Instituted by King George V in 1919 to mark the end of World War I and record the service given. The British War Medal 1914-20 was awarded as follows: Navy: 28 days mobilised service in Australia, at sea or overseas during prescribed periods. Army: Entered theatres of war during specified periods or left places of residence and rendered approved service overseas. Mercantile Marine: Awarded to the men and women of the Mercantile Marine who served at least six months at sea between 4th August 1914 and 11th November 1918. Licensed Pilots, Fishermen and crews of Pilotage and Lighthouse Authorities' Vessels, and of Post Office Cable Ships were also eligible. Those eligible also included members of women's organisations; persons on the staffs of military hospitals and members of recognised organisations who handled sick and wounded; and members of other duly recognised or other authorised organisations as specified in medal regulations. The qualification period of service between 5 August 1914 and 11 November 1918 was later extended to cover post-war mine clearance and service in Russia during 1919 and 1920. The ribbon has a wide central watered stripe of orange, flanked by two narrow white stripes, which are in turn flanked by two black pin-stripes, further flanked by two outer stripes of blue. The colours have no particular significance. The medal is cupro-nickel with the effigy of George V on the obverse. The reverse has an image of St George on horseback trampling underfoot the eagle shield of the Central Powers, and a skull and cross-bones, the emblems of death. Above this is the risen sun of victory. Two copies of the No. 6341 Pounds Act 1958, one reprinted 1 August 1966 and the other 15 March 1979. 1966 copy printed by A C Brooks, Government Printer, Melbourne and the 1979 copy printed by F D Atkinson, Government Printer, Melbourne. The 1979 copy has a grey cover, the other copy has no cover. Both copies contain the regulations on the impounding of animals. No. 6341 Pounds Act 1958 Reprint (No. 2) incorporating all amendments up to and including Act No 82/1986.Act No. 9168. Book has a light grey cover with Pound Act printed in black on the front. Book is held together with a metal fastener. F. D. Atkinson, Government Printer, Melbourne. First page has Penryn Printing Service Pty. Ltd. And mentions the amendments. Photocopy of a letter headed Municipal Association of Victoria to the Municipal Clerk proposing to increase the trespass rates, set out in Clause 12 of the Pounds Act 1958. Document - MINER'S RIGHT - GOLD LICENSE NO 210 MINER'S RIGHT NO 20
Two licences, yellow-brown Victorian Gold License No 210, dated May 31, 1853 (a) and a Miner's Right No 20, dated 28 June 1861(b). The Gold License cost one pound ten shillings and for the month of June 1853. It was for Crown Lands within the Loddon District. At the bottom of the license are five Regulations to be observed by the person digging for gold or otherwise employed at the Gold Diggings. It has a crest at the top with a lion and a unicorn. Printed on a circular cnetre piece are the words: Honi so- -al y pense and below the lion, Dieu, in the centre is -t mon and under the unicorn is droit. The Miner's Right No 20, issued by the Colony of Victoria, for the District of Maldon, cost one pound. Across the top is a crest with a lion and a unicorn holding up an oval piece with a crown and a lion on top, In the oval is an illustration with two men and a woman and sailing ships in the background. Around the top of the oval is: Moni s- - qui mal y pense and at the bottom: Advance - Australia. Under the lion is: Dieu et mon and under the unicorn: Droit. Has been stamped in black, but is unreadable. Signatures and names on both documents are very hard to read. Yields information about the formation of the BTPS in 1971 and some of the people who attended meetings etc. and about the closure of the Ballarat tramway system.Two Newspaper clippings pasted onto a single sheet of paper with two Punch holes on the left hand side. First clipping from The Courier, Ballarat, Monday, 31/5/1971, titled "Society formed to Preserve Trams" (newspaper date, with page 2), about the formation the previous day of the BTPS at a meeting of the Lake Wendouree Tramway Museum Committee with a membership of 55 people to retain a tourist tram system for Ballarat. Gives names of the elected office bearer, details of proposals, some costs, alternative sites and that a tram was chartered before the meeting. 