman’s handwritten details of his work as a carpenter and repair man in the 1940s in the Warrnambool area. There are many local names and businesses of interest mentioned in the exercise book. This is an exercise book with a grey cover with red binding. The dark blue printing on the front cover is enclosed in scroll patterns and the back cover has dark blue printing The cover is creased and has some ink splotches. The front cover has been stamped but the printing is now mostly illegible. The pages contain handwritten work and accounting information in black and blue ink. This badge was produced to celebrate a gathering of past and present residents at Port Fairy in 1921, with the event officially called ‘Back to Port Fairy’. Port Fairy is on the Princes Highway, 28 kilometres west of Warrnambool. By 1921 Europeans had settled in Port Fairy for about 85 years, with John Griffiths setting up a whaling station on Griffiths Island in 1836 and James Atkinson establishing the town area in the early 1840s. Atkinson called the town Belfast and it was known by this name until 1887 when the name reverted to Port Fairy. The Back to Port Fairy celebrations in 1921 ran from November 10th to November 19th. A month before, in October 1921, the Glaxo factory, a prominent business in Port Fairy for many years, had been established.This badge is of minor interest as a memento of a celebration at Port Fairy in 1921 and is retained for display purposes.This is a metal badge with red edging, red lettering and a grey-coloured image of boats at the Port Fairy wharf. 18 October 1956 Flood level on road at corner of Railway Parade. On the immediate left out of view is Mrs Lucy Egan's home. That house still stands today nestled up against the Wattletree Road Bridge on the other side built in 1959 and is owned by the Bakos family purchased by Mrs Heather Bakos in 1960.. Prior to the Wattletree Road bridge being built, Railway Parade extended up the alignment of present-day Gastons Road to the Eltham-Diamond Creek road which ran past the entrance of the present-day carpark for Edendale Farm. This view is looking west across the Glen Park Bridge, and the beginning of Wattletree Road which sweeps around to the right in the distance. Progress Road does not exist though a road reserve is present on maps.Record of various Shire of Eltham infrastructure works undertaken during the period of 1952-1962 involving bridge and road reconstruction projects, sometimes with Eltham Shire Council Project Reference numbers quoted. It was during this period that a number of significant improvements were made to roads and new bridges constructed within the shire that remain in place as of present day (2022). In many situations, the photos provide a tangible visible record of infrastructure that existed throughout the early days of the Shire. House was rented by Kim Tarpey between October 1983 and June 1985. It was one of the buildings originally part of Birds Orchard. Harold Bird was her landlord, a retired primary school teacher who, when she knew him was driving the mobile library bus. Her partner had him as a teacher at Montmorency Primary in grade 4. The house was next door to what is now a bushland reserve near the Pauline Toner Reserve. It was on the corner of Pitt and Arthur St - the driveway was near the roundabout and went off to the right of the driveway that now belongings to 220 Pitt street and which was bushland at the time. It was sold in 1985 and consequently demolished, a large house has replaced it. School book prizes awarded to Harold Oscar Nevett (1902). Harold Oscar was born in Ballarat 3rd January 1885, the son of Oscar Horatio Arthur and Elizabeth (Dowling) Nevett. He entered Ballarat College 1894 after attending Ellerslie College III Class. Harold Oscar was Dux of the College in 1900. He went on the study Law at the University of Melbourne. He enlisted in England on 14th December 1915 and was awarded the Military Cross at Messines Ridge on 7 June 1917. After demobilisation in May 1919 he married Evelyn Kitson on 25 October in England. Harold Oscar died on 11 June 1940. Harold's brothers Arthur Hereword, Horace William and Ralph Dowling all attended Ballarat College also. Bendigo Military MuseumCeremonial object - 67th BATTALION COLOURS, c. 1912
