... , Retired Personnel Allowance, Children's Services, Social Services..., Retired Personnel Allowance, Children's Services, Social Services ...The Talking Book Library of the Royal Victorian Institute for the Blind is celebrating its 50th anniversary during 1984. This service began in 1934 with 78 rpm records. These were later superceded by 33rpm records which remained in use until 1960. The first cassettes were imported from England and weighed 7 lb. along with the player which weighed 28 lb. These 18 track cassettes usually contained one whole book. In the early 1970's a change was made to smaller cassettes containing 12 hours of recorded material on 6 tracks. The latest system currently being introduced is the Library of Congress 4 Track System utilising cassettes which play for 6 hours and machinery which is adaptable to the conventional 2 track system cassette. The Talking Book Library today provides services to 2500 readers as opposed to only 500 in 1964. The service is free of charge to anyone who is visually handicapped and includes talking books, talking book machines, mail service, servicing of machines at regular intervals and any modifications that may be required. Over 1600 cassettes are handled daily. The library currently holds over 3500 individual titles. Catalogues are available in print, audio and braille format. Once selection is made, borrowers may receive at least 3 books at any one time. Other services include current magazines, foreign language books, newspapers and magazines and regional country newspapers. Many books are recorded at the R.V.I.B. by our volunteer readers while others are bought from similar agencies in Australia and overseas. The department of the R.V.I.B. relies almost entirely on voluntary donations from the public. The program for the week included exhibitions, speakers, musical entertainments, a church service, children’s films, public meetings, discussion groups and a youth tea. A committee was formed in Warrnambool to organize the week’s events and the Chairman was Mr Lindsay Anderson.This program is of interest because it gives us details of an event that was staged in Warrnambool in 1953 – Home & Family Week. Many of the speakers and chairpersons for the activities of Home & Family Week were well-known people in the Warrnambool community at the time – Dr H. Holmes, Edith Jacobs, Rupert Philpott, Mrs J.O. Tait, Dr Brauer, Mr E. Willison, Arnold Westgarth etc. This is a pamphlet - one sheet folded in two to make six pages. It has the program for Home & Family Week held in Warrnambool in 1953. The program has blue printing on a beige background. The front page has a photograph in blue and white tonings of Queen Elizabeth, Prince Philip and their two children. Council's corporate services director, Bill Black, is investigating possible sponsors for the scheme. Mr Black sugggested that sponsors could be associated with school wear, safety equipment or children's goods and services. The ceremony provides a valuable opportunity for students to gain an appreciation of the Anzac spirit, the significance of the Shrine and the meaning of Anzac Day. The photo appears in the Argus newspaper and the caption read: 'During her busy tour of service clubs yesterday the Duchess, while at the Legacy Club, accepted a cup of tea from Mrs E Sherwen, wife of the senior vice-president of Legacy.' The article continued that the Duke and Duchess of Gloucester were welcomed by the President W A Perrin and his wife and Legatee Kemsley. Mr Perrin explained that Legacy has accepted the responsibility of caring for children of deceased service men, and that since 1922 27,000 children have been given a chance at least equal to the one they might have had their fathers lived. Designed by architect Norman Day, the school was built in an innovative postmodern style. Day’s vision was for the school’s students to feel as comfortable and familiar at school as in their own homes. He based the design on the local suburban typology. The buildings consisted of individual self-contained classrooms, each with a front door, back door and garden. Each class retained the same homeroom for the duration of their schooling. Norman Day won the inaugural Lustig & Moar Architectural Prize in 1988 for his Mowbray College design, and the Australian Library Promotion Council/RAIA Library Design Award for the school’s library building. The school officially opened on 7 February 1983 with an enrolment of 93 students from Prep to Year 7. Mark Fergus was a Prep student in the school’s inaugural year. He later remembered: It was good then because everyone knew each other. Our first few weeks at school we had classes in the Guide Hall because the Mill wasn’t finished. The rest of the school where the Labs and Coppin Court are now was only a big paddock. Another Prep student, Brooke Harrison, recalled: The only recreation we had was the rough playground which consisted of monkey bars, old tractor tyres and a sandpit and high bars. Accidents were a frequent occurrence in those days! It was a friendly atmosphere, you know everyone and their business ... During some classes we used to do horticultural work and planted trees out the front of the school. In 2003, Mowbray College celebrated two decades of educating students in Melton. By that stage, the school had expanded to two campuses with over 1,450 students and 120 staff. It was estimated that over the twenty years since its establishment, 13,000 students passed through the