The school bell has been used in various forms for several centuries. In Australia and the UK it was often a hand bell, located on the teacher's desk in a small school. In larger schools it was positioned in a central area, and one bell was used to signal to all classrooms. In North America it was more usual to find a large bell on a stand located in a central area of the school where it could be heard by everyone throughout the premises. More recently, the school bell has become wall located, and electrically activated, using a mechanical timing apparatus. Now the same bell is computer programmed and activated, although there are many older bells still in operation. The school bell was rung at the beginning at the school day, often to summon students to the morning assembly in larger schools. It was then rung throughout the day to signal the start and end of specific lesson periods, the beginning and end of school morning and afternoon breaks, the lunch period, and the end of the school day, no doubt eagerly awaited by many students! This wagon is linked to Mr Stanley James Bell via his father Mr John Bell, who owned "Warrumyea" at Wangoom. It is believed that Stanley grew up and worked for his father at this property, eventuality inheriting his father's death in 1920. This wagon was likely used at Mr Stanley Bell's property “Warrumyea” at Wangoom around 1920-1940. The wagon was donated in 1984, at which time it was noted as having a brass plate inscribed "Jas", which name Stanley was known by. Also, a painted on the wage was “S J Bell Wangoom”. Remnants of the original paint colours of blue and yellow show on the photograph, which was taken at the time of cataloguing. Mr John Bell Snr from Plymouth, England, arrived in Portland, Victoria, around 1860. He had served in the British navy as a lad for a number of years. On arriving in Australia he travelled to the Wangoom district where he lived for many years. Mr J Bell worked for 20 years as herd manager at “Wangoom Park”., for Mr F Tozer (1843-1954), one of the original pioneers of the western district. He went on to pursue dairying and general farming at his property “Warrumyea” Wangoom. Bell’s son Stanley James Bell went to the Wangoom School. His first reader from this school, published in 1909, has his name inscribed in the flyleaf “Stanley J. Bell, Warrumyea, Wangoom” and is now in the collection of the Warrnambool & District Historical Society. Stanley went on working the property “Warrumyea” and eventually purchased “Wangoom Park” in 1956, where his father had been employed years before. Mr S J Bell died in 1968.The wagon is significant for its association with the farming history of Wangoom and the Warrnambool area in general. Also, the wage is significant for its association with one of the early families that settled in the Warrnambool area and their contribution to the dairying and general farming industries that sprang from their efforts. The wagon has a good provenance linking it to Mr Stanley James Bell and is also a good example of how goods were transported using horse-drawn vehicles at the beginning of the 20th century.Four-wheeled wagon or cart,12 spokes in each wheel, wooden axle with rear hub brake. This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The formation of a Breakwater has been decided upon by the Government, to extend 600 yards, at an estimated cost of £100,000. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. Wool, Tallow, hides &c are also largely exported, while the shipments of all descriptions of Farm Produce are annually increasing. Area of Borough, 3362 Acres. Net Annual Value £27,000. The Ballarat Junior Technical School Cadet team were the champions at the South Street Competitions 1918-1919. The Ballarat Junior Technical School Cadets were established in 1917 by Lieutenant Harold G Wakeling. Nina Steane was the daughter of Sydney Carroll. He was the son of John Whiteman and Alice Cornwall, born in Melbourne in 1877. After a short marriage his parents separated and he chose to live with his father. Alice resumed her maiden name and became successful in the Mining Industry in Ballarat. She owned the Midas Mine on the Dowling Forest Estate, Victoria. She was known as Madame Midas. Returning to London her business thrived and her company the 'British Australasian Mining Investment Company' was floated in London in July 1889. It is said she became a millionaire at 30. Sydney Carroll was born George Frederick Carl Whiteman (1877-1958). Sydney was heavily involved with the theatre and was manager of a number of London theatres. He founded the Open Air Theatre in 1933. A new complex was been built on the site in 1975. He was part-author of several plays, published a book on dramatic criticism as well as being a drama critic. Nina Steane (Carroll) was born in 1932 and studied Art at the Cheltenham School of Art. She then went to Oxford University where she studied Literature. After Oxford she married John M Steane and they had three children. They lived in Southport, Kettering where she exhibited her art until the mid 1970s. In 1976 John became Oxfordshire's County Archaeologist and so moved to live in the area. Here Nina showed her art as well as in London and other parts of the country as well as abroad Nina died in 1990, aged 57. .1 Type written letter on white paper. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. A project titled "Reducing Back Injuries and Energy Costs of Shearing Through the Development of Practical Modifications to Shed Layout" was funded by Worksafe Australia. The budget was $101,170. VIOSH Australia collaborated with the School of Human Movement and Sports Science to look for ways to reduce muscle injuries associated with shearing. The study set up a number of focus groups in the Ballarat area, New South Wales and Western Australia to gather different inputs and perspectives on causes of injuries. Groups represented were shearers, doctors, farmers and shearing shed designers. Shed design was a principal factor with the emphasis on minimising body twisting associated with catching and releasing sheep, removal of floor obstructions along path between pen and release, battens oriented along direction of drag and slope in pens. The Ballarat School of Mines was the first of its type in Australia. The Albert Street frontage was the 'working end' of the campus with the mining laboratory, gauge tower and caretakers cottage. All the structures in the foreground have been demolished to make way for the Flecknoe Building and the M.B. John Building. Calendar made for the "McCallum House Appeal. Three artists were involved by producing black and white sketches of areas in Ballarat. Peter Bryan was born in Castlemaine and studied architecture. Exhibited his work and his paintings are included in private collections. William Mansel Bolitho was a full time teacher at Ballarat North Technical School. He was admitted as a member of the Australian Guild of Realist Artists, c1980. Graham Hawley was born in Bendigo and studied at the Bendigo School of Mines and RMIT. To celebrate the 75th Anniversary of the School of Mines and Industries an Open Night was held on Thursday, October 25 (1945) from 7 to 9.15 p.m. The Principal was Mr A Heseltine and the Registrar was Mr F Ferguson. Members of the School Council included E J Tippett, M G Beanland who have a building or walkway named after them. A map of the buildings shows the various areas and information is given for each department.