The 67th Battalion was raised in mid 1912 as a local militia training battalion in Bendigo. During World War One, many of its members enlisted in the newly formed 38th Battalion which was raised in Bendigo in 1916. At one point it was a garrison battalion stationed at Queenscliff. It was disbanded in 1918 and became the area 38th Battalion. The colours were laid up in St Paul's Cathedral in Bendigo on October 25th 1929. In 2006, with the cathedral needing to carry out repairs and alterations, the colours were offered to Bendigo's Soldiers Memorial Institute Military Museum. On 17th April, 2007 under direction from RSM Ceremonial, the colours were re-laid up in the museum in a ceremony conducted by the Reverend Peta Sherlock and witnessed by church and RSL members after 12 months of planning and putting together..1) Middle banner in the photograph. Rectangular banner representing the colours of the 67th Battalion on an olive green background. In the centre is a circular red medallion featuring an embroidered battalion badge. A purple circular border with 'Bendigo Infantry' on it surrounds the red medallion. All are surrounded by a gold and silver wreath depicting the flowers and leaves of the golden wattle. '67' is embroidered on the top right hand corner. The banner is fringed on three sides in gold. Two cords with gold and olive tassels are attached to the top right hand corner. This copper and tin container was used for the storage and transport of cordite that replaced black powder in 1889 as a military propellant. The stamped of a government broad arrow and date 1903 show the item was made for the war department and not for commercial use. The container once empty of explosives was used for many years as a flour bin on board the crayfish ketch "Lady Brassey" by Mr Charlie Washbourne, Crib Point, Australia (on the Mornington Peninsula in Victoria). The ketch Lady Brassey was probably named after Anna or "Annie" Brassey (née Allnutt), Baroness Brassey (7 October 1839 – 14 September 1887) who was an English traveller and writer. Her bestselling book A Voyage in the Sunbeam, Our Home on the Ocean for Eleven Months (1878) describes a voyage around the world including a visit to Australia.The explosives container is an example of how explosive compounds were stored and transported at the turn of the 20th century. It is significate as it is in very good condition and an artefact from Australia's colonial history around the Federation, just as the country was gaining independence from Britain.Metal box with tin sides, copper top and base and round, double layered lid that has a folding, D shaped handle. Referred to as a cordite container or copper drum. Inscriptions are stamped onto the drum and are on a sticker under the lid.Handle stamped "S & Co. 1900" on lid. Base is stamped "R.G.D. 1903" (meaning the container seals are resistant to Rapid Gas Decompression (RGD)") Logo: triangular "(vertical arrow) / A T " between letters and date. The kit bag was used by James Thomas Alfred Ralph, who was born in South Australia on 25 September 1897. He enlisted for service in the First World War on 17 May 1918 in Adelaide with the Australian Medical Corps General Reinforcements. He was allocated the service number 20568 and embarked from Adelaide on the HMT Gaika on 6 August 1918. He arrived in London, England on the 13 October 1918 and allocated to the Australian Army Medical Corps Training Depot. He transferred as a medical officer to the 1st Australian Hospital (Hayfield?) on 2 December 1918, and was attached to the 1st Australian Army Hospital (Sutton Vale?) in January 1919. He returned to Australia in Febuary 1920 on the Cape Verde as nursing staff. He was discharged from service in Adelaide on 17th March 1920.Tan coloured canvas kit bag used by a member of the Australian Army Medical Corps during World War 1. The tubular kit bag has 12 brass eyelets placed around its opening, and is reinforced with a second layer of canvas at its base. The kit bag has a side stitched seam, stiching around the base and top opening. A circular lightweight tan canvas flap is stitched to the top opening at the side seam.On the side if the kit bag is a red cross on a white background, surrounded by a circular yellow line. HMAS Koolonga was a cargo ship built by Sunderland Shipbuilding Company, England, in 1914 and bought by McIlwraith, McEacharn Line Pty Ltd, Melbourne and named SS Koolonga. She was