Set of five pamphlets of an industrial or public relations nature issued during the early to mid 1980's. .1 - "The Wage Freeze" - foolscap printed on yellow paper, issued by the ATMOEA Vic Branch May 1983. .2 - "Public Transport: You pay more for less" - change of services, staff cuts, safety, Fuel conservation and what should be done - issued by the North Fitzroy Tramways Depot Committee and notes a meeting on Monday 17 September - (1984 by calendar check) - foolscap printed both sides on white paper. .3 - "$440,000 tram stripped for spare parts" - tram Z137, stripped - duplicated on blue quarto paper, issued by "concerned tramway workers" . These meetings were held at the Kooyong office and the minutes include Present, Chair, Apologies, Minutes, Matter arising from minutes, Correspondence, Life governors, Election of members, Nominations, Reports from Regional Blind Members groups. Some highlights are: 30/6/1990 under the capable leadership of Mrs Elsie Germon the schools programme has been re-convened. Regular visits are being made to primary schools. Speakers are accompanied by sighted guides. 9/8/1991 Executive Director, Mr John Cook reported merger of the Braille & Talking Book Library with AFB. First radio appeal for 3RPH raising over $30,000, opening of the new Baringa Day Centre at Shepparton. 30/6/1996 the annual report highlighted the Centenary of AFB it was noted that self-help has always been the major emphasis underpinning the work of the Blind Member's Council. The Tilly Aston Fund raised over $1/2 million for the new National Information Centre. The peer support work and monitoring of services, ensures that we give back something to AFB, for the support we receive. BMC representatives made 70 visits across the State. The Council registered the Tilly Aston Rhododendron as a lasting way of acknowledging the work of our founder. 19/9/1997 The Chairman welcomed those present to the second combined meeting of the AFB and the Tilly Aston Customer Council. The Council welcomed the change in Articles and Memorandum of the Association and the formation of the Tilly Aston Customer Council which allowed all customer of the Association automatic membership and input to the monitoring of services. This photo records one of the swimming carnivals held at the Surrey Dive, the first of which was organised in 1907. It was at the 1907 carnival that champion swimmer Frank Beaurepaire won the one-mile championship in record time. In the era before purpose-built municipal swimming pools, Surrey Dive was a popular destination for swimming and people came to it from many Melbourne suburbs. It operated from 1905 to 1967. It was the newly formed Surrey Park Swimming Club (established in 1905) that petitioned the Box Hill Council to purchase the former quarry site associated with the Box Hill Brick Works. A ramp, bathing sheds, springboards, and eventually a 10-lane course were developed, making the Dive the first Olympic standard pool in Australia. The carnivals attracted huge crowds. The original use as a quarry explains the notorious depth of the swimming hole and the sheer, steep cliffs surrounding it. These posed obvious safety issues, as did the water quality. Ivy Lavinia Weber, who was the second woman to be elected to the Victorian parliament (the first at a general election) and renowned for her commitment to health and physical fitness, campaigned for State government assistance to build new baths. These were built adjacent to the Dive and were opened in 1939. The Dive continued as a facility used by experienced swimmers until 1967 when it closed due to the drought causing the water to dry up. Today the site has been turned into an ornamental lake. This image was used as a mural in the refurbishment of the Box Hill Aqualink. The image has strong associations with early industry (brick making), recreation and particularly the early history of the sport of swimming.Black and white photo with a white border. Framed portrait of John Wicking who was President of the Association for the Blind 1973-1984 as well as a generous benefactor. It is part of a series of paintings commissioned by the AFB Board to commemorate the work of past presidents of the organisation. Mr. Wicking wears a navy suit, white shirt and navy blue Kiwi tie. He was Managing Director and Chairman of Kiwi International when he was introduced to the Committee in 1971. With a natural air of authority, he was known to be both strong and wise. One of the first hurdles Mr Wicking faced following his election as President in 1973 was understanding the health service system and sorting out the differing views of committee members over recommendations for projects costing hundreds of thousands of dollars with no funds to implement them. The ten years of his Presidency were a time of exceptional growth and expansion. He was instrumental in acquiring an adjacent property to those already owned in Glenferrie Road in 1974 at a cost of $120,000, on which the Low Vision Clinic was erected – the first of its type in Australia. Land was also bought in both the metropolitan and country areas for future expansion. Day care centres were opened in Ballarat and Bendigo and new metropolitan services commenced. Mr Wicking formed a committee to explore the possibility of a radio station people unable to read standard print. As a result 3RPH commenced broadcasting in 1981. After his retirement as President, Mr. Wicking continued as a committee member until 1994. In 1995 he was instrumental in the establishment of the Tilly Aston Heritage Collection, on which he served as Chairman until sadly passing away in 2002. 