Joseph Chamberlain was was an important businessman and a politician. He worked to improve education, and cities. He was a Member of Parliament from 1876 to 1914, and Colonial Secretary (controlling British colonies) from 1895 to 1903. His son Austen won the Nobel Peace Prize and another son Neville was Prime Minister from 1937 to 1940. (Wikipedia) Chamberlain was a Unitarian, a Christian who believes Christ was an example of the way to live life, but was not divine (not a part of God). Unitarians try to work to help society. There were many problems in Birmingham after the industrial revolution, and many men were not allowed to vote. In 1868 Chamberlain helped a liberal man to become the Member of Parliament for Birmingham. In 1869, he started a group working for free primary education for all children. In November 1869, he became a member of Birmingham City Council. There he worked for cheaper land prices for rural (countryside) workers, and became very popular. In 1873 he became the Mayor of Birmingham. He bought the gas companies and water companies for the city, so people were able to have clean and safe water. He made parks, roads, schools museums and built new houses for poor people. In June 1876 he became the Member of Parliament (MP) for Birmingham. In parliament he worked to unite radical M.P.s (MPs that wanted change) against the Whig party who were in power. His work helped William Ewart Gladstone to become Prime Minister in 1880. Absentee landlords were common in Ireland and for many landlords the primary focus was income rather than the conditions of their tenants. Many landlords realized that they could get a higher income by turning their properties to pasture than to continue with the old practice of collecting rents from tenant farmers. Evictions was the most common way of getting rid of unwanted tenants. The tenant frequently built his cottage himself from local materials. However, his rent was higher if he had windows, if his door was over a certain height and if he made any type of improvements or enlargements to the dwelling. The landlords practiced "Rack Renting" in order to get rid of unwanted tenants. Rents were raised to the point that the tenant could not afford to pay them. The landlord then had the tenant evicted for non payment of rent. There were no appeals and no mercy shown. Jenkins for the Borough of Sebastopol's centenary in 1964, reprinted with additional text by Lloyd Jenkins to recognise the 125th anniversary of the Borough covering the years 1965 to 1989. Book covers mining history, churches, the Borough Council, early days of the district and various points, eg cabmen, horse trams and electric trams, schools, the Mechanics Institute, various clubs, fire brigade, hotels, industries, and programme of events to celebrate the centenary. The second part of the book, covering the period is laid out in a chronological order with forward by Cr. Donald, the Mayor with many photographs. Centre page has a large map of the district showing the many mines, leads, roads and other historic locations. This letter was sent by a customer D. Menzies at Skipton to the Mortlake Mill, detailing an unusual payment method for the processing of his wheat into flour. David Menzies was a Scots farmer who lived in Skipton c. 1860's on a bend in the Mount Emu Creek. He helped establish the local school and a lane in the township bears his name. The letter illustrates the nature of commerce and the difficulties of communication and life generally in the country at the time. The bluestone Mortlake Mill built in 1856, has been a prominent landmark in Mortlake for over 150 years. It played a significant role in the commercial life of the town and was initially a wind-mill to process district grain for sale. The goldrush at Ararat 100 km. away led to a temporarily increased population and demand for foodstuffs. In 1857 the Mill was sold to Aikman, Hamilton and Geddes who converted it to steampower and later built the prominent chimney, which is on the Heritage Register as part of the National Estate. D. Menzies at Skipton lived at least 85 km away - his wheat which urgently needed milling, faced a slow and arduous journey by bullock dray. After the demise of the Ararat goldfields and the decline in population (as well as the district soils proving unsuitable for sustained wheat cultivation), the operation of the Mill declined too and the proprietors increased their involvement in other activities - supply of building materials, timber felling and sawmills. Despite the apparent difficulties of conducting business in the 1850's, it is notable that commerce thrived at that time in country districts, as an examination of Mill accounts and records show.Handwritten letter dated 1864 (water-stained)Skipton March 7 1864 [to] Messrs. This is an artist's impression in reproduction of the Mechanics Institute building as it was in the 1880's. It has since changed quite significantly, especially what can be seen of the surrounds. The insert picture is an impression of the Industrial Pavilion which, as is stated, was used between 1856-1864 as temporary premises for the Institute.