requisitioned by the Royal Australian Navy on 6 August 1914, as a collier and supply ship and commissioned as HMAS Koolonga. She participated during the Australian Naval and Military Expeditionary Force occupation of German New Guinea until May 1915 when she was later returned to her owners. After being returned, she was employed on cargo trades from Whyalla, South Australia to Newcastle, New South Wales. She was sold in October 1917 through Scott Fell & Company, Newcastle to BHP Shipping and renamed Iron Monarch, before being sold again in 1920 to Interstate Steamships Ltd. Gathering of seafarers and LHLG members carrying the Mission flag, at Graylings, property of Frederic Race Godfrey, in St Kilda, on 13 November 1905. Sixty-three men and boys were invited to the picnic. Miss Ethel Godfrey is standing on the right hand side next to another lady, wearing a dark dress and hat. In the article published in the Church and the Sailor in July 1930 after she resigned from her position of Honorary Secretary, this was the first picnic organised by her after Reverend Gurney Goldsmith pleaded for women's help during a sermon at All Saints church in St Kilda the same month. The Ladies Harbour Lights' Guild was formed on 1st October 1906 and she was nominated Honorary Secretary and Treasurer on 4 December 1906. See item 1642This was the official first picnic of the Amalgamated Victorian Seamen's Mission and the first picnic organised by Miss Ethel Godfrey. A year later she was nominated Honorary Secretary of the newly Ladies Harbour Light Guild. This ceramic mug is titled "Bill Bogong's Mug" in honour of one of Australia's Scouting (Rovers) notable office holders, Mr.W.F."Bill" Waters. He was born on 22nd August 1897 in Taralgon, Victoria, Australia and died 8th October 1968 in Fitzroy, Victoria. He was instrumental in the Rovers building two chalets in the Victorian Alps. The Victorian Award of the National Rover Service Award(1980) has been named after Bill Waters. Bill Waters was also the leader of the first team that climbed Mount Bogong in winter in 1929. Also was part of rescue team of what is now know as the Cleve Cole tragedy on Mt Bogong in the mid 1930's. There is also a water fall named after him Waters Falls on the Bogong High Plains. W.F."Bill" Waters aka "Bill Bogong" (Bogong mountain, were his ashes were scattered), was not only a prominent bush walker (Melbourne Walking Club) of the high country (Victorian Alps) but was instrumental in establishing two Chalets. One of these Chalets was the first one to be built on the Bogong High Plains. This item, "Bill Bogong's Mug" is what the Flinders Petrie(famous English Egyptologist/Archaelogist) Rover Crew(formed in 1940) presented newly invested members of the exclusive(200 membership) Alpine Rover Crew. The Melbourne Walking Club has a long history with the Victorian High Plains area, of which the Kiewa Valley is an integral part of the Victorian Alpine Region. Due to the connections Bill Waters has with the Bogong High Plains and Mt Bogong this cup has a lot of significance to the social history of the area.. Round glazed stoneware mug, white in colour, with a heritage green coloured band covering the top rim and handle. Written inscription on the front "Bill Bogong's Mug" in large print and beneath it, in smaller print, "with compliments from Flinders Petrie Rover Crew" The other side of the mug is a free hand landscaped drawing of green bush and blue hills with a tree supporting a tent and a camp fire (with smoke rising from it).To the left of the inscription is the Scout (Rover) emblem coloured black with an unraveled and unwritten signage scroll fowler ceramics, local alpine history, alpine rovers, scouts, mugs, mt bogong, bogong high plains -

Simon Armstrong Armstrong, Simon, Kangaroo Ground, is a native of Scotland, born in 1822. In October 1839 he came to Melbourne where he remained for one year, after which he went to Essendon, and stayed there until 1867, when he went to Kangaroo Ground, and established himself as a farmer on partially improved land purchased from Mr Thomas Armstrong; and he also possesses 160 acres at Yarra Flats, which he uses for grazing purposes. Mr Armstrong was married in 1854, and has a family of two sons and five daughters. from "Victoria and its Metropolis: Past and Present" written in 1888 by Alexander Sutherland.
