Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. In February 1965, Staffs Railway Store, the oldest business premises in the Eltham shopping district was demolished. Formerly a self-service grocery, restaurant and electrical repair shop, the building for many years housed Eltham’s only ‘family’ grocer and feed store. Earlier it had appeared to have been the town’s bakery. The building had been purchased in late March 1939 by Mr Eric N. Staff. At the time of E.N. Staff’s purchase there were huge bakers’ ovens located at the rear and the building also had a well and four toilets for employees. When the ‘pictures’ came to Eltham with the opening of the Eltham Public Hall across the road in 1941, Mr E.N. Staff extended the business and opened a milk bar and sweet shop. Further extensions re-established the tea rooms of days gone by. Mr E.N. Staff conducted business for about 15 years before handing over the reins to his son, Ray Staff. When his son Ray took over, the milk bar and tea rooms were closed for several years but the milk bar and was later re-opened and subsequently became a greengrocers and later again, a restaurant. The tea rooms section was converted to an electrical repair shop about 1955. Electoral Roll records for 1967 record Raymond Charles Staff at 929 Main Road, Eltham, grocer, and in 1968 at Lot 4, Hillcrest Avenue, Eltham, taxi truck operator. So it would appear that Ray continued to run the business for approximately two years after the original store was demolished and a new supermarket was built. Today, 929 Main Road is the Nongkhai Thai Restaurant and is precisely where the original Staffs store stood. Even though the facade has been modified at eye level with new larger windows, the upper facade is identical to that of the new Eltham Big Star Food Centre of 1965/66. But how did the original building, the oldest premises in the 1965 era shopping centre come about? On August 12th, 1902 at the Eltham Courthouse, appearing before T. Smallman, Esq,. Police Magistrate, and Messrs. W. Duncan and W.J. Taylor, Justices of the Peace is Luther Haley, baker. Wilfred Henry Johnston, by his agent Stanley Ernest Elder had applied for a warrant of ejectment under the Landlord and Tenant Act 1890 against Luther Haley from the bakery premises at the corner of Main Road and York Street. From the evidence presented we learn that Mrs Burgoyne of Eltham had purchased the property some months earlier from Mr Johnston, which consisted of a store and bakery establishment at Eltham occupied by Mr. Luther Haley, and whose lease expired some little time back, and up to the present time, Mr. Haley was not prepared to leave. He informed the court that he is unable to secure at Eltham a suitable house in which to carry on his business, but was building a place near the railway station which he expected to be done in about three weeks time, and he is then prepared to give up possession of the premises he now occupies. Mr Smallman informed the defendant, Luther Haley, that he will have to quit the premises in three weeks from the present date, and that a warrant of ejectment would be issued. However he also informed Mr Haley that he would order the warrant to lie in the office for three weeks from that date. The premises under construction referred to by Luther Haley in court were situated on the western side of Main Road, near the railway station slightly opposite present-day Arthur Street. It was opened around September 1902 as a General Store, Bakery and Tea Rooms. This was the original building in the present-day shopping precinct. At the time the only thing nearby was the railway station. Luther Haley’s business appeared to prosper and he would have catered to not only the locals abut also day visitors by train on Sundays coming up from Melbourne, offering fresh baked produce, tea rooms and summer drinks. The fields across Main Road running between present day Arthur Street and Luck Street were known as Haley’s Paddock and at times were used for community festivities and picnics. A newspaper report on the annual State schools picnic held at Haley’s Paddock on March 11, 1904 described it as “quite close to the railway station, and is quite capable of holding comfortably 10,000 people. With its ample shade and hilly surroundings, it is an ideal place for any gathering.” Luther Haley successfully ran his general store, bakery and tea rooms until 1917 when he and his family departed the district and moved to Westgarth Street in Northcote where he changed careers and became a publisher. It was then taken over by Hannah Lloyd and became known as Lloyd’s Railway General Store from 1917 to 1920. From then it had a succession of owners, one as short as two months until March 31, 1939 when the Grocery Business formerly carried on by Mr. T.K. White of Eltham for the previous eight years was purchased by Mr Eric N. Staff of Research and became known as E.N. Staff’s Railway Store. Photocopies from "Victoria and its Metropolis: Past and Present". Chapter 19, "The Upper Yarra District" pages [402] - 415. Includes descriptions of some townships and short biographies of local residents. Victoria and Its Metropolis' is a large two volume history of Victoria, written in 1888 by Alexander Sutherland. It contains a huge amount of information on the people of the colony and its early history. The first volume covers information from the discovery of Australia, through to the exploration of Victoria and the first settlers to the pioneers. It then continues on to discuss immigration, the era of gold, the development of government, agriculture, music and art, literature and the metropolis of Melbourne. A large portion of the second volume examines the colony by district, which covers many districts throughout the