1071.1 - photocopy of the article added 24/1/2008. Has the names of those elected highlighted in pink ink. Second cutting dated "14/7/71" from the Courier titled "Three stage plan for phasing out of trams" of the three stage plan for phasing out of the trams in Ballarat. The plan was announced by Transport Regulation Board the previous day. Book cover has title "Electric Tramways of the State Electricity Commission of Victoria By-Law No. 1". Pages are numbered pages 1 to 23, revoking By Laws dated 5/9/1932 (See Reg. Item 3109). Dated 9/3/1937. Gives definitions, fares and charges, regulations re passengers, behaviour, smoking, dangerous goods, luggage and behaviour of crews. Gives schedule of fares and charges for Ballarat, Bendigo and Geelong. Fares applied from 1937 to 1949 - see Reference. Details names of SEC Commissioners, Minister in Charge of Electrical Undertakings. Copy has numerous changes marked in red ink internally and pasted in changes to the text. Has Government Printer number 6967. Given the printing number on Reg. Item 3108 is a higher number and that H. Green was the Government Printer for this book and in 1936 (See Reg. Item 3068), indicates a copy printed in 1937. A piece of paper has been pinned to the copy on page 23, giving details of where to relieve on the Sebastopol route. Written in red ink. Provides in a Q & A format, instructions to drivers in electric car operation, photos of various types of controllers, an A.B.C. for tramways drivers - "always" points to remember and has a reference index. Copy 1 - has telephone numbers of Training School and specific pointers re Regulations 106 and 107 and some of the Q&A have been circled in blue. This copy was imaged. Duncan McDougall was associated with the pioneering X-rays conducted by the Ballarat School of Mines in 1896. He was in the Mendelssohn Choir, and was associated with Professor Ross from University of Western Australia. The Ballarat Courier reported on 20 July 1896:"The Ballarat Courier reported on 20 July 1896 Thanks to the energy of the staff of the School of Mines Ballarat and particularly to Messers F J Martell and Duncan McDougall the assistance of Roentgen xrays will soon be available, for the relief of suffering at this institution. On Wednesday evening 22 July 1896 a number of ladies and gentlemen witnessed a series of experiments with the Roentgen x rays." Duncan McDougall later worked at the Kalgoorlie School of Mines as a lecturer in physics and mathematics. on 19 February 1905 the 'West australian' newspaper announced: " Mr Duncan McDougall, formerly of the Ballarat, and later of the Maryborough Schools of Mines, was appointed to succeed Mr. Hart. Mr. McDougall had also charge of the branch class at Midland Junction. In both cases his work proved thoroughly good. The alterations in the trades class regulations will cause all the students in these classes to take up the study of this subject. I have every confidence that Mr. McDou gall will handle these large classes as successfully as the classes he had last year." By 1925 McDougall is being reported in the Perth Daily News: "Duncan McDougall, lecturer on electrical engineering and physics at the W.A. School of Mines, put forward a scheme for reducing the cost of mining in Kalgoorlie. He contended it was the duty of the State and Federal Governments to establish a central electricity generation plant in Kalgoorlie and supply power to the mines at not more than 1/2d a unit, at 3/4d per unit for winding only, and at 2d per unit for lighting. Warrnambool was officially made a Port of Entry in 1855 and by the 1870s had became the dominant port in the Western District. Sadly, due to an increasing problem with silting in the harbour, by the 1890s only small vessels could navigate the harbour. Men with the position of Pilot and Harbourmaster in Warrnambool were employed by the government to enforce government regulations and to help guide vessels safely into the port of Lady Bay, which was difficult to navigate. Some of the Pilots and Harbour Masters of Warrnambool were – - Captain Christopher Gwatkin, the first Harbourmaster for Warrnambool (1857 - his death in 1859). - Captain Helpman was Warrnambool’s second Harbourmaster 1859-1869 - James Nicol was Harbourmaster in Warrnambool for a time, including 1906 (b. 1840 – d. 1926) - Thomas Smith Drewett (1853 - 15-3-1905) past Captain of the Helen Nicoll, Pilot and Harbourmaster of Warrnambool. Warrnambool’s Tourist Guide