In 1910, this flag was sent to Rutherglen State School No. 522 from a group of schools in Rutherglen Scotland, in exchange for an Australian flag sent to schools in Rutherglen Scotland. This exchange was part of the Empire Day Movement to celebrate Empire Day in 1911. This was one of nearly 300 flags that were exchanged between Australian and United Kingdom schools. This banner is one of the many awarded in the Western District of Victoria for competitive cycling races from 1932 onwards. The first championships were in 1932, won that year by Bob Scott of Cobden. Notably Russell Mockridge was one of the first to represent the Geelong West Cycling Club and compete in the Western District championships.The Western District Road Racing Championships was significant in being a regional bike racing competition which the Geelong West Cycling Club took part in from 1932 onwards. The Ozone Hotel was formerly the Grand Ozone Coffee Palace which was erected in 1890 at a cost of around ten thousand pounds. Coffee Palaces were temperance hotels which were popular in the latter part of the 19th century which offered recreation and superior accommodation. The coffee palace operated until 1915 and was then closed before re-opening in 1920 as Hotels Mansions. It had major renovations including a large theatre area. February 23rd 1929 saw the most spectacular fire in Warrnambool's history when the Hotel mansions was burnt to the ground. Evelyn O'Brien was granted a temporary licence and in September 1930 she was given permission to rebuild. The new hotel named Hotel Warrnambool was opened in March 1931. The two semaphore flags were used as a pair for visual signaling by hand. The semaphore system is an alphabet signaling system based on the waving of a pair of handheld flags in a particular pattern to compose words to be communicated to passing ships. The system was introduced by the Royal Navy in 1880 and was later adopted in Australia, with the first School of Signaling opening in Williamstown in 1890. The system was superseded in the 1970s by more sophisticated methods of communication. Information on the Cape Nelson flags indicates that they were made by Evan Evans P/L, Flag makers, 690 Elizabeth Street, Melbourne. Evan Evans (d.1927) started a tent‐making business in 1877 and by 1920 Evan Evans P/L maker of canvas goods, was located at 680 Elizabeth Street, Melbourne. In 1924 it acquired land at 632 Bourke Street and built a new factory. His son Ivor continued the business after 1927 and in 1938 opened a bulk store in Carlton.271 In 2016 the firm was located at 673 Spencer Street, Melbourne. Another pair of white semaphore flags made by Evan & Evans is held at Gabo Island, and Wilsons Promontory also has a pair. Cape Nelson’s white semaphore flags have second level contributory significance.
