This hollow core bit has hard cutting inserts for drilling into rock. It was used to drill and recover 50mm diameter (most common size) rock cores. The rock cores were assessed by geologists and engineers to provide information for design of structures such as tunnels, dams and underground power stations (eg. McKay Creek Power Station, West Kiewa Power Station). This type of bit was also used where damage to the surrounding rock had to be minimised. The Diamond Drill Bit,used in the early 1900's, when it was primarily used as a method of sampling rock for ore deposits and oil exploration resulting in a "coring" of rock. The use of "coring" to obtained samples for the SEC Kiewa Hydro Electricity Scheme(1920's onward) was to analyse the core to obtain temperature and rainfall patterns shown by the levels of layered solidified soil(rock). This diamond drill would have been used in the early 1900's to provide a sub strata map of temperature and water patterns (over an long period of time). This was a pre requisite to any decisions about the viability of the region to provide the water needed for a successful hydro electricity scheme.This diamond drill for core sampling was at the forefront of the analysis whether to construct a hydro electrical facility in the Kiewa Valley and the adjoining alpine region. The rock core samples produced were assessed by geologists and structural engineers. It was only after extensive core drilling covering the region that solid scientific evidence could be provided to start the "SEC Vic Hydro Electricity Scheme" within its current boundaries.This "diamond" drill bit has eight "teeth" at its cutting edge. The drill creates an 55mm hole in extremely hard rock material to obtain 50mm core samples.. Three quarters down the shank it has thread screw channels to attach the bit to the drill pipe. The coring pipe attaches via screwing it onto this bit. The decade that began in national and domestic uncertainty was to end on a fancifully resolute moment, when Kew Council decided to apply for a gold mayoral chain. While most cities had previously been gifted mayoral chains by the Victorian Government, Kew had passed up an earlier opportunity in 1933. In that year, councillors had asked the Town Clerk to investigate whether previous mayors were willing to donate a gold link for the chain on which their name would be inscribed. Either the answer was negative, or else the Great Depression unnerved the decision makers. Hawthorn councillors, in contrast, accepted the offer of a gold chain, contributing the cost of the enamelled central medallion, while twenty former Hawthorn mayors agreed to each donate a link. At a Special Meeting of the Kew City Council on 22 August 1949, the Lieutenant Governor, Sir Edmund Herring presented a gold mayoral chain, worth £250 to the City of Kew. Contemporary newspaper accounts recorded that sixteen former mayors, or their families, donated a link inscribed with the name and term of its owner. Handwritten list of Life Governorships awarded to various people from the RVIB during the 1930s until the 1950s. Entries include the name and address or township of recipients, and later a date column was included. No information is included on why a Life Governor was granted however this was usually in recognition for the funds donated to the institution. This amount was dependent upon the time of the contribution. In the Constitution and Rules section of the 1872 Asylum and School for the Blind Annual Report: Membership - Every Subscriber of 10s., and upwards per annum shall be a Member of the Institution, and every donor of 20 pounds and upwards, a Life Member. Auxiliary members who were appointed Life Governors were usually involved in helping organise some of the many fundraising activities, such as the Auxiliaries Annual Three Day Fair. A Life Governorship also meant that the person would have a vote when it came to some decisions made by the Committee of Management. RVIB Life Governors are listed cumulatively in the annual report until 1935 when, due to reasons of space, it was altered so that names appeared only in the year that they were granted. "The Mechanics’ Institute hall (demolished) and the library played a central role in the story of Melton social life, and in the development of its learning, culture, entertainment, celebration, commemoration and many community groups. The building on the site today - with the Court House the only remaining early community or public building remaining in High Street - is a tribute to the energy and talents of the very small Melton community over many years. Its substantial size, brick materials, and the evident use of an architect in its design, sets it apart from most other simple weatherboard Mechanics’ Institutes that were built in smaller country towns in Victoria. The financing and upkeep of this building, which was community-owned until 1982, and built on land purchased by the community rather than granted by Government, itself contributed to the coming together of the Melton community in decision making and fundraising. Although the original hall is demolished, the 1983 Melton Community Hall adjacent is partly its successor, demolition of the Institute hall having been predicated on its construction. After the second World War Legacy understood there was a need to redefine the criteria of people that they help. There was discussions about whether the deceased serviceman had to have served overseas or whether they could have served in any capacity. Legatee Cremor proposed the motion at the General Meeting on 9 May 1949. The motion was: 'That the eligibility rules of JLC be amended to provide that the dependents of any deceased member who was attested for service in the Armed Forces of the 1939-45 War be eligible for Legacy benefits.' He also prepared a two page document of the arguments for the changes. A second document lays out the arguments against the motion. A file copy of a 2 page letter to the President supports Legatee Cremor's motion, the signature is indistinct