of 1888 advises that “At the Port of Warrnambool there are two Leading Lighthouses. A licensed sea pilot, Captain Drewett, is stationed at the Port.” In 1915 plans for the Pilot’s Quarters were drawn up for the Department of Public Work. It was at that time, when personnel was short due to the First World War, that apparently the Pilot and Harbourmaster was also responsible for maintaining the light (lighthouse). The new Pilot and Harbourmaster’s house would be built on the site at 88 Merri Street, overlooking Lady Bay and right beside the Flagstaff and the Lady Bay Upper Lighthouse. Other Pilot and Harbourmasters were - - James Menzies was the Pilot and Harbourmaster at Warrnambool in 1929 . In 1932, he was appointed to the position of Acting Secretary to the Warrnambool Harbour Board. A hundred or so years later Flagstaff Hill Maritime Village has fully renovated the former Harbourmaster’s quarters, changed the name to Lighthouse Lodge, and is now allowing guests to stay in the home, which is still neighbour to the operational Lady Bay Lighthouses, now over 150 years old. The association of the old Pilot and Harbourmaster’s Quarters (currently renamed as Lighthouse Lodge) with the Port of Warrnambool, and its maritime activities, is historically significant. The Pilot’s quarters are connected to a time when access to Warrnambool’s Port was important to the colonial settlers for income and supplies. Plan of Pilots Quarters, Warrnambool. Financial record - Bank Deposit Book, Commercial Banking Company of Sydney Limited, Pre Jan, 1932
This bank deposit book was used for financial deposits made between1932 and 1936. The funds were deposited into the Emergency Account of the Warrnambool Harbour Board, lodged at the Warrnambool Branch of the Commercial Banking Company of Sydney Limited (CBC). James Menzies, Pilot and Harbour Master from 1929, would have used this deposit book when he was appointed as Acting Secretary of the Warrnambool Harbour Board in 1932. He held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. This financial record book is significant for its association with the historic financial records of the Warrnambool Harbour Board and relates to the maritime history of Warrnambool, in particular with the Port of Warrnambool.Warrnambool Harbour Board Emergency Account Book containing deposit receipts and blank forms for the Commercial Banking Company of Sydney Limited. Rectangular book has buff coloured card covers, white pages with pre-printed text and lines and black tape binding on left side. Inscriptions stamped on front cover, receipts and unused, pre-printed pages. Approximately half of the pages have been filled in, and the deposit slips removed, leaving the receipt end attached to the book. There are two lose receipts stapled into the book. Hand written receipts date from 21 JAN 1932 to 25 JULY 1936. Stamped "WARRNAMBOOL HARBOUR BOARD / EMERGENCY ACCOUNT" "WARRNAMBOOL VIC" "EMERGENCY ACCOUNT / WARRNAMBOOL HARBOUR BOARD" Also, each receipt has the bank's stamp with its details and the date on it. Harry Stead, Snr., owned and operated Wodonga’s first taxi service. He had horse drawn cabs running between Wodonga, and Albury in 1868. He also ran a carrying business with wagons and drays. Workmen from Albury and Wodonga were carried to the construction site of the Hume Weir. Drays, although slow, were used with room for 10 or 12 paying passengers, at times. Stead’s paddocks ran back from Sydney Street (now High Street) with stable accommodation for his 70 and more horses. The Provincial Motel occupied part of the site in later years. Harry’s son, “young Harry” joined his Dad around 1892 as soon as his schooldays were over. After the horse drawn cabs, the Steads began a motorised taxi, hire car and bus services. Some of the taxis used were an A-Model Ford, 1934 Ford, Ford V8, Dodge Tourer, Hudson Six and, earlier, the 1923 Buick with dicky seat. Among the drivers were Stan Hogbin, Gerry Gerrard, Jack O’Neill, “Peggy” O’Neill, Ernie “Honey” Zeinert, Cliff Williams and Les Cole. Young Harry had four cars on the rank from 1930 to 1940 when competition for fares was fierce. He had his regulars who paid 4/- a week to go to and from Albury daily. In 1934, Harry was before the Albury Police Court, charged with having driven his taxi on a public road without a taxi licence. The Albury Municipal Council required all taxi drivers to have a NSW certificate of registration before collecting fares in NSW. "26th