Margaret Stevens was the inaugural Head of Nursing at the Ballarat College of Advanced Education from June 1985 until her retirement in 1989. During the 1980s there was a growing acceptance around Australia that Nurse Education needed to be more science based to allow nurses to cope with the vastly increased appearance of technological devices in the hospital wards. The response was to shift such training into Higher Education institutions. The State Government decided that Nurse Training in Ballarat should move from the Hospital to Ballarat College of Advanced Education. in 1986. Margaret Stevens had been a senior Nurse Educator at the Ballarat Base Hospital for many years and was selected by mutual agreement between the two institutions to devise the new course and plan its implementation so that it would gain the approval of the Nurse Registration authority. In addition to consulting widely with other Nurse Education specialists and supporting departments in Ballarat College of Advanced Education, Margaret negotiated with over 70 medical establishments to work out arrangements by which the students would be placed in work experience as required by the course. She was also involved in the required additional staff appointments and in planning for a new building on Campus. The course was commenced in 1986 and the transition successfully achieved, thanks largely to Margaret's diligence. In 1987 the Review of Registration of Health Practitioners interim report was published by the Health Department Victoria. Margaret Stevens was appointed by the Health Minister to represent the College of Nursing, Australia. This was a landmark review with long-reaching implications. At the time of her death on 23 March 2015 she was a member of the Board of Ballarat Community Health, and was identified as follows R.N.; B.App.Sc (Nursing); Post Basic: DipEd(N); Kellogg Fellow (USA 1984-85), M.Ed. The President's Fund was created in 1932 by a donation from Legatee Walter W Berry from his late father's estate "to help temporarily embarrassed Melbourne Legatees" towards the end of The Great Depression. The aim of the fund was the give the President a way to help needy cases with discretion and without having to gain approval from committees. In many cases the money was repaid by the recipient. This sheet of accounts was compiled in 1986 to show the income and expenditure over the previous 15 years. Donations continued to come from the Berry Fund and also from the Over 70s Legatees. The over 70s was a group of legatees that met up socially and after their annual meeting they forwarded a cheque to Legacy. Also appears to be donations from legatee Dono Joynt. The expenditure is marked as ANON to protect the identity of the recipients and amounted to $7,600 over the 15 years. The note mentions some of the amounts are estimates. This document was in a folder labelled President's Fund Origin and Authorisation with many other documents that included correspondence, receipts of donations and material about when money was given to help appropriate cases. These meetings were held at the Kooyong office and the minutes include Present, Chair, Apologies, Minutes, Matter arising from minutes, Correspondence, Life governors, Election of members, Nominations, Reports from Regional Blind Members groups. Some highlights include: 27/10/1986 it was reported that tactile maps of the Melbourne Metropolitan Railway network are now available. 6/2/1987 as special meeting had been called to discuss in detail what action should be taken regarding the proposed $2 coin. John Cook advised that BMC had been invited to send a representative to Canberra to meet with other Blind consumers and representatives from the Mint and Treasury. The BMC agreed the coins needed further testing. 29/2/1988 The Treasury received further letters regarding the $2.00 coin. It was agreed this matter could not be pursued any further. 26/11/1990 it was reported that the commissioned by BMC of the Association's founder Miss Tilly Aston, was officially unveiled by Mrs Jean Ross and Mrs Diana Jones at the 95th Birthday Celebration Concert. The portrait was then hung in the foyer of the Vision Resource Centre. Suitably framed photographs of the founder's portrait to be circulated to all branches. A copy of the minutes of a committee meeting that discussed The Presidents Fund and the Over 70 meetings. It mentions that the annual gatherings for member over 70 years of age, originally meant it was primarily for those who fought in World War 1. Now WWII members were nearing that age and criteria might need to be reassessed. The Over 70 meeting was a major contributor of funds for the Presidents Fund. The ship HMAS Cerberus was Built at Jarrow, Newcastle upon Tyne, England, in 1870, specifically for the colony of Victoria (Australia) and originally named HMVS Cerberus. It had a displacement of 3480 tons and could travel at the speed of 10 knots. The ship carried 4x 10 inch M.L.R. guns. The ship was renamed HMAS Cerberus in 1911 when the navy became the Royal Australian Navy. The photograph was mounted by members of HMAS Cerberus at Crib Point, Western Port Bay, Victoria in 1986. It was presented to Flagstaff Hill Maritime Village by the HMAS Cerberus Museum in 1986 to commemorate the ship's 75 years of service for the Royal Australian Navy. The photograph is significant for its connection with the colony of Victoria before Federation. It is also significant for its connection with the Royal Australian Navy and its service and training of Australian defence forces. Photograph behind glass, in timber frame.