gates. By the mid-2000s, the school offered an International Baccalaureate program and operated across three campuses: the original campus, named Patterson after the first principal, and the Brookside and Town Centre campuses, both located in Caroline Springs. Unfortunately, in 2012 Mowbray College found itself in an unmanageable situation. The community had lost faith in the school’s financial security and as a result some parents withheld their school fees, fearing the school would collapse. It had been in financial difficulty since the mid-2000s and by 2012 was $28 million in debt. 84 In June 2012, all three campuses closed and within four months, each of the campuses of the former Mowbray College had been purchased by other education institutes. Heathdale Christian College bought the original Mowbray campus and established its own campus there and Grace Children’s Services bought the Brookside campus. The Town Centre campus was purchased by Intaj Khan from the Western Institute of Technology but remained vacant after some failed attempts at re-establishing a school. He was a sawmiller at Tabbara who built and held the ticket for the Paddle Steamer Curlip. PS Curlip was registered in 1893 and the Passenger Certificate issued on 30th January 1903 to Captain Alan Richardson by the Marine Board of Victoria entitled her to carry 25 passengers and only 10 passengers when engaged in towage service. Two children under 12 years of age to be reckoned as one passenger. He had the first horseless motor buggy in Orbost. Alan Richardson was married to Emily Dawson and had two children - Alan Jnr and Ruth.Alan Richardson was a prominent Orbost identity. This International auto buggy was promoted as a useful vehicle for station owners, farmers, doctors, and town and country salesmen. It was said to be the cheapest automobile in Australia (at one third the cost of a conventional car), required much less maintenance, had durable solid rubber tyres rather than troublesome pneumatic ones, and didn’t need a chauffeur. This is a pictorial record of a "horseless buggy" which would have been a novelty in the early 20th century in Orbost. The photo appears in the Argus newspaper and the caption read: 'During her busy tour of service clubs yesterday the Duchess, while at the Legacy Club, accepted a cup of tea from Mrs E Sherwen, wife of the senior vice-president of Legacy. While this incident was being photographed a flashbulb exploded with a loud report, but the Duchess was unperturbed.' The article continued that the Duke and Duchess of Gloucester were welcomed by the President W A Perrin and his wife. Mr Perrin explained that Legacy has accepted the responsibility of caring for children of deceased service men, and that since 1922 27,000 children have been given a chance at least equal to the one they might have had their fathers lived. The Children’s Library ...The Eltham Library was located at the southern end of the newly constructed southern wing of the Shire Offices at 895 Main Road. The first dedicated library in the shire was the Children's Library built by the Eltham War Memorial Trust (now the Eltham War Memorial Hall). Funds were raised by volunteers to purchase books, the land and construct the building. This library initially opened in the Eltham Public Hall on the corner of Main Road and Arthur Street around 1948. The Children’s Library building was opened in 1961 but the transfer to the Eltham Council of the War Memorial Trust land and buildings in 1965 saw the closure of the children's library, which held over 2,000 books that were then transferred to all the schools in the shire which had participated in the monthly book exchange of boxes of books by use of the railways, bus companies and private cars. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. The Brinkkotter house in Dudley Street became the first of the general library services in Eltham with shelving from the old Heidelberg City Library, staff borrowed form the Heidelberg Library and some use of the 1941 Shire Office in Main Road. By 1971 the 1964 Shire Office had the southern extension added and the Library was located on the lower level with Engineering and Planning on the level above. By 1986 this library was experiencing overcrowding from lack of space and equipment needs. With Federal Government assistance, Council was able to design and build a new library which was located in the Eltham Common and opened in May 1994.Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. This facility provided services to children and adults with intellectual... services to children and adults with intellectual disabilities ...On August 19th 1966 a Public meeting was held in the Portland Town Hall with Cr Mibus as Mayor of the town of Portland chairing. From this meeting, a Provisional Committee of ten (10) people was established. At the first meeting of this Committee, it was resolved that a competition to find a name for the Centre was held amongst the local schools. From over two hundred (200) entries the name “Kyeema”, an aboriginal word meaning “dawn” was selected. The Kyeema Centre opened in June 1967 in the Portland Guide Hall. These temporary premises were used until funds could be raised to build on the land the Portland Town Council gave for this project. On 23 November 1969 the new building was built on land donated by the Portland Town Council at the corner of Lalor Street and Bridgewater Road and was officially opened by the Hon. Malcolm Fraser.