1 art original in old gold frameThe plaque at the base of the painting reads 'Mr John O. On the 29th of May 1954, a local Eltham carpenter by the name of John Swallow, committed a double murder at his home on New Street. This happened on the same day as the federal election of that year. John 48, his wife Mary 47, and stepdaughter Patricia 25, all went to the Eltham Courthouse on Main Road to cast their vote in the election that Saturday. After voting they returned home to their New Street house around midday. Patricia would later recall to ambulance officers, that she was feeling unwell, and so went to lay down when she heard an argument erupt over voting between her mother Mary and stepfather John. A concerned neighbour heard loud thudding noises and yelling coming from John and Mary’s house, he went to investigate. When he arrived at the house he was met by John at the front door. He would later describe John as “having a frantic look upon his face, and manic eyes”. John must have been a sight, bleeding and clutching a cut throat razor by his side. He then announced to the neighbour, “they voted commie!” before turning and going back inside. The distressed neighbour immediately raced home to call the Police. When the police arrived, they found Mary dead on the kitchen floor from catastrophic head injuries; her daughter, Patricia, clinging to life, slumped on her bed. Both women had been attacked by the same weapon, a large hammer, or sledge hammer as reported by the newspapers. John was also discovered in the house, bleeding from self-inflicted wounds from the razor, and had attempted to ingest caustic soda. Patricia was taken to St Vincent’s hospital, but died the following day, the 30th of May. John was also taken to St Vincent’s, where he remained under constant police guard for several months while he recovered from his injuries, at least the physical. He was eventually well enough to be taken to the City Watch House and then Pentridge Prison before his trial in October of the same year. When it came time for John to face the courts, the Judge called a mistrial, the Crown would not prosecute on the grounds of insanity. John was led away from the dock of The Magistrates Court and taken directly to Willsmere, the Kew Mental Asylum. On the 9th of August 1962, John Mervyn Swallow died of heart failure, he was 57. He had been a resident of Kew for four years. John’s body was returned to Eltham Cemetery and buried in the same grave as Mary. There is no mention of his name on the head stone. Patricia’s grave is next to Mary and John. A sad irony has an angel upon her grave, “its head missing”, possibly vandals or just an accident of time and events. What became of the home where all of this took place on New Street shall remain a mystery but within six months of this horrific event, the street had been re-named to Lavender Park Road after the original property near the end of the road, Lavender Park. ROBERT MALACHY SERJEANT (1828-1902) Robert Malachy Serjeant was born on 21 December 1828 at Callington, Cornwall. He was the son of Philip Davey Serjeant, a surgeon in the Royal Marines, and Eliza Malachy. Philip Serjeant died in 1834. His mother, Eliza, remarried John Burgh in 1836. He died in 1837. In September 1848 Eliza, Robert and his two sisters, Caroline and Susan, departed Plymouth on the William Moneya for Port Adelaide and arrived in January 1849. Once gold was discovered in Victoria, Serjeant made his way to Forest Creek (near Castlemaine) and he and his mate Mr Victor, were the first party to sink through the basalt in search of a deep lead. In 1854 he moved to Ballarat to work as a miner and enjoyed some success. In 1855 he was with a group that discovered a 500 ounce nugget. With his share of the sale he set himself up with the latest mining equipment, as well as beginning a lifelong interest in the share market. He became the Manager of the Chryseis, Isis and Garibaldi claims and then the Manager of the Band and Albion Consol Company. He held the position for thirty years and only resigned when the company amalgamated with the Sir Henry Loch Mine. Robert Malachy Serjeant became interested in Politics. The first election for Parliament Representatives for Ballarat was in 1855. Robert stood for election for the first time in 1859, representing Ballarat