March 2019 In contribution to the historical account of the Mission to Seafarers, Melbourne. To whom it may concern, In 2005, the Mission to Seafarers’ Padre Bevil Lunson assigned an upgrade to the existing bar and gift shop. The brief outlined alignment with health code and liquor licence regulations, rethink of stock display and aesthetic upgrade of white peg-board and fluorescent-lit display-case. Two students of architecture answered the call and provided pro bono design, building and installation services. Beyond the updated flooring, work surfaces and new hand-wash point their ethos of sustainable design presented a strategy of redressing the existing on a shoe-string; helping minimise trades and protect the heritage substrate. A new standing-bar was proposed to envelope the display case and re-orient the hall back toward the stage. Punters were directed to the seated-bar for purchases. The chosen palette aimed to anchor the bar below the hall’s half-timbered dado-line utilising the muted tones of recycled materials. Glass bottles set in resin diffusing panels and timbers sourced from throw-outs were dressed and composed to suggest the multiple approaches to a calling of the sea. This flotsam and jetsam was intended to provide a shifting background that is representative of the many walks of life that support and are supported by the mission. Two uninstalled elements further accented the design: -the flying angel logo was to appear hovering within the bar’s archway and also inverted by the dado-line in the bar’s rear mirror (refer attached sketch), -and the two lampshades, referencing the inverted form of nautical beacons, were to shepherd clientele to the bar (refer attached sketch). Derek Stevenson – Turner Townsend Thinc Stuart Webber – ARM Architecture The bar was dismantled during the renovation mid 2019 and replace by another bar.These documents provide insight into an early 21st C refurbishment to the interior of the MTSV and Mission club operations in the early 21st Century and provides names and details of both the consideration of the need to: protect heritage components, provide a functional service point, incorporate recycled materials that related to aspects of the sea and environment, the flotsam and jetsam that is found where the sea, and those from the sea meets the land. Also provides an example of early career designs by two practising 21st C Australian architects and designers. During the renovations in winter 2019, the decision was made to demolish to make space to another more convenient one brought from a cafe, along with new chairs and tables for the club.Digital copy files sent in March 2019 by architect Stuart Webber after a visit to the Mission. The Melbourne Legacy Diary/Contactor handbooks were produced annually by Melbourne Legacy. The books supply Legatees with many useful details and regulations. They include lists of current Legatees and contact details. The financial account book was used by the Warrnambool Harbour Board for its Emergency Account. It records transactions made with The Warrnambool branch of the Commercial Banking Company of Sydney Limited during the year 1931. The Secretary of the Warrnambool Harbour Board would have used this book in 1931. James Menzies, Pilot arid Harbour Master from 1929, was appointed as Acting Secretary for the Board in 1932 and held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. Steamer trunks (named after their location of storage in the cabin of a steamship, or "steamer") which are sometimes referred to as flat-tops, first appeared in the late 1870s, although the greater bulk of them date from the 1880–1920 period. They are distinguished by either their flat or slightly curved tops and were usually covered in canvas, leather or patterned paper and about (36 cm) tall to accommodate steamship luggage regulations. Steamer trunks were originally called a cabin trunk. An orthodox name for this type of trunk would be a "packer" trunk, but since it has been widely called a steamer for so long, it is now a hallmark of the style. A trunk, also known as a travel trunk, is a large cuboid container designed to hold clothes and other personal belongings. They are most commonly used for extended periods away from home. Trunks are differentiated from chests by their more rugged construction due to their intended use as luggage, instead of storage. Among the many styles of trunks, there are Jenny Lind, Saratoga, monitor, steamer or