state as well as the metropolitan area. Hundreds of biographical entries are scattered throughout and a comprehensive biographical index is included at the end. This medal is one of only a few medals donated by a group of generous gentlemen as tokens of their appreciation of the talent and industry of high achieving students in the years 1869 - 1870. The medal was awarded to Charles J Henderson when he completed his Matriculation Examination at the very young age of 13 years. The 1869 College annual report states that this examination, which granted entry into Melbourne University, was held in Ballarat for the first time in 1869. Candidates had to pass in at least six of the nine possible subjects in order to pass. Charles Henderson (born 3/02/1856) was the eldest son of the Rev. William Henderson of St Anderw's Kirk, Ballarat, distinguished founder of Ballarat College. Charles was only the third student enrolled at Ballarat College in July 1864. The Ballarat College annual report 1869 states the medal was awarded in appreciation of his 'success in passing so creditably the Matriculation examination at the age of thirteen years'. This medal has historic significance because it dates from the first decade of the history of the College. It has social significance because the recipient was the third student enrolled at Ballarat College, the eldest son of the founder of the College. The medal is unique and is one of only a few privately donated between 1869-1870 by a group of gentlemen affiliated with the college.This gold-plated round-shaped medal has front embossed with Minerva head, name of school and school motto. The rear of the medal is inscribed with names of medal donors. There is a straight metal pin hinged to the right side of the rear of the medal. There is a small catch attached to left side of the rear of the medal. The side edge of the medal is inscribed with name of the recipient and title of the award. The medal is housed in a rectangular cardboard box and nestled in cotton wool.The box has a blue lid and white base.Embossed around inner edge of medal front "Studiis Claritudo Venit. Book prize awarded to Newton Wanliss for excellence in History by William Henderson Chair of Council. Newton subsequently donated the book back to the school for inclusion in the Weatherly LIbrary in 1937. Accession number 1812. The book was catalogued and call number 910.12 painted on spine. Socially significant item due to signature of William Henderson, founder of the school. Prizes were usually given in the name of the Headmaster. During Headmaster McCoy's time (1864 - 1874) the prizes were given in his name and at his expense. The school was between principals at Christmas 1876, hence the signature of William Henderson. This book was awarded to Roydon Osmond Moore in 1889 for second prize for scripture in the second form. Roydon enrolled in Ballarat College in 1887 at the age of 8 along with his siblings: Leslie Travis Stanley Moore (B.D. 4/2/1877) and Gilbert Kent Moore (B.D. 14/12/1877). In the original register Parent/Guardian is listed as R.T.Moore, residing at 1 Cardygin Terrace/200 Sturt Street. It also documents that Roydon and his brothers previously attended Miss Jago's School II Class.Presbyterian educators placed great value on a classical education matched with diligence in study. Book prizes were highly regarded and academic success admired. In the school’s early years prizes were ordered direct from London and had the school crest embossed in gold on the front or back cover. Many of the prizes given in early years were returned to the school to equip the Weatherly Library when it opened in 1936.Bound in brown cloth with illustration on front and spine, college crest embossed on back cover. Flt Lt J S Austin DFC, 400363. No 608 Sqn RAF, Nos 32, 13 & 2 Sqns. Stock agent of Lara, Vic; b Melbourne 15 May 1918. Died of illness 9 Nov 1943. Timor was the target for the night of 6 July, when Flight Lieutenant "Bunny" Austin (A16-207) led five Hudsons to bomb Koepang town. The next night he led back seven aircraft against the airfield at Penfoei, attacking before dawn on the 8th prior to United States Liberators bombing the runways and barracks. 75 Austin's aircraft was caught by Penfoei's master defensive searchlight, and Austin used violent evasion and switching on and off of his IFF equipment, a tactic used in Europe. The radar-controlled searchlights went out. This honour roll was found in poor condition in a district antique shop. It was fully restored by an enthusiastic local lady, It was presented to the Soldiers Memorial Military Museum on 20 April 2022. The Museum is now known as the Bendigo Military Museum. There is a gold rim around the inside of the picture frame. Inside are 15 oval openings, in which are black and white portraits of WW1 soldiers. The writing and captions are in white paint. Wife of the Rev T D Cairns, Minister of St Andrews Kirk, Mrs Mary Cairns served on the Council of Clarendon Presbyterian Ladies College 1919 - 1949. Her generous guarantee of loans from the Ballarat Banking Company, together with other donations, enabled the Presbytery of Ballarat to purchase Clarendon Ladies College from Mr Kennedy in 1919 for 1500 pounds. Mrs Cairns was an inaugural member of the new Clarendon Presbyterian Ladies College Council, established 1919 and remained on the Council for 30 years. This chair was a personal gift to Mrs Cairns by the PWMU to honour of her long and devoted service to that organisation. Mrs Cairns donated the chair back to St Andrews Kirk where it remained in use until the sale of the property in 2019. Congregation member, Max Harris, kindly arranged the donation of the chair to the school because of Mrs Cairn's long association with Clarendon PLC.