West. He was also elected to represent Ballarat West in 1874 and 1880. Robert Serjeant’s community involvement extended to Education. Years of discussion eventually saw the development of the Ballarat School of Mines, the first school of mines in Australia. The inaugural School Council was formed in 1870 with Sir Redmond Barry, the Chief Justice, as President and Robert Malachy Serjeant as a member of the council. He held a position on the council until illness forced him to retire in 1889. He was elected a Life Governor in 1889. He was also a Life Governor of the Ballarat Hospital. Robert Serjeant showed Prince Albert and Prince George (later King George V) around the Band and Albion Mine. At the age of 42, Robert enrolled as a student at the School of Mines in 1871. He obtained a Certificate of Competency in Assaying (including Metallurgy) in 1875. The first certificate in “Geology as Applied to Mining” was awarded to Robert Serjeant in 1876. Robert Serjeant was an active and generous supporter of the School of Mines. As well as being a financial contributor, he lectured and examined in the Principles and Practice of Mining. He was regarded as an authority on alluvial and quartz mining and was a member of the Ballarat Local Court and mining board. In 1977 Robert, Joseph Flude and Henry Caselli donated the patent rights of a novel Pyrites furnace to the school. The R.M. Serjeant Scholarship at the Ballarat School of Mines resulted after a reward was offered for the first to produce the best method of treating auriferous ores – other than the smelting method. The offer was open for two years but not awarded. The money for this was donated by Robert Serjeant to the amount of 256 Pounds. It was then used to fund the School of Mines Scholarship in Engineering (1889). It was first awarded in 1922. Robert Malachy Serjeant died on 25 October 1902 and was buried at the Ballaarat Old Cemetery. Lex de Man, manager of Country Fire Association region 14, became Mayor of Nillumbik in 2002, four years after he and fellow councillors were sacked by the Kennett government. In the 2009 Black Saturday fires, he led eastern metropolitan CFA volunteers and was awarded an Australian Fire Service Medal as part of the 2011 Australia Day Awards. He was a CFA volunteer for more than 30 years, a CFA employee for 15 years, and had served with Victoria Police for 18 years. He is a member of the Yarrambat Historical Society, Yarrambat CFA and the Greensborough Hockey Club. He lives at Yarrambat. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Bella Guerin was born on 23 April 1858, at Williamstown, Victoria. She studied at home to matriculate in 1878, and then gained her Bachelor of Arts from the University of Melbourne in 1883, becoming the first woman to graduate from an Australian university; she followed this with a Master of Arts in 1885. She taught at Loreto Convent, Ballarat, urging the establishment of higher education scholarships to produce ‘a band of noble thoughtful women as a powerful influence for good’. She married an elderly poet, Henry Halloran, who died shortly afterwards leaving her with a young son, Henry. She returned to teaching and from the mid-1890s frequented suffragist circles. A second marriage in 1909 to George D’Arcie Lavender was also short lived. Bella Guerin was vice-president of the Women’s Political Association from 1912–14 and co-authored Vida Goldstein’s 1913 Senate election pamphlet. However, dual membership of the non-party feminist camp and the Labor Party was prohibited by the latter in 1914, so from that date she campaigned for the Victorian Socialist Party and the Women’s Socialist League, speaking out on a range of controversial issues. She led the Labor Women’s Anti-Conscription Fellowship during the 1916 referendum campaign. In 1918, as vice-president of the Labor Party’s Women’s Central Organising Committee, she caused controversy by describing Labor women as ‘performing poodles and packhorses’ who were used for fundraising but under-represented in policy decisions—and she was right. Bella died in Adelaide on 26 July 1923 of cirrhosis of the liver and is remembered for her idealism, her oratory skills and her commitment to equity for women. This reproduction photograph was donated at a major reunion in 2008, organised by students of the school from the 1950s. It pictures Mabel Molland and a young student at Monomeith, home to the school since 1956. Monomeith is a Victorian Heritage Register listed (VHR number H0452), italianate styled brick villa, built in 1887 for one of Williamstown’s most important identities, James Styles. Styles’ distinguished career in public life included membership of the Williamstown Council, a stint in state parliament as the Member for Williamstown (1894-1900) and, in 1901, election to the first commonwealth parliament as a senator. During the 1890s he was also a commissioner of both the Melbourne Harbour Trust and the Melbourne and Metropolitan Board of