so it's not known who wrote it. The arguments against included that the extension of eligibility would greatly increase Legacy's workload and budget required would increase 10 fold. They estimated that the men of the '1914 War' would be retired by 1965, and that there weren't enough men from the '1939 War' to make the decision. The notation H24 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. A photo of a group of widows outside a block of units in Windsor, that Legacy purchased to provide accomodation for widows. Names unknown but possibly the first tenants to move into the units. From the date stamp is it February 1976. The September 1975 edition of the Legacy Newsletter to Widows, mentions the 20 flats purchased by Legacy at 9 The Avenue, Windsor, and that they are being renovated for widows to live in. Two options were presented, an 'ingoing' amount of $5,000 then a week maintenance charge of $7 a week; or on a rental basis of approximately $20 a week. (a copy of the Title deed shows the flats were purchased on 7 February 1975). Purchase price was $205,000 with the Department of Social Security requiring the addition of lifts to the building (approximate cost $100,000). From President's highlights report in 1981 we know that external blinds were added to the property. The Windsor units were named "Miriam and Frederick James Ramsay Lodge" after a generous donation in 1987. It was decided the Windsor units, and the ones in Hawthorn, would be sold in 2003 and announced by President Tony Parkes. EDHS Newsletter No. 272 October 2023 Our next meeting will be a special evening, if not a little unusual. On pages 3 and 4 in this newsletter edition there are articles about Eltham Films, with particular reference to the film ‘The Prize’, made by Tim Burstall in 1958/59. As Burstall had strong connections with Eltham it would have been an easy decision for him and his associates to use the local area as the setting for his first film. Following this film Burstall went on to make many more. He became a key figure in Australian postwar cinema and was instrumental in helping to rebuild the Australian film industry, at a time when it had been effectively dead for years. At this EDHS meeting we will view this film, or should we say review this film, stopping at times to attempt to identify the main actors and where certain scenes were filmed around Eltham. Some locations may be more obvious than others. The actors are mainly children playing the characters in the film. Following council amalgamations, a series of community consultations were undertaken in 1995 to inform the development of a cohesive vision for the newly formed Shire of Nillumbik. A response to the new conditions which people of the Eltham/Diamond Creek/Greensborough and surrounding rural areas found themselves in as a result of the decision by the Victorian Government to amalgamate local governments into larger entities. The case for these reforms was strong, but the amalgamation process did disrupt some people's lives.The need to bring together the people within the new boundaries of Nillumbik was recognised by the Commissioners and the Chief Executive Officer of the Shire, who felt that a good way to begin was to develop a future vision for the Shire. It was decided that the people of the Shire should be asked what they wanted their future to be and a process of consultation was established through which people could express their views. The Victory Medal (also called the Inter Allied Victory Medal) is a bronze medal that was awarded to all who received the 1914 Star or 1914-15 Star and, with certain exceptions, to those who received the British War Medal. It was never awarded alone. These three medals were sometimes irreverently referred to as Pip, Squeak and Wilfred. The medal of which the basic design and ribbon was adopted by Belgium, Brazil, Cuba, Czechoslovakia, France Greece, Italy, Portugal, Romania, Siam, Union of South Africa and the USA in accordance with the decision as taken at the lnter-Allied Peace Conference at Versailles but in a particular form of a historic Greek monument as determined by each nation, with the exception of the nations of the far east who issued the medal but with a different design. Eligibility for this award consisted of having been mobilized in any of the fighting services and having served in any of the theatres of operations, or at sea, between midnight 4th/5th August, 1914, and midnight, 11th/12th November, 1918. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The first Warrnambool to Melbourne cycling race was held in October 1895. 24 riders started with only 7 finishing the race. W. Nicol was the winner of the inaugural race. Two months later on 14/12/1895 the race was run in reverse. For the ensuing 43 years it was mainly Melbourne to Warrnambool. Since 1939 it has been run mainly Melbourne to Warrnambool. The prize of this blanket was 2nd prize to E. Ion of Tasmania in October 1949. The prize itself, A Warrnambool Blankets Tartan rug was made at the Warrnambool Woollen Mill in Harris St Warrnambool Early efforts to establish a woollen Mill in Warrnambool commenced with an early mill on the Merri at Woodford in 1874 but the site proved unsuitable and was financially struggling. The decision was made to move plant and and machinery to the old meat preserving factory in South Warrnambool The plant and equipment was sold to Mr Robert Hood of Sherwood on the Hopkins River East Warrnambool who carried on the venture until fire destroyed the building in 1882, The site lay idle until a group of local businessmen raised 40000 pounds to establish the mill in 1910. It continued to trade well through the early and mid 20th century. Dunlop brought the mill in 1968 and there was a slow downturn with numerous owners until it closed in 2000. The site passed into private hands in 2003.Both the Warrnambool Woollen Mill and the Melbourne to Warrnambool Road Race are a significant part of local history. The Melbourne to Warrnambool Cycling road race remains one of the premier sporting events in Australia. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. The Vogt LO150 is a sailplane first produced in 1954. Designed in Germany by Alfred Vogt, the LO150 is of wood construction. It has a two piece wing of 15 metre (49 feet) span and a fuselage of monocoque design. The first of the type to be imported into Australia arrived in late 1955. In January 1956 this aircraft type was used to create a world speed record of just under 75 km/h for speed around a 300 km triangle and went on to win the Australian National Gliding Championships. The Museum’s LO150 (VH-GUC) – serial number EB71 was imported from Germany in 1971 by the late Frank Erdmann and an ownership syndicate formed. Following Erdmann it has had a number of owners. Much of its usage was at Bacchus Marsh and Horsham with excusions elsewhere for competition. This Vogt LO150 was last flown on 3 January 1988. Overall, since arriving in Australia, it has flown 315 hours from 273 launches, which is a commendable average performance of over an hour per flight. VH-GUC was donated to the Museum by Warren Mayfield in 2002. Substantial glue deterioration was discovered in one wing and, as a result, a decision has been made not to restore the glider to an airworthy condition. In due course the glider will be repainted and further prepared for display. Rev. Peter Thompson (1847 - 1909) was Superintendent of the East End Wesleyan Mission. Entered the Wesleyan ministry in 1871. Died 1909. The second son of a Lancashire farmer, Peter grew up in a tee-total Methodist household with a rather austere father and a saintly mother. He trained at Didsbury Wesleyan College where he was, by all accounts, a brilliant student. He was stationed in Ulverston and then Huddersfield (by 1876). By 1881 Peter had married and was Minister at Wood Green. He and his wife, Mary, do not appear to have had any children. They spent some years in Redhill and then, following the decision of Conference in 1885 to establish the London Wesleyan Methodist Mission, Peter was sent to the East End of London to take charge of the almost defunct St George’s Wesleyan Chapel. His work as a slum missionary was so successful that soon larger premises were required. Jan FEDER ( - 1981) Jan Feder is an alumna of Federation University having studied ceramics at the Gippsland Institute of Advanced Education (now Federation University Gippsland campus). Jan Feder was respected by all students for her diligence and technical ability. Her tragic death in 1981 evoked an immediate response from her peers for a memorial. Students discussed a number of memorial options, such as funds for equipment, scholarships and awards. The decision to commence a collection was made based on the idea that all future students could benefit from the availability of a collection, whereas only a very few individuals could benefit from a scholarship. Students immediately set about raising money by selling 'seconds' called 'Junque Sales'. a total of $760.00 was raised and the first two works purchased were by Victor Greenaway and Victoria Howlett. Ceramic works were purchased from visiting lecturers who became leading ceramic artists around the world, as well as from many of the staff who taught at the Gippsland Campus. The Artist in Residence Program assisted the collection, with many resident artists contributing to the Collection (ie Robin Welch, Anna Zamorska, Sandy Brown), as well as international guests. Ceramic events such as 'Strzelecki Spotkanie 1984' and 'Woodfire 86' also resulted on major contributions to the collection. Legacy celebrated its Centenary in 2023 by conducting a Torch Relay from Pozieres in France, to London, and around Australia, ending in Melbourne. This uniform was used by Legatee David Kelly on 12th and 13th October who donated it to the archive. Legatee Kelly is a Past President of Melbourne Legacy 2000, Past Chairman of Legacy Coordinating Council 2009/10. Legatee Kelly was the ML representative on the Board of Legacy Australia Inc in October 2019 when the initial decision was made to investigate the possibility of conducting a relay to commemorate Legacy’s centenary. Legatee Kelly together with the Hobart Legacy representative were Co-Chairman of the Centenary of Legacy Committee reporting to Legacy Australia Inc. On 12th October 2023 Legatee Kelly together with his wife Legatee Helen Kelly participated in the Torch Relay in the Melbourne Legacy leg of the relay. On Friday 13th October the Torch Relay was scheduled to conclude at the Shrine of Remembrance with the flame to be returned to the eternal flame at the Shrine. Legatee Kelly was selected to be the last Legacy torchbearer, he lead representatives from Legacy Clubs attending The 2023 National Conference up the Forecourt where the flame passed to the wife of the Governor General Mrs Linda Hurley. A photo of a block of flats in Sellwood St Hawthorn (top photo) and a block at 9 The Avenue, Windsor (bottom photo) that Legacy owned and leased at reasonable rates to widows in their care. It was with a group of photos from 1988 to 1990 in a folio with paper labels (see items 01042 to 01053). The September 1975 edition the widows newsletter mentions the 20 flats purchased by Legacy at 9 The Avenue and they are being renovated for widows to live in. Two options were presented, an 'ingoing' amount of $5,000 then a week maintenance charge of $7 a week; or on a rental basis of approximately $20 a week. A photo of the Windsor units in 1976 is at 01412. This photo of the Windsor flats was taken after 1981 when sun blinds were added to the building (from a Highlights of President report in 1981). The group of flats was known as 'Windsor Lodge' until 1987 when it was renamed 'The Miriam and Frederick James Ramsay Lodge'. From copies of the Title Deeds; 9 The Avenue Windsor was purchased on 7 February 1975, and 22 Selwood St Hawthorn was purchased on 28 June 1974. It was decided the Windsor units, and the ones in Hawthorn, would be sold in 2003 and announced by President Tony Parkes.