Cabin, barrel-staves, octagon or bevel-top, wardrobe, dome-top, barrel-top, wall trunks, and even full dresser trunks. These differing styles often only lasted for a decade or two and along with the hardware can be extremely helpful in dating an unmarked trunk. Although trunks have been around for thousands of years in China and elsewhere, the most common styles seen and referred to today date from the late 18th century to the early 20th century when they were supplanted in the market by the cost-effective and lighter suitcase. There were hundreds of trunk manufacturers in the United States and a few of the larger and well-known companies were Rhino Trunk & Case, C.A. Taylor, Haskell Brothers, Martin Maier, Romadka Bros, Goldsmith & Son, Crouch & Fitzgerald, M. M. Secor, Winship, Hartmann, Belber, Oshkosh, Seward, and Leatheroid. One of the largest American manufacturers of trunks at one point the Seward Trunk Co. of Petersburg, Virginia still makes them for school and camp, and another company Shwayder Trunk Company of Denver, Colorado would eventually become Samsonite. Another is the English luxury goods manufacturer H.J. Cave trading since 1839. Their Osilite trunk was used by such famous customers as T.E. Lawrence and Ruth Vincent Some of the better known French trunk makers were Louis Vuitton, Goyard, Moynat, and Au Départ. Only a few remain with the most prominent US company being Rhino Trunk and Case, Inc who probably manufacture more trunks than any company in the world.A snapshot into our social history regards how travel was undertaken over a hundred years ago and how people travelled so differently than today as they often packed for extended travel on ships. Travel then was so different with people having to pack a very large wardrobe of clothes to last for some time possibly for months overseas. The subject item looks like it was of military issue and was used for travel during the first world war by a military man from Victoria and was one of six similar trunks. "In April 1969, the first major residential development in Melton began with the release of 148 homes for purchase. This was the first stage of a staggered release of a planned 30,000 homes for 100,000 people by 1990. The development, called Westmelton Satellite City, was described as ‘a preview of tomorrow’.101 It was the first estate built in a ‘modern’ style, with curved streets, and dozens of culs de sac. Westmelton was also the first major development in Victoria to build all the supply lines to the houses – including electricity and telephone lines – underground. The six different home designs in Westmelton were ‘specially designed for the future’, and with allotments ten feet wider than regulations required, there was plenty of ‘space for gracious living’ and for a family swimming pool. The developers of this new estate were active in promoting Westmelton as a new community within the Shire of Melton. By 1971, the Westmelton City News reported that Ian McIntosh, General Manager of Westmelton, had given away $100,000 on behalf of the company ‘to aid community projects’. This included a $72,000 donation towards building a community centre in Westmelton, and $25,000 for the shire’s Olympic-sized swimming pool. Ian McIntosh and his family moved to Melton and Ian said he was ‘very much aware of the needs of [the] Westmelton community’. By the end of 1971, Westmelton was home to 100 new families. The modern residences were obviously an appealing drawcard, but so was the country feel that characterised Melton. Mrs C. Allen, described as a ‘housewife’, said she and her husband chose to move to Westmelton because of ‘the quality homes ... and we both love the clean, fresh, natural environment that surrounds us’. Similarly, Mr W. Coxhead, insurance consultant, moved to Westmelton because of the ‘clean, fresh country air’. Accountant Mr B. Swanton echoed their sentiments, describing Westmelton as ‘far enough away from the industrial pollution carried over Melbourne suburbs by prevailing westerly winds’. The new development attracted an increasing number of young, professional couples and families, representing the beginning of a significant shift from the predominantly rural and farming community of the district’s past. The Westmelton development had four different ‘neighbourhoods’ designed to cater to a variety of different lifestyle needs. Westmelton was the first to be established, followed by Brookfield, which offered ‘superb land in a rustic setting’.