Works and one of the trustees of the Williamstown Grammar School. The property comprises the residence designed by W Bennett Hall and built by James Styles in 1887 and the former migrant hostel buildings (now administration and classrooms), erected around 1951 by the then owner the Melbourne Harbour Trust, and intended to house migrant workers during the dredging of Port Phillip Bay. By the 1950s, the School had outgrown its home at Holy Trinity Hall and Mabel Molland reached out to Mr. Keith White, president of the Parent's Association and well-respected member of Williamstown Council for assistance. In 1956, following lengthy negotiations led by Mr. White, Monomeith was leased from the Melbourne Harbour Trust under a seven-year lease, which eventuated as a twenty-one year lease, followed by purchase of the property in 1972. Since then this historic building has come to be a much-loved symbol of the history of Westbourne Grammar School. This is a rare image of Mabel Molland at Monomeith, taken in the year prior to her retirement having taken over the school in 1914 and then set it on a path for the future as an incorporated company in the hands of a school council, with Mr Keith White as president, in 1956. Article - Article - Women, Ballarat School of MInes: Women of Note; Bella Guerin, Educator and Activist, (1858 - 1923)
Julia Margaret (Bella) Guerin (1858-1923), feminist, political activist and teacher, was born on 23 April 1858. Her father was a Governor of Gaols and was so at Ballarat Gaol from 1860s to 1890.- Having studied at home to pass matriculation in 1878, Bella entered Melbourne University in 1881, the same year her brother Marco began at Ballarat School of Mines to study Metallurgy and Assaying. Bella became the first woman to graduate from an Australian University when she gained her B.A. from the University of Melbourne in December 1883, becoming M.A. upon application in 1885. She taught first at Loreto Convent, Ballarat, urging higher education scholarships for Catholic girls to produce 'a band of noble thoughtful women as a powerful influence for good'; then as Lady Principal of Ballarat School of Mines University classes from 1887-1890, resigning upon marriage. Returning to teaching from financial necessity she began to frequent suffragist circles from the mid 1890s. She also became very involved within the Labor Party. She wrote speeches for Vida Golstein, a campaigner for women's rights, the right to vote and stand for elections. In recognition of her time at Ballarat School of Mines, a Hall of Residence at Federation University, Mount Helen Campus has been named after her, Bella Guerin Hall of Residence. Tunnelling tradition dictates a Tunnel Boring Machine (TBM) cannot start work until it has been given a female name, a sign of good luck for the project ahead. This dates back to the 1500s when miners and military engineers working with explosives for underground excavation, prayed to Saint Barbara for protection.The TBMs working on the two West Gate extensions are named after two very prominent women working for the rights for women. Henry Beardmore was a significant contributor to Wodonga and the state of Victoria. He was born in Melton on 7th February 1863 to Edwin James Beardmore and Flora McDonald. He grew up in Benalla and became a butcher at Glenrowan before taking up land at Leneva near Wodonga, Victoria. On 15 July 1885 Henry married his first wife, Agnes Annie Lee and they had two sons and two daughters. Agnes died in 1892. In 23 August 1893, Henry married Jessie Muirhead and they had six sons and four daughters. Henry represented the Green Hills riding on Wodonga Shire Council from 1898 to 1922, including terms as President from 1900-01, 1903-4, 1908-10, 1911-12, 1914-17. In 1922 Mr. Beardmore retired from the Wodonga Council due to his increased workload in State politics. Henry Beardmore was a Freemason including Master of the Wodonga Lodge from 1906 to 1907, and was an active member up until his death. From 1905-1915, Henry Beardmore leased “De Kerilleau” homestead with the exception of 1907, when Mr W. Huon was in residence, and after he died there in 1907, the Beardmore family returned. Henry Beardmore won the seat of Benambra in the Victorian Legislative Assembly at a by-election on 20th April 1917. He continuously represented the Benambra electorate as a Nationalist and United Australia Party member for more than 15 years. He was a strong advocate for country development and decentralisation, but he declined to join the Country Party. He held the seat of Benambra, up to the date of his death, and was returned unopposed on four occasions. He was an Honorary Minister in 1924 and for a short time in 1929, Minister of Railways, Minister in-charge of Electrical Undertakings and Minister of Labour. He was a leading supporter of Kiewa Hydro-Electric Project and opponent of Yallourn coalfield. Henry Beardmore died in Wodonga on 29 August 1932. Framed portrait of George Maxwell who was President of the Association for the Advancement of the Blind 1920-1935. It is part of a series of paintings commissioned by the AFB Board to commemorate the work of past presidents of the organisation. Mr Maxwell is turned slightly away from the viewer, and wears a blue suit, white high collared shirt and a blue tie. George Maxwell was President of Vision Australia from 1920 to 1935. After an early teaching career he studied law, was admitted to the Bar and became one of Victoria’s great criminal lawyers and later a Federal Member of Parliament. He took an interest the welfare of blind people from his student days. A detached retina in 1920 led to total blindness nine years later, which gave him a great empathy for those with a similar affliction. Through his contacts he was also instrumental in obtaining the first voting rights for blind Australians. Up until 1902 blind people were unable to vote if they couldn’t write with a pen. George Maxwell was working at that time at the legal firm of Strongman and Crouch one of the partners, Mr. Crouch, was elected as a member of Parliament. When the Commonwealth Electoral Bill was being drafted, Mr. Crouch has a clause added enabling blind people to vote in Federal elections, constituting a world first. But perhaps his greatest achievement was obtaining the pension for legally blind people. Until 1910 only those who met the age and means test criteria were eligible. With the help of his legal and political friends a bill was passed which granted the pension to all persons over 16 years of age who were unable to work due to physical disability or blindness. Until this time these people had to be supported by their families or go to a benevolent institution. Set of three newspaper clippings pasted onto a single sheet of paper with two Punch holes on the left hand side. First clipping from The Courier, Ballarat, 2/4/1971 with photo of tram 28 after is collision the previous day with a semi-trailer at the intersection of Princes and Victoria Streets. Gives names of the vehicle drivers and cost of the damage. Photo is of the tram returning to the depot under its own power. Tram passenger named as Margaret Foley, tram driven by James Mason and the truck driven by Gerald Winter of Gordon. See Reg Item 672.1 for a print of the Courier Photograph. Second is from The Courier, Ballarat, 15/4/1971 of the Brown Hill Progress Association chartering a tram to create interest in the project for the retention of Ballarat's trams. The tram was to leave Drummond and Sturt St. intersection the following Sunday at 1245. Item mentions the election of an interim executive and expression of interest of people outside the city. Third is from The Sun, Melbourne, 31/5/1971 about Ballarat 'tram-lovers' deciding to have a working tramway museum. Quotes Mr. Paul Nicholson, a member of the Ballarat Tramway Preservation Society. Notes that Museum will have eight trams using two miles of existing track around Lake Wendouree. These meetings were held at the Kooyong office and the minutes include Present, Chair, Apologies, Minutes, Matter arising from minutes, Correspondence, Life governors, Election of members, Nominations, Reports from Regional Blind Members groups, White Cane Day October 15th promoted. Some highlights include: 3/12/1982 the film, 'A world that is dark', which was made by AFB for television release is now available on video. 31/8/1984 the Blind members' brochure includes sections titled 'Yesterday, Today and Tomorrow' which outlines the history, present position and the aims for the future of the AFB, 'Information about Blind Members' and Blind Members' Council', List of AFB homes and centres' and 'An invitation from Bryan Sitlington to be a Blind Member accompanied by an application form. It will be available to all visually impaired people, their family and friends, AFB staff and suitable for distribution at doctor's surgeries. 14/12/1984 it was reported 29 new Blind members were elected at the September meeting and the 1,000th member was among them. 8/6/1984 Mr John Blanch reported that the General Committee had approved, although rather reluctantly, Mr John Wilson's resignation and had appoint Mr John Cook as his successor. 13/9/1985 Mr John Blanch reported that following Mr Pat Lightfoot's resignation he had contacted Mr John Wicking to offer him the position of sighted representative on Blind Members' Council. John Wicking had been approached for role on the BMC however he was unable to attend Fridays. It was moved to move the meetings to the last Monday of the Month, after approaching John Wicking again. Council members agreed that if John Wicking took the position it would be good as would have been held by Pat Lightfoot and John Wicking, both past Presidents of AFB. Mrs Margaret Canavan and Mr Alan Cooper had been selected to attend a garden party at Government House with Her Majesty the Queen and His Royal Highness the Duke of Edinburg on Thursday March 6.
